    his salary for his failure to

    warrant in a case lodged

    Mukherjee Nagar police

    station in 2002 under the

    Arms Act.

    On the SIs appeal,

    the sessions court modied the order considering that the SI

    had misplaced the NBW and his failure to execute it was not

    deliberate.

    The concerned revisionist (Kishan) is directed to be carefulin future regarding the processes issued by courts.

    According to ASJ, Since NBW was misplaced by him, the

    revisionist is directed to furnish an apology before the trial court

    with an undertaking that he shall be careful in future regarding

    the processes received by him for the purpose of execution.

    During the hearing on revision petition, Kishans counsel

    had told the sessions court that his client was the IO of the

    case and had conducted the probe and had led a charge

    sheet before the magisterial court.

    The counsel said the NBW issued against the accused

    was given to Kishan but the same could not be executed as

    it was misplaced. He added the magistrate passed the order

    against the SI without hearing him.The state, however, had sought dismissal of Kishans plea

    before the sessions court saying the magistrate had rightly

    passed both the orders against him on not returning the NBW

    issued against the accused.

    Indias New Visa Processing

    Good news to all visa applicants in India! A new visaprocessing system took effect on September 26, 2012 which

    made it more convenient for all Indian applicants in making

    payments and scheduling appointments. This standardize pro-

    cedures was announced by the United States Embassy in India.

    Starting September 26, 2012, all applicants will be able toaccess a new website to ll out application forms, check what

    documents are required, be able to pay visa application fees,

    schedule an appointment for biometrics collection, and will be

    able to schedule an interview at a U.S. Embassy or consulate.

    This new processing system allows applicants to schedule

    their appointments either online or by phone. They wouldnt

    need to pay the call center for any fee at all. In addition to that,

    they are given the option to use whatever language theyre most

    comfortable with, like: English, Hindi, Punjabi, Gujarati, Tamil, and

    Telugu. Whats also very nice in this new system is that they will

    be able to chat directly (www.ustraveldocs.com/in) to have their

    questions answered through the new website during call center

    hours: 8am- 8pm Monday- Friday, and 9am- 6pm on Sunday. The

    numbers to call are: (91-120) 660-2222 or (91-22) 6720-9400 in

    India or 1-310-616-5424 in the United States. They may also send

    emails in English or Hindi at [email protected].

    More convenient payment options (in paying their U.S. Visa

    application fees):

    Companies and travel agents may obtain multiple fee receipts

    for group travel under this new system.

    Comes with this new processing is a requirement for appli-

    cants to make two appointments: for ngerprint collection and

    for a consular interview.

    Applicants are also advised to visit an Offsite Facilitation

    Center (OFC) to submit their ngerprints and a photo prior to

    their visa interviews. Currently, applicants waiting period for visa

    interview appointment is less than ten days and less than one

    hour at U.S. Consular facilities in India.

    The death of an ailing womanwho was refused an abortion in an Irish

    hospital has inamed longstanding con-cern about Irelands tight restrictions on

    when women can terminate a pregnancy.

    Praveen Halappanavar told that his

    wife, Savita, was suffering intense pain

    and had been told her baby would not

    survive. Upset but resigned to losing her

    child, she was denied an abortion despite

    repeated pleas with their Galway hospi-

    tal as she suffered shakes and vomiting.

    The consultant said it was the law,

    that this is a Catholic country. Savita

    said, I am neither Irish nor Catholic,

    but they said there was nothing they

    could do, Halappanavar told the news-

    paper from India.

    As long as the fetus still had a heart-

    beat, the husband said they were told,

    an abortion was illegal. Days later, the

    heartbeat stopped and the remains were

    removed, but Halappanavar grew sicker,

    eventually dying of blood poisoning, her

    husband told the Irish Times.

    The Galway Roscommon Uni-

    versity Hospitals Group said it could

    not discuss the details of her case

    with reporters, but was reviewing the

    unexpected death in line with its usualprocedures to establish what had hap-

    pened. It extended its sympathy to her

    husband, family and friends. The Health

    Service Executive, a national body that

    oversees Irish healthcare, is also carry-

    ing out a review and will recommend

    any changes needed to prevent similar

    incidents, it said.

    While abortion is banned under the

    Irish constitution, its highest court ruled

    decades ago it is allowed when the life

    of the woman is in peril. But with nodetailed regulations or guidelines for

    doctors, the question of when a fetuscan be aborted remains murky.

    Even doctors who think abortion is

    needed may fear arrest or losing their

    careers, abortion activists say. Critics

    argue the legal limbo makes doctors souneasy that they refuse to perform the

    procedure even when mothers are at

    risk or a baby is already expected to die.James Burke said he and his wife

    learned that their child wouldnt survive

    outside the womb because of a raresyndrome, but were told they had leave

    the country to get a medical termination.

    They went to England.Its just so saddening that it has to

    come to a woman and her child dying

    for people to start talking about it,

    said Burke, who went public with his

    own story last year. He is now part of

    an activist campaign called Termination

    for Medical Reasons Ireland.

    Nearly two years ago, the Euro-pean Court of Human Rights ruled that

    Ireland had violated European Union

    law by failing to adequately protect the

    lives of women. The Irish government

    called upon a group of experts for advice

    on how to clear up its abortion rules;

    that expert group gave its report to the

    Irish health department Tuesday night

    for review, just before the Irish Times

    published its story.

    While Sinn Fein and other political

    parties pressed the government to pass

    long overdue legislation ensuring

    that abortions to save women would beallowed, Prime Minister Enda Kenny

    argued that the government should not

    take action before the death is fully in-

    vestigated. His Fine Gael political party

    said any changes should also await the

    expert report on abortion law.

    The matter will come before

    government in due course, it said

    Wednesday.

    Sen. Kathryn Reilly of Sinn Fein

    argued that the tragedy exposed the

    damage done by inaction. Were no

    longer dealing with what-ifs. Were no

    longer dealing with a hypothetical situa-tion, she said, pressing the government

    to say when the report would be made

    public and laws would be passed.

    It just cant go on anymore,

    Reilly said. Protests and vigils were

    planned Wednesday night across the

    country as the news spread in Irish and

    international media.

    The Irish law is unusually restric-

    tive for a country in Europe, but the

    resulting barriers to abortion access

    are much like those in poorer countries

    that get less media attention, said PattySkuster, senior policy advisor for Ipas,

    which advocates for safe abortion.

    About 10,000 people marched through Dublin andobserved a minutes silence Saturday in memory of theIndian dentist who died of blood poisoning in an Irishhospital after being denied an abortion.

    Marchers, many of them mothers and daughterswalking side by side, chanted Never again! and heldpictures of Savita Halappanavar as they paraded acrossthe city to stage a nighttime candlelight vigil outside theofce of Prime Minister Enda Kenny.

    The 31-year-old Halappanavar, who was 17 weekspregnant with her rst child, died Oct. 28, one weekafter being hospitalized with severe pain at the start ofa miscarriage. Her death, made public by her husbandlast week, has highlighted Irelands long struggle tocome to grips with abortion.

    Doctors refused her requests to remove the fetusuntil its heartbeat stopped four days after her hospi-talization. Hours later she became critically ill and herorgans began to fail. She died three days later of blood

    poisoning. Her widower and activists say she could havesurvived, and the spread of infection been stopped, hadthe fetus been removed sooner.

    The case illustrates 20 years of confusion in abor-tion law in Ireland, where the practice is outlawed in the

    constitution. A 1992 Supreme Court ruling decreed thatabortions should be legal to save the life of the woman,including a woman who makes credible threats to com-mit suicide if denied one. But successive governmentshave refused to pass legislation spelling out the rulesgoverning that general principle, leaving the decisionup to individual doctors in an environment of secrecy.

    Many doctors say they fear being targeted by law-suits or protests or even charged with murder ifthey perform an abortion to safeguard a womans life.

    Speakers from socialist parties, womens groupsand abortion rights organizations addressed the crowd

    Saturday. They decried the fact that two decades hadpassed without any political decision to dene whenhospitals could, and could not, perform abortions.

    About 1,000 people staged a more prayer-orientedrally in the western city of Galway, where the Halap -pavanars settled in 2008. Some placed candles spellingSavita on the pavement in Galways central EyreSquare.

    Halappanavars husband, Praveen, took her bodyback to India for a Hindu funeral service and crema-tion Nov. 3 but intends to return to his job as a medicaldevices engineer at Boston Scientic in Galway.

    The Irish governments inaction on abortion meansthat the only law on the books dates to 1861, duringBritish rule, declaring that the procurement of a mis-

    carriage amounts to murder and could be punishableby up to life in prison.
