IT’S difficult to imagine Governors Bay without Living Springs, the camping, conference, function and adventure facility that is now celebrating its 40th birthday.

The vision for the facility originated with Christchurch couple Peter and Anne Morrow, who were looking for a site to hold church camps. They sold their family home in St Albans to make the first instalment on the Port Hills property, but ran into difficulties.

They ended up teaming up with another couple, David and Eddi Down, who had a similar vision to establish a camp. The Living Springs Trust was established as a legal entity on May 15, 1973.

Living Springs chief executive officer Denis Aldridge said reaching 40 years was a great achievement.

Though it was a struggle to get Living Springs established, it’s now ideally placed to make a major contribution to Christchurch,

Mr Aldridge said. “There’s a lot of organisations like ours that start with a

tremendous sense of vision and purpose and enthusiasm, people giving everything for them, which is exactly what happened here, but to keep that going 40, years that’s where the big challenge is.”

Mr Aldridge said Living Springs had stuck true to its purpose and people leave the camp feeling refreshed, invigorated and renewed.

“It’s always had this pulse of life about it right from the early days and it’s still got that.”

Discontent: The ‘bug man’ Ruud Kleinpaste believes more could be done to protect Christchurch’s natural amenities and promote green development.

TELEVISION’S ‘bug man’, Ruud Kleinpaste, is unimpressed with Christchurch’s ‘garden city’ moniker after two years of living here and says the city could do more to boost its green credentials.

Mr Kleinpaste, who made his name through a variety of environmentally conscious radio and TV shows such as Animal Planet’s Buggin with Ruud, lamented what he saw as a blasé attitude by local authorities towards cutting down trees and a lack of concern towards promoting green development.

“What disappoints me the most, is that around Christchurch where people are building [new subdivisions], the first thing that is going is all the shelterbelts, all the trees and I’ll bet you that when we get a good nor’wester here, next year for instance, with the dust in your eyes, everybody is saying ‘god it’s dusty here’.”

Mr Kleinpaste and his wife Julie moved to Christchurch just three weeks before the February 22, 2011 earthquake.

He said other New Zealand cities, such as Auckland and Wellington, had stricter rules

around cutting down trees and it felt “really sad” to see Christchurch and Canterbury’s landscape changing so quickly.

“What I’d like to see is a little bit more structure around keeping what’s there and I know that most of the trees that are being cut down are not natives at all but at least they provide you with shelter,” he said.

He also believed local policy makers should be pushing developers to incorporate more sustainable design in the building of new houses with an emphasis on features such as solar panels on roofs and orienting houses towards the north in order to make use of the sun.

“I find it really disappointing that a so called green city is letting all this happen. It’s extraordinary.”

EARTHRACE Conservation founder Pete Bethune says the organisation is planning further covert surveillance in the Banks Peninsula Marine Sanctuary and may even board vessels caught fishing illegally.

In January, Earthrace carried out covert surveillance in the 413,000 hectare sanctuary, which takes in about 389.31 kilometres of coastline, and handed in evidence of illegal fishing practices to the Ministry for Primary Industries (MPI).

The group carried out the operation, by plane, boat and kayak, because they were concerned endangered Hectors Dolphins were being caught as by-catch.

Mr Bethune said MPI had since informed him the evidence provided was not sufficient to attempt prosecution of the parties involved.

Getting the necessary evidence would have required the surveillance team “to board the boat, basically, and film them pulling in the fish,” Mr Bethune said.

Boarding a fishing boat was completely

feasible and Earthrace would consider doing so during the two or three more covert surveillance

operations which it planned to conduct in the sanctuary this year, he said.

Mr Bethune said poor regulations and lack of effective enforcement meant the odds were “stacked against the dolphins”.

“It’s a shame that at the moment MPI do no night surveillance and their day surveillance is focussed on going through the records of the fishermen when they come in,” he said.

“The two biggest threats to dolphins there are trawl nets and gill nets, so it’s really simple. [MPI should] just make a full trawl net and gill net ban all the

way out in the marine mammal sanctuary.”With things as they were, fishermen were

basically operating under an honesty system, he said.

“A lot of commercial fishermen are straight up, they do follow the rules but the trouble in this case is there are a few rogues who aren’t.”

MPI has promised to conduct a review of the sanctuary this year.

Earthrace targets illegal fishing in sanctuary

REPAIRS on several war memorials in Christchurch are underway, with the aim of having the work completed by Anzac Day.

Final repairs are being undertaken on the Heathcote War Memorial, which will see the small pieces that chipped off the memorial during the earthquakes of 2010 and 2011 being reattached.

Repairs to the concrete surround of the Pigeon Bay War Memorial were also progressing.

Christchurch City Council transport and greenspace unit manager John Mackie said it was immensely satisfying to see the treasured memorials and monuments being restored to their former glory but they still had a way to go.

After being partly dismantled almost a year ago, work was progressing on the Burwood War Memorial on New Brighton Road. The remaining

steps and base would be removed and new steps cast, and the original granite memorial would be replaced. The work was expected to take up to five weeks to complete.

The waterfall at the historic Edmonds Factory Garden in Phillipstown was also being dismantled and rebuilt after it was extensively cracked during the earthquakes. The waterfall’s channel was being cleared, relined and the stone capping replaced, with work expected to take a month.

Two marble statues from Cunningham House and Townend House in the Botanic Gardens had also been taken off site and had their heads reattached.

The statues were previously located inside the currently closed glasshouses and their final location was still to be confirmed.

Computers are supposed to make us more efficient and productive. But we have trouble getting the hang of them. Is it something in the national psyche, some perverse upside-down reaction to living at the bottom of the world?

Tootling along the highway at 80-90 kilometers per hour, for instance, New Zealand drivers speed up to 100-110kph when they come to a passing lane. Why? To avoid being passed, man.

People who use passing lanes to stay ahead of disrespectful drivers in other vehicles adopt the same approach to investment.

While vehemently opposed to the Government’s plan to sell minority stakes in state-owned energy companies they rush to buy shares in Mighty River Power. Why? To stop foreigners from buying them.

That’s not rational. Nor is the Government’s plan to rebuild office blocks in Christchurch’s CBD at the same time as rolling out ultra-fast broadband so we can work from home.

Ditto the ‘highways of national significance’. Will we use them only at Christmas and Easter for the nostalgia of the traffic jams in the good old pre-broadband days when we had jobs and could afford holidays?

A new book by Jaron Lanier, Who Owns The Future?, predicts computerised automation will

create an employment crisis, especially for white-collar workers, eventually wiping out the middle classes.

John Key’s National-led Government is getting a head start. State Services minister, Jonathan Coleman, admits there are 2892 fewer public servants compared with 2009. Why? Because their number rose by 27% under Helen Clark’s Labour-led Government and “in general terms they weren’t getting any better outcomes” so “we’re just taking it back toward what it was.”

He quotes “measures of public satisfaction” that cuts are being made without affecting the quality of service. But the loss is in the jobs, stupid.

The public has no way of “measuring” the quality of service of the 140 Department of Conservation workers being laid off. But the loss of their incomes to the wider economy can be measured and will be felt by their families and communities.

These are not jobs that can be replaced by the private sector. Abolishing them to achieve the ideological goal of “small government” is the exact opposite of Roosevelt’s New Deal policies which rescued the United States from the great depression in the 1930s.

Parliament programmes on National Radio, and has reported Parliament for the past 19 years. The author of a variety of columns, going back to his student days at Otago University, he can safely claim to have spent almost all his life writing rubbish.

I HAVE often wondered what work is done by those sentenced to ‘Community Work’ as a result of their anti-social activities. While I’m sure some work is done I have never seen a Departmental Report on the subject so cannot determine its effectiveness. However, if those on community work were given, as a priority, the task of removing graffiti it would be a tangible payback to the community. Another possible result might arise in that those community workers performing hour after hour on graffiti clean-up might get mightily peeved off and get

the message to the artists they should desist or else.

Perhaps Mainland Press could do an article on the subject of Community Work its coverage and results. An interesting question could be - does the City Council use the workers and if not why not? There is lots of litter pick-up and other tasks that could be done leading to betterment of our environment. A deserving payback to us the long-suffering public. Of course that comes after graffiti removal. Brian White

LAST week’s focus was on the blow dealt to the Department of Conservation and errant emails from the public sector before the king hit that knocked Jesse Ryder out.

In time, Ryder will make a slow but sure recovery but the repeated battering that New Zealand’s public service is under shows no sign of letting up.

Fewer staff being expected to do more will inevitably lead to cracks appearing and over time it is never sustainable.

I made a trip to the West Coast this Easter and a visit up to the Denniston plateau to see what all the fuss was about (new mining concessions). This beautiful plateau with its views out over the Tasman Sea represents a biological niche of biota not found elsewhere in the world.

There are snails, lizards, birds, plants, scrubby bush and rock formations.

If we can understand the serious endangerment of the white rhino or the mountain gorillas and what their lost represents to us, why don’t we place the same importance/value on our own unique native plants and animals?

Conservation and our role in it is simple. What we have inherited we should be able to maintain, protect and leave in a better condition for the next generation. We are hell-bent on our own selfish need for consumables, wealth and our own demand on the world’s resources without thinking about the sustainability or

the ecological balance we need to ensure for our own and the plant and animal kingdom’s survival.

On land and at sea the constant man-made threats continue including habitat degradation, global climate change, by-catch in fishing operations, entanglement and accumulation of pollutants.

Our natural environment underpins how we live and our

lifestyles. As New Zealanders our cultural identity is also closely tied to our natural environment. It is part of what makes us who we are.

We have things that are unique to us that are also fundamental to our sense of being and pride in our country.

Our economy, health and wellbeing, leisure pursuits and national identity all depend on our natural environment. Our dependence on natural resources like clean water, fertile soils and healthy oceans are taken for granted and yet here again hardly a whimper at the slashing of a work force whose goal is to manage the vast conservation estate.

Given its significant economic, social and cultural importance, every New Zealander has a stake in nature and has a role to play in protecting it. We will ignore the role of conserving our environment at our peril. My guess is the insect world will have the last laugh if we continue to undervalue and penny pinch our way through environmental management.

St Andrew’s boarders glad to be back

ST Andrew’s College boarders now have their own new home away from home, with the opening of their new boarding houses to replace the ones damaged in the February 2011 earthquake.

The boarders had been staying in city motels for two years. Boarder Kasey Miles said the new facility is “so much cooler, they’ve done a really good job”.

The boarding complex cost $15.2 million to build and is home to 167 students. It was officially opened by Prime Minister John Key last Thursday, who joked he would be happy to live there himself.

“It’s a really important time for them as they are following their studies that they have a nice place to live and they feel comfortable, safe and secure and it’s really a beautiful place. Out of the tragedy of the Christchurch earthquakes has come a great place to live.

“It lets kids from rural communities attend a

school that’s going to deliver them the education needs that they have.”

The original boarding houses were built in 1978, but two of the three were destroyed in the February 2011 earthquake and had to be demolished. The remaining building has been strengthened and refurbished.

The modern boarding houses were built to 100 per cent of the new building code. They were built to allow boarders to have a combination of private space for quiet study and reflection and communal areas to relax and socialise. It is contemporary with built-in desks, pin boards and storage.

Wilkie and Bruce Architects general manager David Evans said the work included incorporating 660 stone columns to a depth of six metres. These were then overlaid with a deep gravel raft and concrete slab foundations.

“Safety for our students and staff was paramount when considering this project,” he said.

ENVIRONMENT Canterbury is concerned about what’s happening with the large volumes of construction and demolition waste from the earthquakes when they end up in landfill.

With approximately 50,000 tonnes of treated timber waste from demolitions going there, an investigation into more sustainable disposal options has started.

Environment Canterbury senior hazardous substances and waste officer Chris Keeling said that in Canterbury the only way to dispose of it was through the landfill, which created problems.

“Once it goes to landfill it can actually leech,

in particular, copper chromium and arsenic out of the wood and that can be damaging to our ground water.”

He said there were a number of disposal options internationally, but it was a matter of finding the best one for New Zealand.

“Christchurch is a unique situation at the moment because of the volumes of treated timber that we have. We’ll certainly be looking at a solution that could be applicable for the whole of New Zealand for a long-term solution.”

ECan wants to take a percentage of the extra 50,000 tonnes of demolition waste and attempt to reuse, recycle or at least recover

some energy from the treated timber and use it as a resource.

The total cost of the treated timber waste minimisation project is $190,900, with $144,900 being provided by the Government’s Waste Minimisation Fund, $15,000 by ECan, $15,000 by the Canterbury Waste Joint

Committee, $15,000 by BRANZ and $1000 by Scion.

The project is led by Environment Canterbury in partnership with the Canterbury Waste Joint Committee, Christchurch City Council, BRANZ and Scion and will run for the rest of the year.

Rock painting helps transform site

PRIMARY, high school and university students have been tidying up and transforming a vacant Linwood Avenue site by painting rocks.

The project, taking place on the former Your Shout site, is a joint undertaking between Gap Filler, Youth Town and a group of local

FUNDING for the restoration of Garrick Memorial Park in Hargood Street, Woolston is being given a boost – thanks to the Barmy Army.

The group of English cricket supporters, who were in New Zealand to support the England team on their recent tour, raised about $10,000 through a series of events during their visit.

New Zealand tour organiser for the Barmy Army, Giles Wellington, said the group liked to organise charity events to benefit local charities in the countries they visited.

“We visited Christchurch five years ago in 2008 and coming back to Christchurch this time and seeing the devastation, we decided to help with the quake repairs.”

The group contributed to the local economy in Dunedin, Wellington and Auckland by patronising bars and restaurants in those cities, but Christchurch was missing out, Mr Wellington said.

They contacted the Christchurch Earthquake Appeal Trust to find out who they could support, and the trust suggested the damaged Garrick Memorial Park would be a good fit for the Barmy Army’s fundraising efforts, as it catered for both cricket and football.

“We organised a curry night in Dunedin and an auction and raised over $2000. In Wellington we persuaded Graham Gooch (former England cricket captain and current batting coach) to speak to a group of about 200 to 300 people and raised $7000. We were very pleased with that.”

The group had hoped to reach its target of $10,000 with an end of tour party and auction in Auckland.

Former Canterbury student selected as Young Global Leader

A graduate of the University of Canterbury, who is assistant to the King of Bhutan, has been selected as a 2013 Young Global Leader by the World Economic Forum. Jessica Schaap looks into what it’s like receiving the award, his life growing up and what inspired him to help the poor.

NIMA Tshering, 36, was one of about 200 people from 70 countries to receive the honour, which recognises the most distinguished leaders under the age of 40 from around the world. He was awarded the honour in recognition of his professional accomplishments, commitment to society and potential to contribute to shaping the future of the world. He said he found the award “simply unbelievable”.

“I am pleasantly surprised and humbled that I have been named and honoured as a Young Global Leader 2013 by the World Economic Forum to shape the global future,” he said. “Honestly, I don’t know why I have been selected because I have never dreamt about such a high honour.

“My classmates at Harvard Kennedy School used to call me ‘a fearless leader’. However, I have never considered myself as a global leader. I am just a simple servant with a social conscience.

“A son of a simple farmer from Bhutan and a daughter of a president of the world’s superpower being on the same list as Young Global Leaders

is highly unlikely but it happened, so I am doubly humbled.”

Mr Tshering has been serving as an assistant to the King of Bhutan, helping to implement the King’s unique welfare programme called Kidu, serving the poorest of the poor at their doorsteps. He was appointed directly by the King from among thousands of civil servants of Bhutan. “Perhaps, my King must have felt that my passion for service from the heart and my engineering skills to think rationally and logically would be useful for nation building.

“Since then, I have always strived to put stories from grassroots people from the villages into the centre of Bhutan’s public policies and laws that affect people’s lives.

“In taking King’s Kidu to the people, I travelled on foot to the remote villages of Bhutan. There, I lived with the poor - not as their guest but as one of them - to understand their problems through their own eyes. I met them in their homes and farms, and listened to their problems, their dreams, their hopes and their fears. to their villages and homes to improve their wellbeing – a very targeted intervention with a personal touch,” he said.

Mr Tshering began life as a village boy in the remote settlement of Bemphu in Bhutan, which had no roads, electricity or telephone lines.

But despite having the odds stacked against him, he pursued his education.

“Education has been my passport to the world outside my village hidden in the Himalayan Mountains.”

However, education was far from his doorstep. He began his schooling when he was eight years old and had to walk three-and-a-half hours each way to school.

“A typical school day would start with a rooster’s crow at 3.30am and by 4.30am I would begin my trek to school. The journey through jungle, mud, rain and darkness was the challenge of a lifetime but I never gave up.

“Both my parents are uneducated, working as small subsistence farmers. I don’t have childhood photos. I do not even know my true birthday. My mother doesn’t remember it. I was born in the jungle of the Himalayas while she was herding the cattle. I, too, herded the cattle throughout my school days.”

Mr Tshering has a Bachelor of Science in Electrical Engineering degree from University of Kansas (USA), Master in Engineering Management from University of Canterbury and Master in Public Administration/International Development from John F Kennedy School of Government, Harvard University (USA).

After he returned from doing his Master in Engineering Management (MEM) from the University of Canterbury in New Zealand he met a “destitute” woman named Aum Demola from a remote village in Zhemgang, Bhutan. He said her most prized asset was her leftover meal from the previous night that she kept under lock in a wooden box in her bamboo hut. She had the key around her neck.

“This experience taught me the real meaning of ‘you don’t know where your next meal is coming from’. Simply keeping your body alive is not life, yet Aum Demola and one billion like her all over the world have to struggle just to stay alive, every day. It shook my conscience.

“Empathy moves you beyond your

imagination. I spent the next three years walking to more than 300 remote villages in Bhutan working for the King’s unique welfare programme called Kidu, serving the poorest of the poor at their doorsteps. These experiences have changed me profoundly. I then decided to use my engineering skills in nation building and uplifting the poor. After all, you can change the world better when you truly lead with empathy.”

‘High flyer’ and ‘trailblazer’ recognised

A LEADER in business, and an engineering and water trailblazer will be recognised by Lincoln University with top achievement awards to be handed out at its graduation ceremony on Friday next week.

John Palmer, well known for his chairmanship of Air New Zealand, has been awarded an honorary doctor of commerce, while Dr Terence Heiler, who has spent his career engaged in sustainable water management and irrigation, has been awarded the Lincoln University Bledisloe Medal.

Lincoln University vice-chancellor Dr Andrew West said Mr Palmer had a track record of successfully leading change and strategic development in businesses undergoing significant

transformations in various industries.“Since his appointment to chair the Air New

Zealand board in 2001, he has governed them through a hugely successful period of rebuilding,” Dr West said.

Dr Terry Heiler had been instrumental with the integrated simulation design of irrigation systems throughout New Zealand that remained to this day.

“Terry’s capacity to see the ‘big picture’ and to establish and implement meaningful action plans in farms systems are two fundamental traits that have distinguished his career.

“These two gentlemen have made a significant, notable and most positive impression on New Zealand,” Dr West said.

$2.7 million granted to central city heritage landmarks Christchurch City Council has approved $2.7 million for the repair and strengthening of the Christchurch Club and the former Trinity Congregational Church. Both buildings were seriously damaged in the Canterbury earthquakes.A grant for $1.7 million from the Central City Landmark Heritage Fund has been approved for the conservation, repair and strengthening of the B.W. Mountfort wings of the Christchurch Club. A further $1 million has been granted to applicants for the former Trinity Congregational Church on the corner of Manchester and Worcester Streets.

Heritage and Natural Environment Unit Manager Helen Beaumont says the buildings are highly significant parts of our inner city streetscape and have immense value as features of the city’s identity.

“There has been a sad loss of heritage buildings as a result of the Canterbury

earthquakes. These grants from the Central City Landmark Heritage Fund show that the Council recognises the importance of the retention, repair and strengthening of key buildings.”

Protecting the buildings is considered essential as they are listed as Group 1 Heritage Listings in the Christchurch City Plan.

President of the Christchurch Club Ben Tothill says, “this is a big win for city heritage. It’s an enormously important contribution. Without it, the Club simply could not afford to save this significant heritage building. This is one of colonial architect Benjamin Mountfort’s most outstanding buildings. Sadly, so many of his buildings have been lost. at least we can now save this building for the benefit of the city and our members.”

Ms Beaumont says the Council is very pleased to be able to assist the projects by providing a proportion of much-needed funding.

Recipients are required to raise all other required funds and applicants must enter a full Conservation Covenant with the Council.

Christchurch City Council’s free dog microchipping service is now being offered from 11am – noon each Wednesday.

Previously offered each Friday, the service was suspended over the Easter break but has now resumed on its new schedule.

City Planning Unit Manager Brigitte de Ronde says the six-kilometre, multi-purpose pathway is proposed to connect Ferrymead to Mt Pleasant and on through Redcliffs, finishing at the end of Scarborough Beach in Sumner.

“It will cater for children, pedestrians, cyclists, skateboarders and people using scooters and wheelchairs

– opening up an area of the coastline for a new audience to enjoy and appreciate.

Mayor Bob Parker says the draft Concept Plan introduces some stunning ideas and new experiences for the area.

The final date for written comments is 5pm on Wednesday 17 April 2013.

New temporary library for LinwoodMayor Bob Parker will open the new temporary Linwood Library and Service Centre at Eastgate on Tuesday 30 April.

The library and service centre is opening on the first floor of the

Eastgate Shopping Centre as part of the Council’s commitment to restoring key community services in the city post-earthquake. It will be the first time Linwood has had a combined library and service centre.

For the first time since the February 2011 earthquake, library customers visiting the new Eastgate facility will get the chance to borrow items from the 50,000-strong collection that was at the closed Linwood Library in Cranley Street.

Christchurch City Council is encouraging people of all abilities to try out the proposed Christchurch Airport Marathon course on Sunday 2 June 2013.

Council Recreation and Sports Unit Manager John Filselll says this is an event for everyone; whether you are a hard-core runner, building up to do a full marathon course, enjoy walking with friends or children wanting to get involved in a fun event.

“It is scenic, very flat and fast. But if a full marathon isn’t for you, there are other options. Whether you are taking on the full marathon, half marathon run/walk, 10 kilometre run/walk or Kids’ Mara’Fun there is something for everyone.”

Marathon event entrants can sign up at any Council recreation and

sport centre, until Friday 3 May. Alternatively entrants can sign up online now, at the event website below, but a late entry fee will apply after Friday 3 May.

Kiwi Wounded Warriors tested against rest of worldTHE New Zealand Defence Force may have had the smallest team but it made its presence felt at the United States Marine Corps Wounded Warriors Trials held in California recently.

The Trials are the paralympics for the US

Marine Corps and were initially set up to select talented wounded, ill or injured personnel to train in the hope of representing the US paralympics teams.

The Trials have now been opened up to Allied

nations to compete and the New Zealand Defence Force was there with a team made up of Staff Sergeant Nick Marfell from Burnham, Sergeant Mark Soper from Trentham and Corporal Jason Sturley from Linton.

WO2 John Irving from Trentham is a physical training instructor and acted as team manager, masseur, strapper and NZDF liaison between the various treatment facilities.

He said the games were considered an important part of a wounded soldier’s recovery process.

“The aim is not to give up and give in, but to strive and succeed even though one’s life path has taken a sudden and often traumatic turn,” he said.

Eighty-two international athletes from eight different nations competed with 213 US Marines, all of them wounded, injured or ill during operational service or training.

SSGT Marfell’s wheelchair basketball team won silver, after losing to their opponents only in the last four minutes of the game. CPL Sturley positioned well in the swimming and shooting, and SGT Soper came fourth in the 1500m event despite a significant thigh injury.

ST Martins Library has reopened, much to the enjoyment of book-reading locals who have had to travel to other libraries since the earthquakes.

Staffed by volunteers, the light and spacious library is located in a new building alongside the New World supermarket and is filled with a range of adult fiction, large print and some non-fiction books.

Many of the library’s 20 volunteers have been there for some time, but the call for help with cleaning the books resulted in new people joining the team.

Finding out that Foodstuffs was offering them the new premises rent-free for 12 months was wonderful news, library president Gail Resuggan said.

“We are very grateful to Foodstuffs. Everyone was keen to be up and running

again – it is so important for the community and making a visit to the library is all part of feeling like people are returning back to normal.”

The library has been kept busy with a stream of people, popping in to say hello and to welcome the library back, place a piece in the large jigsaw puzzle at the entrance or to take out one of the many books, Mrs Resuggan said.

“It’s not just a library, it makes people happy because it is such a welcoming atmosphere.”

The original 1927 library building, on the corner of Wades Avenue and Wilsons Road, suffered damage following the September and subsequent earthquakes.

“Thanks to Ruth Dyson and Hillview Christian School who offered us a house

in Wilsons Rd to store our books,” Mrs Resuggan said.

A big task before shifting into the new premises was for the books to be thoroughly cleaned and dusted off before they went to their new home, which attracted new volunteers to the library.

The library was officially opened on Monday, March 11, supported by the local community and representatives from the Spreydon Heathcote Community Board.

“We all enjoy people coming in and having a chat – and isn’t that what community is all about?” Mrs Resuggan said.

St Martins Library is open on Wednesday, Friday and Saturday from 10am until 12pm, from 2pm until 4.30pm on weekday afternoons and has a late night from 7pm until 8pm on Fridays.

CASHMERE High student Thomas Moot was placed second in his age division at the recent national open water swimming championships at Pegasus. Thomas was second in the one-kilometre boys’ under-16 competition with a time of 11.51 minutes - a standout performance in the company of a top field of swimmers. Thomas was only 11 seconds behind Gisborne’s Matt Scott from Campion College.

Aoraki first with new English quaifications AORAKI Polytechnic will soon become the first place in New Zealand where students can study towards six new nationally accredited qualifications in English.

Aoraki’s English language programme coordinator Craig Courtis has been working for two years to develop a programme that uses the new set of “English as a Second Language” qualifications. These will eventually replace all the current English qualifications currently being offered by private language schools and tertiary education providers across New Zealand.

Starting at Aoraki in May, with a second intake in September, the New Zealand Certificate in English Language (General) involves studying full-time for 17 weeks. It is offered at both level 3 and level 4.

The aim is for students to develop language skills so they can communicate independently and effectively in everyday situations such as the workplace, or in further study. It is open to both international and local students and includes tuition in listening, speaking, reading, writing and English grammar.

Mr Courtis said there were about 300 different

qualifications available to English language students across New Zealand, which made it difficult for students and employers to compare the benefits of each. Cutting back to six national qualifications has been “a long process”, but one that will benefit all English language students in the future.

Every school and institution will gradually move to the new qualifications over the next few years, but Aoraki Polytechnic is ahead of the rest thanks to a lot of background work that has already been done.

“For the past two years we’ve been trialling different ideas that will allow us to successfully move to the new qualifications very quickly … We were hoping to be first off the block,” he said.

As well as being first to offer the new qualifications, Mr Courtis has also been asked by NZQA to work with other institutions across New Zealand. His role of “consistency assessor” will involve assessing and moderating teaching materials and programmes to ensure consistency for students, no matter where they study in New Zealand.

Draft plans to be discussedRosemary JacksonCASHMERE Residents Association is working hard to keep listening to people within their local community with a meeting planned for mid-April where residents will have the chance to discuss council plans, chairman Rik Tindall says.

The meeting is being held on Tuesday, April 16, from 7.30pm at Cashmere Presbyterian Church, on the corner of Dyers Pass Road and Macmillan Avenue.

“Residents will have the opportunity to learn more about the Draft Christchurch City Three Year Plan and Environment Canterbury’s Draft Annual Plan and how to make submissions to these draft plans,” Mr Tindall said.

“There will also be discussions around the need for more Civil Defence volunteers in the Cashmere area.”

Submissions close on Friday, April 19, for the city plan and on Tuesday, April 23, for Environment Canterbury’s annual plan.

Representatives from the Christchurch City Council, Environment Canterbury, Civil Defence and local neighbourhood support groups have been invited to attend the meeting.

“Everyone is welcome whether they are members of the Cashmere Residents Association or not and we look forward to having a chance to communicate directly with our local councils,” Mr Tindall said.

People may find it convenient to put their clocks back by one hour before going to bed on Saturday, April 6.

As well as changing clocks, the end of daylight saving is an opportune time for people to check their household emergency plans and survival

items and home smoke alarms. The daylight saving period runs from the last

Sunday in September to the first Sunday in April. This year daylight saving will recommence on September 29.

Crime figures released this week show a total of 42,796 offences were recorded in Canterbury for the year 2012, compared to 40,540 in 2011 - an increase of 5.6 pe rcent.

However the total for 2012 was 17.9 per cent lower than the 52,119 offences recorded in 2010.

The 2012 results follow a significant drop in recorded crime during the previous year, which saw recorded crime fall by 22.2 per cent from 2010 to 2011 in the aftermath of the Christchurch earthquakes.

Canterbury Police District Commander Superintendent Gary Knowles said the 2012 increase was not unexpected and was in line with forecasts, which indicated crime would gradually trend back towards historic levels following the earthquakes.

“We know that the unprecedented drop in recorded in crime in 2011 was an anomaly as the result of the earthquakes,” he said.

“So it’s not a surprise to see recorded crime levels starting to move back up.

“Any increase in crime is disappointing, but it’s encouraging that the rise is relatively small - and that recorded offences are staying well below pre-earthquake levels across all the major crime categories.”

Theft and related offences made up most of the recorded crime for 2012 at 31.17 per cent, followed by property damage-related offences (15.86 per cent), unlawful entry and burglary (13.23 per cent), public order offences (13.2 per cent) and acts intended to cause injury (8.82 per cent).

Nine murders were recorded across the district in the 2012 year compared to four in 2011 and five in 2010. This is the highest level since 2007, when nine murders were also recorded.

Crime remains below pre-earthquake levels

CYCLISTS need to make sure they are well lit as daylight saving ends, the Cycling Advocates Network (CAN) says.

But those using super-bright LED lights should avoid dazzling other road users.

“Flashing super-bright bike lights can be a distraction, so keep them aimed low,” CAN spokesperson Patrick Morgan said.

The end of daylight saving on Sunday, April 7 means it’s time for cyclists to check their lights and batteries, he said.

“Some may be caught out by earlier evening twilight, so we all need to be extra careful. Cycling offers the ultimate trip: it’s a fast and convenient way to get around,

while improving your health and saving you money.

“Our message to bikers is to get out there and enjoy the ride, and to remember to use lights whenever visibility is poor.

“For drivers, the message is to look twice for people on bikes, especially at intersections.”

Bicyclists, when riding at night, are required to have:

• one or two, white or yellow front lights - one may flash.

• one or more red rear lights, flashing or steady

• lights must be visible from 100m• pedal reflectors or reflective clothing.

NEWLY elected Canterbury Agricultural & Pastoral Association president Mark Fleming has had a long family involvement with the association.

However, his more celebrated pursuits include an 18-year stint as a Crusaders horseman and performing close riding and fighting scenes in the Lord of the Rings trilogy.

“My involvement with polo over the years has led to some pretty interesting past-times but my true passion lies with showing and the family farm which was founded by my grandfather and father in 1957. They purchased the stud’ss founding cattle from Sir Heaton Rhodes’ property at Otahuna. We still have some of the original cattle lines in the stud today,” Mr Fleming said.

The family farm is Willowlea stud in Irwell, predominately a Red Poll and Angus Stud, but also involved with dairy through growing silage and providing grazing. Mr Fleming has attended the Canterbury A&P Show since his youth, showing cattle with his family, both locally and throughout New Zealand including Royal Shows in Waikato, Invercargill and Feilding.

He joined the Canterbury A&P Association general committee in 1998; he was chairman of the cattle committee for five years. He is also chairman of beef breeds for the Royal Agricultural Society of NZ (RAS) and a RAS Central Districts councillor. As a qualified beef breeds judge, Mr Fleming has judged throughout New Zealand and has also

judged cattle at the Royal Adelaide Show in Australia.

One of the youngest presidents to hold the position, his vision for the future of the Canterbury A&P Show lies in retaining the link between city and country and introducing new events to grow the Show while encouraging younger audiences to participate in A&P Shows through volunteering and showing.

“We’ve got a great committee, board and management – the structure is in place to really grow our Show in the future. There are a lot of people who are passionate about the Canterbury A&P Association and Show. The Show’s developed into the largest agricultural event in the country. If you take where we are now and continue to diversify and embrace new technologies to develop the event, then the association can’t help but roll forward,” Mr Fleming said.

He was welcomed as the incoming president at the association’s annual general meeting held in March. Also announced were Richard Parkes as senior vice president and Nicky Hutchinson as junior vice president. In 2015 Ms Hutchinson will become the first female president in the association’s 150-plus-year history.

This year’s Canterbury A&P Show will be held Wednesday to Friday November 13-15 at Canterbury Agricultural Park. It is the largest A&P Show in the country, attracting 100,000-plus people, close to 7000 livestock and feature competition entries, and 600 trade exhibitors.

The eastern end of Chalmers St will be moved north by approximately a road width which will create more space on the mall side plus remove the dangerous kink that is currently half way down Chalmers St. The new section of road is almost ready for sealing and should be open to traffic before the end of March. The new road will incorporate two cobbled sections to enhance it as well as feature the very latest in street lighting.

Company launch bridges New Zealand skill gapCHRISTCHURCH-based company New Zealand Skills in Demand (NZSID) was officially launched recently.

The company has placed numerous skilled migrants from the United Kingdom and Ireland into Auckland and Christchurch over the past 12 months.

STATE-owned railway KiwiRail will close its Coastal Pacific train service between Picton and Christchurch for the winter months to stem losses running at $3 million a year. The tourist train needed to sell 130 seats to break even, though last winter some services carried just 30, KiwiRail general manager passenger Deborah Hume said.

She said the losses reflected a significant drop in the tourism and domestic travel market to and from Christchurch after the earthquake and those losses were highest through winter.

The decline in patronage is more pronounced than for the TranzAlpine service, which links Christchurch with the West Coast and takes tourists through the Southern Alps. The railway has tried to arrest the decline on the Coastal Pacific route with packages such as Whale Watch and wine tasting and had hiked fares by about 20 per cent.

Choir to present autumn-themed programme

THE first subscription concert for 2013 performed by the highly regarded Cecilian Singers will take place this Sunday. The concert, ‘Autumn Tones’, will include a selection of music concerned with the onset of autumn, while exploring a range of musical periods and genres.

“It is amazing that the season of autumn has inspired composers so much over the centuries,” the Cecilian Singers’ music director, Rosemary Allison, said.

“We are delighted that our guest artist for this

concert is Anya Maksymova, a gifted pianist, who last year was awarded third prize at the Kerikeri Piano Competition, and also the Dame Malvina Major Foundation scholarship. Anya will be playing Scherzo No 4 in E major, Op 54 by Chopin.”

SEVEN months after it was released in the United States, New Zealand audiences are finally getting to see The Perks of Being a Wallflower in cinemas. In 1992, Charlie (Logan Lerman) is beginning his freshman year of senior high school in Pittsburgh, with more than the normal high school things to worry about. He is recovering from a breakdown, and has some dark secrets he’s yet to come to terms with. But his year is transformed when he meets Sam (Emma Watson) and her step-brother Patrick (Ezra Miller). Despite the fact they are both seniors and about to graduate, the three of them find common ground and a way through the minefield leading towards adulthood.

This might seem like just another coming-of-age story, with nothing very special or original to set it apart from the genre. Wrong. Almost everything about this story is unique, from its gentle and honest portrayal of growing up to its wonderful cast - it’s a winner. Perks’ success hinges on getting the chemistry and dynamics right between the film’s core cast - and they are without exception brilliant, with Miller emerging as a total scene-stealer.

Perks also breaks another couple of long-held rules: that great novels do not necessarily translate well on to the big screen; and that authors do not necessarily make good screen writers and directors. Stephen Chbosky not only wrote the bestselling novel on which this is based, but also wrote and directed the film, and his vision is essential to its success. The story manages the

difficult task of being nostalgic for a time that its intended audience does not remember, using an eclectic soundtrack drawn from the 70s and 80s. Perks is about the joy of discovering that one song which defines your identity. This is why it is set in the pre-internet era, when kids still made mix tapes for each other, and discovering great music seemed like opening up a new world. The top-notch script, soundtrack and cast combine to make this a film with a real emotional impact that will itself become a cult classic of the future.

KAPITI-based song and spoken word troupe Waiata and the Word and its offshoot rock band Raumati Straights will be performing at the Wunderbar in Lyttelton this Saturday, April 6.

It will be their second-to-last gig on an 11-day South Island tour, which kicked off in St Peter’s Hall, Paekakariki, on March 28.

Waiata and the Word’s musical styles range from jazz and rock to reggae and folk, with original songs by Troy Hunt (guitar, vocals), Phill Simmonds (mandolin, vocals), Sigrid Woolloff (guitar, vocals), Nigel Patterson (trumpet, clarinet, harmonica, tin whistle, vocals), Paul “Boggy” Bognuda (saxophone, base, spoken word), and poems by Lindsay Rabbitt (spoken word), anchored by Tim

Jaray (bass) and Luther Hunt (drums, guitar, vocals).

“We did a small tour of the top of the South Island in 2010,” troupe member Lindsay Rabbitt said, “and our young drummer Luther Hunt (of Jomba fame) was sitting a college music exam and couldn’t make it. Now he’s studying at the New Zealand School of Music, and he’s been given leave with the blessings of his tutors, which we’re pleased about. As well as his obvious drumming skills, Luther is also a very talented singer/songwriter and guitarist.

“Unfortunately, our mandolin player Phill Simmonds can’t make the tour due to work obligations, although he will be with us in spirit, as we will be performing his songs.”

The importance of being awareI’ll be honest. At times I really wonder what topic to write about. It’s a matter of finding something topical - once I find something, the writing is the easy part. This week I racked my brain, came up with some pseudo topics like a confidence-lacking teenager clasping for conversation starters at their grandmother’s 90th. Then on my commute home it all became crystal clear after seeing another near-miss on the cyclist versus car front.

Now here’s a topic subject for opinion. I have a tendency for ‘sitting on the fence’, preferring to limit my enemies. But for this column, as I see it, it is a privilege to express (as objectively as possible) an opinion, to educate and create awareness.

When I’m a driver I find it bloody hard to see you, the cyclist. When I’m cyclist, as I am on a regular basis, I age significantly from abnormal stress levels as a result of near catastrophic

collisions.Wouldn’t it be beautiful if all

cyclists drove a car once in a while and, at a minimum, all drivers were trained in cyclist-awareness? Then my statements would be consigned to history, no longer topical column headers. Well, we all as individuals can make a difference.

The very next time you get behind the steering wheel, remember to more vigilantly scan for moving two-wheeled objects on your inside before turning left; and slow before executing a furtive right turn in between backed-up traffic as you might cross the path of an oncoming cyclist (in the cycle lane).

And cyclists, the very next time you get on your ‘velo’, anticipate the dangers mentioned above where motorists are under the pressure of split-second decision-making and may not see you. In addition, anticipate that you are not as visible as you think you might be. Keep safe out there.

Coast to Coast entries up for next yearTHE 2014 Speight’s Coast to Coast is still 11 months away but entries for the 32nd edition of the 243-kilometre race across the South Island are almost 25 per cent ahead of this time last year, according to race director Robin Judkins.

Race numbers had fallen off following the Christchurch earthquakes and continuing recession; however, Judkins believed this month’s improved figures showed the event and region were on the road to recovery.

“It’s understandable,” he said. “The earthquakes of the past 18 months have been the biggest social and economic impact in the Canterbury region since World War II.

“Prior to 2011, Canterbury participants always made up more than 34 per cent of total entries

but since then they have dropped to almost 25 per cent. But 2013 was a significantly better entry and we had a really good event, which always augurs well for the year ahead.”

Indeed, entries in 2013 climbed back to 625 people from 21 countries and entries thus far for 2014 are indicating Cantabrians will be close to one-third of total entries again.

Of the early bird entries received by Thursday last week, 15 were from Canterbury, 29 were from overseas and the total number was 24 percent ahead of this time last year.

“Those entries don’t include a contingent from Great Britain’s Coldstream Guards who informed me this week that they’ll be competing in 2014,” Judkins added.

“If the Coldstream Guards turn up it’ll solve our security problems for Pippa Middleton,” he joked, referring to the Speight’s Coast to Coast’s “Pippa-Gate” incident this year when the royal-by-marriage said on a blog that she was keen to take on the race.

“It was incredible the amount of interest we received surrounding Pippa,” Judkins said. “Obviously she didn’t turn up, but we’ll certainly be making enquiries to see if she is keen for the Speight’s Coast to Coast in 2014.”

Toughen up ICCFOR a very long time the International Cricket Council’s board meetings were seen as an opportunity for the ‘old boys’ to meet in the Long Room at Lords and sip their gin and tonics and chat about the ‘good old days’.

All that has changed and the members have been forced to deal with the vexed questions polluting the modern game such as match fixing, drug taking and biased umpiring decisions.

In the main they have achieved spectacular results and the game is probably the least corrupt it has ever been. The result though has seen the balance of power swing wildly from the power base having been the traditional Commonwealth countries to the cricket mad, cash rich nation of India and holding the game to ransom.

The use of technology has been a huge advance for the game. It was never invented to undermine the power of umpires but to finally get decisions right.

With so much riding on players’ performances in the modern game by way of entry into the Indian Premier League (IPL) and huge contracts being waved in front of the players this Umpires Decision Review System (DRS) made for an even playing field.

The stumbling block to its global introduction has of course been India. They have refused to embrace its introduction and it appears that the ICC is powerless to bring India into line.

Why is this? Simply it is the power of the money that they are able to generate for their sacred, national game.

The game continues to require huge sums of money to pour in to finance its worldwide expansion but should it be to the decrement of having the most sophisticated equipment being used right across the board?

The latest tour by England has proved the worth of the decision review system. The players now have the right to call on the technology if they feel a wrong decision has been made.

The result is that if upon checking ‘upstairs’, the decision is proved to have been correct or it is overturned then that is the end of the matter and the game goes on.

We can all think of many unpleasant tours to this country where players’ behaviour on the pitch soured the entire tour – there have been some shocking scenes.

Popeye the Sailor Man, the cartoon character who sprang to fame nearly 100 years ago, certainly knew how to pack a punch – fuelled

by his favourite source of energy, spinach (from a can, no less). He put this crop on the map for many a child – studies have shown children’s consumption really did increase after they had watched a Popeye cartoon.

Where and how to growWhether planting in the garden or a pot,

choose a spot in full sun. Spinach will grow in shady spots but doesn’t flourish quite the same as it does in full sun. Prepare the soil prior to planting by adding sheep pellets, well-rotted compost and Saturaid if soils are dry.

Continuous sowings and plantings will ensure year-round harvest, although the cooler months seem to suit it best as it tends to bolt and run to seed in hot humid conditions.

Plant seedlings 30cm apart in rows in the garden where space is available. In planter bags or pots, spinach can be planted a little closer but keep a watchful eye out for mildew and slugs. Consider mixing it with parsley, coriander, rocket or mizuna. Or for something floral, add pansies, violas and stocks to the plantings. Top two varieties

‘Popeye’: A reliable campaigner, this variety sits head and shoulders above others. Selected for its consistent performance in the garden, where it forms a dense mound low to the ground, it has a high natural source of iron. It is renowned for its intense flavour. By harvesting the outer leaves first, you can extend the harvest period by a few weeks. Replant every six to eight weeks.

‘Perpetual’: As the name suggests, this is a come-again variety that can be harvested stem by stem or leaf by leaf. The trick with this variety to ensure a long harvest is to pick the outside leaves first and keep the soil moist. It’s fairly unforgiving if the soil is allowed to dry out at any point. You can expect these plants to supply leaves for a six to eight-week period, maybe even longer if you keep up the care. Plant a punnet of Growfresh seedlings once every six to eight weeks for continuous harvest.

‘Perpetual’ spinach was bred for its durability and long harvesting period.

For something a little different, try strawberry spinach. Both the leaves and the berries can be eaten.

For something a little different, look out for strawberry spinach (Chenopodium foliosum). It is grown for both its edible leaves and red, strawberry-like fruits. The leaves have a similar taste to spinach but look better than they taste. It is usually only available as a seed line.

‘Popeye’ is a spinach packed with iron. This variety can be picked continually by harvesting the outer leaves first.

Many people today have patterns of behaviour they feel are controlling them, rather than the other way around. Perhaps

it’s those eating habits, where a whole packet of biscuits is consumed instead of just a single biscuit or a binge of snacking occurs most evenings after dinner. Many of us eat for emotional reasons, boredom, stress or habit, rather than actually being hungry.

It can assist you with many problem areas such as smoking, weight reduction, sleep problems, stress or anxiety, enuresis (bedwetting), nail biting, pain relief, fears and phobias, confidence, public speaking, sporting focus and so much more. Contrary to popular belief, the client is awake and in control of their responses during hypnosis; it can feel very similar to driving on ‘auto-pilot’, when you lose track of time and how you arrive at your destination, but knowing that you followed all the road rules subconsciously in the meantime.

IT’S difficult to imagine Governors Bay without Living Springs, the camping, conference, function and adventure facility that is now celebrating its 40th birthday.

The vision for the facility originated with Christchurch couple Peter and Anne Morrow, who were looking for a site to hold church camps. They sold their family home in St Albans to make the first instalment on the Port Hills property, but ran into difficulties.

They ended up teaming up with another couple, David and Eddi Down, who had a similar vision to establish a camp. The Living Springs Trust was established as a legal entity on May 15, 1973.

Living Springs chief executive officer Denis Aldridge said reaching 40 years was a great achievement.

Though it was a struggle to get Living Springs established, it’s now ideally placed to make a major contribution to Christchurch,

Mr Aldridge said. “There’s a lot of organisations like ours that start with a

tremendous sense of vision and purpose and enthusiasm, people giving everything for them, which is exactly what happened here, but to keep that going 40, years that’s where the big challenge is.”

Mr Aldridge said Living Springs had stuck true to its purpose and people leave the camp feeling refreshed, invigorated and renewed.

“It’s always had this pulse of life about it right from the early days and it’s still got that.”

He said they want to be relevant to the city and play their part in the city’s earthquake rebuild.

“We’re not there with hammers and nails in that sense but we are part of the rebuild of the people of Christchurch. Over Easter we

had the Red Cross here working with quake-affected families.”Post-earthquakes, Living Springs, which suffered minimal

damage, has been a lifeline for many community and sporting groups.

For the past two years it has hosted Cholmondeley, which provides respite care to children whose families are facing tough times, and will do so until Cholmondeley’s earthquake-destroyed facility is rebuilt.

The pool is used for kayak clubs and learn-to-swim classes, with businesses working on the rebuild using it as a place to do staff inductions.

Future plans include making a level sports field and a second tier of accommodation.

“We are engaging with the city and communities of the city in ways we never had before and long may it continue.”

AN event to celebrate life in Avonside and give people who have had to leave the area, due to the earthquakes, a proper farewell was held on Sunday at the Holy Trinity Anglican Church in Avonside.

It was attended by about 200 people and was organised by Holy Trinity Anglican Church Bishop’s warden Rosalyn Deane, who said it was a privilege to be able to display the collection of images from the community of people that have lived in Avonside from the 1850s until before the earthquakes.

A thanksgiving service was held at 2pm on Sunday. Bishop Victoria Matthews was present to bless people into their new communities.

Mrs Deane said they had dissipated into other areas without having a formal goodbye.

“It is a way for people to come together to celebrate life in Avonside and how Avonside has contributed to us as people,” Mrs Deane said.

There was a chalk board for people to say why they love Avonside and a book where people wrote their stories about life in Avonside.

“We’ve all got stories and positive memories of this place,” Mrs Deane said.

“It’s shaped who we are and what we value as people. When we move we look back at our memories, we value what has been given to us. We look for those positive things again and take those with us and look for that wherever we go; people do seek that again. Sunday is about being thankful for that and being thankful for the place we live.

“It was what people needed going forwards.

We were so pleased we were able to provide that for our community.”

The exhibition was a result of partnership between Cera, The Department of Corrections and the Holy Trinity Anglican Church.

Offenders completing community work sentences erected the photographic panels and the Christchurch City Council funded the exhibition.

Mrs Deane said the help to get the display was “absolutely incredible”.

“Our church and community worked together. We couldn’t have done it without the Christchurch City Council, Cera, Corrections and the people in Avonside.”

The display will be open until at least the end of April and will then be put up for display elsewhere in the community.

Chris English resignsBOARD member for the Shirley-Papanui community board Chris English has resigned to concentrate on his new position as the Timaru District Council’s new regulatory services manager.

Chairperson of the board Chris Mene said the board accepted his decision.

“It was a difficult decision for him; we respect him for making that decision.”

The board will be discussing whether they will remain as six members or get someone to replace him.

Mr English began working at the Timaru District Council in July last year but kept attending community board meetings, which he hoped

to keep attending but the workload got too much. He said he was “really enjoying” his job in Timaru, which involves planning, building and environmental services

and civil services.After the earthquake his

work on the board changed to an earthquake focus, helping residents deal with insurance and Cera.

“Earthquakes made a complete change of what the community board did. Chris Mene did a good job in changing the board and getting us refocused,” he said.

Mr English has had various roles including managing the IHC in Invercargill, senior manager for Red Cross, chief executive officer with Canterbury Education Services, CEO for the Canterbury Aero Club and CEO for the International Aviation Academy.

Linwood Mini Library to closeLINWOOD Mini Library has closed while preparations continue for the opening of a new temporary library and service centre at Eastgate Shopping Centre.

The mini library at 180 Smith Street closed on Saturday at 4pm. However, the temporary service centre on the same site will remain open for longer, closing at 5pm on Friday, April 26.

Christchurch Mayor Bob Parker will open the new temporary Linwood Library and Service Centre at Eastgate, on the first floor of the shopping centre, on Tuesday, April 30.

The mini library opened in April 2011 following the closure of the Linwood Library in Cranley Street after the February 2011 earthquake.

Unit manager libraries and information Carolyn Robertson said the council recognised residents will miss the library service in the time between Linwood Mini Library closing and the new Eastgate facility opening. However, she hoped customers would understand it would take some time for staff to set up the new library.

“The shelving, furniture and computer equipment from Linwood Mini Library will be used in the new facility. Staff will also need time to set up the 50,000-item collection that was previously at the Linwood Library in Cranley Street.

“Linwood Mini Library has been a lifeline for many of our customers since it opened last year. Although the small space has been challenging, staff have really enjoyed the increased interaction with customers and are looking forward to building on these relationships at our new library.

“We appreciate our customers’ understanding while we make the transition to the much larger facility at Eastgate Shopping Centre,” Mrs Robertson said.

The new library at Eastgate will open from Monday to Friday from 9am to 6pm and on Saturdays from 10am to 4pm. Until it opens, the closest alternative libraries are South Library, 66 Colombo Street, and Central Library Tuam, 121 Tuam Street.Gang expert meets fans at

local book signingMEDIA commentator, high-profile criminologist and spokesperson for the Howard League for Penal Reform Jarrod Gilbert talked about his new book Patched – The History of Gangs in New Zealand, at a ‘meet the author’ event hosted by Paper Plus Eastgate Mall on March 22.

The event followed on from Mr Gilbert’s official book launch at the University of Canterbury last Friday.

Forty-five fans were in attendance to meet the author, get him to sign their copy of Patched and ask him their questions in a no-holds-barred Q&A session.

CRIME recorded in the Canterbury Police District has stayed well below pre-earthquake levels, despite a moderate increase in total crime during last year.

Crime figures released this week show a total of 42,796 offences were recorded in Canterbury for the year 2012, compared to 40,540 in 2011 - an increase of 5.6 pe rcent.

However, the total for 2012 was 17.9 per cent lower than the 52,119 offences recorded in 2010.

The 2012 results follow a significant drop in recorded crime during the previous year, which saw recorded crime fall by 22.2 per cent from 2010 to 2011 in the aftermath of the Christchurch earthquakes.

Canterbury Police District Commander Superintendent Gary Knowles said the 2012 increase was not unexpected and was in line with forecasts, which indicated crime would gradually trend back towards historic levels following the earthquakes.

“We know that the unprecedented drop in recorded in crime in 2011 was an anomaly as the result of the earthquakes,” he said.

“So it’s not a surprise to see recorded crime levels starting to move back up.

“Any increase in crime is disappointing, but it’s encouraging that the rise is relatively small - and that recorded offences are staying well below pre-earthquake levels across all the major crime categories.”

Theft and related offences made up most of the recorded crime for 2012 at 31.17 per cent, followed by property damage-related offences (15.86 per cent), unlawful entry and burglary (13.23 per cent), public order offences (13.2 per cent) and acts intended to cause injury (8.82 per cent).

Nine murders were recorded across the district in the 2012 year compared to four in 2011 and five in 2010. This is the highest level since 2007, when nine murders were also recorded.

Crime remains below pre-earthquake levels

NEW Zealand Daylight Saving will end on Sunday, April 7, when 3am becomes 2am.

People may find it convenient to put their clocks back by one hour before going to bed on Saturday, April 6.

As well as changing clocks, the end of daylight saving is an opportune time for people to check their household emergency plans and survival

items and home smoke alarms. The daylight saving period runs from the last

Sunday in September to the first Sunday in April. This year daylight saving will recommence on September 29.

Feedback on Draft Edgeware Village Master Plan due soonCOMMENTS on the Christchurch City Council-led Draft Edgeware Village Master Plan is nearing the closing date.

So far, the consultation has attracted 23 submissions. Residents and businesses have less than a week to tell the council their views on the vision, goals and actions proposed in the draft plan.

The plan has been prepared to support the recovery of the Edgeware Village Centre in response to the damage caused by the earthquakes.

The draft plan is available to view in any of the council’s open libraries and service centres. It is also available online at www.ccc.govt.nz/haveyoursay.

City Planning Unit manager Brigitte de Ronde said submissions had been “overwhelmingly supportive” of the draft plan’s vision and actions. The council was keen to get as much feedback as possible, she said.

“There has been strong support for the idea of a paved, raised road at the same level as the footpath. This is designed to encourage traffic to slow down - reinforcing a pedestrian focus for the village centre. Streetscape improvements such as the shared space concept within the village centre, street furniture and landscaping have also been widely supported.

“We have received submissions from some business people concerned about the proposed reduction in car parking in the centre, which is associated with widening the footpath. Other submissions have stated that they like the proposed footpath widening, which improves the pedestrian experience in the centre.”

After the submission period closes the submissions will be analysed and the council will consider how to best meet business needs - without losing the vision for an attractive and pedestrian-focused centre.

The council will also consider people’s responses to the proposed master plan action to monitor parking and investigate a new off-street car park, if it is required.

Mayor Bob Parker said the draft master plan set out a long-term vision for the area that recognised the vital role of the village centre for the wellbeing of the local community.

“I urge people to forward us their comments on the draft plan before submissions close. These comments enable any modifications to be made to the draft plan to make sure it truly reflects people’s aspirations and hopes for the future of this important centre,” he said.

The deadline for public submissions is 5pm on Wednesday, April 10.

JULIE Sparrow, 34, from New Brighton, took two prizes, coming first in the senior and long board sections.

She began surfing in 2006,after she stopped horse-riding, surfing mostly at Sumner but also at New Brighton.

“I’ve always loved swimming and I’ve always loved the ocean. Probably the main reason I like surfing is the feeling of freedom. I love being in the ocean and also after a busy day at work you always come out feeling better than when you went in.”

Ms Sparrow is an English language teacher and is the president of Tubular Belles. She joined the club as it gave her a chance to surf with other females.

“I joined that back in 2006 when I first started surfing and at that point I didn’t know any other women surfers. It’s a chance to meet other girls with similar interests and have fun together.”

Alethea Lock, 19, came first in the Tubular Belles junior and open sections. She began surfing because her father, Aaron Lock, runs a surf school in Sumner.

She normally surfs in Dunedin, where she studies psychology, but when in Christchurch she surfs at Taylors Mistake.

“I love it. It’s a great way to have a break from school.”Miss Lock has a couple of friends she surfs with regularly.

She is also part of the Point Surf Team and has entered many competitions including the junior world champs in Panama and she came second in the 2011 National Scholastic Surfing Championships, under-18s.

She said there were increasing opportunities for women surfers such as Tubular Belles, which attracted interest from “so many under-14s”.

“I think it is just a cool lifestyle and everyone is starting to see that. It’s got a good vibe about it.”

THE Tubular Belles annual Canterbury Women’s Surfing Championships at New Brighton beach on March 23-24 provided a competition opportunity for women surfers attracting over 40 entries. Jessica Schaap catches up with a couple of the winners to find out why they like surfing and what the opportunities for women surfers in Christchurch are like.

The vision for the facility originated with Christchurch couple Peter and Anne Morrow, who were looking for a site to hold church camps. They sold their family home in St Albans to make the first instalment on the Port Hills property, but ran into difficulties.

They ended up teaming up with another couple, David and Eddi Down, who had a similar vision to establish a camp. The Living Springs Trust was established as a legal entity on May 15, 1973.

Living Springs chief executive officer Denis Aldridge said reaching 40 years was a great achievement.

Though it was a struggle to get Living Springs established, it’s now ideally placed to make a major contribution to Christchurch,

Mr Aldridge said. “There’s a lot of organisations like ours that start with a

tremendous sense of vision and purpose and enthusiasm, people giving everything for them, which is exactly what happened here, but to keep that going 40, years that’s where the big challenge is.”

Mr Aldridge said Living Springs had stuck true to its purpose and people leave the camp feeling refreshed, invigorated and renewed.

“It’s always had this pulse of life about it right from the early days and it’s still got that.”

He said they want to be relevant to the city and play their part in the city’s earthquake rebuild.

“We’re not there with hammers and nails in that sense but we are part of the rebuild of the people of Christchurch. Over Easter we

had the Red Cross here working with quake-affected families.”Post-earthquakes, Living Springs, which suffered minimal

damage, has been a lifeline for many community and sporting groups.

For the past two years it has hosted Cholmondeley, which provides respite care to children whose families are facing tough times, and will do so until Cholmondeley’s earthquake-destroyed facility is rebuilt.

The pool is used for kayak clubs and learn-to-swim classes, with businesses working on the rebuild using it as a place to do staff inductions.

Future plans include making a level sports field and a second tier of accommodation.

“We are engaging with the city and communities of the city in ways we never had before and long may it continue.”

THE Paparoa Street School community has demonstrated how a community can band together when the time is tough.

Five-year-old pupil Paparoa Street School Maddy has been diagnosed with a brain tumour and, while she has had surgery to remove it, the family has a long road ahead of them while she receives precautionary chemotherapy.

The school and Papanui community have been generous, leaving the family hot cooked meals every night at their doorstep, bringing toys, books, presents and hugs to Maddy and

her family.Maddy’s father Craig Nicol said the

communities support has been “absolutely overwhelming”.

“We are emotionally drained but the support of the community has been overwhelming and amazing and we realise how much of a great community we live in. The support is emotional, it chokes us up. Every little thing they do has been fantastic and overwhelming and every little piece of help is appreciated.”

Mr Nicol is thankful for the mufti day the

school held to raise money for the family. Acting principal Raewyn Saunders said the school raised about $4500, but on a normal mufti day would raise just $500.

“The school’s reaction has been just to surround this family with love and support. It actually takes a while to process that one of our little five-year-olds has such a challenge ahead but it is such a great community and their response is always full of warmth and support. It is a really special place to work from my perspective.”

Young graduate loves playing piano

Musical: Stephen Watson, 18, has just graduated with a bachelor of music and finished runner-up in the national concerto piano competition.

AN 18-year-old, who has just graduated with a bachelor of music from the University of Canterbury (UC), is one of the youngest to graduate from music school.

Stephen Watson, who was homeschooled, began playing piano when he was four years old and his love for playing the piano has never faded.

At age 15 he decided he should study part-time at the UC.

“I think it’s like most art forms, when you do it more you enjoy it better.”

Mr Watson said most of his fellow students did not know he was younger than they were, but when they found out his age they were surprised.

He played Franz Liszt’s Piano Concerto No 2 in A major to finish second in the national concerto competition in Christchurch held over March 16 to 17.

He has also performed regularly in the Outstanding Young Musicians Series of the Music Centre of Christchurch. In 2011, he performed in the Lewis Eady Emerging Artists Series in Auckland and is scheduled to perform again in the series later this year.

This year he is doing honours studying piano performance under Professor Michael Endres.

Afterwards he hopes to go overseas and continue study and then work as a concert pianist.

Consent process begins for next stage of Western CorridorTHE NZ Transport Agency (NZTA) is beginning the consenting process for construction of the next stage of the Western Corridor as part of the Christchurch Roads of National Significance (RoNS) programme.

This fourth stage of the Western Corridor is to four-lane Johns Road (State Highway 1) from The Groynes to Sawyers Arms Rd, separated by a central median. The design includes a roundabout at Clearwater Avenue and the development of a one-way service lane between Wilkinsons Rd and Gardiners Rd.

The traffic volumes along this route had been steadily increasing in recent years and the road became busier since the Canterbury earthquakes as it is now a major commuter route with many central city businesses having relocated to the west of the city, NZTA State Highway manager Colin Knaggs said.

“Four-laning the road will not only help to

improve traffic flows and reduce congestion along the route, but it will also improve safety and take pressure off local roads, making these safer for pedestrians, cyclists and the local community,” he said. “Safety will also be addressed by changes at the Greywacke Road, Gardiners Rd and Wilkinsons Rd intersections, where left-only turns will be permitted.”

The Western Corridor is one of three corridors being built and improved to the north, south and west of Christchurch, which support the economic growth of Canterbury through the efficient movement of people, goods and services and better link the airport, the Lyttelton Port of Christchurch and the central city.

people encouraged to give marathon a goCHRISTCHURCH City Council is encouraging people of all abilities to try out the Christchurch Airport Marathon course on Sunday, June 2.

Council Recreation and Sports Unit manager John Filsell said this year was all about getting new people to give it a go.

“This is an event for everyone; whether you are a hard-core runner, building up to do a full marathon course, enjoy walking with friends or children wanting to get involved in a fun event.

“The course around the Christchurch Airport is scenic, very flat and fast. But if a full marathon isn’t for you, then there are other options.

Whether you are taking on the full marathon, half marathon run/walk, 10-kilometre run/walk or Kids’ Mara’Fun there is something for everyone.

“Training for these events is a great way to get fit with friends and family. With the colder months fast approaching, being involved in this event will be a motivation to get outside and be active,” he said.

Entrants can sign up at any council recreation and sport centre or online at the event website below by Friday, May 3. After this date you can still enter online but a late entry fee will apply.

St Bede’s student qualifies for taekwondo world champs

ST BEDE’S College student Luke Jackson will be heading to Spain with the New Zealand junior taekwondo team in October to take part in the ITF World Championships.

Luke, 16, said he was looking forward to the experience.

“I don’t really have anything to uphold like a previous medal since it is my first time, so making it past the first round would be a pretty big achievement really,” he said.

Luke spent around 13 hours every week on taekwondo and gym strengthening sessions.

“With training and school and everything else it gets pretty busy.”

He had been practising taekwondo since the age of six.

“I wanted to do some kind of martial art because I saw cartoons and programmes on TV with Jackie Chan and whatnot, so mum and dad were looking around for martial arts things [for me] and one [advert] pops up in the newspaper.”

There were many things he liked about taekwondo.

“Just how you can get better and there are different aspects to it, so it’s not boring. The people, the places it takes you. Fitness - you get quite fit from it.”

Luke has several tournaments to take part in before heading to Spain, including one in Brisbane in a few weeks’ time and the national championships in Auckland in June.

CRIME recorded in the Canterbury Police District has stayed well below pre-earthquake levels, despite a moderate increase in total crime during last year.

Crime figures released this week show a total of 42,796 offences were recorded in Canterbury for the year 2012, compared to 40,540 in 2011 - an increase of 5.6 pe rcent.

However, the total for 2012 was 17.9 per cent lower than the 52,119 offences recorded in 2010.

The 2012 results follow a significant drop in recorded crime during the previous year, which saw recorded crime fall by 22.2 per cent from 2010 to 2011 in the aftermath of the Christchurch earthquakes.

Canterbury Police District Commander Superintendent Gary Knowles said the 2012 increase was not unexpected and was in line with forecasts, which indicated crime would gradually trend back towards historic levels following the earthquakes.

“We know that the unprecedented drop in recorded in crime in 2011 was an anomaly as the result of the earthquakes,” he said.

“So it’s not a surprise to see recorded crime levels starting to move back up.

“Any increase in crime is disappointing, but it’s encouraging that the rise is relatively small - and that recorded offences are staying well below pre-earthquake levels across all the major crime categories.”

Theft and related offences made up most of the recorded crime for 2012 at 31.17 per cent, followed by property damage related offences (15.86 per cent), unlawful entry and burglary (13.23 per cent), public order offences (13.2 per cent) and acts intended to cause injury (8.82 per cent).

Nine murders were recorded across the district in the 2012 year compared to four in 2011 and five in 2010. This is the highest level since 2007, when nine murders were also recorded.

People may find it convenient to put their clocks back by one hour before going to bed on Saturday, April 6.

items and home smoke alarms. The daylight saving period runs from the last

Sunday in September to the first Sunday in April. This year daylight saving will recommence on September 29.

CHoCoLATE was off the menu but Orana Wildlife Park’s primate keepers had their own Easter celebration on Sunday.

Primate keeper Nichola Creighton said enrichment was a key part of the keepers’ roles.

“It is nice to make an extra effort and provide the animals something very different in the form of Easter presents.”

The meerkats and otters were given boiled eggs coloured with food colouring. Volunteers made paper maché balloons, using wholemeal flour and water as the glue, into which raisins and nuts were added. Those were given to the siamangs (apes) and spider monkeys.

The spider monkeys received their treats at the public animal feed so visitors could enjoy seeing the animals ‘open’ their presents, which the keepers said added some “spice for visitors on Easter Sunday”.
