Opportunities • Sense of self-reliance, national pride. • Amendment of Health Insurance Law in 2014.

Treatment coverage seems possible.• HIV National Target Program.• Local government budget. • Engagement with non-health sectors. • Growing civil society, developing community

system. • Growing philanthropy.

Challenges • Financial crisis, government’s revenue shrunk. • The need for increase investment for national

defense. • Funding to prevention and critical enablers are

not prioritized and unlikely. • The policy environment for: – civil society and key population engagement.– CS and KP to access government’s funding. – philanthropy and fund raising from domestic sources.

What it means to civil society?

• The development of civil society and community system may be undone.

• Role of civil society (including KPs) may be diminished.

The voice of KP may not be heard. The needs of KP may be not addressed. HIV among KPs may increase.
