APPROVAL OF DECEMBER 5, 2019 KC BUILDING COMMITTEE AGENDA Chair Dr. Shewmaker presented the December 5, 2019 Proposed Agenda for approval. MOTION: Mr. Erpenbeck moved to amend the agenda by adding item “Approval of October 2, 2018 Minutes” and accept the December 5, 2019 Proposed Agenda as amended. Mr. Hendrix seconded. Motion carried unanimously. APPROVAL OF OCTOBER 2, 2018 KC BUILDING COMMITTEE MINUTES Chair Dr. Lynn Shewmaker presented the October 2, 2018 Proposed minutes for approval. MOTION: Mr. Erpenbeck moved to accept the October 2, 2018 Proposed Minutes as presented. Mr. Hendrix seconded. Motion carried unanimously. BUILDING PROJECT DISCUSSION (NEEDS, LOCATION, FUNDING, ETC) Chair Dr. Lynn Shewmaker introduced representatives from St. Elizabeth Healthcare. Mr. Mangeot gave an update on where St. Elizabeth is at regarding the potential location, located adjacent to the St. Elizabeth Healthcare Covington site parking lot. Mr. Mangeot noted:

• St. Elizabeth owns the potential site property but there is a condo association that is part of St. Elizabeth’s partnership with Anchor Health Properties (AHP), which covers the 2nd and 3rd floors of St. Elizabeth’s Covington site and the parking lot.

• Due to volume and traffic flow concerns, the condo association would have to approve an easement for any site change that may affect this, as this project would. However, it is not expected that the project would not be approved so long as traffic concerns are

addressed in any approved site plan, such as access to and from bus service, via sidewalk and/or bus loop changes, wayfinding and other measures to decompress flow at entrances.

• Zoning would have to be addressed, as the site is currently zoned Residential. • The Linden Gateway Small Area Study may provide some info helpful to the project. • Engineering firm Bayer/Becker is currently evaluating the site. • Transfer is expected no later than end of the 1st quarter in 2020.

Mr. Johnston noted that zoning changes would take into consideration services provided by the health department, and that St. Elizabeth should consider town meetings and screenings with site neighbors. Mr. Hendrix suggested that any zoning change should occur after any transfer of property. Dr. Saddler and Dr. Shewmaker discussed the possibility of bus service being extended to drop off into the existing parking lot area. Mr. Hendrix noted construction costs have materially increased recently. Mr. Moore discussed available funds noting that if the current Kenton County Health Center can sell close to appraised value, debt service may not be needed. MOTION: Mr. Erpenbeck moved to have staff get an updated appraisal of the 2002 Madison Avenue, Covington site. Mr. Hendrix seconded. Motion carried unanimously. MOTION: Mr. Erpenbeck moved to have staff update construction cost estimates and begin drafting a design-build RFP for the project. Mr. Hendrix seconded. Motion carried unanimously. OTHER There was no other business to bring before the Kenton County LBOH Building Committee. ADJOURN MOTION: Mr. Johnston moved to adjourn the Kenton County LBOH Building Committee meeting. Mr. Ray Erpenbeck seconded. Motion carried unanimously. Meeting adjourned at 8:45 AM. March 9, 2020 Mr. George Moore Director of Administration & Accounting Northern Kentucky Health Department 8001 Veterans Memorial Drive Florence, Kentucky 41042 Re: Covington Site Evaluation (CONFIDENTIAL) Dear George: Pursuant to your request, we have prepared the following evaluation for the proposed construction of a 10,000 sq. ft. clinic to be constructed on the site that abuts St. Elizabeth’s Covington facility. We have prepared two concepts for your consideration. It may be possible to incorporate elements of both concepts. Both concepts will permit the construction of an approximate 5,000 sq. ft. lower level. Specifically, the property is comprised of multiple lots as highlighted below.

We offer the following information for your consideration. Assumptions In evaluating the site, our initial goal is to suggest the most economical method for developing the site to minimize costs. This would include avoiding the need to relocate utilities and other conditions that would likely require extraordinary construction methods. We have tried to be conservative in our assumptions, but there may be additional alternatives that could potentially be evaluated, such as utilizing land in Monterey Street, which appears to be abandoned. It is also important to keep in mind that this plan is based on information obtained from the Planning and Development Services of Kenton County and not an engineer’s survey. If this acquisition should proceed to the next step, we recommend that a civil engineer be engaged to further evaluate the site. Zoning The site is zoned LGD Linden Gateway District), the purpose of which is “to provide for a pedestrian friendly, mixed use corridor that is compatible with adjacent residential neighborhoods and (1) compliments the 12th Street Design Guidelines” and “ (2) is consistent with the Linden Gateway Small Area Study’s recommended land use and transportation goals”, etc. The property is in Subdistrict 2- Kavanaugh Commons of the Linden Gateway District. “The goal of this district is to “create an area conducive to the development of medical and professional offices, and public and civic uses in a campus setting with unified architecture. Due to the proximity of this subdistrict to Linden Grove Cemetery and the neighborhood to the south of the cemetery, building scales and heights should enhance the character of the neighborhood.” Given the Health Department’s plan to construct a facility that includes medical exam rooms, the use conforms with the goals of Subdistrict 2. The requirements of the 12th Street Design Guidelines will also have to be considered as design progresses. Storm A storm sewer bisects the site, running from Monterey Street to James Simpson Jr. Way. Our goal in preparing this concept was to avoid the need to relocate it under the assumption that it can remain. Ultimately, a civil engineer will have to determine if the relocation is necessary. We believe that the best location for detention will be at the southwest corner of the site on property that will not be transferred. The Health Department should seek permission from St. Elizabeth and/or the City of Covington to use this area of the site for above ground detention.

Additional Considerations Proximity to homes on Kavanaugh may require additional shoring during construction. The buildings are positioned 20 – 30 feet from the property line to limit the potential for collapse, but additional shoring may be required. Due to the change in the elevation of the site, we believe that the best location for the entry will be located to the south. This will permit the entry drive to gradually transition from James Simpson Jr. Way to the parking area and building. We hope this information is helpful to your efforts.
