EDITORIAL

Se mettre en ordrede bataille

Les récentes réunions (CST et assem-

blée générale) de l’Association afri-

caine de l’eau (AAE) à Dar-es-Salaam

en mai dernier, ont été des indicateurs

de mesure de la vitalité de notre organisation.

L’organisation réussie de ces réunions par

Dar-es-Salaam Water and Sewerage

Authority (DAWASA) et Dar-es-Salaam Water

and Sewerage Corporation (DAWASCO)

avec le soutien de nombreux sponsors, la

forte mobilisation des participants et l’appui

des autorités tanzaniennes en sont la parfaite

illustration.

Ces signes encourageants indiquent claire-

ment que nous sommes sur la bonne voie. La

présidente Duduzile Myeni n’a pas manqué

de le souligner lors de notre assemblée géné-

rale. Elle a exhorté les membres, vu l’ampleur

des défis à relever, à retrousser les manches

et à se serrer les coudes pour maintenir notre

Association vivante.

L’ambitieux programme des activités à exécu-

ter pour cette année 2013, implique d’agir

avec l’engagement franc et volontaire de tous

nos membres. La clef du rayonnement de

notre Association réside dans la solidarité

entre les membres et la mutualisation des

expériences.

La confiance dont jouit notre Association

auprès de nos différents partenaires doit être

aussi contagieuse en notre sein pour faire

bouger les lignes de l’accès à l’eau et à l’as-

sainissement pour tous.

Après trente-trois ans d’existence, notre

Association a réalisé d’importants chantiers

dans sa mission d’un accès pour tous à l’eau

et à l’assainissement. Aujourd’hui, l’ampleur

des tâches à accomplir justifie que nous ne

devons pas dormir sur nos lauriers. C’est

maintenant qu’il faut se mettre en ordre de

bataille pour continuer et perpétuer l’œuvre

de nos pionniers.

Tous à vos marques dans le starting-block !

Go on battle order

The recent meetings (STC and

General Assembly) of the African

Water Association (AfWA) held in

Dar Es Salaam last May, were

indicators regarding the vitality of our

organization. The successful organization

of these meetings by Dar Es Salaam

Water and Sewerage Authority (DAWASA)

and Dar Es Salaam Water and Sewerage

Corporation (DAWASCO) with the support

of many sponsors, the strong mobilization

of the participants and the support of the

Tanzanian authorities are the perfect illus-

tration of this vitality.

These encouraging signs clearly show that

AfWA /AAE


we are on the right track, and President

Duduzile Myeni did not fail to raise it

during the General Assembly meeting.

Considering the extent of the challenges

to be taken up, she exhorted the mem-

bers to roll up their sleeves and tighten

their elbows to keep our Association alive.

The ambitious programme of activities to

be carried out for this year 2013 leads us

to act with the frank and voluntary involve-

ment of all our members. The key for the

success of our Association lies in solida-

rity between the members and the mutua-

lization of their experiences.

The confidence placed in our Association

by our various partners should also be

expressed among us so as to move

towards the access to water and sanitation

for all.

After thirty-three years of existence, our

Association has achieved important pro-

gress in its mission regarding the access

for all to water and sanitation. Today, the

scale of the tasks to be achieved justifies

that we should not sleep on our laurels.

Now is the time to go on battle order to

carry on and perpetuate the work of our

pioneers.

So get ready in the starting block!

Le quotidien gouvernemen-

tal ivoirien « Fraternité

Matin » titrait à sa Une du

mardi 20 septembre 2011 :«Accès à l’eau potable : Uncalvaire pour un tiers desAbidjanais ».L’eau potable, source de vie, se

fait de plus en plus rare dans le

District d’Abidjan et même à l’in-

térieur du pays. Pour faire face à

cette pénurie, les populations

ont recours à l’eau de puits dont

le forage ne respecte pas sou-

vent les règles d’hygiène, ce qui

constitue de graves risques de

contamination de maladies de

tout genre : dysenterie, diarrhée,

choléra, etc.

Cette situation de manque est

due à trois (03) raisons selon les

responsables du secteur com-

me citées dans ce journal. Ils

énoncent :

1- L’urbanisation accélérée,

2- Le déficit d’investissements,

3- Et la prolifération des ser-

vices de lavages automobiles.

Les différents articles afférents

publiés dans ledit journal, au-

delà des simples informations,

doivent interpeller toutes les

populations : jeunes, femmes,

enfants…Chacun doit changer

de comportement dans la ges-

tion de ce liquide précieux.

« L’accès à l’eau potable est un

droit humain et son inaccessibi-

lité peut être, à certains endroits,

considérée comme une infra-

ction » (Fraternité Matin). Nous

pourrions même ajouter, un

crime contre l’humanité. C’est

pour cela que chaque citoyen

doit se sentir responsable dans

la gestion quotidienne de l’eau,

source de vie.

L’adoption de comportements

éco-citoyens s’impose à tous

pour éviter que nous soyons pris

au piège de notre propre négli-

gence et incivisme et échapper

aux nombreuses conséquences

inhérentes au manque et/ou à

l’insalubrité de l’eau.

Nous devons changer de com-

portements !

Oui, nos attitudes doivent chan-

ger !

Changeons donc de comporte-

ments au risque de vivre bientôt

« les guerres de l’eau » comme

ce fut le cas « des guerres de

feu» dans la préhistoire !

Nous pouvons entre autres pour

éviter le gaspillage de l’eau :

• Fermer le robinet du lavabo

durant le brossage des dents,

• Eviter de laisser couler l’eau en

permanence lorsqu’on fait la

vaisselle,

• Réparer les robinets qui gout-

tent,

• Ne pas jeter l’eau de vaisselle

ou de lessive lorsque celle-ci

peut trouver une autre utilisation

(telle qu’arroser une plante, un

jardin ou laver la voiture),

• Arroser le jardin le soir pour

minimiser l’évaporation,

• Limiter la quantité d’eau pour

les toilettes ou utiliser l’eau de

pluie ou de lessive,

• Récupérer l’eau de pluie pour

l’arrosage, le lavage des voitu-

res…

• Etc.

Ces petits gestes, peut-être insi-

gnifiants peuvent contribuer

considérablement à réduire ce

manque d’eau mais surtout

réduire les charges de l’Etat qui

fait face à d’énormes défis finan-

ciers dans le contexte de sortie

de crise et de reconstruction.

tous.

Ces chiffres sont alarmants et

mêmes scandaleux pour un

pays qui sort de crise.

Si nous changeons tous nos atti-

tudes, ce seront des milliards de

francs CFA que l’Etat pourra

économiser et investir dans

d’autres secteurs comme l’édu-

cation, la santé ou la sécurité qui

est de plus en plus une préoccu-

pation pour tous.

Appel solennel aux jeunes Amis jeunes, nous avons un rôle

très important à jouer dans la

sensibilisation de nos familles et

de notre entourage à l’adoption

de comportements éco-

citoyens. Cela sera d’un grand

bien pour la construction de

l’avenir de notre pays dont nous

allons hériter.

Nous sommes les plus nom-

breux. 64 pour cent de la popu-

lation totale. Nous pouvons faire

changer les choses !

Notre énergie, notre entrain,

notre enthousiasme et notre

engagement pourront faire la dif-

férence.

Nous sommes l’avenir de ce

pays, changeons de comporte-

ments, cela influera certaine-

ment sur l’ensemble de la

société et enverra le change-

ment que nous souhaitons voir

autour de nous.

En 2013, Engageons-nous

davantage et coopérons pour

relever les défis de la gestion de

l’eau.

During the World Water Day within the framework ofthe International Year of Water Cooperation 2013.

Water Cooperation, a common business! (*)

The Ivorian governmental

daily newspaper “Frater-

nité Matin” titled on its

September 20th 2011 front

page: “Access to drinking water:

martyrdom for one third of

Abidjan city dwellers”.

Drinking water, source of life, is

increasingly getting scarce in the

District of Abidjan and even in

the inland towns. In order to face

this shortage, the populations

have recourse to water from the

well which drilling often does not

comply with the rules of hygiene,

and therefore constitutes

serious risks of contamination of

any kind of diseases: dysentery,

diarrhea, cholera, etc.

According to the officials of the

sector quoted in that newspa-

per, this situation of lack is due

to three (03) reasons, namely:

1 - Accelerated urbanization,

2 - The deficit of investments,

3 - And the proliferation of car

washes services.

Beyond simple information, the

various related articles publi-

shed in the aforementioned

newspaper must hail all the

populations: young people,

women, children… Everyone

must change his behavior regar-

ding the management of this

invaluable liquid.

“Access to drinking water is a

human right and its inaccessibi-

lity can be, sometimes, seen as

an infringement” (Fraternité

Matin). We could even add a

crime against humanity. There-

fore every citizen must feel res-

ponsible in the daily manage-

ment of water, source of life.

The adoption of eco-public-spi-

rited behavior is imperative upon

us all to avoid being trapped by

our own negligence and lack of

civic virtue and to escape the

numerous consequences inhe-

rent to the lack and/or unhealthi-

ness of water.

CONTRIBUTION

We must all change our beha-

viors!

Yes, our attitudes must change!

So let us change our behaviors

with the risk of living soon “the

wars for water” as it was the

case “of the wars for fire” in the

prehistoric time!

We can among other things

avoid the wasting of water:

• To turn off the wash-hand

basin tap when brushing our

teeth,

• To avoid letting water run per-

manently during washing up,

• To repair taps which drip,

• Do not throw detergent or dish

water when this one can find

another use (such as watering a

plant, a garden or washing the

car),

• To water the garden in the

evening so as to minimize eva-

poration,

• To limit the quantity of water

for the toilets or to use deter-

gent or rainwater,

• To recover rainwater for wate-

ring, the washing of cars…

• Etc

These insignificant actions can

considerably contribute to

reduce this lack of water but

especially to reduce the expen-

diture of the government which

is faced with a great deal of

financial challenges in the

context of end of crisis and

reconstruction.

Figures relating to the evaluation

of the wasting of water per type

of leakage produced by the

Environment Head Office (Cote

d’Ivoire), challenge us all.

These figures are alarming and

even scandalous for a country

getting out of a crisis.

If we all change our attitudes, the

Government will be saving bil-

lions of CFA francs which will be

invested in other sectors like

education, health or security

which has increasingly become

a concern for us all.

Solemn call to the youngpeople

Young friends, we have a very

important role to play in raising

awareness of our families and

our circle of acquaintances to

the adoption of eco-public-spiri-

ted behavior. That will be of a

great good for the construction

of the future of our country from

which we are all going to inherit.

We are the most numerous, 64

percent of the total population.

We can make things change!

Our energy, our spirit, our enthu-

siasm and our committment will

be able to make the difference.

We are the future of this country,

let us change our behaviors,

which will certainly influence the

whole society and will bring the

change which we are all calling

for.

In 2013, let us commit ourselves

more and cooperate to take up

the challenges of the water

management!

SUR LE FIL

La Facilité africaine de l’eau (FAE) a octroyé un

don d’un montant de 1,1 million d’euros au

Congo destiné à accroître l’accès à l’eau potable et

à l’assainissement pour une population estimée à

cent mille habitants dans cinq centres semi-

urbains.

Ce don de la FAE servira à l’élaboration de dossiers

de faisabilité de systèmes d’approvisionnement en

eau potable et assainissement à Bouansa, Boundji,

Kidmaba, Makabana et Mouyondzi. Il contribuera

aussi à trouver des solutions aux problèmes de voi-

rie, d’assainissement et d’habitat qui accentuent la

pauvreté dans l’arrière-pays.

Ce projet s’inscrit dans la perspective d’une initia-

tive nationale visant à faire du secteur de l’eau, de

l’assainissement et de la promotion de l’hygiène

une des priorités pour la réduction de la pauvreté.

CONGO-BRAZZAVILLELa Facilité africaine de l’eau octroie plus d’un

million d’euros au secteur de l’eau et de l’assainissement

Le Fonds mondial pour l’assainissement (GSF)

indique dans son rapport d’avancement 2012

que la mise œuvre de ses programmes dans dix

pays en Afrique et en Asie a permis à 1,4 million de

personnes d’avoir accès à des toilettes améliorées.

Le rapport souligne que dans les dix pays que sont

le Cambodge, l’Ethiopie, l’Inde, Madagascar, le

Malawi, le Nigeria, le Népal, l’Ouganda, le Sénégal

et la Tanzanie, les agences secondaires travaillant

pour le GSF ont mis en œuvre des activités de sen-

sibilisation et de promotion de l’assainissement et

de l'hygiène.

Les résultats obtenus ont permis à plus d'un million

de personnes dans près de 4 000 communautés

de vivre désormais dans des environnements sans

défécation à l’air libre, près de 10 000 communau-

tés ont participé à des activités de stimulation de la

demande, 3,8 millions de personnes ont entendu

parler de l’importance d’avoir une bonne hygiène

grâce à des campagnes de communication et à

des activités communautaires.

La Banque islamique de développement (BID) et

l’Office national de l’électricité et de l’eau pota-

ble (ONEE) ont signé deux accords de prêt d’un

montant global de 284,79 millions de dollars améri-

cains. Le premier prêt d’un montant de 200 millions

de dollars va servir à financer la réalisation du com-

plexe hydroélectrique M’dez El-Menzel d’une puis-

sance de 170 mégawatts dans la région de Sefrou.

Le second prêt d’un montant de 84,79 millions de

dollars financera le projet d’alimentation en eau

potable dans huit provinces du Maroc : Marrakech,

Essaouira, Al Haouz, Kalaat Sraghna, Chichaoua,

Meknès, Zagora et Fahs Anjra. La réalisation de ce

projet va favoriser d’une part, la desserte en eau

pour une population rurale estimée à 427 mille

habitants, et d’autre part renforcer les systèmes

d’adduction d’une population urbaine d’environ

261 mille habitants à l’horizon 2030.

Depuis 1999, la coopération entre la BID et l’ONEE

se chiffre à 946 millions de dollars américains.

ROYAUME DU MAROC Octroi de prêts de plus 284 millions de

dollars de la BID à l’ONEE

Anta Seck a été nommée le 3 avril directrice

générale de la Société nationale des eaux du

Sénégal (SONES) en remplacement

d’Abdourahmane Diouf.

Ingénieure hydraulique de formation, Mme Seck

était avant sa nomination la directrice de la gestion

et de la planification des ressources en eau au

ministère sénégalais de l’Hydraulique et de

l’Assainissement.

ON THE WIRE

The African Water Facility (AWF) granted a gift of

1.1 million Euros amount to Congo intended to

increase the access to drinking water and sanita-

tion for a population estimated at a hundred and

thousand inhabitants in five semi-urban areas.

This AWF grant will be used for the working-out of

feasibility projects regarding drinking water supply

and sanitation in Bouansa, Boundji, Kidmaba,

Makabana and Mouyondzi. The grant will also

contribute to find solutions to issues regarding

roadway systems, sanitation and habitat which

accentuate poverty in the hinterland.

This project falls under the prospect for a national

initiative aiming at making water and sanitation sec-

tor as well as the promotion of hygiene one of the

priority actions for poverty reduction.

CONGO-BRAZZAVILLEThe African Water Facility grants more

than one million Euros to the water and sanitation sector

In its 2012 progress report, the Global Sanitation

Fund (GSF) indicated that the implementation of

its programmes in 10 countries in Africa and Asia

made it possible for 1.4 million people to have

access to improved toilets.

The report emphasized that in the 10 countries that

are Cambodia, Ethiopia, India, Madagascar,

Malawi, Nigeria, Nepal, Uganda, Senegal and

Tanzania, GSF sub-grantees have implemented

sanitation and hygiene awareness-raising and pro-

motion activities.

The outcomes obtained made it possible for more

than 1 million people in nearly 4,000 communities

to live now in open defecation free environments,

almost 10,000 communities took part in demand-

creation activities, 3.8 million people heard about

the importance to have good hygiene through com-

munity activities and communications campaigns.

SANITATIONMore than 1 million people benefit from animproved sanitation thanks to the Global

Sanitation Fund

The Islamic Development Bank (IDB) and the

National Office for Electricity and Drinking

Water (ONEE) signed two loan agreements of a

global amount of 284.79 million US Dollars. The

first loan of an amount of 200 million US Dollars will

be used to finance the completion of the M’dez El-

Menzel hydroelectric complex of 170 megawatts

power in the region of Sefrou. The second loan of

an amount of 84.79 million US Dollars will finance

the drinking water supply project in eight provinces

of Morocco, namely Marrakesh, Essaouira, Al

Haouz, Kalaat Sraghna, Chichaoua, Meknès,

Zagora and Fahs Anjra. The completion of this pro-

ject will favour water supply to a rural population

estimated at 427 000 inhabitants on the one hand,

and reinforce water conveyance systems to an

urban population of approximately 261 000 inhabi-

tants by 2030 on the other hand.

Since 1999, the cooperation between IDB and

ONEE has reached 946 million US Dollars.

KINGDOM OF MOROCCO IDB lends more than 284 million

USD to ONEE

Anta Seck has been appointed on April 3rd as

Managing Director of the Senegal National

Water Utility (SONES) to replace Abdourahmane

Diouf.

As a Hydraulic Engineer, Mrs. Seck was before her

appointment Director of water resources manage-

ment and planning at the Senegalese Ministry for

Hydraulics and Sanitation.

L’ancien Premier ministre guinéen (décembre

2008-janvier 2010), Kabiné Komara a été dési-

gné nouveau Haut-commissaire de l’Organisation

pour la mise en valeur du fleuve Sénégal (OMVS) le

25 mars à Nouakchott en remplacement du

Mauritanien Mohamed Salem Ould Merzoug.

La désignation de M. Komara est intervenue à l’is-

sue de la 15e Conférence des chefs d’Etat et de

gouvernement de l’OMVS.

L’OMVS est une organisation sous-régionale créée

en mars 1972 regroupant la Guinée, le Mali, la

Mauritanie et le Sénégal et dont la mission est de

réaliser l’autosuffisance alimentaire pour les popu-

lations du bassin et de la sous-région.

OMVS Le Guinéen Kabiné Komara désigné

nouveau Haut-commissaire

L’Agence intergouvernementale panafricaine eau

et assainissement pour l’Afrique (EAA) a estimé

lors de la célébration de la Journée mondiale de

l’eau que le continent africain doit saisir cette

opportunité pour lancer un appel à l’élaboration

d’un objectif spécifique "eau, assainissement et

hygiène" dans le cadre de l’Agenda de développe-

ment post 2015.

L’EAA souligne dans un communiqué que l’Afrique

doit faire entendre sa voix pour un large partage de

la vision de "l’eau, l’assainissement et l’hygiène

pour tous, pour toujours d’ici 2030", en prélude à

Ibrahima Agne est le nouveau président du conseil

d’administration de l’Office national de l’assainis-

sement du Sénégal (ONAS). Il succède à Momar

N’Diaye. M. Agne est comptable de formation.

Pour le directeur du département politique, partena-

riat et communication d’EAA, Peter Ryan cité dans

le communiqué, les leçons tirées de la mise en

œuvre des OMD démontrent qu’aucun objectif de

développement ne peut être atteint de manière

satisfaisante sans un accès adéquat et durable des

populations à l’eau et à l’assainissement.

"Il va dès lors de soi qu’un autre programme de

développement mondial sans objectif spécifique sur

l’hygiène, l’assainissement et l’eau potable voudrait

dire que les leçons sur la mise en œuvre des OMD

n’ont pas été apprises", a-t-il ajouté.

Pour mettre en place des infrastructures adéquates

et durables d’eau et d’assainissement, l’EAA pro-

pose que le continent africain explore des sources

de financement plus innovantes à travers la coopé-

ration avec le secteur privé et d’autres pays du Sud.

Selon les statistiques fournies par l’Organisation

mondiale de la santé (OMS) et le Fonds des Nations

unies pour l’enfance (UNICEF), environ 70 pour cent

de la population en Afrique subsaharienne n’a pas

accès à des ouvrages d’assainissement de base et

quelques 250 millions de personnes continuent de

déféquer à l’air libre.

The former Guinean Prime Minister (December

2008 - January 2010), Kabiné Komara was

appointed as new High-Commissioner of the

Organization for the Development of Senegal River

(OMVS) on March 25th in Nouakchott to replace

the Mauritanian Mohamed Salem Ould Merzoug.

The appointment of Mr Komara occurred during the

conclusion of the 15th Conference of Heads of

States and Government of the OMVS.

During the celebration of the World Water Day,

the Pan-African Intergovernmental Agency

Water and Sanitation for Africa (WSA) estimated

that Africa must seize this opportunity to call for the

development of a specific goal “water, sanitation

and hygiene” within the framework of the post 2015

Development Agenda.

Prelude to the development of the next post

Millennium Development Goals (MDGs), WSA, in an

WORLD WATER DAYAccess to drinking water remains a goal for

Africa after 2015, according to WSA

official statement, pointed out that Africa must be

heard with regard to a widespread sharing of the

vision of “water, sanitation and hygiene for all, fore-

ver by 2030”.

In the same official statement, WSA Director of

Policy, Partnerships and Communications, Peter

Ryan, revealed that the lessons drawn from the

implementation of the MDGs show that no develop-

ment goal can be achieved satisfactorily without an

adequate and sustainable access of the popula-

tions to water and sanitation.

“Another global development agenda without a

goal on WASH would therefore mean that we did

not learn our lessons”, he added.

In order to set up adequate and durable water and

sanitation infrastructures, WSA proposed that the

African continent explores more innovative funding

sources through cooperation with the private sector

and other Southern countries.

According to statistics provided by the World

Health Organization (WHO) and the United Nations

International Children’s Emergency Fund (UNICEF),

approximately 70 percent of the population in Sub-

Saharan Africa doesn’t have access to basic sani-

tation facilities and about 250 million people resort

to open defecation.

Senegal and whose mission is to carry out food

self-sufficiency for the basin and sub-region popu-

lations.

The Board of Directors of Ghana

Water Company Limited has, in

line with a directive from the

office of the President of the Republic

of Ghana, appointed Mr Kwaku

Godwin Dovlo as the Acting Managing

Director of the Company with effect

from 12th April 2013.

Until his appointment Mr. Dovlo, who

trained as a civil engineer at the

Kwame Nkrumah University of

Science and Technology, was the

Deputy Managing Director of Ghana

Water Company Limited.

Mr. Dovlo brings to his new position

the relevant and varied experience in

engineering, water supply operations,

strategic planning and human

resource management. Prior to his

appointment as Deputy Managing

Director, Mr Dovlo had held diverse

and increasing management roles in

Ghana Water Company Limited.

Mr Dovlo started his career with

Ghana Water Company Limited in

1979 as an Assistant Engineer in

Kumasi. In 1986 he was appointed as

the Distribution Engineer for Accra-

Tema Metropolitan Area and remained

on this position until 1995 when he

was promoted to become the Area

Engineer for Greater Accra Region.

By dint of hard work, Mr Dovlo rose to

the grade of Chief Manager in 1999

and within the period up to 2008, he

headed creditably Upper East,

Northern and Central Regions of

Ghana in that sequence. In 2009, he

was appointed the General Manager

in charge of Operations for Western,

Central and Volta Regions of the coun-

try. A year later, he was transferred to

Accra as the Chief Manager in charge

of Accra East Region, a position he

held until January 2012 when he was

appointed Deputy Managing Director

of Ghana Water Company Limited.

Mr Dovlo holds a Masters Degree in

Sanitary Engineering from the

UNESCO-IHE (Institute for Water

Education), the Netherlands, as well as

Executive Masters Degree in Business

Administration from Ghana Institute of

Management and Public

Administration. He is also a member of

the Ghana Institution of Engineers. In

the course of his work with GWCL, Mr

Dovlo has acquired a wealth of know-

ledge and experience through various

local and overseas courses. Mr Dovlo

is married with three children.

République du Ghana, nommé M.

Kwaku Godwin Dovlo en qualité de

directeur général avec effet le 12 avril

2013.

Ingénieur en génie civil formé à l’uni-

versité Kwamé Nkrumah des sciences

et technologies, M. Dovlo occupait le

poste de directeur général adjoint de la

GWCL jusqu’à sa récente nomination.

M. Dovlo assume sa nouvelle fonction

avec une expérience pertinente et

diversifiée en ingénierie, en opérations

d'approvisionnement en eau, en plani-

fication stratégique et en gestion des

ressources humaines. Avant d’assu-

mer les fonctions de directeur général

adjoint, M. Dovlo a occupé progressi-

vement divers postes de responsabi-

lité au sein de la GWCL.

M. Dovlo a débuté sa carrière à la

GWCL en 1979 comme ingénieur

assistant à Kumasi. En 1986, il est

nommé ingénieur chargé de la distri-

bution pour la région métropolitaine

d'Accra-Tema et il y restera jusqu'en

1995, où il est promu ingénieur de

zone pour la grande région Accra.

A force de travail acharné, M. Dovlo a

accédé au rang de cadre supérieur en

1999 et dirigea avec succès jusqu’en

2008, les régions de l’extrême Est, du

Nord et du Centre du Ghana. En

2009, il est nommé directeur général

chargé des opérations pour les régions

de l’Ouest, du Centre et de la Volta. Un

an plus tard, il est muté à Accra en

qualité de responsable en chef chargé

de la région Est d’Accra, un poste qu’il

va occuper jusqu'en janvier 2012 où il

est nommé directeur général adjoint

de la GWCL.

M. Dovlo est titulaire d’une maîtrise en

ingeniérie sanitaire de l'UNESCO-IHE

des Pays Bas, et d’un master exécutif

en Business Administration de la

Ghana Institute of Management and

Public Administration. Il est également

membre de la Ghana Institution of

Engineers (une association d’ingé-

nieurs du Ghana). Durant sa longue

carrière à la GWCL, M. Dovlo a acquis

des connaissances et des expériences

enrichissantes à travers de nombreux

stages locaux et à l’étranger. M. Dovlo

est marié et père de trois enfants.

Elaboration d’un plan d’actions pour l’assainissement et le changement climatique

Le Conseil scientifiqueet technique (CST) atenu ses premièresassises pour l’année

2013 du 13 au 15 mai àDar-es-Salaam en

Tanzanie au cours des-quelles plusieurs thé-matiques prioritaires

pour les sociétés d’eauet d’assainissement ont

été débattues.

Ouvertes en présence du

ministre tanzanien de

l’Eau, le professeur

Jummane Abdallah Maghembe,

les assises du CST ont planché

sur des thématiques impor-

tantes pour les sociétés d’eau et

d’assainissement. Les trois

comités spécialisés ont passé

en revue la promotion de l’adhé-

sion à l’AAE, les villes africaines

du futur, la constitution d’une

association de Jeunes profes-

sionnels de l’eau, les formats

d’ateliers de formation sur le

meilleur mode de fourniture des

services d’eau et l’élaboration

des plans d’actions pour l’assai-

nissement, le changement cli-

matique et l’environnement et

les services en faveur des popu-

lations défavorisées.

On peut retenir qu’à l’issue des

assises du CST, le comité spé-

cialisé assainissement et envi-

ronnement a élaboré des plans

d’actions ambitieux dans les

domaines de l’assainissement,

du changement climatique et de

l’environnement et des services

en faveur des populations défa-

vorisées. Le comité spécialisé

gestion technique de l’eau a pro-

posé l’organisation de trois ate-

liers d’échanges sur le traite-

ment et le contrôle de la qualité

de l’eau, la gestion de la clien-

tèle et la gestion de réseau

d’eau potable. Enfin, le comité

spécialisé management a pré-

conisé un chronogramme d’ac-

tions pour la mise en œuvre de

la campagne de promotion

d’adhésion à l’AAE, la création

d’une association de Jeunes

professionnels et la mise en

place d’une Task Force pour les

villes africaines du futur.

Les JPOLes Journées portes ouvertes des assises du Conseil

scientifique et technique ont eu pour thème: « la réduc-

tion de l’eau non facturée : quelles solutions ? ». Diverses

expériences de réduction de l’eau facturée ont été pré-

sentées par Energy and Water Utilities Regulatory

Authority (EWURA), Dar-es-Salaam Water and Sewerage

Authority (DAWASA) et Hambourg Wasser.

Exposition

Une participation recordL’exposition organisée en marge des assises du Conseil

scientifique et technique a battu le record de participation

d’exposants de toutes les expositions organisées jusque-là.

Ce sont au total 26 entreprises spécialisées dans la fabrica-

tion des produits liés aux technologies de l’eau et de l’assai-

nissement qui ont exposé leur savoir-faire aux nombreux visi-

teurs de leurs stands.

La reconnaissance aux sponsorsDar-es-Salaam Water and Sewerage Authority

(DAWASA), la société hôte a témoigné sa reconnais-

sance aux sponsors qui ont contribué à la parfaite orga-

nisation des assises du CST. Ils ont reçu un diplôme

ment de l’organisation de cet événement continental. On

peut énumérer la cérémonie de lancement officiel, la mise en

ligne du site Internet (www.afwacongress2014.org), le lance-

ment de l’appel à communications, la pré-qualification des

deux entreprises soumissionnaires pour organiser l’exposi-

tion et la signature d’un accord de partenariat média avec

and Sewerage Corporation (DAWASCO), Jackson Midala.

L’exhortation du président du CSTLe président du Conseil scientifique et technique (CST), Dr

Silver Mugisha a exhorté les membres de l’Association afri-

Authority (DAWASA), Archard Mutalemwa a manifesté l’inté-

rêt de son pays pour abriter le 18e congrès de l’Association

africaine de l’eau (AAE) en 2016. Pour lui, il espère que cette

déclaration de candidature n’est pas tardive, après avoir raté

l’organisation du 17e congrès de 2014 à Abidjan. Le secré-

taire général du ministère tanzanien de l’Eau, Christopher

Sayi a aussi réitéré cette requête en fondant l’espoir qu’elle

sera satisfaite dans les jours à venir.

AfWA Days (JPO) The theme of the AfWA Days (JPO) relating to the Meetings

of the Scientific and Technical Council was: “Reduction of

Non-Revenue Water: which solutions?” Various experiences

relating to the reduction of Non-Revenue Water were pre-

sented by Energy and Water Utilities Regulatory Authority

(EWURA), Dar es Salaam Water and Sewerage Authority

(DAWASA) and Hamburg Wasser.

ExhibitionA record participationThe Exhibition organized as a fringe event to the meetings

of the Scientific and Technical Council beat the record of

participation of exhibitors in all the exhibitions organized so

far. In fact, 26 compagnies specialized in manufacturing pro-

ducts related to the water and sanitation technologies pre-

sented their know-how to the many visitors of their booth.

Recognition to the SponsorsDar es Salaam Water and Sewerage Authority (DAW-ASA),

the host utility expressed its gratitude to the sponsors who

contributed to the perfect organization of the STC meetings.

17th CongressPresentation of the status of progress of its organizationMr Olivier GOSSO, Water Production Manager of Cote

d’Ivoire Water Supply Company (SODECI), and member of

the African Water Association’s (AfWA) 17th Congress local

organizing committee, made a report on the status of pro-

gress regarding this continental event. We can mention the

official launching ceremony, the on-line publishing of the

website (www.afwacongress2014.org), the kick-off of the

call for papers, the pre-qualification of the two tenderers

companies willing to organize the exhibition and the signing

of a media partnership agreement with the Ivorian News

Agency (AIP). According to Mr. Gosso, the local organizing

committee of the 17th AfWA Congress wants to make it a

national event which will be attended by a great number of

people.

Satisfaction of the STC President At the conclusion of the STC meetings, the President of the

Scientific and Technical Council (STC), Dr. Silver Mugisha

expressed his satisfaction regarding the content of the issues

discussed. According to him, there were good discussions

and a strong commitment of the delegates during the works.

He was also pleased with the organization of a upcoming

conference on sanitation in Dakar, Senegal and of the setting

up of a chapter for Young Water Professionals in Tanzania.

Tanzania has its ChapterThe Young Professionals of the water and sanitation sector

in Tanzania decided to share their experiences through the

creation of a national chapter. This new chapter benefits from

the sponsorship of Dar es Salaam Water and Sewerage

Corporation (DAWASCO) Chief Executive Officer, Jackson

Midala.

The exhortation of the STC PresidentThe President of the Scientific and Technical Council (STC),

Dr. Silver Mugisha exhorted the members of the African

Water Association (AfWA) to get themselves more involved in

the success of the Association’s activities. “We must think of

promoting our own activities” he recommended.

Tanzania, candidate to host the 18thCongressThe Chief Executive Officer of Dar es Salaam Water and

Sewerage Authority (DAWASA), Archard Mutalemwa

expressed the interest of his country to host the 18th

Congress of the African Water Association (AfWA) in 2016.

He considered that this declaration to host the 18th

Congress was not late, since they missed the organization of

the 17th Congress scheduled for 2014 in Abidjan. The

Permanent Secretary of the Tanzanian Ministry for Water,

Christopher Sayi also reiterated this request, hoping that it

will be satisfied in the days to come.

(DAI) ont lancé le 19 mars 2013,

un appel à propositions de pro-

jets destiné à soutenir les jeunes

professionnels africains du sec-

teur de l’eau et de l’assainisse-

ment dans le cadre du

Programme AAE-Further Advan-

cing the Blue Revolution Initiative

(FABRI).

Selon le chef du projet FABRI,

tion (AfWA) in partnership

2013, a call for project proposals

intended to support the Young

African Water Professionals

within the framework of the

AfWA- Further Advancing the

Blue Revolution Initiative (FABRI)

Programme.

According to FABRI Chief of

Party, Peter Reiss, the Young

African Professionals will be

granted a 300 000 US Dollars

subsidy from the United States

Agency for International Deve-

lopment (USAID), to finance their

projects.

“The priority areas in which the

Young Water Professionals must

submit innovative solution pro-

jects are reducing Non-Revenue

Water (NRW), increasing access

to improved sanitation, and fos-

tering communications and

knowledge sharing in sanitation

and Non-Revenue Water” said

Sylvain USHER, AfWA Secretary

General.

Grants awarded to finance eligi-

ble project may range in size

from 2000 to 10 000 US Dollars.

The proposals submission

period will be extended to March

14 2014 and the grant will end

no later than July 31 2014.

Le secrétaire général de l’Association africaine de l’eau (AAE), Sylvain USHERet la directrice centrale de l’Agence ivoirienne de presse (AIP), BARRY SANAOumou ont signé le 02 mai un protocole de partenariat média pour la promotiondu 17e congrès de l’AAE prévu du 17 au 20 février 2014 à Abidjan.

a indiqué lors de la

cérémonie de signature

de ce protocole que l’AIP a

accepté d’accompagner l’AAE

pour soutenir tout ce qui

concourt au bien-être des popu-

lations.

Elle a assuré que l’AIP fera un

large écho du 17e congrès

grâce à ce partenariat fructueux

et bénéfique pour toutes les par-

ties.

Pour M. Sylvain Usher, l’engage-

ment de l’AIP aux côtés de l’AAE

véritable synergie d’actions pour

mony of this agreement,

Mrs. Barry Sana Oumou

indicated that AIP agreed to

walk alongside AfWA in order to

support any effort that contri-

butes to the well-being of the

populations.

She ensured that AIP would

make a broad echo of the 17th

Congress thanks to this profita-

ble and beneficial partnership for

all the stakeholders.

As for Mr. Sylvain Usher, the

commitment of AIP to support

AfWA is a concrete model of a

true synergy of actions in order

to take up the collective chal-

La Facilité africaine de

l’eau (FAE) a accordé

un don de 1,1 million

d’euros à la mairie de

Sèmè-Podji, au Bénin, pour

soutenir un projet dans lequel

le secteur privé jouera un rôle

clé. Le projet d’améliorationde la gestion des boues devidange du Grand Nokoué,vise à mettre en œuvre des

solutions efficaces, durables

et rentables, de gestion et

d’exploitation des boues de

vidange.

ContexteAu Bénin, le système d’assai-

nissement est basé unique-

ment sur les ouvrages auto-

nomes. Dans les communes

de Cotonou, Sèmè-Podji,

Abo-mey-Calavi, Ouidah et

Porto-Novo, les boues de

vidange collectées sont

déportées dans la station de

traitement appartenant à la

société SIBEAU, située dans la

Commune de Sèmè-Podji.

Ladite station a été créée par

une société privée SIBEAU-SA

en 1994 dans la perspective

de traiter les boues estimées à

180 m3/j. Aujourd’hui, la sta-

tion reçoit plus de 600 m3/j,

ce qui se répercute négative-

ment sur ses performances et

cause une importante pollu-

tion de la zone côtière de

Sèmè-Podji. De plus, le sec-

teur est caractérisé par des

tarifs de vidange de l’ordre de

44500 FCFA les 6m3. Ces

coûts s’expliquent par la

nécessité pour les entreprises

de vidange de couvrir des frais

de transport, les diverses

taxes et tracasseries, les coûts

d’entretiens des engins de col-

lecte, la redevance de dépo-

tage.

Objectif Le projet propose une

approche intégrée, qui met en

avant des modèles de gestion

visant d’une part à rentabiliser

les opérations de collecte, de

transport et de traitement des

boues ; d’autre part à promou-

voir des technologies inno-

vantes dans la réhabilitation

de la station de traitement des

boues de vidange d’EKPE

dans la commune de Sèmè-

Podji. Les produits finaux de

traitement seront transformés

en produits destinés à la

vente. Le modèle proposé

génèrera des revenus pour les

entreprises, tout en permet-

tant aux familles d’avoir accès

à des services plus adéquats

et de faire des économies

substantielles sur les services

facturés.

Le projet a la particularité de

partenariat public-privé (PPP)

toute l’étendue de l’agglomé-

ration du Grand-Nokouè, en

renforçant les capacités des

entreprises de collecte méca-

nique et des vidangeurs

manuels ;

• réhabiliter et accroître les

capacités de la station de trai-

tement de la commune de

Sèmè-Podji ;

• revaloriser les boues de

vidanges et les transformer en

produits marchands ;

• mettre fin aux nuisances

environnementales résultant

du déversement quotidien

d’environ 600 m3 de boues

dans la zone maritime com-

munale.

Représenté par SIBEAU-SA,

actuel propriétaire de la sta-

tion de traitement des boues,

et AGETUR-SA, le secteur

privé assurera l’exploitation de

la station et mobilisera 79 pour

cent du financement requis

pour couvrir le coût total du

projet; ce, afin de financer les

travaux de réhabilitation et

d’extension de la station de

traitement des boues.

Les bénéficiaires du projet

sont la population de Sèmè-

Podji, les entreprises de col-

L’atelier de lancementLe projet d’amélioration de la

du Grand-Nokouè a été lancé

dans la matinée du 13 mars

2013 à Novotel Orisha de

Cotonou par le ministre béni-

nois de la Décentralisation, de

la Gouvernance locale, de

l’Administration et de l’Amé-

nagement du territoire, Ra-

phaël Edou. La cérémonie a

été rehaussée par la présence

des ministres de l’Enseigne-

ment supérieur et de la

Recherche scientifique, Fran-

çois Abiola, de l’Environ-

nement, de l’Habitat et de

l’Urbanisme, Blaise Ahan-

hanzo Glélé, des Travaux

publics et des Transports,

Lambert Koti, du maire de

Sèmè-Podji, Mathias Gbèdan.

gestion de l’eau en Afrique. A cette

fin, la FAE s’appuiera sur trois prio-

rités stratégiques qui se renforcent

mutuellement : (1) la préparation de

projets d’investissement afin de

préparer des projets susceptibles

d’attirer des financements publics

ou privés, et des projets d’investis-

sements stratégiques et innovants;

(2) l’amélioration de la gouvernance

de l’eau pour une gestion avisée

des ressources en eau et une meil-

leure prise de décisions à l’échelle

nationale, régionale et transfronta-

lière ; et (3) la promotion des

connaissances dans le domaine de

l’eau, afin d’élaborer des projets

viables et une gouvernance infor-

mée, qui débouchent sur des

investissements efficients et dura-

bles.

La FAE s’est engagée à promouvoir

le développement durable du sec-

teur de l’eau. A cet effet, elle s’as-

sure que les questions transver-

sales, telles que le changement cli-

matique, la protection de l’environ-

nement, le genre et l’équité sociale,

AWF supports a fecal sludge management project in Benin

The African Water

Facility (AWF) granted a

1.1 million Euros dona-

tion to Sèmè-Podji City

Council, in Benin, so as to sup-

port a project in which the pri-

vate sector will play a key func-

tion. The Grand Nokoué fecalsludge management impro-vement project aims at imple-

menting effective, sustainable

and profitable solutions regar-

ding fecal sludge management

and operation.

BackgroundIn Benin, the sanitation system is

based only on autonomous

works. Fecal sludge collected in

the towns of Cotonou, Sèmè-

Podji, Abomey-Calavi, Ouidah,

and Porto-Novo, are off-set in

the treatment plant belonging

to SIBEAU Company, located in

the town council of Sèmè-

Podji. The aforementioned

plant was created by a private

company SIBEAU-SA in 1994

with the prospect to carry out

180m3/d sludge treatment.

Today, more than 600m3/d

sludge is treated by the station,

which negatively affects its per-

formance and causes an impor-

tant pollution to the coastal area

of Sèmè-Podji. Moreover, the

sector is characterized by

sewage tariffs that amount

about 44,500 FCFA for 6m3.

These costs are understandable

by the necessity for the sewage

disposal businesses to cover

transport costs, diverse taxes

and harassments, the mainte-

nance costs of the machines of

collection, the fee of stripping.

According to Akissa Bahri,

Coordinator of AWF, “AWF has

noted a new interest of the private

sector in sanitation, hitherto consi-

dered as a nonprofitable sector,

and this is a first we wish to encou-

rage”. “We do think that this pro-

ject can make followers, inciting

other utilities to take part in the

development of the sector, as well

in Benin as in all Africa. The valori-

zation of sludge should make it

possible, in the long term, to lower

sanitation costs which are a burden

for the households, and to ensure a

new source of income, a golden

opportunity for the private sector”,

she added.

“The success of this project will

permit other towns in Benin to have

references as regards partnership

with the private sector in order to

solve sustainably non collective

urban sanitation issues”, she

concluded.

Objective The project proposes an integra-

ted approach, which puts for-

ward the management models

aiming on the one hand at

making sludge collection, trans-

portation and treatment opera-

tions profitable; and to promote

on the other hand innovating

technologies regarding the reha-

bilitation of the EKPE fecal

sludge treatment plant in the

town council of Sèmè-Podji. The

treatment finished products will

be transformed into products

intended for sale. The model

suggested will generate incomes

for the utilities, while making it

possible to families to have

access to more adequate ser-

vices and to make substantial

savings on the services billed.

The particularity of the project

lies within the framework of a

public-private partnership (PPP)

for waste management - a rare

collaboration in the sanitation

sector, on the continent.

ComponentsAWF donation will be mainly

used to finance all the studies

necessary for the rehabilitation

and the extension of the Ekpè

fecal sludge treatment station in

the town council of Sèmè-Podji,

as well as the supervision of the

work, the capacity building of

the main intervening parties, the

capitalization and exchange of

information.

This subsidy will make it possible

to cover 21 percent of the total

costs of the project, estimated

at 5.4 million Euros.

The project will contribute:

• to better organize the collec-

tion and transportation of sludge

over the whole of Grand-

Nokouè agglomeration, by rein-

forcing the mechanical collec-

tion and manual cesspool clea-

rer utilities’ capacities;

• to rehabilitate and increase the

Sèmè-Podji commune treat-

ment station capacities;

• to upgrade fecal sludge and to

transform them into commercial

products;

• to put an end to the environ-

mental harmful effects resulting

from the daily discharge of

approximately 600 m3 sludge in

the community coastal area.

Represented by SIBEAU-SA,

Founded in 2004, on the basis of

special funds for water to help

African countries to achieve the

goals set by the African 2025 Vision

of Water, AWF is an initiative of the

African Ministers’ Council on Water

(AMCOW), hosted by the African

Development Bank (AfDB).

AWF grants donations of about

50,000 to 5 million Euros to a wide

range of organizations and institu-

tions operating in Africa. Since

2006, AWF has financed 73 natio-

nal and regional projects in 50

countries, including in the majority

of the most vulnerable African

countries. AWF thus raised more

than 532 million Euros further to its

project preparation related activi-

ties, which constitute 70 percent of

its wallet. Each Euro invested by

AWF attracted 20 Euros on ave-

rage, in additional investments.

During the 2012-2016 period, the

African Water Facility will concen-

trate first on mobilizing the invest-

ments necessary to the develop-

ment and management of water in

Africa. In that regard, AWF will rely

on three strategic priorities which

are mutually reinforced: (1) prepara-

tion of investment plans in order to

prepare projects likely to attract

public or private funding, and

investment and innovating strategic

plans; (2) improvement of water

governance for an advised mana-

gement of water resources and a

better decision making at the natio-

nal, regional and transborder level;

and (3) the promotion of knowledge

in the field of water, in order to

develop viable projects and an

aware governance, which lead to

efficient and sustainable invest-

ments.

AWF committed to promote sustai-

nable development of the water

sector. In that regard, it makes sure

that transverse issues such as cli-

mate change, environmental pro-

tection, gender and social equity,

are duly considered during each

step of the project cycle.

The presence of four Ministers

and eminent personalities during

this ceremony shows the interest

of the project in decentralization,

environment, scientific research

and transportation. This also

proves the particular interest of

the Beninese government in

sanitation relating issues and

capacity building as well in order

to take up the challenges regar-

ding the achievement of the

Millennium Development Goals.
