Ever-fi is a financial literacy program sponsored by Security Savings bank. It is used in the high school’s Personal Finance class taught by Travis Nuss. Students taking the class must work through nine modules as part of the class’s curriculum, and those students who pass all modules with a minimum of 70% accuracy earn a cer- tification. Also, Security Savings Bank provided each certified student with a gift certificate for a $20 credit into the recipient’s new or existing account at the bank. Security Savings Bank awards Ever-Fi certification to 21 SV Students In addition to the gift certificate, each certified student’s name was put into a drawing for a $500 scholarship pro- vided by Iowa Central Community college for students attending ICCC. The students earning certification were Zeke Miller, Dylan Anderson, Angela Dopita, Alicia Morrow, Baylee Moore, Libbie Lowry, Lisa Macken, Hannah Fi- ala, Karlee Walker, Miranda Engeldinger, Katelyn Dyer, Cassie Zinnel, Brandon Andrews, Tessa Gibson, Riley Rittgers, RaeAnna Harrison, Breann Ahrens, Spencer Johnson, Christian Hendrickson, Erica Nordin, and Tif- fany Strutzenberg. The winner of the scholarship was Tessa Gibson. The Webster County chapter of Pheasants Forever will hold its 30th annual banquet Saturday, March 28 at the Webster County Fairgrounds, Fort Dodge. Social hour is scheduled from 4:30 p.m. until 6:00 p.m. followed by a New York Stip Steak dinner, a short program and fund raising activities, including live and silent auction. Tickets for the banquet are $50.00, which included the annual membership fee to Pheasants Forever. Spouse and youth ring neck tickets are $20.00. Tickets may be purchased from committee members and will also be available at the door. For additional information you can contact banquet chairman, Jerry Beck at 515-571-7406. Pheasants Forever’s main purpose is to generate funds for the preservation, establishment and manage- ment of wildlife habitat. All monies raised by each local chapter, except for the annual membership fee, stays with the local chapter. Since the Webster County chapter was established in 1985, more than $950,000 has been raised and put back into habitat, education and youth projects in Pheasants Forever 30th annual banquet Saturday, March 28... The chapter has established a scholarship fund for Webster County graduates who will be pursuing degrees in conservation, natural resources, wildlife biology or animal biology. Scholarship awards of $1,000 are avail- able. This past year one scholarship was awarded to PV Kindergarten/TK Round-Up March 20 For next Fall... Prairie Valley Elementary will be holding its annual TK/Kindergarten Round-Up for the upcoming 2015-16 school year on Friday, March 20, 2015. To enroll in 2015-16 kindergarten, a child must be 5 years old by Sept. 15th, 2015. Please call 515-467-5700 or email petersons@prai- rievalley.k12.ia.us to register for the TK/Kindergarten Round-UP meeting and receive an information packet and forms. A specific session will be assigned to everyone that registers and more information will be given. Each round-up session is for both the kindergarten child and his/her parents. The children will get to meet the teach- ers, visit the classroom, have some fun, and meet other future kindergartners! The parents will learn about spe- cific kindergarten information and will be able ask ques- tions, etc. To make the event efficient and convenient, each round-up session is only, approximately 90 minutes in length, so parents can attend this important event in their child's lives. If families live outside of the Prairie Valley School District, there is still time to “OPEN ENROLL” for kindergarten for the upcoming 2015-16 school year. The final bill from HK Scholz has been on hold due to the direct short that happened the day they were starting up the new engine. Chuck received notification from GMU’s engineer that HK Scholtz Company

intends to turn the final fill of $6500 over to their attorney if payment is not received. It was the consensus of the board the keep the payment and test the substation. Chuck discussed the issue with the engineer and will have him relay the message to Scholtz Company in hope that they will write off the $6500 to cover the testing. The City duties of the Public Works Director were revisited. No action taken. Chuck had the engineer from Fox Engineering send a timeline of upgrades for the wastewater plant to the DNR after being notified that GMU was in violation of its permit. Sturm moved, second by Boerner to keep Fox Engineering as the engineer for the project. Carried-all ayes. Lane moved to accept the proposal from JEO Consulting to conduct an arc flash assessment of the electric system in order to meet the OSHA 910 Rule, not to exceed $11,250, second Sturm. Carried-all ayes. Motion by Boerner to adjourn, second Sturm. Meeting adjourned 5:07 PM. Funeral service was 10:00 A.M. on Monday,March16,2015atFaithLutheranChurch,Harcourt,withPastor Rod Meyer officiating. Burial was in DawsonTownshipCemetery,westofPaton,withMilitaryRitesbyGreenfield-HartquistAmericanLegionPost #699ofHarcourt. Upon graduation fromGowrieHighSchool,hejoinedtheNavyservingintheKoreanWar.Followinghistimeintheservice,heattend-ed trade school inKansasCityand laterattended IowaCentral’selevatorandfarmsupplyprogram.OnJuly2,1961,hewasunitedinmarriagewithDorothyGriswoldatSt.PaulLutheranChurchinFortDodge.Heworkedatthegypsummillsformanyyears.In1967,theymovedtoafarmoutsideofHarcourtwhereheraisedlivestockand farmed. Elvin alsoworkedat variousgrain eleva-torswithin the area and drove semi for Farmers CoopandRollieGustafson until his retirement. Elvin lovedhunting,fishing,playingcards(500),andspendingtimeattheircabinonBigSpiritLake.Heespeciallylikedgo-ingtohischildren’sandgrandchildren’ssportingevents.Elvinwillberememberedforhisinfectioussmile,con-tagiouslaughandsmirkygrin.“Papa/BigPapa”willbemissedgreatlybyhisfamilyandfriends. AsIsorted,watchingforpersonalmailandthealwayspresent (so it seems)bills, Iwithdrewamaga-zine-no–itwasacatalogandwhodoyouthinkitwasfrom? Perhapssomeofyoureaders receivedone too.Iwastakenabackabittoseeboldlyprintedatthetopof thecover“MontgomeryWard”, in thesametypesetas the logoWards had used. Didn’t they cease busi-nessadecadeormoreagohaving, Ibelievegone intoor near bankruptcy? There were linens and beddings, towels &washclothsandbathroomitems,smallrugs,kitchengad-getsandsmallappliancesandmicrowaves,refrigerators,dishwashers,potsandpans. Therewereportablestor-ageunitsofmanydescriptionsandsizesforabouteveryroom,lamps,doo-dads&otherdecorativeitems,somemoredecorativefurnitureitems,jewelry,sportandcan-vas shoes,TV’s, computers, phones and technologicalorelectronicaccessoriesofallkinds,differentapparatusfor enjoyingmusic and communications, even electrictypewriters(surprised?),variousspaceheatersandfakefireplaces,tomentionthemajorityofitems. Therewas no hardware or tools, no bicycles,scooters,toysofanykind,nohousestobeorderedandassembledyourself,andnoindextomanypagesbecausethere weren’t many pages. There were no automotiverepair/replacementsupplies.Therewasnoyardgoods,patternsandothersewingparaphernaliaand therewasnoclothingorunderwear,socksforbabies,childrenoradults except those few shoes. The cheapest of thoseshoes, flimsy looking canvas thingswas $49.95. Themajoritywentforaround$99.95forcanvassportshoes.Ihaveneverpaid$100forapairofshoes,nordoIplanto ever pay thatmuch. I couldn’t havemy two over-crowdedoverthedoorracksifIdid.Ibettheyaren’tany better or as well made than my little depressionyears brownoxfordswhichwere around$2.49 at J.C.Penny’soroutoftheMonkeyWardsorSearscatalogs. Oh,yes,afterall theseyearsmycredit isstill

City and university officials on March 4 an-nouncedtheestablishmentofanIowaStateresearchandextensionliaisonposition.TheliaisonwillhaveanofficeinCedarRapids, andwillwork closelywith the city’sprocessingindustriestoidentifyopportunitiesforcollab-oratingwith Iowa State scientists, engineers, extensionandeconomicdevelopmentspecialists.

Theconsortiumalsowillreachouttoyouthgroupssuchas4-Hclubs,FFAchaptersandothers. Thefirsteffortsof theconsortiumcanbeseenthisspring,asIowaStateUniversityplantsseedlingsofmilkweedonresearchfarmsaroundthestate. Last month (February) ISU planted 10,000seedsofninedifferentmilkweedspeciesingreenhouses.Seedlingswillbe transplanted intosmalldemonstrationplotson13 ISUresearch farms.Also, twoof themilk-weed specieswill be transplanted or direct seeded intolargerresearchhabitatplotstostudyhowtheplantsgrow,proliferateandadapttolocalconditions.Researcherswillformulate and plant a monarch seedmix that includesmilkweed and nectar-producing prairie plants.Throughtheyear,researcherswillmonitorbutterfliesintheplotsfromeggandlarvaethroughadultstages. The consortium’s initial efforts complement arecentlyannouncednationalcampaignbytheU.S.FishandWildlife Service, which plans to establish on-the-groundmonarchconservationprojects,includingagoalofplanting200,000acresofmilkweed.

Funding and support for the Iowa MonarchConservationConsortiumwillcomefromcontributionsofpartneringorganizationsandothersources. InitialpartnersintheIowaMonarchConserva-tion Consortium are: Iowa State University, Iowa De-partment of Agriculture and Land Stewardship, IowaDepartmentofNaturalResources,IowaCattlemen’sAs-sociation, IowaCornGrowersAssociation, IowaFarmBureau Federation, Iowa Soybean Association, IowaTurkey Federation, Practical Farmers of Iowa, IowaNaturalHeritageFoundation,IowaNatureConservancy,DuPontPioneer,MonsantoandSoilandWaterConser-vationSociety.

Researchers at Iowa State and the other landgrantuniversitieshavebeencollaboratingtostudySDSformorethan10years,withthesupportoftheNCSRP.LeonorLeandro,associateprofessorofplantpathologyandmicrobiologyat IowaStateandco-principal inves-tigator for theSDSmanagement study, led thebiologi-calresearchthatidentifiedaDNAtestthatmeasureshowmuchSDSpathogenisintherootsofaplantandinthesoil. Muellersaysthisbiologicalresearchwasfoun-dationaltobeingabletotestmanagementpractices. “If researchers didn’t have tools like this, wewouldn’tknowwhatmanagementpracticeswearetest-ingareworking,”Muellersaid. Other biological research included studyingwhen infection takes place and if susceptibility to thefunguslessensastheplantsgetolder. “Whatwefoundisthatthelaterthefungusin-fectstheseedlings,themoreresistancetheplantshadtoSDS.That’swhywethoughtaseedtreatmentwouldbeaneffectivesolution.Butwejustdidn’tseeanyproductsthatwereeffectiveuntilrecently,”saidLeandro. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors of Webster County, Iowa, does hereby vacate the above described parcel of road right of way, subject to the right of a utility association, company, or corporation to continue in possession of a right of way in use at the time of the vacation. City shall hold public hearings on the sale of both properties April 14, 2015 6:30 p.m. in City Hall. City will advertise both properties with legal notices. City will get quotes for signs to address snowmobiles at the city park.Planning & Zoning approved a Building Permit 835 Agnes. Property owner can landscape up to property line (no setback). At the Fire Board Meeting 3/15 the fire dept/board will discuss Articles of Incorporation to meet written agreement requirements for Fire Protection. City Council provided approval of the draft code update. Legal proceedings will commence 4/14/2015. Library Board will forward passage of revised library personnel policy/job descriptions. No further concerns with council's authority over some matters with the library board. Departmental Reports - Clerk will provide expense journal entry details to library. March 10, 2015

A Special City Council Meeting was called to order by Mayor Randy Hanson at 5:30 p.m. Present: Dave Lee, Randy Hanson, Don Weston & Darryl Shirbroun. Absent: Wanda Martens. Jim Henrich discussed the Southeast Valley High School Carpentry Program. They partner with ICCC and this program provides kids an opportunity to learn carpentry skills Steps identified for immediate discussion are 1) Identify a site; two potential lots have been identified on the NW side of town and the council feels this part of town would be ideal and enhance the city’s NW entrance corridor; both sites requires extension of the sewer/storm sewer. 2) Find owner or investment group. 3) Floor Plan; Council feels city needs a new ranch style homes. Install basement prior to start of school and in the fall and students will frame it before winter. Students are not involved with electrical or plumbing. House would quality for tax abatement. City Council would like to pursue the Southwest Valley High School Carpentry Program. School representatives will speak again at the April 14th City Council Meeting. The police report was reviewed and discussed. Motion by VanKley, seconded by Seil to have Monaghan purchase outside lighting for the police vehicle at a cost of approximately $100.00. Motion carried. Schmit, from Calhoun County Public Health, addressed the council implementing a resolution and/or signage in the City Public Park. This matter will be discussed at our April meeting. Motion by Wooters, seconded by Kicklighter to approved Resolution A-2015 approving agreement between the Fort Dodge Housing Authority and the City of Farnhamville.Motion carried. Motion by Kicklighter, seconded by VanKley to accept the bid from Mosquito Control of $2,050.00 to spray the city this spring/summer. Motion carried. Motion by Gregg, seconded by Kicklighter to accept the bid of $685.29 from Advance Lawn Care for spraying ball diamond, City Park for this year. Motion carried. Motion by Gregg, seconded by VanKley for the Utility Department to purchase a new computer not to exceed $1000.00. Motion Carried Motions by Gregg, seconded by VanKley to have the Clerk obtain a SAM’S Club membership. Motion Carried. Representative from Carroll Refuse Service addressed the council on the contract that expires December 2015. Motion by Wooters, seconded by Seil to approve the monthly statement of $2900.00 per month effective July 2015 and a new contract for three(3) years starting January 2016 per submission of a new written contract from CRS. A verbal report was given on the electrical, water and sewer utilities from the utility Superintendent. A follow up for the Demand Meter that will be installed at the COOP will take place this month. Nine shut-off notices will be going out for delinquent utility bills. Starting in April, the Burnsite will be open on the first and third Saturday’s of the month from 9:00am-11:00am. Morgan will man the site in April and Kicklighter in May. Next council meeting will be April 13th at 6:30 P.M. Motion by Kicklighter, seconded by VanKley to adjourn the meeting. Motion carried.
