When La Palma City Manager Domi-nic Lazzaretto submitted the Proposed Fiscal Year 2011-12 Budget for the City of La Palma and the La Palma Com-munity Development Commission of $28.6 million at the Jun. 21 City Council meeting, not everyone in the room was happy.

The budget included a new Employ-ment Resolution for the executive man-agement team with a three-year term that includes pension reforms. The La Palma Professional Employees and General Employees Associations had agreed to similar concessions.

The projected savings from two of the agreements had been included in the budget document, and the City was cur-rently actively negotiating with the La Palma Police Association, the remaining labor group.

The City Wide Program was created in 1990 by the Cerritos City Council with the goal of preserving and enhancing the appearance of the city’s residential neigh-borhoods. The Property Preservation Commission coordinates the program to honor property owners for outstanding maintenance of their homes.

With the pending retirement of ABC Superintendent Dr. Gary Smuts on June 30, 2012 the Board of Education unani-mously voted to name ABC’s Deputy Superintendent Dr. Mary Sieu to replace him effective July 1.

The vote came following a discussion on five options available to the Board in selecting a replacement.

These included: • Conduct a national search that would

be coordinated by an outside consultant who would lead both the recruitment and screening process at a cost between $25,000 to $30,000 plus expenses.

Grand Prize Winners in Cerritos 2011 City Pride Beautification Program were announced Aug. 5 at the annual awards banquet held at the Sheraton Cerritos Hotel. Seventy property owners from a field of 192 nominees were honored for superior maintenance of their homes. Cerritos City Councilmember Bruce W. Barrows was installed as President of the League of California Cities Los Angeles Division Aug. 4 in a ceremony held at the Cerritos Center for the Performing Arts. Installing officer was Los Angeles County Sheriff Leroy D. Baca

Barrows said he plans to build on the accomplishments of the past year, which he described as one of the most successful years in the history of the Los Angeles Division under the leadership of Immediate Past President Angel Carrillo.

He said the year ahead presents many challenges to cities. He cited the state’s unrelenting attacks on local revenue and its current attempt to dissolve the state’s Redevelopment Agencies is a sure sign of Sacramento’s attempt to dominate California Cities.

Attack on US Navy Seal Chopper Takes Life of Lakewood Chamber Leader SonLt. Commander Jonas Kelsall, 33, was son of John and Terri Kelsall. Local Chamber leaders express their sympathies.

The tragic downing of the Chinook helicopter that killed 30 American Navy Seals Aug. 6, in Kumar Region of Af-ghanistan, has sent shockwaves through the greater Southeast Los Angeles Coun-ty business community.

Lt. Commander Jonas Kelsall, the 33-year old son of Lakewood Chamber of Commerce CEO and President John Kelsall and his wife Terri, was identified

as one of the victims killed in Saturday’s attack.

The Department of Defense con-firmed his identification, the Los Cerri-tos Community News has learned.

The incident, officials said, repre-sents the highest number of U.S. forces killed during a single event in support of Operation Enduring Freedom.

also spoke directly to leaders of the Lakewood, Cerritos and Norwalk cham-ber of Commerce’s and all of them ex-pressed their deepest condolences to the Kelsall family.

“John Kelsall is a colleague and my heart is broken for him and his family,” said Vivian Hansen, Executive Director of the Norwalk Regional Chamber of Commerce. “When I heard the news, my heart just sunk. I hope everyone can reflect on the passing of Jonas, and to keep all of our troops in your prayers,” Hansen said.

Kelsall joined the elite “Team 6” of the Navy Seals around five years ago, and rose to the rank of lieutenant com-mander.

Catherine Gaughen, Executive Direc-tor of the Cerritos Regional Chamber of Commerce said that Jonas’s father John spoke often about his son with “beaming love and affection.”

“I know John very well, and Jonas meant the world to him. We are all feel-ing this loss, and words cannot express how this has touched the chamber com-munity here in our area,” Gaughen said.

“When John spoke about Jonas, he also glowed as a proud father. Jonas will forever be remembered as a hero, and amazing son and patriot,” Gaughen said.

It’s really a blow for all of us as Americans,” added Mayor Van Nostran. “Our military service members in com-bat zones like Lt. Cmdr. Kelsall put their lives on the line every day doing very dangerous work to try to make the world

a safer place. We owe them and their families so very much. On behalf of the Lakewood City Council and all our city residents, I want to express our deepest condolences to John and his family for the loss of their son.”

The Lakewood City Council will be adjourning its council meeting on Tues-day night in memory of Lt. Cmdr. Kel-sall.

President Barrack Obama said of the passing of the Navy Seals on Monday "My thoughts and prayers go out to the families and loved ones of the Americans who were lost in Afghanistan.”

"Their deaths are a reminder of the extraordinary sacrifices made by the men and women of our military and their families, including all who have served in Afghanistan,” President Obama said.

Defense Secretary Leon E. Panetta also expressed his sorrow for the loss.

"I am deeply saddened by the loss of many outstanding Americans in uniform and of their Afghan counterparts earlier today in Afghanistan," he said. "Their courage was exemplary, as was their de-termination to make this a safer world for their countries and for their fellow citizens.

"We will stay the course to complete that mission, for which they and all who have served and lost their lives in Af-ghanistan have made the ultimate sacri-fice," he continued. "They and their fam-ilies are in my thoughts, in my prayers and in my heart."

A full military burial for Jonas, and the others lost in this attack will be held at Arlington National Cemetery in Alex-andria, Virginia.

Hawaiian Gardens residents join Nationwide National Night Out

Residents throughout Hawaiian Gar-dens joined forces with thousands of com-munities nationwide for the Annual Na-tional Night Out Aug. 2 commemorating the nation’s fight against crime.

Community members participating in the Community Peace Walk met in the City Hall parking lot, marched east on Civic Center Drive north on Seine Avenue, ending at the Hawaiian Gardens Library/Public Safety Center on Carson where the City along with the Sheriff’s and Fire De-partment hosted a Barbeque and an eve-ning of fun activities for residents.

Los Angeles City Attorney Carmen Trutanich, Mayor Mike Gomez, City Councilmember Victor Farfan and mem-bers of the city staff, Los Angeles County Sheriff’s Department deputies and the Los Angeles County firefighters highlighted the event, talking to the residents on a one-on-one basis.

The city’s program is part of the Na-tional Night Out program designed to promote neighborhood spirit and a police-community partnership to fight crime.

Mayor Gomez welcomed the participants and said, “ By participating in the National Night Out we are showing that Hawaiian Gardens is focused and united. Only to-gether can we make Hawaiian Gardens a city to live in.”

Gomez cited the Neighborhood Watch Program, the Safety Center and Public Li-brary as examples that city can be proud of. “Our neighborhoods are united and we will fight back,” he stated

Captain Christy Guyovich described Hawaiian Gardens as a great city to live in. She thanked the residents for their support. “We’re here to keep you safe,” she said. “There are lots of you and a few of us so we need your help.”

Fire Department Battalion Chief Dan Ertel thanked the city’s residents for their support. “I've worked in Hawaiian Gar-dens a long time,” he exclaimed, “and I have seen miraculous changes in this city. Hawaiian Gardens is a great city.” He said the Los Angeles County Sheriff Depart-ment and the Los Angeles County Fire Department are working together to make Hawaiian Gardens a safe city and one the residents can take pride in their city.

Norwalk Chamber of Commerce warns of advertising scam

The Norwalk Chamber received a phone call from a member to let it know they had been scammed by an Adam Partida representing Anaheim Living.

He had sold them an opportunity for direct mail advertising, similar to the Pennysaver. When they did not receive any copies of the publication, nor did

they have anyone bring coupons by their store, they became suspicious.

When trying to contact the sales rep back, there were no return phone calls or emails.

His business card only has phone and emails listed, no street address. A business next door to them also confirmed that they had purchase ad space in this publication, and they were scammed also.

The Chamber asks that everyone be aware that this person may be hitting businesses in the Norwalk Community and always investigate fully any per-sons trying to sell you something.

Cerritos City Manager speaks to Cerritos Optimist Club

Cerritos Optimist Club featured Cerritos City Manager, Art Gallucci as the keynote speaker for the August 4th, breakfast meeting. Gallucci re-affirmed the City of Cerritos is in good financial state despite the slowed economy. He said the effective use of the City's Redevelopment Agency generated the necessary revenues. Gallucci also shared with the members, the City Council will soon review the impacts of the State legislation of eliminating redevelopment agency at its next Council meeting.

Cerritos teen named Distinguished Young Woman of CaliforniaBy Larry Caballero

Cerritos teen Hannah Joo was named the 2012 Distinguished Young Woman

of California Jul. 30 and awarded $16,000 in cash scholarships during a state-wide scholarship program for high school girls held at the Harvey Auditorium in Bakersfield.

Joo was one of 40 high school senior girls who competed to represent the

state. Participants were evaluated in the categories of Scholastics (20%), Interview (25%), Fitness (15%), Self-Expression (15%) and Talent (25%).

“The most rewarding part of this pro-gram is the spirit of support and encour-agement among the participants, which speaks to the Be Your Best Self’ program,” said Joo. “We encourage each other to be our best, without changing who we are.”

Throughout the next year, Joo will rep-resent California at various public events and serve as a role model to young people by spreading the program’s national out-reach message of “Be Your Best Self.”

“During the 10 days Hannah was in Bakersfield, we could see her changing,” said Joo’s mother. “The Distinguished Young Women program has helped her learn to fully express her caring and appre-ciation towards others.”

The program has had THREE winners in the past 10 years! Shefali Kosha Shah in 2002, Lisa Yi in 2004, and now Hannah Joo in 2012.

Joo is the daughter of Steve and Kay Joo and will be a senior at Whitney High School this fall.

More than 300 guests attended the sold-out Mar. 27 Cerritos-Artesia Distinguished Young Women Scholarship, Leadership and Talent Program at CPE Malibu Room sponsored by Rotary Club of Cerritos-Artesia, City of Cerritos, Cerritos Opti-mist Club and Soroptimist International of Artesia-Cerritos. This year’s Committee is co-chaired by Darshna Shah and Rhonda Burd.

Thanks to the donation and support from community leaders and merchants, the DYW Committee awarded over $4500 of scholarships and over $3000 of products and services.

“Our scholarship program, for the Cer-ritos- Artesia Distinguished Young Wom-en, strives to inspire high school girls to develop their full and individual potential. Weekly crime summaryAugust 1-7, 2011

There were sixteen Part I felony investigations conducted by members of the Cerritos Sheriff’s Station last week, down from twenty-seven the previous reporting period. All categories in this report decreased with the exception of robberies, which remained the same. Calls for service were also lower after 267 were handled by patrol personnel. The current 2011 weekly average in calls for service is 273.

There was one robbery reported. On Wednesday August 3 at approximately 10:35 p.m. a male juvenile suspect con-fronted a group of male juveniles in the 13600 block of Acoro Street, pulled up his shirt that showed he had a firearm in his waistband, and demanded property. After obtaining a wallet, the suspect fled on foot. His mother later accompanied him to the Cerritos Sheriff’s Station where he turned himself in.

Residential burglaries dropped from three to one last week. A front door was kicked in and a TV, laptops, and handguns were taken. The 2011 weekly average in residential burglaries remains at 3.6.

Good neighbors watch out for each other. NEVER hesitate to call Cerritos Sheriff’s Station to report any suspi-cious persons or vehicles.

There were three commercial burglaries and one “other structure” bur-glary investigated. There were seven cases the previous week. Three closed businesses were targeted where glass doors were shattered and a hole cut in a door. Computer towers, laptop comput-ers, keyboards, cash, and MP3 players were stolen in those cases. The fourth case involved a fitness center locker where a wallet, cash, keys, and ID were stolen. The 2011 weekly average in commercial/“other structure” burglaries is 3.3.

Vehicle burglaries dropped from ten to five last week. Four were from high-volume commercial parking lots, and two SUVs were targeted. A GPS unit was taken in one crime. Tools, ladders, duffle bags, cash, a briefcase, a helmet, and a gas mask were among the items reported to be missing. The 2011 weekly average in vehicle burglaries re-mained at 5.1. Vehicle thefts were down from four to three last week. All three were from high-volume commercial parking lots. Two were Nissans and one was an SUV. The 2011 weekly average in this crime is now 2.9.

For the leadership of Lakewood Medical Center Foundation, ensuring a quality medical education for the next generation of physicians is a mission they take very seriously. International Exchange Program brings Chinese Students to AmericaBy Larry Caballero

Sarah Zhou was attending the Uni-versity in Guang Zhou, China, when

she was asked if she would like to earn summer school credit by visiting Cali-fornia for three weeks. She didn’t have to think about it very long.

As part of a summer International Exchange Program sponsored by the Educational Resource Development Trust, Special Programs Division, Sarah and about 35 other students from throughout China would be given the opportunity to learn more about Ameri-can history, culture and traditions.

In the first two weeks, the group has visited Disneyland, Knotts Berry Farm, Hollywood Grauman’s Chinese Theatre, UCLA, Biola College and the Cerritos Library.

The students are staying with host families including long-time La Palma resident Jan Jensen who said, “I had no idea what it would be like to host stu-dents from another country, but I have loved every minute of it. It has truly been an amazing experience, and I am so impressed with how well they speak English.”

Program Coordinator Lynneta Ruth hopes that more host families will vol-unteer next year. She can be contacted at 714-357-4706 for anyone who would want to open up his or her home next year.

This is Ruth’s first year as Coordina-tor, and she has learned so much about the history, culture and traditions of China, and she plans to continue being involved in the program.

One bad inning keeps Artesia Punishers 16-Under team from being PremierBy Loren Kopff

IRVINE-Through all of the success the Artesia Punishers 16-Under travel ball team has had all summer long, head coach Roger Chavez has said that the defense is the strongest part of the team. However, it was the defense that was the bugaboo last Friday morning against the (Oak Park) So Cal Pumas.

The Punishers yielded five runs in the top of the sixth and a furious rally came up short in a 7-5 loss, eliminating the team from the second annual Premier Girls Fast-pitch National Championships. The Pun-ishers finished tied for 17th place out of 65 teams in the 16-Under age division.

“That’s the part that is hard to accept,” Chavez said of his defensive woes. “When things went wrong, they went wrong quick-ly and it was hard to catch up. We weren’t really hitting that pitcher.”

The Punishers fell behind 2-0 in the top of the third but quickly tied the game in their half of the inning. Left fielder Madeline Kaplan (Harvard-Westlake High School) had a base hit, stole second and scored when second baseman Sara Foster (Millikan High School) reached on an er-ror. That was followed by a base hit from catcher Brooke Huddleson (Mission Hills High School), which allowed Foster to tie the game.

The game would stay deadlocked un-til the sixth but the Punishers would have their share of opportunities to break the

tie. They were benefited with nine walks in the game but stranded a dozen base run-ners including seven through the first five innings.

“It was disappointing that we weren’t able to take advantage of that,” Chavez said. “Whenever we had the right player coming up at the right time in the middle of the lineup with runners in scoring posi-tion, we just couldn’t push them across the plate.”

Those runners left on base would haunt the Punishers because in the top of the sixth, the Pumas erupted for five runs on four hits and three walks, two of which occurred with the bases loaded. The Pun-ishers, though, rallied back in their half of the frame with singles from center fielder Amanda Sandoval (North Torrance High School), Foster and Huddleson plus walks issued to Kaplan and right fielder Amy Ze-ronian (Marshall High School). Despite cutting their deficit to three runs, the Pun-ishers left the bases loaded. In the seventh, Madi Perez (Fountain Valley High School) doubled and scored on the second of two straight wild pitches. Again, the Punishers left two more runners on the bags.

“I don’t think they were tired [from the night before],” Chavez said. “They weren’t as focused as I wanted them to be. We had played this team in state and we had beaten them in state. So, I kind of had an idea of their style of play, which was a lot of small ball. I wanted to make sure we were ready for it. It wasn’t until we got behind that we recognized that we may be out of this tour-nament.”

The Punishers began life in the loser’s bracket last Thursday afternoon by scoring two runs in the top of the sixth and held on for a 3-2 victory against the (Kenilworth) IL Chill. Third baseman Sydney Colenzo (Downey Calvary Chapel High School) doubled home Zeronian for the first run of the game in the top of the fifth. But in the next inning, first baseman Taylor Jer-rick (Kennedy High School) and Perez had

back to back hits. Both would steal a base and with two outs, Foster singled to the left field gap to plate both of them. Colenzo, Foster, Jerrick and Zeronian all went two for four while Perez struck out six and scat-tered six hits as she worked into the sixth inning.

Later that night, the Punishers played in perhaps the best game of the tournament, rallying twice against the (Westminster) So Cal Choppers before scoring twice in the bottom of the ninth to escape with a 4-3 victory. With Jerrick beginning the bottom of the ninth at second per the international tiebreaker rule, she moved to third on a one-out single from Perez. Then with two outs, Foster singled to left to tie the game and Zeronian singled to right for the game winner.

The Punishers banged out a dozen hits with Huddleson going three for three and Foster going three for five. Colenzo led the team in hitting with a .609 average during the tournament. Next was Foster (.524) who along with Kaplan shared the leadoff and the ninth spot in the lineup.

“Maddie had been struggling to get on and Sara was producing at the bottom,” Chavez said. “For a long time Sara had been [in the leadoff spot] and was doing very well, then went into a big slump. I felt to take some of that pressure off. I dropped her down in the lineup.”

Pitcher Reina Trejo (Torrance High School), who pitched in seven of the eight games over five days, went the distance. She struck out five and threw 120 pitches and for the week, posted an earned run av-erage of 1.50.

“Reina Trejo pitched a wonderful game,” Chavez said. “The Choppers are a well coached team. Whenever they hit the ball, it was very hard.”

Although the Punishers fell short of their goal at the PGF National Champi-onships, the summer was still a success. The team qualified for two national tour-naments, finishing fourth in the Amateur

Softball Association state tournament and finished in 13th out of 90 teams in the Colorado Fireworks Tournament in early July.

“When we first embarked after high school, I knew we had a good team,” Chavez said. “Heading into the Las Vegas Showcase…we did well over there. Then we had the back to back qualifiers for na-tional tournaments. We were excited to have that type of outcome. I think we had a lot of momentum coming into Nation-als.”

The remaining players are: Alexandra Algandar (Bishop Amat High School), Nicole Chavez (Kennedy High School), Chelsea Cuevas (Lakewood High School), Makayla Dole (Western High School), Kira Ito (Artesia High School), Alyssa Puente (Mayfair High School), Sabrina Valencia (Millikan High School) and Sa-brina Walker (Downey High School). The assistant coaches are Jerry Gallegos, Hali Mooring and Jenna Wheeler.

11th Annual Friendship POW POW Held in Hawaiian Gardens

Hawaiian Gardens held its 11th An-nual Robert Canada Friendship POW WOW last weekend on the Furgeson Elementary School athletic field with representatives from different tribes native to the Western United States participating.

The two-day event featured Native American arts and crafts, drum keep-

ing rhythm to the dancers, food booths with dishes that included an Indian Taco made with Indian Bread and homemade chili with shredded lettuce sprinkled over it. Other booths offered American hotdogs, hamburgers and soft drinks.

The Pow Wow honors former May-or and Councilmember Robert Canada.

It consists of the Arena Director Victor Chavez, Master of Ceremonies Ben Hale, Head Dancers Ben Wolf and An-gela Campos, Host Northern Drums were Hale & Company and Southern Drums were Changing Spirits, Head

Gourd Dancer David Patterson and Spiritual Leader Jim Castillo.

The POW WOW ended Saturday night with a Bear Dance Ceremony. Castillo explained the POW WOW is a time to fulfill friendships.

Historically they were held once a year with different tribes traveling long distances to mix with other tribes, participating in friendly games of competition and renewing old friend-ships. “Castillo added that Southern

California has on of the largest Indian populations in the nation.

The Hawaiian Gardens POW WOW was first held when the city’s late Mayor Robert Canada introduced it to the community. Canada, who was

proud of his Native American Chero-kee Heritage thought there was enough Native Americans living in Hawaiian Gardens who would enjoy having a POW WOW held in their city. The first POW WOW was held in the C. Robert Lee Activity Center.

In attendance on opening day was Mayor Mike Gomez, who par-ticipated in the opening ceremony, Councilmembers Victor Farfan and Reynaldo Rodiguez, and Mayor Pro Tem Michi Oyama-Canada.

• Conduct a national search. ABC staff would coordinate the search and screen-ing process at a cost between $8,000 to $10,000 plus expenses.

• Hire an interim Superintendent. Cost: $2,000 to $5,000 depending on scope of recruitment and screening.

• Appoint a candidate from outside the school district at minimal cost.

• Appoint a candidate from inside the school district at a minimal cost.

The Board narrowed in on the first and fifth approach. Board member James Kang praised Dr. Sieu and he felt she was well qualified for the position. At the same time he would like to see a national search with Dr. Sieu being one of the candidates. That way, he said, he would feel they had selected the best candidate.

The Board majority however, said with the state of the economy and un-certainty what Sacramento will do next effecting the state’s schools, they felt they needed someone who not only was more than qualified for the position but someone who knew the district, its teach-ers and staff and the community at large, noting that she was the immediate past president of the Cerritos Regional Cham-ber of Commerce.

Board Member Celica Spitzer fa-vored naming Dr. Sieu to the post. She said Dr. Sieu has worked with Dr. Smuts for the past five years and it would be a natural flow for her to be named super-intendent. “I see no need to look outside the district,” she stated. “We have a very highly qualified person in house to fill this position.”

Board Member Olympia Chen said

the ABC community respects Dr. Sieu. They know her, trust her and they also work very well with her. She knows many people. Teachers will talk to her about their classrooms and are very com-fortable working with her.” Chen also noted that Dr. Sieu recently “graduated” from the office of President of the Cham-ber of Commerce and the members have a very high respect for her.

She also noted that Dr. Sieu was re-sponsible for many of the Grants the Dis-trict has received.

Board member Sophia Tse agreed that Dr. Sieu has the respect of every-one. Getting an outside person to fill the Superintendent’s position is going to be very hard for the District, students and teachers. She said Dr. Sieu knows the District, it’s budget, asking why bring in someone who doesn’t know ABC. It will be hard on the District, she asserted. She thanked Dr. Sieu for being here.

Board Member Kang asked what was involved in the first option to conduct an outside search. Dr. Smuts said the Dis-trict would hire an outside firm or indi-vidual to do an outside search that would take between three to six months before the Board would make a decision on the candidates. He said whoever was hired would work be responsible to the Board of Education.

Kang said he personally liked Dr. Sieu and would make a good superinten-dent. However he favored a search com-mittee to look at candidates both inside and outside the District. He said to him it is a matter of principle.

Board Member Reyes said given the fiscal situation in the state, the last thing the District need is a vacuum. He stated, “ We need stability, We need someone who can step in and give us continuity.“

He said he favored Dr. Sieu to fill the po-sition.

Board President Maynard Law said, “We wouldn’t be where we are now if Dr. Sieu wasn’t here.” He said he saw no reason to have a nationwide search when we have Dr. Sieu here. The Board then voted unanimously to name Dr. Sieu Su-perintendent effect July 1, 2012.

At the Aug. 2 meeting City staff an-nounced that the LPPA had agreed to con-cessions as well, but only after residents voiced concern that the city could not con-tinue to sustain generous retirement ben-efits given to the police.

The adopted reforms included a second tier retirement plan for future employees that will provide lower benefits, and it in-creases the retirement age for safety and non-safety employees. It also requires cur-rent employees to begin paying for a por-tion of their retirement costs.

Mayor Rodriguez said, “The contri-butions that the employees are making to make this budget work are not lost on me. We have had pain and cuts across this orga-nization in various ways, and the ones that hit people directly hurt the most. The em-ployees have stepped up and their efforts are appreciated.”

Lazzaretto said, “The City Council’s

number one goal for 2011 was to adopt a fully balanced budget without cutting ser-vices or raising user fees. Thanks to the employees, we can proudly say that the goal has been achieved.”

Cerritos Hosts Korean Soccer Tournament

Members of the Cerritos City Coun-cil presented Dennis Kim , President of the Cerritos Korean Soccer Club, with a Certificate of Merit in honor of the club’s 25th Annual Soccer tournament held at the Cerritos Sports Complex last weekend. Making the presentation were Councilmember Joseph Cho, Mayor

Chen and Councilman Mark Pulido.“My Council Colleagues and I are

delighted that the City of Cerritos is the host City for the Cerritos Korean Soccer Club 25th Annual Tournament at the Cerritos Sports Complex,” stated the Mayor.

Five hundred players and 35 teams come from as far as San Francisco and San Diego to compete in the day long event. “Soccer is a sport which requires great sportsmanship, dedication and physical stamina. Again, Congratula-tions to all the teams and players for a very successful tournament!”
