About Active MississaugaActive Mississauga is published and distributed semi-annually to residents during the winter and summer seasons. While we make every effort to ensure that all residents receive a copy on distribution, we do experience some difficulties gaining access to some apartment and condominium complexes.If you do not regularly receive a copy of this magazine and would like to, please ensure that your building management is aware of your request so our carriers may gain access for delivery. Active Mississauga is also available for pick-up throughout the year by visiting your local Mississauga community centre, library or arena.

On the CoverBreak dancing or “breaking” is a great way to get active. Check out the break dancing and hip hop programs offered in this book and learn how to perform a “freeze” as featured on the cover. The cover was selected to highlight the City’s Youth Plan initiatives currently underway—check the City’s website for details.

Mayor’s Message

Dear Residents,

On behalf of my colleagues on Council, I am pleased to present the 2008/2009 fall edition of Active Mississauga, your guide to the City’s recreation and leisure programs. Also included in this issue is the annual City Guide which outlines City services and information in one easy-to-use reference source.

Mississauga continues to be a wonderful place to live and work. My colleagues on Council and I have worked hard to make Mississauga dynamic and exciting while setting the standard of healthy living. The City has formed an important new committee of Council, the Environmental Advisory Committee (EAC) to support our goal of “Living Green.” Its objectives are to help develop an environmental plan, protect our environment and promote green development. We have many initiatives underway to ensure a thriving and people-oriented city well into the future.

City staff are working on two important strategies, the Youth Plan and the Older Adult Project. We need to better understand these two important segments of our community and how we can best serve them. Both of these plans will help us prepare for the future. Mississauga’s population is aging and of course the youth in Mississauga represent the leaders of tomorrow.

Another exciting project is the Mississauga Bus Rapid Transit (BRT) Project — a two-lane bus-only roadway for both Mississauga and GO Transit that will serve thousands of riders each day. Once the BRT is complete, you will be able to travel through Mississauga and the GTA much more quickly. The first phase is expected to be completed by 2012 and we are developing it in partnership with GO Transit and our provincial and federal governments.

Last year, Mississauga launched Our Future Mississauga — Be Part of the Conversation, one of the largest community engagement initiatives ever undertaken by the City. We connected with almost 100,000 stakeholders through presentations, events, media and the great “puzzle piece” campaign. We will use the information we received to develop a vision and new Strategic Plan that will shape our City in the next 40 years.

Please continue to visit our City’s website for updates on all these projects. I want to thank you for coming out to public meetings, events and volunteering. Your participation is what makes our City strong. I hope you will take advantage of all the programs the City of Mississauga has to offer and continue to support our healthy city vision by becoming more physically active.

Council’s RoleAs representatives of the people of Mississauga, it is City Council’s role to ensure that the right services are delivered at a reasonable cost to residents.

Having both legislative and executive responsibilities, City Council deals with matters which require policy direction, by-laws or by-law amendments, and responses or actions to pertinent issues. It is also Council’s responsibility to ensure that plans developed to guide future development in the City are in the best interest of residents.

City Council also strives to ensure that decisions made at the provincial and federal level align with Council’s decisions on issues that affect Mississauga’s residents and businesses.

the Mayor’s Special RoleThe Mayor, who represents all residents of the City, serves as the chairperson for all Mississauga Council meetings. As head of Council, the Mayor oversees its efficient operation, and signs all by-laws which are approved by Council. The Mayor is also the ceremonial head of Mississauga and represents the City at both private and public events.

Councillors’ Special RolesWhile all members of Council are fully involved with the discussion and resolution of City-wide issues, Councillors are specifically responsible for ensuring that the issues of concern to residents in their wards are voiced.

City ServicesSome of the services that the City of Mississauga is responsible for include:

School BoardsThe Peel District School Board and Dufferin-Peel Catholic District School Board consist of directly elected trustees. While the City of Mississauga collects taxes on behalf of the school board, since January 1998 the Province of Ontario determines the amount of school taxes to be paid. City CouncilThe body that governs the City of Mississauga is City Council which includes a Mayor and Council members. The Mayor represents all residents in Mississauga and is elected by all registered voters. Councillors represent specific areas known as wards and are directly elected by registered voters in each ward.

Region of Peel CouncilThe Region of Peel includes the City of Mississauga, City of Brampton and Town of Caledon. Mississauga’s Mayor and members of Council also represent the residents of Mississauga on the Region of Peel Council.

do i have to get my cat registered?Mississauga requires all cats be registered. Lifetime fee is $20 for spayed or neutered ($10 for owners 65 years and over); $40 for unaltered ($20 for owners 65 years and over). Replacement tags are $5. For more information, call 905-896-5000.

Where are the leash-free zones in Mississauga?There are approved leash-free zones for dogs in the following parks: Jack Darling; Totoredaca; Garnetwood; Etobicoke Valley; Quinippenon Meadows; and Parkway Belt Park. For more information about the City’s leash-free zones, call the hotline at 416-761-POOP (7667). Remember, dogs must be kept on a leash until they are inside the leash-free zones.

Who is responsible for picking up after dogs?Dog owners and walkers are responsible for cleaning up after their dogs. Please carry a scoop and bag with your dog off your property, and help keep our City clean. Owners who fail to “Stoop and Scoop” their dog’s excrement can be fined. All offences are subject to a fine of $90 plus a $20 service charge.

My neighbour and i cannot agree on a fence between our shared property line. What can i do?The City of Mississauga does not become involved in disputes between neighbours over the erection of division fences. By-law 0075-2004 was enacted for the purpose of setting out standards and procedures to assist neighbours in resolving disputes in a fair and equitable manner. The by-law sets out a procedure to determine how the cost of the division fence shall be shared and provides that any amount so apportioned shall be recoverable under the Provincial Offences Act. If an adjoining owner fails to provide payment in accordance with a Notice of Intent issued by the land owner seeking to build a division fence, it is the land owner’s responsibility to initiate further proceedings to recover the share of the cost of the fence. Why were my guests’ cars ticketed? they weren’t bothering anybody.If cars are ticketed for exceeding the designated time limit for parking on a residential street, it means that the City received a complaint and sent a Parking Control Officer in response.

Am i allowed to park over sidewalks to get an extra car in my driveway?Parking over sidewalks and on paved boulevards adjacent to driveways is not permitted.

Where can i park my car when my driveway is being repaired or if i’m having guests overnight?Parking in Mississauga is limited to three hours unless otherwise posted; therefore, on most streets you cannot park longer than three hours at any time. However, you can request a special consideration by contacting Parking Control at 905-896-5678 from 8 am to 4 pm on weekdays. After 4 pm or on weekends, call 905-615-3000.

What projects do not require a building permit?A building permit is not required for a detached accessory structure (any other building or structure other than the house) which measures less than 10m2 (108 sq.ft.) in area. Only one accessory structure is permitted per lot.

Can i widen my driveway and who do i contact?Prior to widening your driveway, you should contact the Zoning Plans Examination Section at 905-896-5581 to ensure compliance with the City’s Zoning By-law. If your subdivision is not yet assumed by the City, you must also obtain the developer’s permission to widen your driveway.

Where can i obtain a survey of my property?The City of Mississauga does not provide copies of property surveys. They may be obtained through the Land Registry Office, 7765 Hurontario St., Brampton, Ontario. For more information, call 905-874-4008.

Recreation and Parks

Who do i call to get a City tree inspected/planted/removed?The Forestry Unit is responsible for inspecting, planting and removing City-owned trees. City trees are usually located on the boulevard, which is the piece of grass between the sidewalk and the road. If there is no sidewalk, a tree inspection must be requested to determine tree ownership. For more information, call 905-615-4100.

When do i need a tree Removal Permit?No person shall injure or destroy five (5) or more trees each with a diameter greater than 15 cm (6 in) on a lot within one calender year without obtaining a permit.

Who do i call if i notice a burnt out light in a Mississauga park or trail?Call Facilities and Property Management at 905-615-4999. They are responsible for the maintenance of park lights.

Roads/Sidewalks/traffic/Seasonal Services

My streetlight is burnt out. Where do i call to have it replaced?Call Enersource at 905-566-2718 to report that the street light is not working.

We are planning a block party. Can we close off the road?The Transportation and Works Department will issue a permit (free of charge) for the closure of a local residential roadway for a period of less than 10 hours. The following must be submitted to the Traffic Operations Section four weeks prior to the event: cover letter with a contact name, address and phone number; date, start and finish time of event; signed petition by at least 80% of the residents directly affected by the road closure indicating their support. Once approved, a letter will be sent to you indicating that an appointment must be made to pick up a Road Occupancy Permit. For more information, call 905-615-3200, ext. 5131.

does my neighbourhood receive leaf pick-up service?The Transportation and Works Department provides curbside/ditch vacuum leaf pick-up in selected areas of Mississauga during the fall season only. This service is available to residents receiving the special delivered notice, which indicates the specific weeks leaves will be vacuumed. The schedule may vary depending on weather conditions and quantity of leaves in your area. For more information on leaf vacuum pick-up, call the Engineering & Works Division at 905-615-3000. For regular curb-side pick-up, call the Region of Peel at 905-791-9499.

How quickly will my street be sanded or plowed after a snowfall?Snow clearing operations for roads are done according to a Priority Route System:

First we clear major roads to achieve bare pavement. 1. These roads are the key routes for emergency vehicles, public transportation and the majority of street traffic. Examples are Hurontario St., Dundas, and Burnhamthorpe.

Once the major roads are clear, our snow clearing crews 2. move onto residential streets which are the majority of city roads. We may not be able to achieve bare pavement on residential streets, however our objective is to make them passable and safe to allow motorists to reach major roads. All residential streets receive the same level of service from their designated Works Yard but keep in mind that temperature and weather conditions may vary from one area to another within the City.

Lastly we clear cul de sacs, bends and dead-end streets. 3. Their configuration presents a unique challenge for snow operations. For cul de sacs, snow is generally pushed to the centre for storage. For bends and dead ends, snow is piled to the side of the road. Bus stops are also cleared at the end of a snow clearing operation.

The City’s objective is to complete snow clearing operations for roads within 24 hours after the end of a winter storm. Heavy snowfalls of more than 15 cm (6") or back-to-back storms can extend snow clearing operations to 48 hours or more after the end of a winter storm.

do we have to clear our own sidewalk? The City will clear snow on sidewalks that have been designated a “Priority Sidewalk.” Priority sidewalks are located on major roads, bus routes, and streets that access hospitals, schools and nursing homes. The City, in order to keep costs down, does not clear non-priority sidewalks. We ask residents to help keep these sidewalks in their neighbourhoods clear of ice and snow. Help your neighbour, especially seniors and disabled persons to clear their driveways and sidewalks.

Because it is the City’s priority to have roads and streets cleared first, snow clearing operation for priority sidewalks is normally completed within 36 hours after the end of a winter storm.

Heavy snowfalls of more than 15 cm (6") or back-to-back storms can extend snow clearing operations for priority sidewalks beyond 36 hours after the end of a winter storm.

i am planning to make a change to my house and/or property and i need access to the road near my property. What permits do i need? If you are planning to have a garbage, storage bin or shipping container placed on city property you must apply for a road occupancy permit. There is no cost for a road occupancy permit for storage but you must have valid insurance for the duration of the permit with the City of Mississauga and the Region of Peel covered as additional insureds.

If you are planning a change to your property (for example landscaping or pool installation) which entails heavy equipment or other construction activities crossing a city road, you must pay a Municipal Service Protection Deposit plus a non-refundable administration fee. The deposit is refundable provided that there is no damage to city property.

i am a homeowner and i plan to widen/modify my driveway. What do i need to do?If you are planning to extend or otherwise modify an existing driveway, you need to provide a simple drawing or sketch with the proposed changes and measurements, the municipal address plus the applicant’s name and phone number.

taxes/Assessment

Who can i call regarding property assessment? How is my assessment determined?The City of Mississauga does not determine the value of your property. Contact the Municipal Assessment Corporation (MPAC) at 1-866-296-6722. The Assessment Act requires that the assessed value of your property be based on what the property would likely sell for on a specific date. MPAC continually collects information about properties to ensure that those with similar features have similar but not necessarily identical assessed values. For specific information such as ownership, lot size and legal descriptions, visit the City Clerk’s Office, Mississauga Civic Centre —3rd Floor, to access the assessment rolls.

When are my realty tax instalments due? What methods of payment are available?Interim taxes for residential properties are due in three instalments in March, April and May. The final billing is issued in June for payment in July, August and September. Payments can be mailed to P.O. Box 3040, Station A, Mississauga ON L5A 3S4. Postdated cheques are accepted and will be held for deposit as they become due. Payments may also be made at most banks and trust companies, or by cheque, cash or direct debit at the Mississauga Civic Centre, Monday to Friday, 8:15 am to 4:45 pm A drop box is available for after hours payments. is there garbage and recycling collection on a statutory holiday?There is no waste collection on a statutory holiday. Holiday waste collection changes are communicated through local newspapers, mobile road signs and the Region of Peel website at www.peelregion.ca/waste. You may also call the Region of Peel at 905-791-9499 for information.

Where can i get a recycling box, green bin or kitchen container?The Blue Box and Organics Recycling programs are operated by the Region of Peel. If you are a new resident, call the Region at 905-791-9499 to receive your free recycling containers. Additional blue boxes, green bins and kitchen containers can be purchased for $6, $20 and $5 respectively at the following locations in Mississauga:

How much garbage can i set out at the curb on my collection day?Peel households may place a combined total of two garbage bags, containers or small bundles of wood at the curb each week for collection. Each additional item requires a $1 garbage tag attached to it for collection. Bags or containers over the Two Bag Standard, without tags, will not be collected. The Two Bag Standard does not apply to recyclable material (blue box, organics and yard waste), large appliances, furniture and other large items.

The Region of Peel also offers three Exemption Periods each year when residents may place unlimited quantities of acceptable waste at the curb on their scheduled collection day. How do i dispose of large appliances or furniture?To dispose of large appliances such as fridges and stoves, residents may arrange an appointment for pick-up at the curb by calling the Region of Peel at 905-791-9499 or visiting www.peelregion.ca/waste. Residents are required to pay $15 for the first item and $10 for each additional item collected on the same day. Appliances may also be dropped off, free of charge, at a Peel Community Recycling Centre. For furniture and large items (e.g. toilets and televisions) place them at your curb on your regular collection day.

Where can i visit a Community Recycling Centre (CRC) in Mississauga?Battleford CRC is located at 2255 Battleford Rd. and Fewster CRC (opening summer 2008) is located at 1126 Fewster Dr.

Community Recycling Centres accept household hazardous waste (e.g. paint, batteries, herbicides, pesticides and motor oil) for safe disposal, free of charge. Residents may also drop off dedicated loads of recyclable material, reusable items and waste.
