LORD DUNMORE DRIVE HISTORICAL BACKGROUND

Lord Dunmore Drive is located in the Fairfield neighborhood in the Kempsville District 1960’s - 70’s – The majority of the Fairfield

neighborhood was developed on the site of the Fairfield Plantation

Prior to 1990 – The City switched the direction of the STOP signs to stop traffic on Lord Dunmore Drive at:

Rolleston Drive Fairfield Blvd. Locke Lane

May 2005 – The City performed license plate & traffic count studies to determine amount of cut-through traffic at the request of the Civic League 1/3 of traffic on Lord Dunmore was non-neighborhood

Lord Dunmore at PA Rd was rt in/rt out at that time

August 2011 – PA Rd & Kempsville Rd intersection reconstruction starts to impact traffic Nov 2012 - Traffic Signal @ PA Rd & Oakmears

activated Lord Dunmore gained full access to PA Rd via

Oakmears Crescent (median opening)

August 2013 – 5’ sidewalk installed on Lord Dunmore

Dr. & Fairfield Blvd. Based on petition request 4,019 linear feet - $583,200

Lord Dunmore Dr: Locke Ln - Jacob Ct Fairfield Blvd: Lord Dunmore Dr - Kempsville Rd

June 2015 – PA Rd & Kempsville intersection reconstruction completed

June 2016 – Doug McLiverty, on behalf of Fairfield Civic League, makes formal request to close Lord Dunmore Dr at northern end Fall 2016 – 525 Kempsville Apts construction

commences Mixed-use w/168 apartment homes & up to 7,000 sf of

retail. Located b/t Kempsville Rd & Oakmears with an access

on to Oakmears across from Lord Dunmore

April 2017 – Meeting with Fairfield Civic League leaders

Discuss trial closure and possible speed tables Discuss petition area

August 2017 – Petition for Lord Dunmore closure mailed

to Doug McLiverty Petition area included all impacted residents, not just

those on Lord Dunmore = 400 addresses Petition included opportunity to vote “NO” as well as

“YES” to the closure Petition has not yet been submitted back to the City

August 2017 – At direction of MLT, speed tables on Lord Dunmore installed as a demonstration project:

Between Baptist Circle and Balboa Drive Just north of Beaumont Drive Dunmore Dr.

January 2018 – MLT authorizes Origin-Destination (O-D) Study & VHB commences.

Positives 1. Traffic patterns for residents remain the same 2. Has reduced through traffic on Lord Dunmore: up to 15% b/t Fairfield Blvd & Locke Ln 3. Reduces speeds on Lord Dunmore: average of 3 mph 4. Can mitigate Locke Lane increase by additional speed table 5. Could reduce more cut-through traffic with additional speed table N of Jacob Ct 6. Emergency vehicle routing the same 7. School bus routing the same 8. Increased travel times can impact GPS routings not to select Lord Dunmore

Negatives 1. Traffic can still cut-through to/from PA Rd & Providence Rd 2. Increases traffic on Locke Lane - up to 11% 3. Slows emergency vehicles at speed tables


ALTERNATIVE B – Road Closure Options OPTION 1 – Full Closure North of Jacob Ct. Positives 1. Eliminates all cut-through traffic on Lord Dunmore b/t Fairfield Blvd. & PA Rd 2. Reduces through traffic on Lord Dunmore b/t Fairfield Blvd. & Locke Ln - up to 40% 3. Could reasonably construct a turn-around for errant traffic 4. Eliminates need for signal at Oakmears & Lord Dunmore

Negatives 1. Increases traffic on Fairfield Blvd. - up to 130% 2. Increases traffic on Locke Lane - up to 65% 3. Increases travel time for residents entering & exiting neighborhood 4. Increases emergency response time to residents 5. School buses routes negatively impacted 6. Loses access to traffic signal at PA & Oakmears 7. Recently constructed signal at Lord Dunmore & Oakmears not needed 8. Increased delay at traffic signal at Kempsville Rd & Fairfield Blvd. 9. Increased delay at traffic signal at Kempsville Rd & Locke Ln.


ALTERNATIVE B – Road Closure Options OPTION 2 – One-way NB b/t Vestry & Jacob Positives 1. Eliminates all SB cut-through traffic on Lord Dunmore 2. Reduces through traffic on Lord Dunmore b/t Fairfield Blvd. & Locke Ln. - up to 59% 3. NB traffic could still access signal at PA & Oakmears

Negatives 1. Increases traffic on Fairfield Blvd. - up to 68% 2. Increases traffic on Locke Lane - up to 27% 3. Increases travel time for residents entering neighborhood 4. Increases travel time of emergency vehicles to northern residents 5. School buses routes negatively impacted 6. Jacobs Court cut off from neighborhood 7. Jacobs Court would be impacted by errant traffic impacts as they try to turn around


ALTERNATIVE B – Road Closure Options OPTION 3 – Full Closure b/t Baptist Cir. & Balboa Dr. Positives 1. Eliminates all cut-through traffic on Lord Dunmore b/t Locke Ln & PA Rd 2. Reduces through traffic on Lord Dunmore b/t Fairfield Blvd. & Locke Ln. - up to 88% 3. Doesn't impact Fairfield Blvd. or Locke Ln. traffic volume as much as Option 1 or 2

Negatives 1. Increases traffic on Fairfield Blvd. - up to 23% 2. Increases traffic on Locke Lane - up to 12% 3. Disconnects the entire neighborhood 4. No r/w to construct cul-de-sacs 5. Baptist & Balboa would be impacted by errant traffic as they try to turn around 6. Residents north of closure would not be able to drive through neighborhood to get to
