1. Tender Document containing technical specification and general terms & conditions can be

obtained from the office of the undersigned on all working days on payment of cost of tender

2. Tender Document will be issued and received at the office of the undersigned as per schedule

hereunder.

5 Self certified copy of System/Model approval from Ministry of Food & Civil Supplies, Govt. of India must be submitted as per IS 9281 Pt 1 to 4 : 1979 (with up to date amendments). The offers for those sub item will be considered for which system/model approval is submitted.

3 All the quoted products must bear on-site comprehensive maintenance guarantee/warranty including spares & service replacement against any manufacturing defect (such as quality

workmanship for supplied/installed system) guaranteed against any manufacturing defect for the period of ONEyear from the date of installation and Tenderer should give guarantee for availability of spares parts and consumables for a period of min. 10 years from the date of installation. The supplier should submit list of Spare Partsalongwith prices which they considerdesirable for maintenance of the Weighbridges.

4 Supplied/ installed system should be fool proof so that there should be no scope for manipulation or misprinting of weight.

5 Payment Schedule : a) 70 % Payment of Supply order value shall be made after delivering Electronic Weigh Bridge and

civil foundation work complete.

b) Remaining 30% payment of Supply Order value shall be made after installation/commissioning and stamping of weigh bridge against submission of 5% of value of the Supply order value in

form of DD/FDR in favor of Mandi Board for covering the guarantee period of one year.

c) TDS such as I.T.,C.T.,L.W.T will be deducted from the payments as applicable. 6 Units quoting lower rate will be considered for preferential treatment. 7 The rates must be inclusive of stamping charges of weights and measure department, which

include statutory charges of the inspector weights and measure department. The charges of to

and fro of all the required tests weights shall be borne by theTenderer. The installed weighing machines/weigh bridges should be duly stamped by the weights and measurement department.

8 In one category the tenderer must quote only one best suitable model/system. 9 All the documents must be self attested by the tenderer. 10 Tenderers who have Rate Contract with DGS & D &any other Government Department are

required to submit copy of the same with this tender offer.

11 Tenderer should quote FOR (anywhere in M.P.) rate including excise duty freight, packing, forwarding, stamping charges, insurance, loading and unloadinginclusive of all taxes & duties.

Supplier should give guarantee for availability of spare parts and consumables for a period of

minimum 10 years from the date of installation.

b) Supplier should furnish information regarding availability for service centers / engineers placed in

MP.

c) Supplier shall also give undertaking for operational training to concerned staff of the department along with maintenance training ,free of cost.

BASIS INCLUDING CIVIL AND ELECTRICAL WORK

(Following are the minimum specifications. OTHER REQUIREMENT RELATED WITH THE SUPPLY & INSTALLATION OF WEIGH BRIDGE :

No. Requirement 1 DELIVERY, INSTALLATION PERIOD AND RELATED PENALTY Delivery period of supply and installation of weigh bridge will be on mutual consent with the consignee

2 If the tenderer fails to complete the entire work (installation / commissioning) within stipulated period the tenderer will have to pay the penalty @ 0.25% of the order value per week as liquidated damage for the delayed period- to the maximum of 5%.

3 CIVIL WORK and related Drawings: A There should be two standardized drawings from each tenderer duly approved by Licensed Structural

engineer/Designer or Civil Engineering Deptt. of any Engineering College, i.e. one for black cotton soil and other for standard soil, which will be applicable to installation of all weigh bridges.

B On completion of the Work, the tenderer shall at his own expense prepare and supply to the consignee certified copies of the following: -

i) Installation Manuals. ii) Operation and maintenance manual

4 The drawing for Civil work shall be submitted toMandi Board. 5 The civil work shall be carried out by the Supplier, based on foundation drawing and civil work drawings,

incorporating the requirement of specification, for which the appropriate site shall be made available by department immediately after placement of order. The site shall be leveled to road level by the Tenderer.

6 The contractor shall keep one complete set of all drawings and specifications at site of work in good order. 7 Inspection Schedule: All the following inspections shall be carried out within a week of submission of

offer by the supplier. 8 Civil work and construction of Foundation, platform & pit:

A Fully finished Room for keeping the Electronic Weight Indicator, Printer etc., size of min. 10 x 10 x 10 Feet (breadth x length x height) with RCC roofing; appropriate foundation for all capacities weigh bridges with full civil work and electrical installation including 48" Ceiling Fan IS Marked with electronic regulator, 12" Exhaust Fan, min. 1 lamp and 1 tube light Box type with tube inside, with sufficient point (such as 5 amp socket outlets at skirting level and on switch board) for electrical installation having one door and one window for front viewing. Layout must be submitted separate for each site to the consignee for their approval along with estimate within 15 days of the allotment of site.

B Service connection for 230V supply upto the switchboard in the cabin will be provided by the Consignee. C The weighbridge must provide a completely level weighing surface with the surrounding ground level.

Surrounding level has to be maintained/prepared by the department. Access to the Load cells must be made either by including access holes in the deck or, typically, to the side of the deck access hole covers shall be strong enough .

D Drainage must be provided, either as a sump or as a drainage pipe, and must be located where most effective and appropriate for the site.

9 Ramp and approach road: On both sides of the weighbridge, ramps and approach road, required with width equal to the width of the weighbridge shall be provided. Gradient shall be 1 : 10 (i.e. for 1 ft height 10 ft length of ramp) and minimum 03 meters length on both side of weighbridge . Approach road shall be made as per requirement at site by the Department These ramps/road shall consist of the following: -

150 mm thick sand filling well rammed. 9b 150 mm thick lean concrete of (1:4:8) mix. 9c 175 mm thick plain cement concrete of Grade M-20 (1:1 ½: 3).

10 The platform for the weighbridge shall be of robust construction. The Girders shall be constructed of rolled steel sections and strong enough to withstand full load without undue deflection. Arrangement shall be provided to restrict horizontal movement of the platform.

28 Weighing machines will be of accuracy class-3 or above quality. 29 The rates must be inclusive of stamping charges of weights and measurement department, which include

statutory charges of the inspector of weights and measure department and entire civil work including foundation. The installed weigh bridges should be duly stamped by the weights and measure department.

30 In case the civil work is carried out by the department, the necessary foundation drawing and civil work drawings shall be provided by the supplier unit.

31 All the steel Transoms used in construction of Weigh Bridge system must have 12 mm thick steel plate duly welded to cover the complete length on both the sides to increase the strength.

32 Training : The supplier shall provide training to the staff (minimum 02 personnel) for operation &

15 The scale weighbridge, Load cells, instrumentation, platform reinforcing rods and channels/Girders along with pit coping, foundation bolts, nuts and bumper plates shall be provided by the manufacturer.

16 Overall accuracy must be as per statuary requirement for legal trading by Weights & Measurement Department

17 Vehicles passing through the weighbridge shall be of Class A type highway trucks, dumpers, as well as new generation Trucks.

18 Electronic Weigh Bridges shall be with Jumbo display, visible to the Driver of Lorry/Truck etc. 19 All in-house welding on the structure shall be either gas to metal, submerged or shielded arc process.

All welding procedures to be in compliance with the latest BIS standards for Structural welding. 20 The scale shall have self diagnostic capabilities able to identify load cell problems and failure. 21 The system shall have the ability to be 100 % calibrated from within the scale house. No corrections at

the scale through summing boxes shall be permitted. 22 Surge voltage protection on the system shall be optically isolated at each load cell, and transformer

coupled between the scale and the digital instrument. 23 All the civil & electrical works shall be conforming to the tender requirements and relevant standards

and shall be indicated separate in drawing & design. 24 Tenderer shall also furnish complete wiring diagram along with the required electrical fitting required

for the installation of the system. 25 Tendering firm should furnish drawing of platform with sections used in platform as per requirement

specified in the specifications. 26 Tender should give the complete details of quoted items such as printer load cell etc. along with

drawing, design, literature, operational and periodical maintenance manual indicating spares/components.

27 Supplied/installed system should be fool proof so that there should be no scope for manipulation or misprinting of weight.

36 Digitizer should be with characters size 25mm with Rs 232 facility. It should be equipped with direct

printer facility to print out with numeric characters to print date, time, gross weight, Tare weight, net weight, in the absence of CPU.

37 In the tender the given specifications are the minimum requirement and tenderer may quote higher.

38 Transoms:- Quantity of transoms shall be half of the number of load cells . 39 The Weigh Bridge designed should be so rigid and solid that it can be converted into 60 MT capacity
