Anna Howard, CPE, led our April Meeting, and led a lively discussion of the Conceptual Estimating challenges for the estimator. She said it is both a science and an art, because of the complexity of each project and the level of experience required of the estimator. The Conceptual Estimate is a very important tool and should be included from the inception of any project. So, she asked, how do you price a building project? Although there are estimating software programs out there on the market, it doesn’t substitute for a qualified estimator. She emphasized the importance of asking the right questions of your client and obtaining adequate information. Also, what looks like a bad estimate may in reality be insufficient information provided by the client to the estimator. She asked attendees to tell a story or two of their experiences, which included a few referencing the use of a narrative, or historical data of their own. All of which only emphasized the importance of obtaining a good, experienced estimator. Anna is an ASPE member and currently serves as Secretary of our

2019 NW/SW Regional Report
Mike Phillips, Chapter Vice President, attended the SW-NW Spring Regional. He spoke briefly at our April Meeting about his experience. Here are a few of his comments:
The Regional was good to meet other people from the Western US and expand your network of contacts. There were approximately 25 people in attendance.
On Friday, they had two presentations in the morning. One was on concrete additives for quicker curing to achieve lower RH numbers for fast paced projects. The other was on building automation integration. Both sessions were informative. Read about the Friday afternoon Bid Simulation in the next column.
On Saturday morning we had National business and worked on a slide show presentation of ideas to help Chapters continue to stay current on topics, maintain membership and also add membership. This document will be combined with others from the Regionals and eventually be sent out to all the Chapters for reference for their use.
11th Hour Bid
Simulation
Friday afternoon, they held the 11th hour bid simulation. We split up into 5 groups, each having at least one person from a GC in each group. The other estimators were from suppliers and subcontracting backgrounds. It was an enjoyable experience to show the subs how we, as a GC, evaluate and scope out bids on bid day and make necessary communications as needed for clarifications to the quotes. We were looking for missing items/scope, overlap of scopes with other trades, sales tax, addendum acknowledgement, and so on. The “bids” are handed out in 5 different phases during the simulation, so it represents the “waves” of bids a GC actually receives on bid day, and it keeps things interesting and under pressure to meet the deadline. We were actually completing our bid form just minutes ahead of the deadline, and one team made it with seconds left on the time clock. I am proud to say, that our team was the closet to the actual bid amount that is predetermined for the competition.
