National Weather Service Mike Devich Kern River Courier California’s latest series of winter storms has brought the Kern Valley steady rain almost constantly since Friday, Dec. 17, causing extensive flooding. On one day alone, Sunday, Dec. 19, things got so bad that there were evacuations in the Kelso Creek area and along the river in Kernville. On that day roads in the valley started falling victim to the pounding rain one after another. Creeks quickly went over their banks and flowed onto heavily-traveled roadways. The Kern River Canyon was shut down, as giant boulders reportedly fell onto the road. The road will be closed at least until Dec. 28, and maybe longer, while workers dynamite the big rocks into smaller ones. Lake Isabella Boulevard near Tank Park was another early problem point, as water, mud and debris cascaded down Erskine Creek and flowed over the road. The boulevard was closed by the Highway Patrol. However, some vehicles went through anyway, endangering the occu- pants and the county road workers who were working there to keep the road sur- face from washing away. The alternative to get from one end of the town of Lake Isabella to the other was to use the freeway, Borel Road and part of the old canyon road. Other local roadways were quickly closed, such as Bodfish Canyon R o a d , Bodfish- Caliente Road, Fay Ranch Road, Keyesville Road and Sierra Way between Kernville and Weldon. California’s latest series of winterstorms has brought the Kern Valley steadyrain almost constantly since Friday, Dec.17, causing extensive flooding. On one dayalone, Sunday, Dec. 19, things got so badthat there wereevacuations inthe Kelso Creekarea and alongthe river inKernville.

On that dayroads in thevalley startedfalling victim tothe poundingrain one afteranother. Creeksquickly wentover theirbanks andflowed ontoheavily-traveled roadways.

The Kern River Canyon was shut down,as giant boulders reportedly fell onto theroad. The road will be closed at least untilDec. 28, and maybe longer, while workersdynamite the big rocks into smaller ones.

Lake Isabella Boulevard near Tank Parkwas another early problem point, as water,mud and debris cascaded down ErskineCreek and flowed over the road. The

I noticed it was getting close toChristmas. What made menotice?

My first cluewas the radio. Itsuddenly playednothing butsleighbell, mistle-toe, and Santasongs. My nextclue was thepages of wantsfrom the great-grandchildrenand the hintsfrom the grandkids. A third cluewas the smell of snickerdoodles,little fruitcakes, and cookies ofevery kind wafting from my wifesoven. Still another clue was thesudden lines of people at storecounters and the parking lots fullof cars, and folks loading themwith stacks of Christmas giftss.

It's a time when even the mean-est humbug grump has a hint ofsmile in the corner of his grizzledface. It's a time to rememberother Christmases and the imagesthat come to mind as that specialtime of year approaches. It'swhen many of us think of othersnot so fortunate and hearts opento give some kind of help to thosein need.

The decorations on the houses,in the parks and around the shopsare especially brilliant and cheer-ful. In the evening take a drive upthe higher streets of Kernville,Wofford Heights, Bodfish or

Isabella and see the panorama oflights painting our valley. It’sbreathtaking. Go up Hooper Hill,stop at a pullout and look outacross the landscape of LakeIsabella. Note the lights of theWofford Heights Christmas Tree.Feel the Christmas Season as wecelebrate the birth of Christ.

It's a time to renew old friend-ships, to have evening get-togeth-ers. It’s time to hold dear thecloseness of loved ones and to letothers know that you care forthem. It’s time to forget the badstuff, to enjoy the moment and toshare the joy of the Christmasseason.

This might be a good time toopen up the e-mail file, theaddress book and the Christmaslist and take today to call someoneand give a special hello. Get outthe cell phone and use up some ofthose minutes you've been hoard-ing. What better time, what betterplace than from your living room,as you reach out to someone outthere in the somewhere.

Road crews were still working atthat location on Tuesday, a day afterthe rain took a break.

Evacuations took place in theriverside campgrounds in Kernville,and in Kelso Valley 10 people and sixlarge dogs were rescued by KernCounty Fire Department personnel.A Red Cross emergency shelter wasset up a the Senior Center in LakeIsabella for those who were evacuat-ed.

The upper Kern River zoomed to10,000 cubic feet per second onSunday Dec. 19, and then to over21,000 cfs an hour later. Lake storagejumped from 160,000 acre-feet lastweek to 212,798 as of Tuesday.

Those figures should serve toremind us why the dams are there in

the first place. The city of Bakersfieldhas had major floods several times inits existence – until the dams wereinstalled. It has been said that thedams saved Bakersfield from $10million in damage in a big flood in1966 that took out the Kernvillebridge. That figure would surely bemuch higher today.

Coincidentally, the dam safetysiren had its usual weekly test onSunday at 1:30 p.m., at the height ofthe flooding, causing some to thinkthe dam had failed. The county wasquick to reassure the public that hadnot happened.

The KV Garden Group held a bake sale at the Lakeshore Lodge’s Farmer’sMarket last Saturday as a benefit for Terri Gallion of Weldon. Gallion has aservice dog, Jenna (shown above), who ingested some antifreeze andracked up some major vet bills. Gallion is disabled and lives on a fixedincome, so the Garden Group went to work. The first person at the bakesale was a retired Marine living in Squirrel Valley who donated three crisp$100 bills. If all promised checks come in, all of the vet bills should be paidwith some left over for some doggie treats for Jenna.

WhenCongress andthen the regula-tors started theMedicareAdvantage pro-gram, they estab-lished Nov. 15 toDec. 31 as thedates for theAnnualEnrollmentPeriod (AEP).They must have forgotten that peoplehave many other things to do thistime of year. This same law requiredin October for insurance companiesto send our required documentationtelling about how your plan willchange from the prior year. This,called the "Annual Notice of Change",has grown into a very thick, over-whelming mailing, with some compa-nies weighing in to close to a pound!Who is going to read all that?

A few weeks ago, I had a ladysend me a list of her medications stat-ing she would prefer to stay on hercurrent plan, as she was very happywith it. I did the research anyway, todiscover than of the three medica-tions she is taking, none will be on the2011 formulary for her plan. Shewould have paid about $20 more amonth for a policy which coverednone of her drugs!

Time is running out. It is essentialthat people who have either a "standalone" prescription drug plan (PDP)

or are part of either a Medicare HMOor PPO check their ANOC docu-ments, and look up their medicationin the 2011 plan formulary. If youdon't have the formulary, call thecompany, go to their website orwww.Medicare.gov and do yourhomework.

If your medication has restrictionssuch as "Prior Authorization" or"Step Therapy" you may find italmost as close as not being on theformulary. Your physician will needto contact the company to get author-ization to write the prescription.Without the authorization, your phar-macy will not fill the prescription atthe insurance company's expense.

Once it’s Jan. 1, it is all over. Whatyou have is "locked in" for the entire2011. People with a MedicareAdvantage plan, in prior years hadone additional opportunity to changefrom January to March 15, but thenew health care laws eliminated that.Now from Jan. 1 to Feb. 15 you canleave the Medicare Advantage plan(HMO and PPO) and then go back onOriginal Medicare. You will have theability to purchase a PDP plan, butmust medically qualify if you want toget a Medicare Supplement to gowith your Medicare.

Feb. 26 Hospital Foundation Heart Walk wants signupsThe Kern Valley Hospital Foundation will again hold its annual Heart

Walk at the Kern Valley High School track on Saturday, Feb. 26. There is a$50 fee for a team of four walkers and one manager, or you can walk indi-vidually for $10 per person. This entitles the walker to a free lunch for allwalkers and managers. Additional meals are $4 each. The Foundation willreceive 40% of the donation money and 60% goes to the charity of yourchoice. In addition, the Hospital Foundation is looking for businesses andindividuals to be sponsors. Sponsorships can be purchased for $250 to$1,000 or more. In 2-qt saucepan combinesugar, evaporated milk, marsh-mallows, butter, and salt. Cook,stir constantly, over mediumheat til mixture comes to boiland bubbling. Boil and stir 5mins; remove from heat. Stir inchocolate chips til completelymelted. Stir in walnuts andvanilla. Spread into buttered8"square pan. Cool before cut-ting.

1/3 cup Crab-boil1 1/4 cup Olive oil1 1/2 tsp Pickling spices1 1/2 cup thin sliced Red Onion6 Bay leaves5 sprigs fresh Thyme5 lemons (sliced thin)

In a large saucepan of boil-ing water and crab boil, addshrimp and cook for 2 minutesonly. Drain shrimp and place ina large bowl. In a small bowlwhisk together; vinegar, oil,salt and pickling spices. Pourthis over shrimp. Add remain-ing ingredients and gently toss.Chill shrimp overnight sandserve chilled.

Pre-heat oven to 400degrees. Combine all ingredi-ents and place 1 TBSP of mix ina mini muffin pan. If not avail-able, bake in a square pan andcut into serving squares. Bakefor 12 to 15 minutes. Maybefrozen for a later date, re-heat@ 375 degrees for 5 to 10 min-utes. Makes 24 to 30 mini cakes.

Remember it wasGod's idea to come toBethlehem's manger, and suchan un-royal welcome did notmake Him angry, disappointed,or frustrated. He willingly tookthis place and began the workof salvation just as He takes thehumble corners of our heartsand begins the process of salva-tion. For such a Heart we canbe ever thankful, for if thiswere not so, your life and mine

would bedevoid ofsalvation'sworking.

If howev-er we arecontent withallowing theSavior tolanguish inthe backwa-ter andbilge of ourlife experi-ence, wesadly misin-terpretBethlehem's

message. From angelic choirsproclaiming the grandeur of theSavior's birth, to wise mentravelling great distance tobring costly gifts of worship,Jesus' coming was glorious inboth scope and nature. PETERSON AIR FORCE BASE,Colo. — The North AmericanAerospace Defense Command(NORAD) is preparing to once againtrack Santa as he leaves his toy work-shop at the North Pole.

In addition, the web sitewww.noradsanta.org features holidaygames and activities that change daily.On Dec. 24, the website will streamvideos, captured by NORAD “SantaCams,” from cities along Santa’s jour-ney.

As soon as Santa takes off from theNorth Pole, children can track him withup-to-the-minute updates on GoogleMaps and Google Earth through the“NORAD Tracks Santa” website.

Santa trackers will begin answering

phones and replying to email onDecember 24. Children of all ages canthen call the NTS toll-free number 1-877-Hi-NORAD (1-877-446-6723) orsend an email [email protected].

The “NORAD Tracks Santa” pro-gram began in 1955 after a phone callwas made to the Continental AirDefense Command Operations Centerin Colorado Springs, Colo. The call wasfrom a local youngster who dialed amisprinted telephone number in a localnewspaper advertisement. The com-mander on duty who answered thephone that night gave the youngsterthe information requested – the where-abouts of Santa. This began the tradi-tion of tracking Santa, a tradition thatwas carried on by NORAD when it wasformed in 1958.
