It has been found that through interchange of information among municipalities indicated as revising their codes, much of common interest is brought to light. Source. of Information The information presented in the following list of munic- ipalities is based on answers to questionnaires sent out during January and February, 1933, to building inspectors, city clerks, and others from whom it was thought authentic information could be obtained. In some cases where replies were not received information obtained in. other ways but believed to be correct has been inserted. Questionnaires were sent to municipalities having a popula- tion of 2,500 or over. The tabulation, however, is based up- on those having a population of 5,000 or over. Replies to the other questionnaires are held in the files for reference. A summary of such replies shows that in addition to municipalities shown in the tabulation there are 6<37 others that have building codes. STATUS OF MUNICIPAL BUILDING CODES

(Compiled by the Division of Build-ing and Housing, Bureau of Standards)

Purpose of Publication

Previous surveys, made primarily for the information ofthe Building Code Committee of the Department of Commerce inits work of preparing recommended building code requirements, have proved of interest to municipal officials, material pro-ducing organizations, and others concerned with the subject. It has been found that through interchange of informationamong municipalities indicated as revising their codes, muchof common interest is brought to light. This circular hasalso proved useful t-o the growing body of persons who wish tofamiliarize themselves with methods, progress, and experiencein building code revision.

Source. of Information

The information presented in the following list of munic-ipalities is based on answers to questionnaires sent out duringJanuary and February, 1933, to building inspectors, city clerks, and others from whom it was thought authentic information couldbe obtained. In some cases where replies were not receivedinformation obtained in. other ways but believed to be correcthas been inserted.

Questionnaires were sent to municipalities having a popula-tion of 2,500 or over. The tabulation, however, is based up-on those having a population of 5,000 or over. Replies to theother questionnaires are held in the files for reference. Asummary of such replies shows that in addition to municipalitiesshown in the tabulation there are 6<37 others that have buildingcodes. These codes range all the way from little more than firlimit ordinances to complete requirements.

Dates of Codes

Those to whom the questionnaires were sent were asked togive the year when the code now in use was adopted or revisedthroughout. Minor revisions and amendments take place frequently in codes and, with few exceptions, have not been considered

II.

* to change the date of the code itself for the purpose of thistabulation.

A summary of the replies, upon which this tabulation isbased, shows that ICS cities have building codes 20 years oldor over; 137 have building-.codes 1> to 20 years old; 2l6 havebuilding: codes from 10 to lp years' old; 420 have building codesfrom 5 'to 10 years old; and. -2-96. have building codes less than 5years old. In addition 4-53 cities report that they have nobuilding code. However

,the fact that a given municipality

is reported to have no code does not necessarily mean thatbuilding is unrestricted. In- a number of locations there are•state laws which apply.

Revision of Codes

The question in this case was whether work was activelyunder way on a fairly complete revision.

In order to establish what sub j ects" were requiring mostattention in revision, work, a question was asked as to theprincipal changes made in revision now going on or recentlycompleted. The most practicable method of indicating thesesubjects appeared to be to' give them an identifying number inthe tabulation and then explain the numbering elsewhere. Ac-cordingly each major subject has been assigned a particularnumber and a key to this system will be found on the last page.In l4S cases such revision .was indicated as in process whileten others reported the drafting of a new code.

Use of Department of Commerce Recommendations

The Building Code Committee of the Department of Commerceand its Subcommittee on Plumbing Have issued recommendationsin the form of seven reports. These have been made availableto local committees and others interested in safe and econom-ical requirements and the survey shows that they have beenused in 34$ municipalities in building code work.

Reports on other subjects are substantially complete andrevision of older reports is being systemmat icslly pursued. It is hoped in this way that the results of research and ofexperience may be available to all those who wish to apply them.Inquiries concerning the recommendations mentioned should beaddressed to the Secretary, Department of Commerce BuildingCode Committee, Bureau of Standards, Washington, D. C.
