Prop 51 Bonds for School Facilities

What it does:

• Allows sale of $9B in new bonds forfacilities

• Cannot be used to hire teachers orfor programs

• Total cost would be $17.6B over 35years at $500M per year

retiree healthcare and $77 B in deferred infrastructuremaintenance. This would add to the debt.

Prop 52 Private Hospital Fees

for Medi-Cal

What it does:

• Makes permanent the fee (matched bythe federal government) that privatehospitals pay to participate in Medi-Cal.

• Could save $1B per year if theLegislature doesn’t extend the fee whenit expires in 2018.

Prop 52 (continued)PROS: Each time this program has been renewed there havebeen attempts to divert the money to some other use; prop 52makes sure that state lawmakers cannot use this money for anyother purpose without a vote of the people. Without this program the state would lose more than $3 billionannually in Federal matching funds. CONS: Prop 52 would give more than $3 billion to hospitalswithout a guarantee that it will help patients. Instead of helping low-income Californians, Prop 52 would givemore money to hospital corporations.

Revenue Bonds

What it does:

• Voters would have to approve revenuebonds totaling >$2B for a specific stateproject.

• Local bonds would not be affected.• It may be aimed at stopping Governor

Proponents argue that this restores the power to the people toissue bonds. They include the Howard Jarvis TaxpayersAssociation which has been advocating for lower statespending and lower taxes. Opponents argue that the need for a vote threatens the abilityof the state to respond to emergencies or natural disasters andrestricts the power of local governments to fix infrastructureand the water supply due to the $2B cap.They include the California Professional Firefighters, theCalifornia Chamber of Commerce, the Democratic Party, the Association of California Water Agencies and manycities and counties.

Prop 54 Changes to the

Legislative Process

What it does:

• Bills must be printed and posted onlineat least 72 hours before voting.

• All public meetings of the Legislaturewould be recorded and posted onlinewithin 24 hours.

• Would cost $1 – 2M for equipment and$1M per year for recording and posting.

Prop 55 Extend Tax on HighIncome

What it does:

• Extends 2012 income tax increase until2030 rather than 2018.

• 2012 temporary sales tax would expire.• Affects singles earning more than

$263,000 or couples earning $526,000per year.

• Would raise between $4B to $9B peryear.

What it does:

• Adults convicted of non-violent felonieswould be eligible for parole sooner and couldearn good behavior credits.

• Youth age 14 to 17 could not be tried in adultcourt unless decided by a juvenile courtjudge.

• Smaller prison population could save tens ofmillions of dollars per year; change injuvenile sentencing could cost counties afew million dollars.

• Requires school districts to getfeedback from parents on how Englishshould be taught.

• No significant effect on state budget.

• Directs state’s workplace safety agencyto investigate and fine producers.

• Annual costs about $1M to enforce thelaw, paid by the license fee.

Prop 61 Prescription Drug Costs

What it does:

• Limits the amount paid by state fordrugs. This is for 25 % of Medi-CAlpatients, employees and prisoners.

• Would not cover cost of drugs in state’smanaged-care programs (75 percent ofMedi-Cal patients).

• State agencies would not be allowed topay more than the VA.

• Eliminates the death penalty.• Changes sentences of death row

prisoners to life in prison without thepossibility of parole.

• Requires prisoners to work and pay 70percent of earnings as restitution.

• Saves around $150M per year in trialsand death row housing.

Marijuana Legal

What it does:

• Makes it legal to grow, possess or usemarijuana for adults age 21 and over.

• Regulates marijuana businesses.• Taxes would be set for retail sales and

growers.• Could result in up to $1B in tax revenue

per year plus reduced law enforcementcosts.

gets more votes, money would go tostate fund.
