Legalize it. The voters have said we want it to be legal. Tax it. Treat it likealcohol. Sell it, buy it, grow it, use it. Or not. Your choice. It’s a usefulmedicine and also recreational substance that most people tolerate reallywell. Alcohol kills, cannabis saves lives.

Marijuana related activities should be allowed, whether medical orrecreational. Local ordinances can be crafted to prevent creatingnuisances and law enforcement can enforce the regulations. I've been tomarijuana distribution businesses in Berkeley and San Francisco. Theywere clean, safe and professional. Require the business to hire securityand use the tax revenue to hire more police to help with real problems,like bike traffic.

I believe medical marijuana should be obtainable in a pharmacy like otherdrugs. I would not like to see a slew of marijuana lounges peppering ourdowntown, but I could see one retail establishment licensed to sell it as astart.

This is a topic I'm passionate about. I currently see a doctor in San Rafael.His name is Dr. Michael Moskowitz. His new book, Medical Cannabis, isnow available to purchase on Amazon. He has weened me off twopharmaceutical drugs through medical marijuana. (I'm not gettingstoned). The positive affects of the drug, out weigh what ever the negativeis. Wherever you are allowed to sell alcohol, marijuana should be availablefor sale. Marijuana is a misunderstood, controversial drug. The publicneeds to be educated. I truly believe this is the drug of the 21st Century.

Sausalito does not have the space, process, administrative organization,and security resources to police and legislate this additional burden.California law will allow marijuana production, distribution, and usethroughout the state. Of course "use" will be lawful in Sausalito. But I feel
strongly that adding much more burden to our beautiful city is a mistake(and often to our currently "over-run" town...visitors, tacky commerce,endless bikes). I am not against commerce (and the tax revenues thataccrue from that), but these options, if implemented, will destroy themodel nature and beauty of Sausalito.

This systemof governing already has shows its ability to control the production andsale of alcohol, firearms, massage and tobacco. I am pro the medical and recreational use of marijuana by adults and seeno reason why retail sales or commercial production of the plant shouldbe banned here. I am more on the fence when it comes to places likesmoking lounges, as I worry about people becoming impaired and thendriving. I certainly support citizens' right to cultivate up to six plants forperson use in their own homes -- I cannot see how the private cultivationand use of the plant infringes on anyone else's rights.

Let us see how this works elsewhere firstto better plan, manage and project how this will affect our residents,impact city resources as well as our city image. "Mary Jane" should be illegal, period...we have enough issues with drugs,alcohol, DUI's, DWI's, etc. to add another to the mix. I've seen what it doesto people and have known people who have been arrested for drivingunder the influence of weed...There are those that say, it's not as bad;yeah, right, make it legal and see the accidents, and arrests will go wayup... sad, but unfortunately, my voice, nor vote will make a difference withthis problem ...

We need to change the culture of marijuana as an illicit, immoral use.Continuing to vilify it and people who use it responsibly iscounterproductive. With strong controls over any of the uses proposed,we can foster a restrained, polite culture of use, the kind we'd like to havearound alcohol (but are still not fully there). Until we get full control overmarijuana production, distribution and use, there will continue to beunderground access that is more harmful to kids than having a controlled,reasonable public approach to it.

cities are balking on going forward. As someone who uses this plant tohelp mainly with migraine headaches and also anxiety & insomnia, I find itbaffling why they cities won't come up with solutions to help make thisavailable to those who want it. Also, a bit ashamed. Marin thinks its soforward-thinking but obviously that is not the case.

As the world changes so might the community. Over the last severalyears, the benefits of medical cannabis has become more broadlyrecognized and many in the community have benefited from this natural(and historic) method to treat their ills. Reputable studies have shownthat cannabis use does not lead to use of other, more addictive drugs.Individuals under the influence of cannabis are generally reserved asopposed to drunk and disorderly. For the most part, anyone under orover 21, can obtain cannabis at will. The retail sale of the product offers aregulated and graded (for quality and strength) method of distributing(and taxing) a product that many in the community already purchase onthe street or in the numerous dispensaries in SF, Sonoma and the EastBay. If nothing else, local retail cannabis outlets will cut down on trafficon the 101 and emissions into the atmosphere! Sausalito's colorful pastcan be extended through the approval of retail outlets within the City.Disapproval of the retail establishments will not change behavior, justdrive that behavior underground. A hundred years ago, Prohibition was avain attempt to curb alcoholic beverages. Look how successful that effortwas and imagine what our City would be like without the great eating anddrinking venues that presently add to our quality of life. I support theapproval of retail sales of cannabis within Sausalito City limits.

This is a small city. It cannot and should not have to absorb a marijuanadispensary. Even if the city determines for whatever reason that one hasto be allowed, please keep it away from residential areas and fromdowntown. Put it as far away as you can.

I have worked with agonized teens &their parents around their use/abuse of marijuana(alcohol, other drugs)to manage stress in school.My nephew with muscular dystrophy benefitted greatly, for neurogenicpain management from medical marijuana, during his final years(died atage 37).Yet, I really do not support the easy access of delivery of recreationalmarijuana, nor retail outlets, open growing. Tax it for massive revenues! In Colorado, the purchase price listed onmarijuana items includes a 25% or more tax... how much of that comes toSausalito vs. county or state? Is there a way to increase taxes and keep ahigher portion for Sausalito specifically?
For example, If we were to have a recreational marijuana retail store withan included smoking lounge, what portion of taxes would stay in Sausalitovs. go to the county or state? Due to our higher tourist traffic than othercities and towns in Marin, we should be thoughtful about how wemonetize the "marijuana tourism" that was an unprecedented boon toColorado's economy.
And of course, those stores could (and should) provide a local's discount!

Previous state and local votes have shown that there is widespreadsupport for Sausalito to allow the sale and production of cannabis(medicinal and recreational) within its boundaries - it's time thesupervisors followed the will of the people. In particular prohibiting theretail of medicinal cannabis causes undo hardship to patients. I doubt thecity had this much debate about the expanding liquor licenses or the saleof alcohol.

There is an opportunity for the city of Sausalito to derive revenues fromthe sale of marijuana responsibly. There should be limitations on thenumber of retail sales locations and location restrictions. Staff shouldevaluate closely how other small communities have managed commercialmarijuana activity and provide staff recommendations that reference itsresearch.

I believe it's a travesty of justice that for 12,000 years cannabis hasprovide therapeutic benefits for societies throughtout the world, but itcontinues to be vilified in the U.S. The medicinal benefits of cannabis arewell founded. I am not a frequent cannabis user, however I knowhundreds of people who have sought out cannabis as an alternative topharmaceuticals and alcohol --- using cannabis to manage pain, stimulateappitite during cancer treatments, treat insomnia, regulate mood andanxiety. In low doses (which the CA legislature is mandating for edibles),cannabis is helping people I know with cancer, chronic pain (from opiods),reliance on antidepressants, and alcohol addiction.
Why should Sausalito provide legal access to cannabis?
Because $425 billion is spent annually on pharmaceuticals, many ofwhich are addictive, and many of which are targeting women. It’s time foralternatives. Here are some facts:
Pain:— 100 million Americans live with chronic pain. — There are 300 million pain prescriptions written a year. — Americans are 5% of the worlds population but consume 50% of it’sprescription pain meds and 80% of all opioids.http://www.painmed.org/patientcenter/facts_on_pain.aspx
Sleep:— 63% of the population of the U.S. suffer from sleep problems— 9 million Americans take prescription sleeping pills (2013 CDC report)
—25% of American women are on anti-depressants, and women areprescribed anti-depressants at 2x the rate of men
Alcohol replacement—15.1 million people are alcoholics in the U.S. alone, and 88,000 dieannually. I hope the Sausalito City Government does the right thing, and providesSausalito residents who are in need of medicinal cannabis, access in aresponsible way. I support the California State Cannabis Laws forrecreational use and medicinal use.

I’m not against marijuana I just want it to be thoughtfully regulated. Iunderstand it can be important to regulate the density of facilities. Forexample limit the number of dispensaries within several blocks of eachother. We don’t want to change the character of Sausalito by having lotsof people hanging around waiting for dispensaries to open, or smoking inpublic after their purchases.

I am appalled that so many jurisdictions in Marin County are banning allrecreational marijuana activities despite the will of the people of Californiaas demonstrated by the overwhelming majority who approved Prop 64,and I see no reason for Sausalito to ban it also. Properly regulated, itwould be no different than sales and legal consumption of alcohol, and italso would provide useful tax revenue for the city.

As a native son of Sausalito whose parents still reside there, Sausalito isboth a constant destination for me as well as being my belovedhometown. I take tremendous pride in the town, and keep a keen eye onits future. The voters of the state have spoken, and cannabis use andbusiness, at long last, are finally being afforded the legal protections thatthey deserve. Sausalito, with its rich history of non conformity, diversity,and acceptance, would do well to maintain an awareness of the rights ofthe citizens of California, and not impede the legal ability of its residentsto grow, sell, or consume cannabis within Sausalito. Cannabis has, timeand again, been shown to have a far less deleterious effect on anycommunity than any legal intoxicant currently available. With its legalitynow several years old in other states, research is finally reinforcing whatmost know: cannabis does not increase use of other illicit drugs, it doesnot lead to higher traffic fatalities, and it does not constitute a threat totoday’s youth. Drunk driving, opiate abuse, and teen usage are all down instates with recreational cannabis recognition. And their tax coffers areenjoying the benefits of millions of dollars. Sausalito can maintain itsoriginal character in supporting this new progression of American society,while also putting to use this new stream of solid tax revenue to continueto aid the town in growth, beautification, and development. Let’s notstand in the way of progress, nor infringe on the rights that our neighborshave fought so hard and so long to finally have recognized.

As a user of canibus for medical reasons I have to go to San Francisco topurchase it. The facilities I’ve been to are very professionally run andfrom the outside are discrete and appear to be just like and other retailestablishment except that there is no advertising or promotion on theoutside...in other words, if you didn’t know the name of the store, ie TheApothecarium, you would not know what was being sold inside. I couldsee an establishment like this working well in Sausalito. I wouldn’t want iton Bridgeway or Caledonia but almost any other street would work.

I don’t have a problem with pot being legal or Home delivery but am veryconcerned about dispenseries. I work by the one in the financial district inSF on California and there are always strange characters hanging around.And I’m concerned about theft etc given the cash nature of the business.I’m sure 90% of the patrons are fine and all but it only takes a smallnumber to really change things. If we’ve decided we want to keep acertain character to our town such that we don’t allow Philz to have a signit also seems like we shouldn’t have these sorts of establishments. We’realso trying to encourage more families to move to Sausalito and havingthese sorts of establishments would discourage that. We haven’t had
dispenseries for medical marijuana and people have been fine goingelsewhere to get their supply. If we do have them then they should bemore of the high end type dispenseries and have more regulations forapproval, including things like approving the designs and reviewingbusiness plans etc to ensure they fit with our town.

It has been shown in Sonoma and Mendocino Counties that legalization ofmarijuana use whether for medical or recreational use has correlation toincreases of crime, burglary, and assault. Legalization can also be linkedto increases of under age use, and cases of driving while intoxicated.

Medicinal marijuana is one thing. And if this helps those who arelegitimately ill, it is just another option for feeling better & healing. With Sausalito's aging population, allowing marijuana delivery andlounges would be the compassionate choice. I find it disappointing andbewildering that I can go to many establishments in Sausalito to drinkalcohol, but do not have a community space to responsibly enjoy a muchsafer drug and medicine.
Allow sun grown outdoor plants so that residents don't need to wasteenergy with lights.
And why is bicycle delivery off the table? Does Sausalito want more cartraffic? The local resistance toward marijuana and bicycles is absurd andunfounded.

I think if citizens want to grow marijuana inside their house that’s fine,away from the public. I also feel that marijuana delievery for medicalpurposes is ok as well. For recreational use, I think Sausalito will becomea tourist haven for recreational users if we allow any type of commercialmarijuana activity. It will change the character and reputation of the city.It could have the affect of lowering the desriabilty to live here and settlewith younger affluent families and in turn depreciate property values andlessen the desirability to live in the city. It will become a haven for citizenswho frequent dunphy park and the 7-11 late at night and who commitpetty theft. The air will smell like smoke. Lastly it has the potential tocreate even more crime and hurt the lower income areas of the city suchas Marin City. We need to cooperate with the law and give peoplefreedoms and access to their medical needs for marijuana use butnothing further that will cause a deterioration to the reputation andintegrity and safety of our community. I’m a young father with a child whois concerned already about the deteriorating character of the communityand don’t want to be forced to sell my home and move to another part ofMarin where already the public elementary schools are higher rated.

History will someday view this era as we now view alcohol prohibition. Marijuana should be legal in all forms and uses. Big pharma wants to keepit illegal because it is such a miraculous cure all for so many medicalconditions. As for recreation; we have bars don't we? Tax it like alchoholor cigarettes, both of which are far more destructive, and use that muchneeded revenue for the enrichment of our community. It serves no one tocling to out-dated and prudish moral ideals.

As a young professional & a female with a chronic illness, I depend onmedical marijuana to keep my disease in remission. I just moved toSausalito from the city to have a slower life and lifestyle. Since movinghere though, it has been incredibly difficult to get my hands on mymedicine (CBD oils with minimal THC). I would love to see applications
and stores from around the bay have the ability to deliver their productsto my house. Please reconsider changing the law to allow delivery andlocal retails stores.

We are not above the law and the LAW is that it is legal!!! I can understanda temporary ban to gather and organize resources but that’s it - no moreBS delays and ordinances. Sausalito is in California people!!! I’m not evena user/one who partakes but I do believe in upholding the law and thevoters voted yes.

It would be a travesty for Sausalito to miss out on the opportunity tobenefit from tax revenue and additional tourist revenue that would begenerated from allowing the marijuana industry into town. It would alsoallow better access to services, and business opportunities for localresidents.

It will undoubtedly be a conceptual leap for some to accept whatdecriminalization means. For many other upstanding citizens,decriminalization offers peace of mind and civility like the end ofProhibition did for regulated alcohol consumption. The cannabis stores in legal states ask for id at the door to protect theirbusiness and are far more regulated than the alcohol dispensaries thatsurround us.
