As transportation partners in Alaska, all of our agencies play a role in rural Alaska’s Tribal Transportation systems. This Committee can collaborate using our agencies’ programs and resources to tackle needs addressed with Tribal Representatives for rural Alaska communities;
Collaboration may involve:1. Brainstorming new strategies to tackle a unique issue;2. Pooling our department resources/capabilities for improved efficiency;3. Ensuring we provide fair and equitable service to all communities; and4. Trying techniques that work for Tribal communities Outside.

1. Strategic Highway Safety Plan Update Update began Summer 2017- Final revision due 2018
“5 E’s”- Engineering, Enforcement, Education,
Emergency Response, Evaluation
Partner agencies- FHWA, Dept. Public Safety, Dept. of
Law, Dept. of Education, various non-profits, sub-
committees and volunteers.
Tribal Area Challenges:
• mix of Tribal, state, local road authorities;
• Law enforcement jurisdictional issues;
• Alternative transportation methods (ATV, snow
machines)
• Lack of education in schools on safe driver and
pedestrian behavior;
• EMS limitations;
• Lack of crash reporting;
• Limited funding for M&O, safety, capital projects.

2. Crash Data Collection
Missing true injury data in rural communities
Crash data critical for both Tribes and
DOT&PF to drive safety funding for projects.
Collaboration:
Tribes: Work with Indian Justice Center on
improved reporting technologies and trainings
(cell phone apps, GIS, Photos);
HSS: AIPC, ANTHC, and HSS to coordinate
collection and review of injury data from rural
clinics;
DPS: VSP program data reporting on
atv/snow machine crashes?
DOT&PF: works with Alaska Traffic Records
Coordination Committee to streamline crash
form for wider and more consistent use by
agencies (EMS, health, DPS, VSP, local law
enforcement, etc.)

3. Dust Control
Health hazard and can be a visibility concern if speeds
exceed conditions
Limited equipment, materials, and trained personnel for
geographically isolated communities to manage alone
Collaboration:
Tribes: can use TTP funds for M&O (applying dust
palliative to roadways);
Tribes: could create trained regional hubs for dispensing
M&O work to maximize resources;
DOT&PF: rural airports could be a staging area for
distributing dust palliatives for communities (coordinate
shipments with other supplies);
Training: National TTAP, UAF, past DOT&PF research,
Manufacturers
Testing: UAF can test soils for choosing the right
palliatives
DEC: has a Dust Control Program- what does it offer for
local communities?
Equipment: Coordinate shipment of government
purchased equipment with area construction projects or
barge deliveries? Use of Local Fire Trucks?

4. Defining Consultation (All State agencies with Federal
Partners)
Millennium agreement outdated and not widely
accepted by Tribes
Administrative orders need updating
Meaningful consultation needs to be defined by
Federal partners so State agencies can
consistently and fairly apply across departments
Collaboration:
Tribes: framework for Alaska’s consultation
policy. Participate and contribute towards
updates;
Federal Partners: guidance documents? Other
States’ consultation policies?;
State agencies: Existing consultation policies to
share?

policies and implement within state agencies
