• District planning and budgeting not guided by functionality and service monitoring data
• Inadequate budgeting for post construction support (rehabilitation, replacement and monitoring etc)
• Districts adopting ad hoc approach of addressing breakdown maintenance and facility replacement

The pilot intends to:
– Provide a framework for comprehensive planning and budgeting for water services
– Provide a framework for predicting facility breakdown and planning for maintenance, rehabilitation and replacement
