1. NOTICE INVITING EXPRESSION OF INTEREST (EOI)

Kerala Irrigation Infrastructure Development Corporation Ltd. (KIIDC) invites ‘Expression

of Interest (EOI) for Consultants for Cable Car Project in Kochi, from Indian and overseas

organizations with relevant consultancy experience in ropeway projects. Companies engaged

in the business of Ropeway services and operation, Ropeway logistics, Design and

construction of Ropeway infrastructure development are eligible to submit their proposal to

KIIDC. Consultancy firms having consortium with firms having the above experience may

also submit the proposal.

2. INTRODUCTION & BACKGROUND

2.1. About Kochi

Kochi is a cosmopolitan city in Kerala with a bustling commercial port. Kochi is the financial

capital of Kerala and, with a population of more than 2 million, is the most densely populated

city in Kerala, the biggest urban agglomeration in the state. It is one of the major tourist

destinations in India. It is part of the district of Ernakulam.

Kochi was the first of the European colonies in colonial India. Kochi city is also part of the

Greater Cochin region and is classified as a Tier-II city by the Government of India. The

civic body that governs the city is the Kochi Municipal Corporation.

Kochi city consists of: - Ernakulam Mainland City, Willingdon Island, Peninsula of

Mattencherry and Fort Kochi (Old Kochi), West Kochi, Bolgatty Island, Vallarpadom

Island, Vypin Island, Aluva, Thrikakara Town, Thripunithura and Maradu.

2.2. Connectivity

Kochi is well connected by air, road, rail and ferry from others parts of India, and to

international destinations.

Cochin International Airport is located in Nedumbassery, 29 km from the city center, this is

the largest airport in Kerala and one of major gateway to India. Kochi is well connected by

train from all parts of India. Most Kerala-bound trains have a major stop here. The city is

well connected by road from all parts of the state as well as other major cities. Three major

national highways namely, NH 66, NH 544 and NH 49 connect Kochi with other parts of

country. Kochi can be reached by sea in yachts as well as cruise ship from Goa, Mumbai,

Lakshadweep, Colombo and Male. Almost all leading international cruises on global voyages

operate to Kochi from the US and Europe at Wellington Island Cruise Berth. Kochi is the

only city in Kerala having Metro Rail.

2.3. Tourism

Kochi is the most popular tourist destination for both domestic and international visitors to

Kerala and is among the most visited tourist destinations in India. As per Kerala's Tourism

Department, the domestic tourist footfall in the city was more than 23 million in 2017.

According to the department, aspects like MICE tourism, LuLu Mall, the Wonderla water

theme park, and the metro nature of Kochi city were the main aspects for attracting more

domestic tourists.

Backwaters of Kochi, Marine Drive, Fort Kochi, Hill Palace, Mattancherry Palace,

Jawaharlal Nehru Stadium, Jewish Synagogue, Anta Cruz Cathedral Basilica, Bolgatty

Palace, Kochi International Marina, Willington Island, Museum of Kerala History, St.Francis

Church, Koonankurishu Church, Fort Emmanuel (Immanuel), Pallipuram Fort, Kodungallur

Bhagavathy Temple, Parikshit Thampuran Museum, Kanjiramattom Mosque, and Bastion

Bungalow etc are the major attractions and religious spots in Kochi. Recently Kochi is

selected as No 1 Tourist place in the world selected by Tripadvisor. Adding yet another jewel

to the crown of the Queen of Arabian sea, popular travel guide Lonely Planet has included

Kochi among the top 10 cities to visit.

3. CABLE CAR PROJECT IN KOCHI

The Cable Car Project in Kochi is a ropeway system that would connect two main tourist

destinations and urban nodes of Kochi city: Marine Drive and Fort Kochi. The ropeway

would highlight the attractions of the Queen of the Arabian Sea through visitors being able to

see famous tourist attractions from a bird’s eye perspective.

The people riding on the cable car can enjoy the aerial beauty of Marine Drive and

Queensway walkways, Bolgatty Palace and Grand Hyatt in Bolgatty Island, the tranquil

backwaters of Mulavukad and Vallarpadom area, the cargo movements of the Vallarpadom

Container Terminal of Cochin Port, ecstatic view of the Vallarpadom Basilica, stunning

views of the cruise ships anchored in the Wellington Island, the Chinese fishing nets &

beaches of Fortkochi and Vypin and the apocalyptic sunset.

The project will support the urban area guidelines, associated estates, and reaffirms to ensure

that development sprawl and leapfrogging do not negatively affect the natural and historical

character of this beautiful waterfront. By doing so, it will also mitigate against the

continuation of non-sustainable and unjust spatial patterns of the past. In addition, it will also

help in contributing for the creation of opportunities for economic and social development

and the conservation of aesthetic and sensitive environmental features in a sustainable

manner. The goals of social, economic and ecological integration and sustainability will be

achieved through this small step.

The proposed Cable Car starting point is Marine Drive near High Court of Kerala and up to

Fort Kochi with intermediate stations at Bolgatty, Vallarpadom and Vypin. The proposal

included the return journey from Fort Kochi to Marine Drive also. The distance from Marine

Drive to Fort Kochi is about 5.7 km and travel time is about 30 minutes. The project proposal

is to attract tourists and local people for their conveyance purposes.

The proposed Cable Car project requires sanction from various agencies like Cochin Port

Trust, IWAI, Indian Navy, Airport Authority, GCDA, Kochi Corporation, Mulavukad

Panchayath, Revenue Department and Tourism Department.

4. LOCATION AND ALIGNMENT OF THE PROJECT

The location of the project will be from Marine Drive to Fortkochi as per the alignment as

follows, Marine Drive – Bolgatty – Vallarpadom – Vypin – Fortkochi

This is also shown in the attached drawing as Annexure – I (a) and I (b).

5. SCOPE OF WORK

KIIDC intends to seek EOI in the following areas –

1. Design of Ropeway service from Marine Drive to Fortkochi and back as per the

alignment as follows,

(a) From Marine Drive to Bolgatty

(b) From Bolgatty to Vallarpadom

(c) From Vallarpadom to Vypin

(d) From Vypin to Fortkochi

(e) Back to Marine drive

2. Design of Stations at Marine Drive, Bolgatty, Vallarpadom, Vypin and Fortkochi

along with all other necessary infrastructure facilities.

3. Selection of suitable ropeway technology for this project, i.e., either Mono-cable

system or 3S system.

4. The design of the cable car should meet the requirements set out in Standard

specifications or conforming to Directive 2000/9/EC. Safety components and

subsystems shall be certified by Notified Bodies. Infrastructure should be designed

and approved according to harmonized CEN Norms.

5. Evaluation of proposed alignment and station locations and proposal of alternate

alignments.

6. Development of transit stations with viewing gallery at the top, an Amusement area, a

hospitality area and a luxury revolving restaurant that would enable panoramic views

of the coastline and the city with all other necessary infrastructure facilities.

7. Provision of Intermediate towers in the middle of the proposed alignment.

8. Prepare the techno economic feasibility report for this project including:

i. Main technical specifications of the ropeway system such as number of

towers, tower height, distance between towers, line speed, number of cabins,

distance between cabins, cabin capacity, trip time, etc.

ii. Projected traffic details for the project. (Tourists per Hour per Day)

iii. Cost analysis of the project envisaging estimated construction cost, estimated

revenue and estimated operational & maintenance cost.

9. Suggest an implementation model – PPP/Annuity/Hybrid Annuity/EPC+O&M/O&M.

10. Estimated capital cost and nature of assistance required from KIIDC for viability of

the project.

12. Preparation of Detailed Project Report (DPR).

13. Any other works, which are required for the successful completion and

commissioning of the Project as per the prevailing laws and rules applicable at that

time may be considered.

14. Details sanction required/ NOC from the concerned authorities

However, the height of towers and span between two towers may change as per the

alignment decided. The firm taking interest in the project should consider both the

options in deciding their further course of action. The firm is also requested to make

their own assessment for both the specified alternative alignments before coming to

the conclusion in deciding the project.

6.1. Pre-proposal conference

KIIDC will hold a Pre-proposal conference on 23.03.2020 at 02.00pm at the Conference

Hall, Basement Floor, KIIDC Headquarters, Trivandrum to explain the project in detail to the

prospective organizations.

6.2. What to Submit

The Applicants are requested to submit their plan in line with the expected scope of work for

the alignment. Interested participants are required to submit their EOI in writing, indicating

the following:

i. Scope of work including design of ropeway service from Marine Drive to Fortkochi as

per the proposed alignment, design of transit stations at the proposed locations along

with all other necessary infrastructure facilities.

ii. Suggest an implementation model – PPP/Annuity/Hybrid Annuity/EPC+O&M/ O&M.

iii. Estimated capital cost and nature of assistance required from KIIDC for viability of the

project.

iv. Implementation plan.

v. Salient features such as technical assumptions and expected traffic/ volume to be

transported through the ropeway.

vi. Any other suggestions etc.
