Buck and Boost Regulation – (“Lev-CON™”)An automatic voltage regulator that boosts up or bucksdown the voltage to compensate for minor input fluctua-tions constitutes a line interactive design. Lev-CON™ usesa fast, microprocessor controlled circuit to switch betweendifferent taps or windings on a transformer to raise or lowerthe voltage as needed.

Clamping VoltageThe peak voltage occurring on a conductor, measured atthe output of a surge protection device to either the groundor neutral conductor.

Common ModeSignals that appear equally and in phase from each current-carrying conductor to ground.

EMI/RFI Noise FiltrationElectro-Magnetic Interference(EMI) and Radio FrequencyInterference(RFI) are disruptions on the smooth AC powerline sine wave. This noise on the power line can be causedby lightning, generators, radio transmitters or even house-hold appliances. This noise shows up as glitches or errorson computer systems, or “snow” on a TV.

JouleThe work done when the point of application of a force ofone newton is displaced a distance of one meter in thedirection of the force.

Line Interactive (Lev-CON™)By incorporating an automatic voltage regulator, this topology allows for much wider input voltage swings andcompensates for minor sags and swells in the line voltagewithout the need to transfer to battery, thus extending battery life.

Maximum Continuous Operating Voltage (MCOV)The maximum designated root mean square (rms) value ofpower frequency voltage that may be applied continuouslybetween the terminal of an arrestor.

Normal ModeSignals measured among active circuit conductors feeding the subject load but not between the equipmentgrounding conductor.

Off-LineThis refers to the simplest topology available, where theUPS transfers to battery power only when a low voltagelevel is breached. Under normal conditions, the utilitypower supplies the load. Off-line is typically used to backup less critical loads with a wide input voltage tolerance.

On-LineThis is the highest level of conversion and the battery/inverteris always connected to the load. As a result, there is no breakin power (i.e. no transfer time), which makes it ideal for themost critical applications. On-line also isolates the loadfrom most other power disturbances.

Pure Sine Wave OutputThis is the output wave shape from higher-end UPS prod-ucts and it is required for applications where the protectedload will not tolerate a simulated sinewave. Examples ofthis are loads that rely on the 60Hz sinusoidal waveformfor tracking, timing or clock functions and those thatrequire extended backup times.

Redundant ProtectionA module provides primary surge suppression for itsassigned phase and also secondary, or back-up, suppressionfor another phase in a three-phase system.

Sine Wave TrackingExtended range linear filtering throughout the sinewave curve offering uniformtransient voltage surge suppression regardless of the phase angle polarity.

Simulated/Pseudo Sine Wave OutputThis is a common output wave shape that is compatiblewith most loads. It is superior to a simple square-wave inthat it produces a peak voltage and an RMS voltage similarto that of a sine wave. The simulated sine wave is simpler tocreate and just as reliable as a sine wave. Also referred toas a “stepped approximation to a sine wave”.

Transfer Time The time it takes to transfer from utility power to batterypower in the event of an interruption. Most designs use thezero-crossing point for detection and typically transfer inapproximately 2/4 milliseconds, including detection time.Transfer time only applies to Off-line and Line-interactiveunits, since On-line units are always active & do notrequire a transfer to and from battery.

UL 497AApplies to secondary phone line protection.

UL 497BApplies to data with respect to phone line protection.

UL 1449Applies to Transient voltage surge suppression (TVSS) withrespect to power sources.

UL 1778Applies to Uninterruptible Power Supplies (UPS).

When describing performanceof Surge Protective Devices, many factors play a part indetermining the effectivenessof these products. This canmake it difficult to carry out areasonable comparison betweenperformance characteristics ofcompeting products. Therefore, the Institute of Electrical andElectronic Engineers, or IEEE,established uniform requirementsthat characterize the environ-ments for evaluating the perform-ance of Surge Protective Devices.

Standard C62.41 describesthree general categories ofoperating environment forSurge Protective Devices. Asshown in Figure 2, the threesystem exposure environmentsare called Category A,Category B, and Category C.

With operating environmentcategories well defined, theIEEE also established a veryprecise description of severaltransient voltage and currentwaveforms that would beexpected within each of theseareas. The transient waveformsare configured as ringwavesand combination waves.Charts 1 and 2 show the exactparameters that describe thesewaveforms in Category A, Band C operating environments.

Note that for Categories A and B, there are low, mediumand high-exposure ringwavetransients shown in Chart 1. In Chart 2, there are low, medium and high-exposurecombination-wave transientlevels for Categories B and C.

Since 1987, Underwriters Laboratorieshas tested performance of surge protective devices using IEEE C62Standards for Categories A, B and C as shown in Charts 1 and 2.

In 1998, UL revised its UL 1449testing specifically to address the“fail-safe” operation of surge sup-pression components within surgeprotective devices. The 1998 UL1449 includes testing that coversabnormal service conditions andend-of-life degradation modes char-acteristic of metal-oxide varistors.

The scope and methodology ofrevised UL 1449 testing varies inmany ways from the older standard, but three new tests are of majorsignificance:

• Temporary Overvoltage — Thedevice is connected to 125% ofthe normal system voltage forseven hours, and there must notbe any risk of fire or shock hazardas a result.

• Full-Phase System Overvoltage —This subjects the device beingtested to a simulated “loss of neutral.” For example, a 120-Voltdevice intended for use in120/240 Volt systems will be con-nected to 240V, and there mustnot be any risk of fire or shockhazard as a result.

• Limited Current Overvoltage — Inthis test, the device is subjected toincreasing levels of “stand-by cur-rent” through each mode wherean MOV is connected. The test

simulates an end-of-life MOVdegradation, or thermal-runawayscenario, and there must not beany risk of fire or shock hazard asa result. Moreover, verificationalso includes dielectric withstand(hipot) and leakage-current tests.

As before, the revised 1998 UL1449 also tests to establish clampingperformance and assigns SuppressedVoltage Ratings (SVR) at levelsshown in Chart 3. Subsequent totesting, actual clamping valuesdemonstrated by the device arerounded UP to the nearest level. By rounding UP ONLY, buyers of UL Listed surge protective devicesare assured that the performancerepresents a reliable minimum level of protection available from the device. The SVR for various categories of performance testedalways appear on the UL label indicating the device is UL 1449Listed as a surge protective device.

Testing to IEEE C62.41Standards Confirms Surge Protective DevicePerformanceUsing the IEEE Standard waveforms, all manufacturers of Surge ProtectiveDevices now have a common basisfor making comparisons. When subjected to consistent, well-definedtransient waveforms in Categories A, B and C, manufacturers have themeans to offer objective and consis-tent test results that document theeffectiveness of their products insuppressing transient voltage surges.Be wary of manufacturers that claimtheir Surge Protective Devices “PASSor EXCEED IEEE Standard C62,”because such claims are meaning-less. The C62 Standards cannot bepassed or failed, or exceeded. Theysimply serve as a yardstick for usewhen testing and documenting theperformance of Surge ProtectiveDevices.

Using the NEMALS-1 Format ForPreparing SurgeProtective DeviceSpecifications

The NEMA LS-1 Specification Format For Surge Protective Devices.

Because of the volume of data publishedby the manufacturers of Surge ProtectiveDevices, creating a specification for thesedevices is vulnerable to omissions orinconsistencies. Recognizing the need for a consistent, reliable specificationstructure, the National ElectricalManufacturer’s Association, or NEMA, hasdeveloped the NEMA LS-1 SpecificationFormat for Surge Protective Devices.Note that NEMA does not include Joule energy and device response time as relevant parameters due totheir arbitrary nature.Response time is typically meant to indicate the device’s ability to “activate”itself when a high rise time/high-frequencytransient occurs. All response time values are based upon theoretical calculations. Based on facility wiring (and the nature of transient sources which are typicallylimited to frequencies below 20 MHz,and often below 2 MHz), the turn-ontimes of most Surge Protective Devicesare far above these values, making theneed for high-frequency fast-responseparameters irrelevant.A brief review of the elements comprisingthe NEMA LS-1 format will be helpful indefining the information to be shown.1. DEVICE NAME AND MODEL NUMBER: Available from manufacturer’spublished literature and specifications.2. DEVICE CIRCUIT DESCRIPTION: Thisdefines the components within the SurgeProtective Device that actually suppresstransient voltage surges. Examples includesingle or multiple Metal Oxide Varistors(MOV’s), gas-tube design, hybrid circuit, and others. This also indicates whether thedevice is series or parallel operated.3. NOMINAL LINE VOLTAGE: Whetherthe device is panel-mounted, a plug-inunit, or a hard-wired unit, the intendedline voltage for its application should bespecified.4. MAXIMUM CONTINUOUS OPERATING CURRENT: This rating mustbe specified for Surge Protection Devicesthat contain in-line series-connectedcomponents in their circuit design to confirm that the device will be operatedwithin the circuit ampacity limits and notbe overheated when installed.5. MAXIMUM CONTINUOUS OPERATING VOLTAGE (MCOV): TheMCOV is typically dictated by the assignedrating of the MOV’s within the surge protection device. The MOV rating isestablished by the MOV manufacturerrather than by the maker of the Surge

Protective Device. This value provides aceiling for the device’s vulnerability tobeing degraded as a result of line-voltageswells.6. CONNECTION MEANS: Depending on the type of device, this could be lug terminals, terminal screws, wire leads,plug-in, or others.7. PROTECTION MODES: For point-of-use devices, three modes of surge protection should be provided: line toneutral, line to ground, and neutral toground. Of course, clamping data shouldbe furnished for each mode. In the caseof panel-mounted units, especially thoseinstalled on delta systems or at serviceentrances where ground and neutral are bonded, the devices may provideadequate protection even though every possible suppression mode is not applicable. 8. MAXIMUM SURGE CURRENT:This is a measure of how robust a SurgeProtective Device may be in the face ofextremely high peak currents associatedwith, for example, lightning-inducedsurges. The standard of measure is a single-pulse 8x20μ sec waveform specified in IEEE Standard C62.45. It isimportant that this information be providedby actual testing of the device, and notonly from calculations based on manufacturer’s component specifications.9. CLAMPING VOLTAGE: The clampingrating of a Surge Protective Device is theresult of tests conducted using the IEEEC62 Standards Collection waveforms. It’simportant for these values to show clamp-ing levels with respect to zero groundlevel, and with line voltage applied. Also, clamping data should be provided foreach protection mode the device offers.

10. EMI/RFI NOISE REJECTION:Electromagnetic interference (EMI) andradio frequency interference (RFI) shouldbe attenuated by Surge ProtectionDevices in the frequency ranges speci-fied. Test methods are based on 50Ωinsertion loss procedures outlined in MIL-STD 220A.11. SAFETY AGENCY APPROVALS:Certification organizations like UL, CSA,and NOM, should be specified along withtheir appropriate test standards, productcategories, and reference file numbers. Forexample, in the case of a plug strip, the ULlisting would be based on evaluation understandards UL 1449 TVSS (XUHT) and alsoUL 1363 Temporary Power Taps (XBYS). Inaddition, manufacturers are assigned filenumbers for their listed devices. XUHT andXBYS are UL product identifiers (CCNDirectory Codes).12. SAFETY AGENCY RATINGS: Safetyagencies assign suppression (clamping)ratings based on requirements in appli-cable test standards. For instance, the UL1449 rating levels that appear in Chart 3are used to determine clamping ratingsfor UL listed Surge Protective Devices. Itis important to note that CSA and ULboth prohibit outdoor installation ofthese devices unless they’re protected by an additional suitable enclosure likea NEMA-3R box, for example.13. PHYSICAL DATA: Available frommanufacturer’s specifications, this entryspells out device dimensions, weights, materials composition and other physi-cal characteristics. The information on all Leviton SurgeProtective Devices in this brochure isdesigned to facilitate use of the NEMALS-1 Specification Format.
