Background

1. At the strategy session on 17 October 2018, Ministers agreed to you engaging with Alternative Education providers, Activity Centres and managing schools in February 2019. This education report provides a draft agenda and a proposed list of attendees for the Alternative Education Hui (the Hui) and seeks your direction to refine event planning.

2. The purpqse of the Hui is to test your vision for at-risk provision with the sector. The Hui will continue previous dialogue with the sector on the future of at-risk provision, how to better prevent disengagement in all stages of a child's educational journey and how to address the needs of children and young people with high and complex behavioural needs.

Logistics and planning for the AE Hui - update

3. The AE Hui will be funded from within Ministry baselines.

4. We have reserved the Level 2 space at Matauranga House on Friday 22 February. We have set the event to start at 9.00am and finish at 3.30pm. However, depending on where people are travelling from, we recommend confirming start and finish times after transportation logistics have been booked. We will likely need to accommodate some out-of-town guests overnight.

5. We plan to brand the Hui in Korero Matauranga I Education Conversation colours. This will provide a visual link between the Hui and the Learning Support Action Plan.

6. We are seeking your agreement to the list of potential attendees for the Hui. The list includes educators, stakeholders and organisations that will ensure a wide range of views are included in the discussion. The list is attached as Annex 1 for your consideration and feedback.

7. We are also seeking your direction on whether attendees can send delegates if they cannot attend. You could choose:

a. To allow attendees to send a delegate; or

b. To allow attendees to send a delegate, but only at your discretion; or

c. Not to allow delegates and instead invite a new attendee from a list of bacl<-up attendees we will provide.

8. Due to the likely interest in the event and the tight timeframes in planning the event, we recommend no delegates and that we provide a back-up list of attendees to ensure full attendance at the event.

11. This would then be followed by a Q&A, giving the audience a chance to share their thoughts on your vision for at-risl< provision. This will ensure clarity in understanding your vision and set the focus for the rest of the day.

12. At the strategy session on 17 October 2018, you outlined your vision for alternative education. You explained the purposes of alternative education as:

a. Providing an additional or alternative approach to mainstream education for students to be successful;

b. Establishing one to one relationships between students and a trusted adult that enable the student to continue to learn and keep their options open;

c. Providing a temporary safe place for the student; and

d. Providing the intensive supports the student needs to reengage and transition to the best pathway for the student.

13. You said that alternative education should be an adaptable, flexible system. This flexible system should focus on relationships and include the following features :

a. Curriculum support from teachers (this could be from the teachers at the student's enrolling school) and skilled youth workers or mentors who walk alongside the student, starting earlier to keep the student engaged;

b. Teachers and others working with at-risl< students (such as youth workers or mentors), broader education, social and health services, and community organisations, all at the same table to address the needs of students;

c. Collaborative partnerships with families and whanau that keep the student at the centre; and

d. Students have individual education plans that are flexible, engage the student and focus on transitions into a positive pathway for a successful outcome (including early exemptions).

Workshopping your vision

14. Following the morning session, we propose running breakout workshops to get ideas about how your vision could be brought to life, what best practice lool<s lil<e and how it might be implemented.

15. In these breakout workshops, attendees will be split into smaller groups and given focus questions to discuss.

16. We suggest having two breakout workshops - one focusing on new alternative education (at-risk provision) for children aged 5-12, and the other on redesigning current settings for alternative education (at-risk provision) for young people aged 13-16.

17. We recommend having a selection of focus questions within each workshop for attendees to discuss.

18. For the new alternative education provision for children aged 5-12, possible questions could include: - :::

a. What are the underlying principles for alternative education for this age group?

b. What do we need (e.g. pastoral care and specialist support) to best support this age group?

c. What would alternative education for this age group look like in different settings: urban vs rural, off-site vs on-site?

19. For redesigning current settings of alternative education provision for young people aged 13-16, possible questions could include:

a. What types of pastoral care and specialist support are needed to best support these children and young people?

b. Who is best placed to support the curriculum development and pedagogies for these students and how?

c. How might operational design differ between settings: urban vs rural, off-site vs on-site etc., governance and funding?

d. How can students and their parents, caregivers, family and whanau be best engaged?

e. Who is best placed to support transitions and what supports are needed to make these transitions seamless?

Highlighting best practice and innovation

20. We suggest alternating the workshops with fifteen minute case study presentations of what is already being done in New Zealand to support students at-risk. This would show how the current models of at-risl< provision can be used in innovative ways to improve outcomes for students and their families and whanau. We recommend the following as possible case studies:

a. Waitakere Alternative Education Consortium - how clusters of schools can work together to improve the quality and effectiveness of Alternative Education;

b. Managed Moves Napier - initial thoughts on what earlier intervention might look like: How to stem the flow into alternative education and better support younger children at-risk of disengaging; and

c. Te Aho o Te Kura Pounamu o Aotearoa Big Picture Pilot- using authentic learning pedagogies and individualised learning plans to engage young people in alternative education: Lessons learned and strategies that have proven successful.

21. We also propose inviting all attendees to bring a resource (such as an A3 or poster) which highlights their recent successes and challenges. Near the end of the day attendees can visit posters they find interesting to network and ask questions.
