1. Technology costs more now than later

2. Technology must be maintained and replaced

3. Technology should be allocated across the board and not based on position or value. It must be equitable

4. Technology must meet the EES (Effective, Efficient, and Satisfying) and TAM (useful and easy-to-use) criterion.

5. Technology must be quality first, scalable second, and generalized third

6. More is usually more when paying for technology

7. Standard shelf-life for hardware is three years, software is two years
