Councillor’s Newsletter K EEPING Y OU I NFORMED Dear Residents, I would like to take a moment and share some information regarding the effort to have a public high school opened in Stittsville. The need for a public high school in the community first appeared on the radar in 2006, at a time when the Ottawa-Carleton District School Board (OCDSB) wasn’t establishing the kind of specific capital priorities lists it has in the past few years. At that time, it was felt that the high school would need to be built by 2010 in order to accommodate Stittsville’s burgeoning youth population. However, that didn’t happen. Today, more than 500 high school students bus out of Stittsville every day to attend South Carleton, while others switch to another school board so they can remain in Stittsville. According to OCDSB school trustee, Lynn Scott, approximately 12 buses are required to take these students from Stittsville to Richmond each day, at a cost approaching $600,000 annually. In October, 2013, the OCDSB released a Capital Priorities list, marking a Stittsville public high school as the #4 priority. However, in March 2014, schools that were lower on the list were awarded funding over Stittsville. Given that the necessary budget exceeds that needed for many other projects, there is simply no way the province will be able to financially sustain enough funds to allocate a new public high school if it is being overlooked to fund other schools. As such, Stittsville’s voice must be heard. Stittsville has a current population of over 31,000 which is expected to grow to over 70,000 within the next 20 years and it has grown by over 10,000 since the need was first identified in 2006. There is no other community of this size in Ontario that does not have a public high school. Please provide comments for 5731 Hazeldean Road Proposal

The Planning and Growth Management Department has received a site plan control application for

the property municipally known as 5731 Hazeldean Road.

Site Information

The subject site is located northwest of the intersection of

Huntmar Drive and Hazeldean Road in the community of

Stittsville (see location map here). The site falls within land

covered by the Kanata West Concept Plan.

The subject site is approximately 4.6 hectares in size and has

132.6 metres of frontage along Hazeldean Road. The site is

currently vacant and well treed throughout with the highest

concentration of trees located within northern portion of the

site. Poole Creek traverses the northern part of the site, which has been identified as an Urban

Natural Area (UNA185 – Poole Creek North).

The surrounding land uses include to the north the Fairwinds community and Tempest Park, and to

the east, west and south area vacant lands intended for commercial development.

Application Proposal

The application proposes for a mixed use development consisting of four buildings; two two-storey

buildings consisting of commercial uses; a four-storey residential care facility and a five-storey

retirement home (see site plan here).

Along the Hazeldean Road frontage are two two-storey commercial buildings with a combined gross

floor area (GFA) of 1290m2. It is anticipated that these buildings will have retail uses on the ground

floor and offices on the second floor. Located behind the commercial buildings along the eastern

property line is a four-storey residential care facility consisting of 256 units and along the western

property line is a five-storey retirement home consisting of 185 units. An internal landscaped

courtyard is proposed in-between these two buildings.

Vehicular access to the site will be via signalized access off Hazeldean Road. This access is to be

shared with the site to the west. A total 454 parking spaces are proposed to accommodate the four

buildings, the majority of which will be located within an underground parking garage with the

exception of approximately 30 surface parking spaces.

Pedestrian pathways and sidewalks are proposed throughout the site providing connections to the

public sidewalk on Hazeldean Road, each of the four buildings and the internal courtyard.

Located at the rear of the site is an area zoned Parks and Open Space Subzone R (O1R) comprising

of 1.55 hectares of the total 4.6 hectares. This area includes a portion of Poole Creek and UNA 185

and will be transferred to the City of Ottawa to ensure its protection and preservation. Within the

Poole Creek corridor an interconnected nature trail system has been planned. Through the site plan

application process the appropriate location of a nature trail within these lands will be determined.

The addition of this portion of the trail will provide a missing connection to the adjacent lands,

including the Fairwinds community and Tempest Park.

Abbott St Tree Removal Update

Last week in my column, I explained that there will be tree trimming

on Abbott Street from East of Stittsville Main St to West of Granite

Ridge Dr. There are two reasons for this work.

Hydro Ottawa began trimming trees to maintain the required safety

and operating clearances of the proposed overhead lines.

Additional to this work, there are Ash trees (approximately 20%) mixed in the bunch which have

fallen victim to the Emerald Ash Borer. As a result, these trees will be removed completely in this

process.

Hydro Ottawa is currently working on removing the “up-rooted” and “wind-blown” trees to improve

the aesthetics along Abbott St. Once this work is complete, the stumps will be removed and the area

will be reinstated. There is currently no specific timeline for this work, but I am assured that it will

be completed as quickly as possible.

I have been in contact with Hydro Ottawa and they are looking into holding an Open House

Information Session in the community to discuss the hydro pole lines they are planning to install on

Abbott Street. More information will be posted in my e-column in the coming weeks.

Ottawa 4 Fort Mac Tickets now Available

#Ottawa4FortMac will be hosted by Jim Watson and

Ottawa Senators player Chris Phillips. It will take place

from 6:30PM to 10:00PM on Wednesday June 8, Aberdeen

Pavilion, at Lansdowne Park. This “western roundup”

themed event will feature live music, entertainment,

refreshments from Ottawa’s craft breweries and offerings

from Ottawa’s pizzerias.

Tickets for the Fort McMurray fundraising event are now on sale at a cost of $80 each.

Tickets are limited and are available for online purchase here, or by cash payment at Big Rig Brewery

locations and at Jim Watson’s City Hall office. Donations made by May 31 will be matched by the

Government of Canada.

This natural disaster is a devastating loss in our Canadian history but the impact to the lives of our

fellow Canadians is far greater. I encourage all residents to assist those who have been affected by

this tragedy in whatever ways they can and join our city as we support the Canadian Red Cross’s

emergency appeal and the United Way’s relief efforts directed towards helping the residents of Fort

McMurray rebuild their lives and their community.

Stittsville Library Book Store Temporary Closure

As noted in last week’s column, the Stittsville library will be closed this summer for a short time to

complete some major renovations.

This also means that the used book store “A Good Read”

within the Library will be closed for this time period.

When the store reopens it will have a new location at the

front of the library.

Dates for closure of the book store: June 2nd until July

16th.

Until June 2nd all books will be on sale for half price.

Volunteers request that all donations be held from May 31st until the reopening in July where they

looking forward to seeing everyone once more.

Wild Parsnip Treatment Locations

The 2016 Wild Parsnip Strategy was presented to the

Agriculture and Rural Affairs Committee (ARAC) on March 3,

2016. Similar to last year, the goal of this year’s strategy is

to reduce the growth of wild parsnip in areas that are highly

infested while ensuring that environmentally sensitive areas

and public safety are not adversely impacted.

The application of the herbicide Clearview will start as early as this week, weather dependent, and

signs will be posted 48 hours prior to the contractor spraying these areas.

The contractor will use a combination of boom spraying and spot spraying. The process of spot

spraying is the preferred method to target the wild parsnip plant only and not affect other wild

flower growing in the area, water ways or sensitive areas.

Herbicide application began on Wednesday, May 18, 2016. Approximately 700 km of roadsides and

over 40 areas of parkland will be treated this year. Roadside cutting is currently underway and

additional herbicide application will be considered again for the fall season.

There will be three parkland locations for treatment within Stittsville this week.

The three locations are:

1. 5401 Abbott St - Parkland

2. 6043 Hazeldean Rd – Stormwater Pond

Staff will continue to monitor and map wild parsnip infestation levels throughout the remainder of

the year. A meeting will be scheduled with stakeholders in fall 2016 to evaluate the effectiveness of

this year’s strategy and to develop recommendations for the 2017 strategy.

Doors Open in Ottawa on June 4 and 5

On June 4 and 5, the public will have access, at no charge, to more

than 120 buildings around the Ottawa region thanks to Doors O pen

Ottawa. For the four consecutive years, Doors Open Ottawa has

offered something for everyone, from municipal facilities and

government buildings to private businesses, artists’ studios and

places of worship, to embassies and high commissions of countries

from across the globe.

This year, more than 120 buildings will participate – including 19 new locations – that were revealed

Monday by Mayor Jim Watson, Councillor Diane Deans, Chair of the City’s Community and Protective

Services Committee, members of the Doors Open Ottawa Advisory Council, and representatives from

several participating buildings including official host of the 2016 launch, Shopify.

Among the locations, two buildings will be open for access in Stittsville: Ottawa Fire Station 81 on

1643 Stittsville Main and the Goulbourn Museum on 2064 Huntley Rd

For the fifth consecutive year there will be a free accessible OC Transpo shuttle bus sponsored by

the Ottawa Citizen. More than 50 participating buildings can be accessed from the shuttle loop,

giving everyone a wide choice of amazing facilities that can be reached quickly without a vehicle.

I would like to welcome all residents to partake in this wonderful new Ottawa tradition. It is a great

chance to get a behind-the-scenes look at how some of your favourite businesses operate and learn

more about your own community.

Hydro Ottawa will host its very first Community Forum next Thursday, May 26th as part of their

commitment to share information with stakeholders and encourage all Community Association

representatives to attend the event!

initiatives that are currently underway. Following the information session, a Q&A will take place.

Ottawa Police Service Public Consultation

The Ottawa Police Service (OPS) is launching a public consultation to gather feedback on changes

being considered to its service delivery model. These changes are part of a strategy at the OPS,

called the Service Initiative program, which is designed to improve how we serve the community

given a number of pressures facing policing both in Ottawa and across North America - such as

increasing costs, city growth, changing demographics, growing demands for service, and the

increasing complexity of crime.

Community partners and key stakeholders are invited to a consultation to gather feedback on a new

frontline deployment model.

The session is designed to educate potential candidates about the Constable Selection Process. The

practice sessions will also give the participants an opportunity to see if they can meet the physical

requirements of the job.

The May 28th session will be held between 9:00am to 1:00pm at Algonquin College Woodroffe

Campus, P building, 1385 Woodroffe Avenue, in Ottawa.

Gym attire is required and if you are 40 years of age or older, a PARMED X will be required by your

doctor.

In order to attend the session, you must pre-register online via survey monkey as space is limited.

Registration for this workshop has now commenced. Please note you will need to receive a

confirmation e-mail prior to attending the session.

Ottawa Police Auxiliary Policing Unit

The Ottawa Police Service (OPS) Auxiliary Police Unit is looking for volunteers. Applications will be

accepted until May 31, 2016.

The program is intended to enhance community based policing by providing an opportunity for

citizens to participate and volunteer with law enforcement. Currently 9 members of the community

take part in this program.

Auxiliary members receive training to assist and support OPS initiatives by participating in public

safety, crime prevention and community events. Auxiliary members also conduct routine non-police

officer duties as assigned.

Applicants must be 18 years or older, possess a high school diploma, possess a valid Class G

licence, be a Canadian Citizen or Permanent Resident, be of good moral character, meet a minimum

general fitness level and pass a background clearance check.

Due to the amount of time required in the selection and training process, OPS requests that all

members commit for a minimum of two years with a minimum of 160 volunteer hours per year.

Safe Driving Week

This week is Safe Driving Week in Canada. The way you drive impacts

everyone’s safety on our roadways, but pedestrians, cyclists and

motorcyclists are the most vulnerable groups.

The Ottawa Police Service, Ottawa Public Health, Ottawa Fire Services,

Ottawa Paramedic Service and Safer Roads Ottawa are reminding all

road users to follow the rules of the road and make them safer for

everyone. Here are some tips regarding what you can do:

Focus on your driving. Distracted driving is now the leading

cause of injuries and fatalities on Ontario roadways. Driving requires your full attention, so

leave the phone alone!

Speeding continues to be a threat to all road users. Driving over the speed limit leaves drivers

with less time to react and use more stopping distance to safely avoid other road users or

hazards. Slow down, it could make the difference between life and death.

Seat belts save lives. Seat belts reduce serious crash-related injuries and deaths by about

half. In Canada, 26% of drivers killed in 2014 were not wearing a seat belt.

Impaired driving is a preventable crime. In 2010, it was estimated that 2,541 individuals were

killed in motor vehicle crashes in Canada. Be responsible. Don’t drink and drive.

Be aware of your surroundings. Always watch for pedestrians, cyclists and motorcyclists, who

can be difficult to spot. This especially applies to intersections and when making turns. When

stopped, always check before opening vehicle doors to avoid hitting anyone who may be

passing on foot or on two wheels

When passing cyclists, always leave a minimum of one meter between your vehicle and

theirs. Always maintain a safe distance until there isn’t room to safely pass.

Following all of the rules of the road every day of the year will ensure everyone’s safety.

Throughout the week, Ottawa Police officers in partnership with RCMP, OPP and the Ministry of

Transportation will conduct RIDE programs and enforcement focusing on speeding, red light

running, distracted driving, cycling safety and construction and school zones.

Retail Business Holiday Act Questionnaire

The City of Ottawa is conducting a questionnaire to gather feedback from retail businesses on if

they would support an exemption to the Retail Business Holidays Act (RBHA) in 2017 for Canada’s

150th Birthday.

The RBHA is provincial legislation which prohibits retail

businesses in Ontario from conducting business or

admitting the public on certain prescribed holidays. An

exemption would allow all retail businesses in Ottawa to

open on six statutory holidays, with the exception of

Christmas, Good Friday and Easter Sunday.

I have coordinated with Committee representatives and together we have identified three retail

pockets in Stittsville that are not covered by a Business Improvement Area (BIA). These areas are

located at Smartcentres (Fernbank), Grant Crossing-Riocan, and Stittsville Main Street.

Participation in this questionnaire is voluntary, and all responses will be kept confidential. The

questionnaire should take no more than 5 minutes to complete.

Registration now open for Tourism Summit on May 30

The City of Ottawa and Ottawa Tourism, in partnership with the Economic Club of Canada, will hold

a Tourism Summit on May 30, bringing together tourism experts, stakeholders, businesses, and the

general public to examine Ottawa’s tourism industry beyond 2017. The summit, part of Tourism

Week in Canada, is sponsored by the Ottawa Gatineau Hotel Association and the Shaw Centre.

The Tourism Summit will discuss what happens after 2017 and will be held in two parts. Part one

will be the Tourism Outlook Luncheon, which will be a paid ticketed event ($75 +HST) and will:

Be moderated by Councillor Jean Cloutier, an armchair discussion with Mayor Jim Watson and

Michael Crockatt, President & CEO of Ottawa Tourism, on their vision for the industry.

Feature a panel discussion on how Ottawa can leverage 2017 to build long-term strength,

moderated by Guy Laflamme, Executive Director of Ottawa 2017. Panelists will include:

o David Goldstein, President & CEO of Destination Canada

o Charlotte Bell, President & CEO of the Tourism Industry Association of Canada

o Daniel Gélinas, former CEO of Québec 400

o Katherine Henderson, CEO of Curling Canada

Part two of the summit, after the luncheon, is a facilitated workshop examining the results of the

DestinationNEXT Survey, an initiative of the City of Ottawa and Ottawa Tourism. The survey was

completed by hundreds of stakeholders impacted by tourism – including businesses, government

and academic institutions – and asked questions about governance, attractions, accommodations

and visitor experience.

This is a wonderful opportunity to get an inside look regarding the future of Ottawa’s tourist

industry and see what is happening in our city.

Registration is required for either one or both parts of the summit. Deadline for online registration

is May 26.

Fireworks By-law will be enforced Victoria Day weekend

To ensure everyone has a safe and enjoyable

holiday, the City reminds anyone planning to use

fireworks over the Victoria Day weekend to do so in

a safe and courteous manner and to comply with

the City’s Fireworks By-law. The Fireworks By-law

outlines the rules around fireworks use.

The City recommends that residents not attempt

informal neighbourhood displays, but rather plan to

attend fireworks displays operated by professionals who are trained to handle and discharge

fireworks safely.

Consumer fireworks may be discharged on the day of, day before or the day after Victoria Day —

Monday, May 23. They must be discharged by someone 18 or older, and on private property, with

permission of the property owner. Minimum safety distances as indicated on the fireworks product

must be maintained from spectators, buildings and vehicles. The fireworks display must not cause

danger or nuisance to any person or property.

The sale of consumer fireworks, except on Victoria Day and the seven business days immediately

preceding Victoria Day, is prohibited in the City of Ottawa.

Firecrackers are prohibited from being used or sold in the City of Ottawa or Province of Ontario.

Anyone selling, purchasing or using firecrackers within the City of Ottawa is in violation of the

Fireworks By-law as well as provincial law.

I hope that this helps ensure that all residents have a safe and happy Victoria Day. Please review

Ottawa’s Fireworks By-law on ottawa.ca for further details. Violations of the Fireworks By-law may

be reported to 3-1-1.

This is a friendly reminder that this weekend is the

Victoria Day long weekend. Victoria Day is a Canadian

statutory holiday celebrated on the Monday preceding

May 25 in every province and territory. It honours Queen

Victoria's birthday, May 24, 1819. I would like to wish

you and your family a wonderful, happy holiday and I

hope that all residents be safe and remember to never

drink and drive.
