PUBLIC EXHIBITION BOARDS FOR THE MARIAN PLACE GASHOLDER SITE

Architects | Roger Stirk Harbour + Partners Founded in 1977 Rogers Stirk Harbour + Partners (RSH+P) are award winning architects with built projects across Europe, the Americas, Asia and Australia. The practice is experienced in designing a wide range of building types that are sustainable, high quality and beautiful designs that are sensitive to local context. RSH+P have been appointed by St William as the lead architects for the project and will be working alongside a team of specialists to develop proposals for the Marian Place site.

The images above show Riverlight and White City Living which were delivered by our sister company St James and Fulham Gasworks and Clarendon N8 both of which are being delivered by St William.

Since being built in the 1860’s, the Marian Place Gasholder site in Bethnal Green has stored and distributed gas to thousands of homes across east London. However, due to advances in gas infrastructure, only small parts of the site continue to be required for operational use. Today the underused site sits in the middle of a vibrant neighbourhood which is also home to a mix of residents, businesses and community spaces.

St William is now looking to bring forward proposals for the Marian Place site to provide new homes, jobs and public open space.

This public exhibition provides an introduction to the project and shows you our initial ideas as to how the site could be transformed. The feedback received during this exhibition will help us develop our proposals as well as inform the areas of focus for our future stakeholder and community engagement events.

WELCOME

St William is a joint venture between the Berkeley Group and National Grid formed to regenerate underutilised gasworks and gasholder sites across London and the South East. Our goal is to reconnect these sites with the local community and transform them into places where people want to live, work and spend time.

The Berkeley Group has built a reputation as London’s leading residential-led mixed-use developer, consistently delivering more than 10% of London’s new private and affordable homes each year.

We want the places built by St William to be renowned for the quality of their landscape and public open space which will be available to the wider community. To achieve this we adopt a landscape-led approach which can be summarised as “first life, then spaces, then buildings.”

ABOUT ST WILLIAM

St William believe in adopting a collaborative approach and maintaining an open and inclusive dialogue with the local community and stakeholders.

Our consultation commenced earlier this year when we invited the local community to get involved and share their views on the future of the site as part of the ‘Marian Place Conversations’.

This board sets out the stages of consultation that we will be undertaking along with a summary of the activities that have taken place so far.

THE VISION FOR MARIAN PLACE

Our vision for Marian Place is to create a vibrant new place that celebrates the character of the site and the area’s strong identity and sense of place.

The site has been closed to the public for over a century. Its redevelopment will enable public access to the site, including a substantial stretch of the Regent’s Canal for this first time in more than 150 years.

Our proposals will provide new private and affordable homes, jobs and public open space.

We want both our residential and non-residential offerings to be diverse and provide a genuine mix of homes, commercial, social and leisure spaces.

OUR CONSIDERATIONS

PLANNING POLICY

Former gasholder sites are unique in both use and character. The site at Marian Place therefore presents a number of challenging constraints and exciting opportunities.

Overcoming some of these constraints and realising these opportunities will be complex and costly. As such, St William will need to work with key stakeholders to ensure that the final proposals for the redevelopment of the site are deliverable and viable.

This may require some trade-off’s to be made to ensure that key aspirations can be achieved.

GASHOLDER SITES

The Gasholder site, along with surrounding land including the Oval, has been identified in the London Borough of Tower Hamlets draft Local Plan as a place that will contribute new homes and employment space, alongside well-matched community and social uses and open space.

The draft site allocation sets out a series of design considerations including to retain, reuse and enhance gasholders no.2 and no.5 and to provide public open space, pedestrian and cycle routes and a waterfront walk.

The site is also located within the City Fringe Opportunity Area which covers parts of the London boroughs of Islington, Tower Hamlets and Hackney.

Studies 1 and 2 below show just two of a number of approaches considered. These initial options had a number of consistent disadvantages described below

We have therefore opted to respond to the character of the site and surrounding area by using the radial shape of Gasholders to lead the form of our proposed buildings. Study 3 below shows our initial interpretation of this.

GASHOLDER RETENTION

We are exploring the refurbishment and reuse of the gasholder frames at Marian Place. However achieving this will be very challenging and it is yet to be proven if it will be possible to retain both gasholders no.2 and no.5 (the larger of the two).

It is considered likely one gasholder can be reused but that reusing both will be more challenging and requires further analysis.

We are keen to hear your views on the potential refurbishment and reuse of the gasholder frames and if this is of greater or lesser importance than other aspirations such as affordable housing, public open space and local infrastructure.

St William have developed initial draft proposals for the redevelopment of the former Marian Place Gasholder site.

These draft proposals seek to achieve our vision to create a vibrant new place that celebrates the character of the site and the area's strong identity and sense of place whilst providing new high quality private and affordable homes, jobs and public open space.

PLACEMAKING AND PLACEKEEPING

The Marian Place Gasholder site is located within a diverse and evolving area that is home to a mix of residents, businesses and community spaces. Our proposals will complement this strong local identity by providing the adjacent.

The site has been closed to the public for over a century. Our proposals will activate a large section of the Regent’s Canal and create an inviting area that will encourage interaction with, and the appreciation of, the water.

A mix of high quality new private and affordable homes will be provided on a sustainably located brownfield site.

A vibrant mix of commercial, social and leisure spaces will be provided to supplement those already available in the local area.

Our proposals will provide new pedestrian and cycle access connecting The Oval and Corbridge Crescent to the east with Marian Place and Pritchard's Road to the west. Marian Place will be the primary point of vehicular access but only a small amount of car parking is proposed to encourage the use of sustainable modes of transport.

Our proposals will include high quality public open spaces that meet the needs of a wide variety of user groups. Diverse and interesting landscaped areas will be created to provide species rich planting, appropriate sports and recreation facilities and children’s play space.

Fulham youth centre and foodbankAt Fulham Gasworks St William have committed to providing community facilities comprising a youth centre, foodbank and local training and employment opportunities.

Job training and apprenticeship programmes

The Berkeley Group run several apprenticeship programmes, the main one being REACH. The REACH apprenticeship scheme started in 2016 with the primary purpose to increase direct apprentice recruitment from a diverse demographic in key London Boroughs, including the London Borough of Tower Hamlets.

Royal College of Art at Riverlight At Riverlight in Nine Elms, St James funded the Royal College of Arts exhibition space called StudioRCA which is a test-bed and exhibition space for academics and students to engage with public audiences.

The Berkeley FoundationSince the Berkeley Foundation was set up in March 2011 it has committed £14.9m to its charitable partners. The Foundation supports young people, their families and communities across London and the South of England. The Berkeley Foundation works in partnership with the voluntary sector and focuses on four key areas: Homes, Jobs, Skills and Care. Berkeley Group employees volunteer over 10,000 hours each year.

Vauxhall City Farm Vauxhall City Farm, supported by St James, uses the setting of an urban farm to provide educational, recreational and therapeutic activities. The farm supports disadvantaged and disabled people to boost their confidence and aspirations, promote emotional, mental, social and physical well-being, and develop environmental wellness.
