Aviation Regulation Framework -Ireland
IRISH CIVIL AVIATION SYSTEM

Ireland is part of a global system, other States must be satisfied that we perform our regulatory oversight obligations to a satisfactory standard before they allow us access to their State.
This is achieved by the:
• ICAO Universal Safety Oversight Audit Programme (USOAP)
• EASA Continuous Monitoring Standardisation Programme
International Oversight of Ireland

Current Competent Authority Oversight of ATSEP Training
Current Competent Authority Oversight of ATSEP Training
Includes National requirements for the approval of Air Traffic Services Systems and for the maintenance of records for such systems.
Enshrines in Irish Law the right of access to conduct inspections for authorised officers of the IAA.
Current Competent Authority Oversight of ATSEP Training
Rules require equipment and systems installed and operated by ANSPs must comply with the applicable ICAO standards, particularly ICAO Annex 10 on Aeronautical Telecommunications
Therefore service provider processes and procedures should be based on the following volumes;• Volume I: Radio Navigation Aids • Volume II: Communications Procedures • Volume III: Communications Systems • Volume IV: Surveillance and Collision Avoidance Systems • Volume V: Aeronautical Radio Frequency Spectrum Utilization
Annual Audit ProgrammeUsed to confirm ANSP’s procedures ensure ATSEPs undertaking safety related tasks:
• are properly trained and qualified to perform the assigned tasks;
• have and maintain sufficient knowledge to ensure a sound understanding of the air navigation services they are supporting,
• have and maintain their knowledge of the appropriate working limits to be applied when performing operational safety related tasks;

Competency-based Training and Assessment or Air TrafficSafety Electronics Personnel (ATSEP)
Used as Guidance
For example;Evaluation of the effectiveness of the training ensuring that:• the competencies and related assessment are relevant to the work of
ATSEP in the specific context and environment to which they may be assigned after training;
• the trainees acquire the necessary competencies in a progressive and satisfactory manner; and
• remediation actions are taken if in-training or post-training evaluation indicates a need to do so.
New Common RequirementsKey Elements
Regulatory EnvironmentNew Common Requirements
Regulation (EU) 2017/373
Recital• air traffic safety electronics personnel (ATSEP)… should be subject to a
harmonised training and competence assessment scheme.
• Therefore, detailed provisions on training and competence assessment of such personnel should be included….
Regulation applies from 02 January 2020
New Certificates to be issued by 01 January 2021

• Oversight
• Enforcement
• Monitoring of the safe provision of services
• Verification that applicable requirements are met.
Regulatory EnvironmentNew Common Requirements
Part PERS - Scope
• sets out requirements to be met by the service provider …• training and the competence assessment of ATSEPs
…except
• For the service providers applying for a limited certificate the minimum requirements to be met with respect to the training and the competence assessment of ATSEP may be determined by the competent authority.
• Those minimum requirements shall be based on qualification, experience and recent experience, to maintain specific equipment or types of equipment and ensuring equivalent level of safety.
However all will
ATSEP.OR.105 Training and competence assessment programme • the service provider shall establish a training and competence assessment programme …
Regulatory EnvironmentNew Common Requirements
Training Requirements A service provider shall ensure that ATSEP have completed
BASIC TRAINING • training designed to impart fundamental knowledge of the service provider’s
operational environment.
QUALIFICATION TRAINING • training designed to impart knowledge and skills appropriate to the qualification stream
to be pursued in the service provider’s operational environment.
SYSTEM/EQUIPMENT RATING TRAINING • training designed to impart system/equipment-related knowledge and skills leading
towards operational competence.
CONTINUATION TRAINING • training designed to maintain and/or augment existing knowledge and skills related
to the ATSEP assigned responsibilities and duties.
Regulatory EnvironmentNew Common Requirements
Training Instructor requirements
Service Providers shall ensure that ATSEP• Training instructors are suitably experienced in the field where
instruction is to be given;
• On-the-job training instructors have successfully completed an on-the-job-training course and have the skills to intervene in instances where safety may be compromised during the training.
Regulatory EnvironmentNew Common Requirements
Competence Requirements
A service provider shall establish, implement and document processes for: • assessing the initial and ongoing competence of ATSEP; • addressing a failure or degradation of ATSEP competence, including

shall be assessed: • Technical skills; • behavioural skills; • knowledge.
Regulatory EnvironmentNew Common Requirements
Competence Requirements
‘Competence’ is understood as a situation where ATSEP possess the required level of • Knowledge• technical and behavioural skills • Experience• language proficiency when required,in order to be authorised to perform duties on the system and equipment they are competent to work on.
A service provider shall ensure that ATSEP • have been assessed as competent before performing their duties; • are subject to ongoing competence assessment
Regulatory EnvironmentNew Common Requirements

Regulatory EnvironmentNew Common Requirements
Language Requirement Service providers shall ensure • ATSEP are proficient in the language(s) required to perform their duties.
based on

common language.
Regulatory EnvironmentNew Common Requirements
Record-keeping
Service providers shall maintain records of• all the training completed by ATSEPs, • competence assessment of ATSEPs
Service providers shall make such records available:
