LIMITED ASBESTOS & LEAD-BASED PAINT SURVEY DATE: April 21, 2016 ATTENTION: RJ Spann Construction c/o Mr. Rick Spann SUBJECT PROPERTY: 84 Eucalyptus Lane All Saints-by-the-Sea Episcopal Church Montecito, California 93108 INTRODUCTION: On April 18, 2016, Insight Environmental, Inc. performed a Limited Preliminary Asbestos and Lead-Based Paint Survey at the subject property. The purpose of this survey was to determine the presence or absence of asbestos containing materials and lead-based paint present on the exterior of the bell tower area which is slated for renovations. This Survey was limited to the accessible and select building materials defined by the client which will be disturbed during the proposed renovations. This survey was conducted by Benjamin L. Blaker (C.A.C. #15-5563 & CDPH Inspector/Assessor #19039). Additionally, and per the request of the client, two soil samples for lead analysis were collected from the planters surrounding the bell tower, to determine if any lead contamination is present in the soil. ASBESTOS GUIDELINES According to standards established by the Environmental Protection Agency (EPA), any material that contains 1% or greater by volume of asbestos fibers is considered to be asbestos containing building material (ACBM), and is subject to special handling and disposal as specified by law. All suspect asbestos containing material samples were forwarded to EMSL Analytical in Cinnaminson, New Jersey. The laboratory report is attached to this report. LEAD GUIDELINES: The Department of Housing and Urban Development (HUD) Guidelines and the EPA’s Renovation, Repair, and Paint Rule consider lead levels of 0.5 percent lead by weight (5000 parts per million (ppm) or mg/kg) or greater; alternatively, an action level of 1 milligram per square centimeter or greater, as lead-based paint which may be a potential hazard.

INTRODUCTION: On April 18, 2016, Insight Environmental, Inc. performed a Limited Preliminary Asbestos and Lead-Based Paint Survey at the subject property. The purpose of this survey was to determine the presence or absence of asbestos containing materials and lead-based paint present on the exterior of the bell tower area which is slated for renovations. Limited Pre-Demolition Asbestos/Lead Survey Page 2 of 3 In 1978, the Consumer Product Safety Commission (CPSC) banned lead-containing paint containing greater than 0.06% (600 ppm) lead in residential paint. Lead analysis was conducted using a Niton XLp300A Paint Analyzer (Serial #81685). See the attached XL spread sheet for the surfaces tested. LEAD IN SOIL GUIDELINES The California Department of Public Health (CDPH) Regulations have established action levels for lead contamination in soil to be 1,000 ppm or mg/kg or greater in non-child play areas and 400 ppm or mg/kg for child play areas. Additionally, the local Santa Barbara County Fire Department has established a more stringent action level of 150 ppm or mg/kg for any location. ASBESTOS SAMPLING SUMMARY Asbestos Containing Building Materials:

Roof flashing mastic: This material was observed at the connection of the main roof and front entryway overhang roof. The same mastic may also be present under copper flashing near the bell tower and under the roof jacks. The asbestos analysis revealed the nonfriable flashing mastic contains 8% Chrysotile asbestos. (Approx. 10 square feet)

Non-Asbestos Containing Materials: The following materials were sampled at the subject site and found to be asbestos free:

Rock mortar on the bell tower columns at two locations Felt underlayment of the wood shingle roof section Composition shingle roof system of front entryway overhang

LEAD SAMPLING SUMMARY None of the surfaces tested at the time of our survey were found to be coated with lead-based paint (greater than 1.0 milligrams per square centimeter). The soil samples collected from the two planters near the bell tower revealed lead concentrations of 41 and 56 mg/kg of lead. CONCLUSIONS & RECOMMENDATIONS: Insight Environmental, Inc. has concluded that lead-based paint and lead in soil contamination is not present in the areas of proposed renovations specified by the client. However, asbestos containing flashing mastic is present on various areas of the front entryway overhang composition roof system. If disturbance of the asbestos containing flashing mastic is anticipated, removal should be conducted by a qualified/licensed contractor.

LIMITATIONS: The findings set forth in this survey are strictly limited to the time, date, and the scope of the evaluation. Insight Environmental, Inc. does not guarantee that all asbestos or lead will be removed or that asbestos materials in concealed locations have been discovered or disclosed.
