10 years ago, I was the UK Government's Director of Knowledge Enhanced Government. We successfully introduced the most advanced government knowledge management system and programme to date, but the real promise came from our emerging programme "Enabling Communities" - looking back a decade later, it's clear our thinking was prescient, but we were hidebound by the lack of adequate social media tools and broadband infrastructure.
