HOA Fees are very important to us as Owners! Understandably, we wish the amount of fees we pay to remain as low as possible. At the same time, we have external forces that drive us in the opposite direction; those of increased employee health care costs, increases in minimum wage, Cost of Living increases for employees, and contractor increases reflecting their increasing costs.

The Board, the Finance Committee and management have worked to examine all areas of expense and made reductions where possible without reducing services. An increase of $3 annually to HOA fees until we reach a level of 70% funded is currently Board policy. The forecasted time to reach the target funding level is the 2020-21 fiscal year.

Add to this situation the desire by some to develop new facilities or expand existing facilities beyond what exist today will require additional Capital to be accrued through HOA fee increases, assessments or fundraising.

In short, we cannot absorb the increased costs without either increasing fees, decreasing services or finding other sources of revenue.

What other sources of funding are available? Increasing fees charged to non-owners for the use of facilities, such as racquet sports and the Fitness Center, and move to a model where we have increases in User Pay for Owners rather than continue to run ORPS as an all-inclusive Resort, where all things are included in HOA fees.

If we believe there is a correlation between HOA fees and sale prices of property then we must explore other ways to sustain this Five Star Resort than maintain the current funding model.

This problem should be faced squarely now rather than kicking the can down the road for others to deal with in future years.

If you have suggestions on moving forward in a positive way, please send them to the Board.

As we roll into March, it always strikes me to be a time of change throughout the Resort. We transition from winter to spring and owners, be it golf, tennis, pickleball, cycling, etc., are out enjoying the great weather.

On the business side of the Resort, we are busy finalizing the budget for adoption and getting ready to welcome in new Board members.

This year we have some additional changes on hand. We have started with the issuance of our new picture ID prox cards. We are starting with Phase 1 and working through Phase 8. Unfortunately, due to the amount of time it takes to do the prox card conversion, some of you may not be scheduled before you leave the Resort for the season. In those cases, the photo ID prox cards will be issued upon your return. More details will follow how we will schedule these as we see how many have been issued closer to the end of the March.

Many of you have had the chance to meet or hear from our new Post Commander COREY. The feedback has been fantastic and is well deserved based on his experience and professionalism.

With Board and Management support, Corey and his team will be diligently enforcing the rules that may have not been as strictly enforced in the past.

Citations and possible fines will be issued for speeding, running stop signs, illegal parking, dogs off leash and other offenses.

With the adoption of the Board’s new policy, citations are able to be paid without having to go through the entire notice of a hearing process. This will enable Security to issue citations without taxing the Board with numerous hearings.

Owners will still have the opportunity for a hearing if they would like, but if they acknowledge the violation and simply wish to pay the fine, they can do so without a hearing being held.

We thank you all for your cooperation as we move forward to implement these changes to make for a more safe and secure Resort.

ORPS EMERGENCY

AMATEUR RADIO OPERATORS The ORPS Emergency Preparedness Committee is operating an amateur radio system to communicate with the Cathedral City Fire Department and the Riverside County Emergency Operation Center thru the local Radio Amateur Civil Emergency Services (RACES) during a major disaster.

RACES is the volunteer amateur radio operator organization activated by Riverside County to provide communications between county, municipal, gated communities and other Command Centers during a major incident when telephone services are not available.

The RACES NET is Thursday,

1900 hours at 145.200, 131.8 pl.

The ORPS RACES Communication Center’s function is to relay information, status and requests for aid to the Cathedral City and the Riverside County Emergency Operations Centers.

This will most likely be the primary communications means for ORPS if a severe earthquake occurs and the telephone system is either out of service or saturated with non-essential traffic.

FACILITIES PLANNING Spring is in the air, with very warm days and warm nights to enjoy on our Outdoor Resort patios. Facility Planning (FPC ) is pleased to introduce our newest member, PENNY BRADLEY. Penny gave a wonderful presentation on her experience and desire to be accepted as a Committee Member. Welcome, Penny! The FPC has had several very productive meetings, including one on the kitchen functionality and replacement of appliances. The Kitchen Focus Group, headed by Committee member, ALICE HEUPLE, will be meeting with General Manager, CLINT ATHERTON, in the ES kitchen. Appliances that have reached their peak usage and especially the dishwasher, freezer and fridge are no longer functioning and this now becomes a health issue as well. The Committee focused on putting together a screening priority process to identify the highest priority projects. DENNY BLOOM was on hand to introduce the screening prioritization spreadsheet and the challenge of using the criteria. These projects include the following:

Dog run in the maintenance yard area; Land acquisition and potential future uses; Pickleball courts; Wharf and restroom, hole #12.

These Capital expenditure items will come to our Resort, only through fundraising events. Are you interested in Fundraising for these new amenities in our Resort? We encourage your participation. Please contact FPC committee members.

Finance Committee Financials: Financial reports for December continue to show the Resort’s fiscal year finances are ahead of plan. Planned revenues minus planned expenses is a positive number, a little over $35,000. Revenues are down due to decreased occupancy that affects income from front office, store, activities, and laundry.

It is believed that some of the difference in occupancy volume is due to the the US-Canadian currency imbalance.

While revenues are significantly below last year’s, management has worked diligently to match these with expense reductions, keeping us on track. Actual revenues for the month were $404,832, expenses $426,081, for a deficit of $21,249. Note revenue and expense differences are expected from month-to-month, which makes the planned number a good one to watch, along with year-over-year comparisons.

2016-2017 Budget: With management and the Board, we are working on next year’s budget. We began with a review of the draft budget on February 3.

We continued on February 17, leading to a joint meet-ing with the Board on February 26 to make final recommendations.

Challenges in the new year include minimum wage and health insurance increases; these have been mitigated by management’s reduction of planned COLA increases to be closer to 1%. To address possible HOA fee increases, several operating policies and assumptions are being considered.

Working Together: There’s more awareness of the interdependency of Committee work, and Finance members are getting involved with other Committees, exchanging meeting visits, and understanding others’ objectives and needs. This spending of time between committees helps ensure we are all on the same page, not to mention becoming better acquainted with great people.

New Members: We are actively interviewing potential new Finance Committee members. Most have experience in finance, auditing, insurance, IT, management, or several other relevant backgrounds.

The Board, Committees, management, staff and the ORPS community are all cooperating to keep Outdoor Resort Palm Springs a premier, Five-Star RV resort and with the best lifestyle in the Coachella Valley!

Update on the 16-Year Rule. As earlier reported, over the summer the General Manager will be completing an inventory of RV’s in the Resort that are 16 years old so that, next season, the A&A Committee can implement a systematic inspection schedule. In the meantime, the Committee inspected a handful of older rigs using the inspection criteria recently adopted. Owners will be notified of the results of the inspection and given an opportunity to bring their RV’s up to standards.

The Committee also responded to owner requests to amend the rule that does not allow an RV that is 16 years old to be sold within the Resort. The amendment will provide an exception for well-maintained RV’s that have been inspected and approved to stay within the Resort. This proposed amendment will be considered at the March 7 Board Meeting.

With my second term on the Board ending in March,

this will be my last A&A Committee update.

VIETNAM WAR 50 YEAR COMMEMORATION

In 2008, the Secretary of Defense was authorized to conduct a program to commemorate the Fiftieth Anniversary of the Vietnam War. It has asked cities, towns and organizations across the nation to become commemorative partners to honor the Vietnam Veterans and give them the thanks they never received when they returned home 50 years ago.

One of the organizations that is a Commemorative Partner is the Daughters of the American Revolution, (DAR.) I am a member of a DAR Chapter in Oregon and Associate Member of a Chapter in the Coachella Valley. I would like to put on a program next year to honor the Vietnam Veterans who are in Outdoor Resort.

If you served in Vietnam, or were on active duty any time from November 1, 1955 to May 15, 1975, please contact me by the end of April with your name, branch of service, rank, phone number, lot number and email address. I will make sure you are included in the commemoration, and

recognized for your service.

LEARNING TO DEAL WITH THEM AND US

We need to begin by seeing our own blind spots; realize our defense mechanisms and ability to rationalize away personal issues that should require our careful attention. Sadly we so often see quite clearly what others are doing wrong, but fail to recognize our own struggles or our own complicity. It is easy to talk about them failing to do this or wrongly doing that. We fail to acknowledge what lurks in our own hearts and how we contribute to the situation.

We need to get beyond labeling others’ behavior or to condemn. It calls us first of all to draw close, to listen, to discern, to realize the factors that contribute to actions that we do not agree with. It prompts us to look at ourselves, as so much of what is wrong, can be what is wrong with us also.

This challenges us to both humility and repentance, learning to say I’m sorry, I was wrong; five of the hardest words we can speak. We need to learn to extend our arms out towards other people rather than inflict our judgment upon them.

Jesus points out in the Bible His standard for living and loving and knowing Him. We need to get past the blind spots of our own self sufficiency and admit our desperate need for His Love and acceptance. That is precisely why He died on the cross, giving us the reality of forgiveness if we ask Him to forgive us. Romans 6:23:

the wages of sin is death,

but the gift of God is eternal life.

This Easter is a great time to reflect on His love and to allow Him to lead us into life with true meaning and purpose.

Take a hard look at your life, analyzing what you have done with the gift Jesus has made available to you,

if you accept it.

YOUR GOLF MARSHALS AT WORK Our beautiful 18 hole USGA standard golf course is perhaps the jewel in the crown for many of us at ORPS and the team of Golf Marshals who voluntarily give their time, work diligently to help maximize the course experience for us all.

Twelve marshals cover shifts in the morning and afternoon, seven days a week and are looking to spread coverage into the late afternoons as well. There is much to be done.

Primarily the marshals see that USGA course rules (read the key items on your golf score card) are implemented, appropriate fees paid, play flows nicely and good golf etiquette encouraged. The marshal is there to assist in any emergency and has direct radio contact with Security as required but it doesn't end there.

As opportunities arise between play, there are divots to repair on tee boxes, ball marks on the greens and fairways to be repaired and bunkers checked for errant rakes - which, as you no doubt know, should be in the bunker and not on the grass.

But the role the marshals like to play most of all is the one of Good Will Ambassador - a friendly face with a cheery encouraging word perhaps.

Fitness Center: I have heard from so many owners/renters how excellent our Fitness Center is compared to what they have seen during their travels. As a result of hearing this, I did some reflecting on how we got here.

In January 2009 the new Fitness Center was dedicated. Three years prior, our Committee predecessors worked very hard to bring forth the beautiful Fitness Center we have today. Since that time, subsequent Committee members have continued to work to enhance the equipment and the layout.

The Fitness Center’s housekeeping and maintenance are provided by our Resort employees; the equipment is serviced and repaired by an outside company; and we expect the FC users to clean the equipment after their personal use.

If we all do our part to ensure our Fitness Center and the equipment inside is clean and maintained well we will continue to be known as an excellent Fitness Center long into the future.

Our Committee’s charter is to provide advice and oversight to the BOD for the operation, maintenance, and management of the Fitness Center. If you enjoy our Fitness Center as much as we do please consider joining our Committee.

After selling 65 million copies of her books worldwide, Allende’s latest doesn’t shine according to the LA Times reviewer. However, others describe it as a multigenerational epic with a large, colorful cast of characters covering a lot of historical social ground. The story of Alma Belasco, a Polish born Jewish woman in the San Francisco Bay Area, The Japanese Lover, recounts a lifetime affair with a man from

very different circumstances. The reviewer tells us the best parts of the novel focus on Lark House, an upscale home for seniors. Here we find Allende’s eye for rich, witty detail and poignant observation.

it was a tremendous EH TEAM

HOLE IN ONE TOURNAMENT The annual tournament was attended by 74 owners who had achieved the distinction of having at least one hole-in-one on the ORPS course. The group was divided into 18 teams, mixed men and ladies and balanced handicaps. At the end of the event the teams were ranked by average total net scores (what they actually scored minus handicaps).

This made for some interesting results as the difference between very good players and average players was eliminated. The winning team (see photo) actually beat the course par with a total average score of 53. Team members were RICHARD MARCUCCI, DONNA OLSON, JUNE SMITH, BOB WARD, and HOWARD GILES, captain. Low gross score for men was won by PHIL GIBBS with a course par of 54, low gross and low net was won by EVIE NEAVE with 56 and 47 respectively, and low net men was won by BOB WARD with a remarkable 44. Closest to the pin winners were JANETTE CHUDLEIGH and JOHN NUCHOLS. A pizza lunch was served and nearly 20 local merchants provided over 40 prizes and gift certificates which were awarded by random draw.

PICKLEBALL CLUB OF ORPS Our ORPS pickleball time trial continues at courts 7 and 8 at El Saguaro. Our pickleball numbers continue to climb; as of today, February 16, we have 293 club members, made up of 203 owners and 90 renters. We expect to pass the 300 club members mark by the beginning of March. In January we had a successful free hot dog lunch on the patio behind ES handing out 400 hotdogs, complete with fried onions and a pickle. We also held our 3rd anniversary club tournament and party at the end of January. This was a fun tournament with three types of games - a regular play game, a dinking game at the kitchen line and an opposite hand game. 101 participants, and 160 at the potluck dinner which followed. Lots of fun and laughs for everyone! Look for announcement of winners of our first annual competitive mixed pickleball tournament which took place February 22. Our pickleball year end party and dance will take place Sunday, March 13 for all club members.

BEGINNER PICKLEBALL CLINICS CHANGE IN LESSON TIMES

Due to increasing numbers of pickleball players, we have moved our beginner clinics: 1PM-2PM MONDAY TO FRIDAY FOR THE MONTH OF MARCH. All clinics are free. Please wear running shoes or court shoes and a hat and sunglasses. We will provide paddles for the clinic, if you don’t have one of your own. Our promise is that we will have you playing a game within 15 minutes of beginning instruction. You will learn:

basic rules of the game

basic strategies of play

why you have to stay out of the kitchen!

We now have so many successful beginner players that we have scheduled their own time each day to play: novice play from 10AM until 1PM Monday to Friday.

February was a busy month and I would like to thank all who helped make it such a success. A special thank you to our hosts : BIKERS & BABES ALBERTA & SMITTY SMITH LADIES’ LUNCHEON PENNY BRADLEY & JANICE WALD VALENTINE’S MARGE HARROP POTATO BAKE MICHELLE & BOB MOORE WESTERN NIGHT DONNICE KOCH They, along with their helpers, put on a great month of events for all of us. There are plenty of scheduled parties and concerts planned for the month of March. A lot of get-togethers will be held with friends and neighbors who will be saying goodbye until everyone returns next season. A Mexican Fiesta and a couple of entertainment concerts with the return of Big Star Night at ES and The Abba Fab concert with a Abba tribute band will be playing. It all ends with the Owners Farewell Dinner which has a Margaritaville theme. The Activities Committee is working hard to bring you more fun events next season. The schedule is in the planning stages and will be formed this month.

Greetings once again. As I write this article, I feel the warm friendly sunshine of the Desert in February. Hearing the folks out recreating and having fun, the birds singing up a storm and my own anticipation of a good time today golfing with the fellows on our fine course. What could be better? Dinners and dances most every weekend, sport events on the calendar every week and if you are so inclined.... just sitting by the pool with friends. We are truly blessed to be here and have a piece of this Paradise. Always at this time of year your Board wrestles with our budget and the tough job of holding down the dues for the membership. A difficult task to say the least. You all can attest to the fact that nothing escapes the creeping up of costs these days. As we evaluate, discuss and agree on the various components of our operations it becomes evident that our dues must go up. The Board has recognized that this is an Ownership Resort and as such, there should be an inherent advantage to being an owner since as an owner we make an investment in the community with our lot purchase and the value of our 1/1213th share of the common area valued in the millions of dollars. The obvious costs are landscaping, security, administration, housekeeping, maintenance and utilities. Monies are also set aside for Reserves which are very important to maintain this as a prime property and Capital which is less important. We, with our dues, subsidize many other amenities and activities within the Resort that are discretionary. Will we continue to operate as an all inclusive Resort and watch our dues rise annually to a point where they become a negative to our perceived value and to our competition? These are questions we must ask ourselves as we move forward as a Resort community. Stay tuned while we discuss and debate and, of course, your input is always welcome. We recently established a Marketing Committee that is up and running and generating lots of great ideas that can be implemented quickly. What has also come out of our sessions is the realization that each and every one of us are the best possible promoters of ORPS by just sharing with family and friends the great lifestyle, good times and real value that we have here. Remember back to when you bought here and how easy it was to make the plunge and after years of good times and great memories you keep coming back. Share! Share! Share!
