D5.2 THREE SEMINARS WITH OTHER R2I PROJECTS MEDSPRING AND BILAT IN THE REGION AND INSTITUTIONS MAGHRENOV Consortium Version 1.0 - 29/05/20156 Executive Summary This deliverable 5.2, will present the preparation and organisation of the three seminars on Business creation, which took place over a six month period, from December 2014 to May 2015. After having presented the identification of the needs and targets during the preparatory phase and the organisation process and outputs of each of the three seminars, the deliverable will focus on the key outcomes of these seminars, in terms of elaboration of a sustainable strategy for Business creation support, before concluding on the business support strategy and the use of the seminars for the policy recommendation work.

D5.2 THREE SEMINARS WITH OTHER R2I PROJECTS MEDSPRING AND BILAT IN THE REGION AND INSTITUTIONS MAGHRENOV Consortium Version 1.0 - 29/05/20157 1 Introduction Development of new businesses and creation of start-ups is at the core of Maghrenovs objectives. The creation of new businesses is the key to foster the uptake of innovation to the market and make the Euro- Mediterranean Innovation Space (EMIS) a reality. Based on this assumption, Maghrenov has dedicated itself through it Work Package 5 to offer SMEs in both regions start-up information and support for developing business in both regions. The focus will be stimulating mutual initiatives: EU SMEs exploring business in MPC and collaborations between companies of both regions. The current deliverable focuses on the organization, over a period of 6 months of 3 seminars on business creation support with outcome: sustainability strategy for Business support: identification of stakeholders with an Expert profile: innovation management and sustainable development, developing the program (a training catalogue), identification of participants (entrepreneurs, researchers, industrial and PhD student), logistics and realisation of seminars. 1.1 Scope of the Deliverable Through the organisation of 3 seminars over a period of 6 month, Maghrenov intend to develop a sustainable Business support strategy through the identification of stakeholders with an Expert profile, the identification of key audience targets who will benefit from the business support and finally through the establishment of a catalogue of training modules which need to be developed further in order to cover the full field of business creation support. These outcomes have been reached through the different workshops organised in the framework of the three seminars. Thus, Deliverable D5.2 contributes to: Promote collaborative projects EuroMed innovation Explore support measures for creating spin-offs and start-ups taking full advantage of the partners skills and addressing EuroMed market issues as a whole Identify good practice in business creation (coaching, funding, networking, promotion, management PI) 1.2 Relation to other Work Packages and Deliverables This deliverable has been developed on the basis of the Tested Service Package for Entrepreneurs (D5.1) and constitutes the basis for the development of Sustainable funding strategies (D5.3) which will be delivered by Month 30 of the project. The organisation of the 3 seminars will also have an impact on other work packages, and notably on Work Package 6 as the outputs of the different workshops will be used to shape the policy reports (white papers and vision paper (impact on local markets for Business creation : joint venture, investment capital; etc.). Finally Deliverable 5.2 is the third Maghrenov clustering activity as professional networks were created through the workshops and contributed to develop new industrial communities and strengthen already existing ones. The seminars were key events for the RE&EE communities to meet and network, thus fostering the exchanges between different EU and MPC actors and creating new business opportunities. The WP5 of the MAGHRENOV project will focus on clustering activities taking advantage of the professional networks of the consortium partners as well the partners of project R2I, Medspring and Bilat in the region Institutions.

The report will then focus on the outcomes of the three seminars, notably the identification of the relevant target audiences, the establishment of a training module catalogue for business creation and finally the creation of an expert directory for the identified training modules.

D5.2 THREE SEMINARS WITH OTHER R2I PROJECTS MEDSPRING AND BILAT IN THE REGION AND INSTITUTIONS MAGHRENOV Consortium Version 1.0 - 29/05/20159 2 Preparation of the Business creation seminars The three seminars were though as a cycle of three successive seminars each addressing a specific question or set of questions linked to the Business creation process. Therefore, a strong focus was given on the identification of the support and training needs and of the target groups for those different needs in the preparatory steps of the organisation of the Business creation seminars cycle. 2.1 Identification of the needs in terms of support & training Before defining the thematic of the three seminars, it was necessary to represent the different phases of the business creation process (Figure 1) and to identify the different action related to these steps (Figure 2). The needs and the different business creation steps allow us to identify the key thematic topic which should be covered in order to have the most comprehensive approach through the three seminars to be organized. D5.2 THREE SEMINARS WITH OTHER R2I PROJECTS MEDSPRING AND BILAT IN THE REGION AND INSTITUTIONS MAGHRENOV Consortium Version 1.0 - 29/05/201513 3 Organisation of the three Business creation Seminars The three seminars were organized as follows: 1. 1st business creation support seminar Date and place: December 19, 2014 Agadir (Morocco)- Thematic: Support to business creation in the field of Renewable Energy and Energy Efficiency (RE&EE) 2. 2nd business creation support seminar Date and place: March 3, 2015 Casablanca (Morocco) Thematic: Instruments of support to business creation in Euro-Mediterranean Innovation Region 3. 3rd business creation support seminar Date and place: May 5, 2015 Tunis (Tunisia) Thematic: The heart of the innovative technologies to market product question 3.1 Seminar 1: Support to business creation in the field of Renewable Energy and Energy Efficiency (RE&EE)1 The first workshop was organised on December 19, 2014 in National School of Business and Management (ENCG), Ibn Zohr University, Agadir (Morocco) and was design to discuss the Support for Business Creation in the field of Renewable Energy and Energy Efficiency (RE&EE)". This seminar was organized on the alongside of the 3rd International Symposium 2014 held on the 18 and 19 December 2014, at the National School of Commerce of Business and Management (ENCG) - Agadir, Morocco (The program of the 3rd Symposium is Annexe 2). 3.1.1 Objectives and targets of the Seminar Two main objectives were set for the first seminar. First, the workshop aimed at presenting the tools and support programmes to business creation in the Maghreb countries (Morocco, Tunisia) and the EU, Second, the workshop aimed at presenting the business creation and investment opportunities in the areas of RE & EE. As presented earlier, the audience targeted through this workshop was notably composed of: Incubators, PhD students, Researchers, Experts in business creation, Professionals. 3.1.2 Other partners involved (other R2I projects, Medspring or Bilat) We decided to held this first workshop in the framework of an event organized by the ENCG National School of Business and Management, Ibn Zohr University, in Agadir on the theme Le Dveloppement Durable Euro- Med des Energies Renouvelables in the context of the 3rd International Symposium, 2014. 1 The report of the seminar can be found in annex 1.

D5.2 THREE SEMINARS WITH OTHER R2I PROJECTS MEDSPRING AND BILAT IN THE REGION AND INSTITUTIONS MAGHRENOV Consortium Version 1.0 - 29/05/201514 Through the partnership with the 3rd international symposium (see annex 2 for the programme), the intention was to increase the audience and to seize this opportunity for the valorise the results of the guest speakers research This event covered an important number of topics such as the aspects related to the challenges of energy between promises and reality; scenarios and capitalization in sustainable development (SD); Sustainable development of renewable energy (RE) against climate change; Technologies and Integration of wind power in electricity networks through panel discussions and parallel workshops. The choice of ENCG as place for the organisation of this seminar was also attract and encourage PhD students to create their own businesses by promoting their research and by the presentation of the different existing opportunities. 3.1.3 Methodology used The workshop was structured as follows: - One introductory conference on investment potential and opportunities for business development - And two panels to debate the main themes focusing on the major challenges of funding for research projects (project leaders and collaborative projects (Panel 1) and support mechanisms for creation and innovative business (financial and logistical support for projects that business plan is not yet finalized) (Panel 2). Each panel, included three (3) interventions, and was designed to foster discussions on the major challenges and opportunities for business development in the areas of RE & EE in the EU and the MPCs. Coordinated by their respective Panel moderator/president, each panel was followed by discussions and debates between leading experts and open discussions with the various participants. 3.1.4 Key outputs The main outputs can be summarized as such: There are opportunities for investing in Renewable Energy Sector (ER) and energetic efficiency (EE); International companies are welcome to invest in projects by their experiences, know-how and technologies; Morocco presents an attractive business environment for (ER) & (EE) Tunisia possesses a panoply of different innovation funding mechanisms The ecosystem of Tunisia is rich but still need to focus on that critical early stage of business creation. 3.2 Seminar 2: Instruments of support to business creation in Euro-Mediterranean Innovation Region2 The second workshop was organised on 3rd March in Casablanca, Morocco and was designed to discuss the different instruments of business creation support in the Euro-Med region. 2 The report of the seminar can be found in annex 4.

D5.2 THREE SEMINARS WITH OTHER R2I PROJECTS MEDSPRING AND BILAT IN THE REGION AND INSTITUTIONS MAGHRENOV Consortium Version 1.0 - 29/05/201515 3.2.1 Objectives and targets of the Seminar Within the context of the Innovation Week in Casablanca from 2-5 March 2015, MAGHRENOV and ETRERA_2020 Project are organizing a Seminar: Instruments of Support to Business creation in Euro- Mediterranean Innovation Region event on the 3rd of March from 8:00 to 15:30 in Hotel KENZI TOWER Casablanca. Three main objectives were set for the second seminar. First, it aimed at identifying appropriate measures to improve, making the efficient transition from research to innovation, second at promoting the cooperation between the countries of the Euro - Mediterranean region, and finally at improving the use of knowledge from research by the company and stimulate economic growth. The targeted groups of audience for this workshop were identified in the preparatory work of the seminars and were the following: Researchers and research organizations, Innovation organizations, Universities, Research centres, scientific parks, Industries (large Companies and SMEs), Venture capitalists and funding agencies, and Banks. 3.2.2 Other partners involved (other R2I projects, Medspring or Bilat) The workshop involved coordinators from the following EU projects: MARE, ETRERA_2020, MAGHRENOV, MENFRI, SOHEALTHY, FP4BATIW, CINEA and Med-Dialogue in R2I (Research to Innovation) and other stakeholders in the sector, including, technology owners, researchers and companies. Most of them decided to join forces, together and with other Mediterranean initiatives in order to organize a powerful event on innovation. The event included workshops, trainings, roundtables and a brokerage event and focused on the great innovation potential of the Region. 3.2.3 Methodology used The workshop was structured as follows: Open Ceremony by Councillor to the Minister Delegate to the Moroccan Minister of Higher Education and Scientific Research Welcome to Innovation Week, by R2I project coordinators 1 ETRERA_2020, 2 MAGHRENOV, 3 MARE, 4 MENFRI, 5 CINEA, 6 SOHEALTHY, 7 FP4BATIW 8 MED-HORIZON Plenary Session Energy sector in Euro-Med Region experience from the ground: Research to innovation, the impossible bridge and the role of national strategy, with seven (7) interventions by guest speakers. Roundtable insight on the trends and opportunity to address research and innovation in energy sector and enhance cooperation in the Euro-Med region. Eight (8) speakers took the floor, followed by discussions and debates. 3.2.4 Key outputs The main outputs can be summarized as such: 1. State of incubation and start-up creation in different countries. 2. In south Mediterranean countries theres lack of incubation and start-up creation.

The importance of coaching and mentoring in the creation process (and incubation process) to limit the mortality of new created business; 4. More tax facilities and encouragement for new businesses to sustain the new ones in the first years of activity; 5. The financial aid and subsidies given mustnt be anymore without refunding but given without interest free loan (honour loans). The word increasing demand of energy has lead European and EuroMed countries to develop new researches and innovations in the renewable energy field. The lake of collaboration between academic people and companies restrains this development. 3.3 Seminar 3: The heart of the innovative technologies to market product question3 The third seminar was organized in partnership with ANME and La Fing, on May 5th , 2015 in Tunis (Tunisia). This event addressed the question of transformation from innovative technologies to market product through the presentation of best practices. 3.3.1 Objectives and targets of the Seminar Three objectives were identified for this Seminar: (1) offer management services and sharing of strategic information within an innovation network; (2) present services of technology transfer structures, support and prototyping; (3) Identify good practices in countries MPC & EU, for some aspects related to the creation of innovative companies (accompaniments, networks, prototyping, etc.). The targeted groups of audience for this workshop were identified in the preparatory work of the seminars and were the following: Innovation organizations and agency, Centres of transfer, Researchers and research organizations, scientific parks and technology transfer centres, and Industries. 3.3.2 Other partners involved (other R2I projects, MedSpring or Bilat) In parallel to the first workshop organized by R&D Maroc and ANME, a second workshop was organized by La Fing Fondation internet nouvelle generation La Fing has built a new kind of think tank, whose efforts are widely recognized throughout Europe and beyond. La Fing helps businesses, public sector institutions and local communities to: Anticipate changes inspired by technology and its uses, Open up their innovation processes. La Fing is a non-profit organization based in Paris, France. Foster an innovative environment for project promoters and entrepreneurs 2. Change the view and perception of innovation 3. Adapt the public support infrastructure 4. However, with regard to the participants of the different workshops, there was a very important majority of local participants, which can be explained by mobility obstacles (travel costs, visa application, etc.) notably. D5.2 THREE SEMINARS WITH OTHER R2I PROJECTS MEDSPRING AND BILAT IN THE REGION AND INSTITUTIONS MAGHRENOV Consortium Version 1.0 - 29/05/201535 5 Conclusion This deliverable has three main outputs which will all three represents key milestones toward the overall goal of the creation of the future Euro-Mediterranean Innovation Space. 5.1 Sustainable business creation support strategy The creation of a training module catalogue, the elaboration of a directory of experts and the identification of the key audience for those trainings all three major elements for the development of sustainable business support strategy. By bringing together the key information for business creation and by the sharing of experiences, the seminars created the ideal environment for the targeted audience to learn and share about the different research infrastructures, innovation initiatives, funding possibilities, business incubation opportunities, etc. All these information and knowledge is the key to the creation of an innovation and business support Euro- Mediterranean community in the field of RE&EE. A strong community or cluster where young entrepreneurs, start-uppers, students, researchers, or industrials, from both shores of the Mediterranean Sea can meet together and exchange the key knowledge and know-hows is the first step toward the sustainable business creation support strategy in the Euro-Med region. 5.2 First elements of recommendations for the policy work Each workshops organized in the framework of the three seminars brought a certain number of key outputs and recommendation which will constitute the basis for the future policy work which will take place during year 2 but especially during year 3 of the Maghrenov project under the Work Package 6. Through the participation of key stakeholders in panels or as speaker, and through the intense and high quality discussions which followed their intervention, some key recommendation have already been identified as put forward in the section 3 organization of the workshops. These recommendations will be tested during our work on the whitepapers but also through the participation to external events organized by similar European projects and the R2I platform and events. 5.3 EMIS and the setting up of a cluster for RE&EE innovations in the Euro-Med region As part of the clustering activities of Maghrenov as detailed in the Description of Work part B, this deliverable has brought unique opportunities to add a new brick to the construction of the future EMIS by gathering key experts from both Europe and Maghreb through the workshops, by fostering a true transfer of knowledge and experience and by creating the proper and beneficial environment for networking between EU and MPC.

Mr Amin BENNOUNA stressed that a business creator must be sure that the project is relevant and to believe in it. AMISOLE is a professional association for solar and wind. It is part of FENELEC, which consists 405 members and member of the CGEM. Then, he presented the Moroccan solar market: PV solar: the future is photovoltaic (PV) in grid especially with the amendment of law 13-2009 of 3/11/2014 which will allow injecting it in the bass tension grid by preferential counting (barter of Kw/h). * PV pumping: market with great potential thanks to government subsidies. * Solar Thermal: accumulation slightly above 320'000 m in 2011 ; annual sales increase of 18-19% a year. * Wind: which is very profitable but needs important partnerships. 1st Park Tarfaya : 50 MW in 2015 2ds Park : 790 MW in 2011 The cost varies between 60 and 80 cts depending in wind and number of hours. The cement manufacturers have investment opportunities in Wind energy: - les ciments du Maroc build a pilot of 10MW ; - les ciments de Ttouan build a pilot of 10 MW, then of 30 MW. The sites concerned by the Moroccan program of wind energy (PMEE) were presented. Debates : 1. The debate began with a reminder of the Moroccan need of electricity which rises in power consumption peak in July 2013 of 5480 M / W (5.48 GW). This need is met by domestic production with an interconnection with Algeria and Europe. Hydraulic and then wind energies will have great potential to supply the network while the solar energy will fall behind! 2. Mr Hassan HARRAK, Financial director of the Energy Investment Company (SIE) said that the wind would advance much because it is profitable. Solar and especially solar thermal would be delayed because it is more expensive and involves a not yet fully mastered technology. 3. When asked if the oil drop delay projects. In total of 32 collaborative projects. - Introducing the success story of IRESEN which is a model of effective research institute. Second presentation: Priority Support Program for Scientific Research and Technological Development Mrs Professor Salma DINIA, CNRST Back on calls of projects launched in July 2013 by the Ministry of Higher Education, Scientific Research in Priority Areas: Objective: Promote and consolidate the research activities in the nine (9) priorities areas in Morocco: - Aeronautic ; - Mechatronics and electronics ; - Health ; - Biotechnology and plant breeding ; - Environment ; - Energy and energy efficiency ; - Materials and Nanomaterials ; - Human and Social Sciences ; - Urban mobility. D5.2 THREE SEMINARS WITH OTHER R2I PROJECTS MEDSPRING AND BILAT IN THE REGION AND INSTITUTIONS MAGHRENOV Consortium Version 1.0 - 29/05/201544 The fundamental or applied research projects, called "type A projects," which aim to acquire new scientific or technical knowledge (subsidies given : maximum 1 million dhs per project); Projects applied to human and social development and governance support, called "B-type projects" whose purpose is the development and design of new products or services (subsidies given: maximum 4 million dhs per project); Industrial development projects, applied to six global businesses of Morocco and priority areas, called "C-type projects" for performance and support for innovation in companies (subsidies given : DH 10 million maximum per project). In 2013, 396 submitted projects. The distribution of projects by type: 50% Project A (R & D), 43% project (B), 7% projects (C). The distribution of projects by theme: 1. Environment (25%) 2. Health (19%) 3. Energy and Energy Efficiency (14%) 4. Materials and Nanomaterials (13%) The first foreign partner remains France with 37%, Spain (28%), USA (8%), Finland (1%), and Mali (1%). Mrs Dinia ended with a call for more multi-disciplinary projects, equipment and infrastructure mutualisation. Third presentation: The role of the Energy Investment Company "SIE" on funding, Mr Hassan HARRAK, financial director, SIE Stressing the situation of increasing energy consumption "National energy demand will double by 2020 ... quadrupled by 2030" and to a desire to increase production capacity, Morocco with partners has created a fund (institutional equity) of two (2) million dollars dedicated to boosting research in renewable energy (RE). The aim is to reach 40% of energy production to renewable energy by 2020. Thus, and covering the whole chain, there was the creation of: SIE for funding, IRISEN for research, MASEN for production. The SIE owns 20% in MASEN. A repositioning of the SIE to regional projects outside integrated programs projects; Then, the focus has been on the medium voltage market with mini-power projects for industrial areas or for self-consumption. This market will be particularly interesting after law amendment allowing its implementation in the network bartering with ONE. Mr Hassan HARRAK was part of two experiences: 1. Public lighting: representing 23% of total electricity consumption. Switching to solar lighting is a very promising project but it presents challenges including: * Settlement of towns; But whose chances of success can be increased through:

There is also need for the creation of a legal structure and adequate financial arrangements for the management of public lighting. The example of the city of Sal was uplifting with a realized savings of 60%. 2. Waste management and energy recovery (Casablanca discharge: 3000 tons) 3. "Green Mosque" with 200 million dirhams of electricity. Lighting mosques presents an interesting challenge for the Kingdom. A pilot project was carried out with the Sunnah mosque in Rabat, aiming to extend it to the whole kingdom. 4. Tunisian experience is well advanced in the solar water heaters, PV and LED. Mr Hassan HARRAK ended his presentation by highlighting the enormous energy potential of waste recovery and biomass. He also recalled the country's desire to become an export platform technology to other Africans countries.

D5.2 THREE SEMINARS WITH OTHER R2I PROJECTS MEDSPRING AND BILAT IN THE REGION AND INSTITUTIONS MAGHRENOV Consortium Version 1.0 - 29/05/201546 PANEL 2: SUPPORT TO BUSINESS CREATION First presentation: Incubation and support to project developers Mrs Salma DINIA, CNRST Moroccan Network of incubation and Spin offs (RMIE) Mrs Salma DINIA presented the Morocco Incubation Network & Spin off (RMIE). Network set up in 2002 and consists of fourteen (14) incubators. To be a member, you must adhere to the Charter of incubators. It also featured the network partners and the package of services offered: For innovative projects: Lodging within Member incubators Financial support up to 230.000 Dh to cover market studies, surveys, prototypes, travelling ... Assistance on the main aspects of the projects: economic, technological, legal, financial and human; Linking with an extensive network of experts, partners, and investors; For incubators members of RMIE: Support in the professionalization of incubation program; Detection of projects to create innovative companies. A Summary of the projects supported by the RMIE was presented: The RMIE received since its inception in 2002, 123 innovative business creation projects for financing the incubation phase (40 projects were submitted in October 2010). Of the 123 projects submitted, 68 projects were selected by the Selection and Evaluation Committee (SSC) of RMIE: - 8 projects under development; - 16 projects incubation during; - 20 projects completed the incubation phase; - 20 projects have been abandoned or not terminated; - 4 projects have not started. The thematic distribution of 68 selected projects are as follows: - Biotechnology: 26% - Energy & Environment: 16% Mrs Salma DINIA presented the PACEIM program, initiated in 2010, with European partners and socio-economic actors working in the field of innovative business creation in the South. This program is aimed at scientific and technical Diasporas from Morocco, Algeria, Tunisia and Lebanon established in France. It aims to promote the socio-economic integration of these Diasporas by providing a platform for young graduates wishing to enhance their curriculum through entrepreneurial activity. Finally, Ms Salma DINIA also highlighted the difficulties of business creation like the lack of autonomy of project leaders, lack of creativity and flexibility which causes abounding.

He also reported that since 2010, Tunisia and its innovation ecosystem has: - Improve the technology infrastructure (10 technology centres, network of technical centres, laboratories network); - Expand existing businesses (technological diagnosis, ITP, DRIC, PNRI); - Create new businesses in niches; - Promote Tunisia as a destination for knowledge technology. Then, he made an expos of the different mechanisms of funding for innovation: - Upgrade subsidies (PMN) - Technological Investment Priority (ITP) for companies that need external R & D; - Subsidies for Investment in R & D (DRIC) for those that have an internal R & D; - The National Program for Research and Innovation (PNRI) - The PASRI-MOBIDOC which is a Tunisian-European program; - The support mechanisms for business creation ; - The Fund for Industrial Decentralization Promotion (FOPRODI) - The Incentives to Creation and Innovation in ICT (RICITIC) The support mechanisms for the creation or expansion of innovative companies: - The mutual fund investment risk (In'tech): Reserved exclusively to funding innovation investment and technological development. This fund is involved in the financing of investments that total cost is between 100M DT and 5M DT (Tunisian Dinar) - The Fund for Promotion and Industrial Decentralization (FOPRODI) Funding for creation and expansion investments in industry, handcrafts and services (new promoters and SMEs). Projects that investment varies between 100M DT and 5M DT. The Incentives to Creation and Innovation in ICT (RICITIC) Activity: innovative projects in the ICT sector. Cost: projects costing less than 500 M DT (200 thousands dinars for individuals investing individually). Creators: higher education graduates. Certainly, there is a rich ecosystem but we still need to focus on a critical phase in creation business early stage: validation of the idea and the feasibility study. The funding instrument "INTILAK" aims to support innovative start-ups in the development stage. The funding instrument "TATWIR" aims to support R&D projects led by companies in the development phase. The Support Program for Innovation and Technological Development "PTR" to support companies wishing to adopt an innovative approach and improve their technological level. At the end of the discussion session was lifted after thanks to all participants.
