Stark County District Library Board of Trustees

Minutes June 19, 2012

The Board of Trustees of the Stark County District Library met in regular session on Tuesday, June 19, 2012 at the Sandy Valley Branch. In attendance were board members Steven Pittman, Susan Rodgers, Beth Borda, Edmond Mack, and Shawn O’Brien. Also in attendance were library employees Interim Executive Director Karen Miller and Fiscal Officer Russ Humerickhouse. Absent were John Mroczkowski and Bert Nero. The meeting was called to order at 5:00 p.m. by Board President Steven Pittman. Guests included several library employees, one representative from The Friends of the Library, and a few members of the public. PUBLIC COMMENTS

• Mr. Roger Rowley read from a statement with suggestions on how to save public funds. President Steven Pittman thanked him for his suggestions, and the Board will take them under advisement.

BOARD PRESIDENT COMMENTS

• None MAIN LIBRARY FRIENDS REPORT

• Carolyn Dick of the Main Library Friends reported that the FOL will not meet in July or August. • The Main Library Friends will participate in ‘First Friday’ on July 6th. • They are also planning a bus trip to Cleveland on November 13th.

INTERIM EXECUTIVE DIRECTOR’S REPORT

• Interim Executive Director Karen Miller reported on a document published by the Urban Libraries Council entitled, “Civic Engagement: Stepping Up To The Civic Engagement Challenge.”

• Advertising on Facebook has increased the number of ‘friends’ by 40%. FISCAL OFFICER’S REPORT

• Fiscal Officer Russell Humerickhouse reported the audit is in the final review of the Chief Auditor.

SANDY VALLEY BRANCH MANAGER GRETCHEN HOLLAND • Sandy Valley Branch Manager Gretchen Holland welcomed the Board to the Sandy

Valley Branch. • She reported on the many contributions of their Friends Group, including the

responsibility for the copier rental. She mentioned there will soon be a need to replace the current copier.

• Ms. Holland wanted to make the Board aware that circulation has increased at the Branch.

CONSENT CALENDAR • Minutes of the May 22, 2012 Regular Meeting were presented to the Board. • Minutes of the June 8, 2012 Special Meeting were presented to the Board. • Financial Report for May 2012 was presented to the Board.

• Patty Marsh updated the Board on the Facilities and said the library sign at Madge Youtz will not be moved.

• Abbott Electric will soon begin the lighting replacement project at Main. • Sandy Valley lease negotiations are still in progress.

HUMAN RESOURCES COMMITTEE REPORT

• Patty Marsh reported on the current status of the Executive Director Search and the dates coming up for reviewing applications and conducting interviews.

FINANCE AND AUDIT COMMITTEE REPORT

• Patty Marsh said the Levy Campaign Committee will be having a meeting on June 28th in the Innovation Center for committee reports and discussing a slogan.

• Russell Humerickhouse introduced to the Board the Commercial Insurance Policy Resolution.

Resolution 2012-39 Stark County District Library Commercial Insurance Policy Resolution NOW, THEREFORE, BE IT HEREBY RESOLVED by the Stark County District Library Board of Trustees, that the Fiscal Officer contract with Leonard Insurance Services for an annual premium of $50,625.00 for the Commercial Insurance Policy for the period of one year from July 1, 2012 to July 1, 2013.

Motion by Shawn O’Brien to approve the contract with Leonard Insurance Services for commercial insurance for one year, Beth Borda seconded the motion; all voting yes. OLD BUSINESS

• Bob Fonte with Stark Parks discussed with the Board a possible partnership in the future for relocation of the Sandy Valley Branch.

• Mr. Pittman suggested the possible partnership with Stark Parks will have to be discussed by the building committee.

July 17, 2012 MAIN LIBRARY The application for energy rebate is in the hands of AEP and the Library is waiting for their approval before proceeding with the work. MADGE YOUTZ We have been approached by Community Building Partnership of Stark County to be the home of a piece of public art. The proposal is to place a moveable sculpture on the front lawn of the branch. The Building Committee discussed the project at its last meeting and has questions for the artist and the organization. The Library will check with the organization to see if it is still interested in placing art at Madge Youtz and will invite it to a board meeting to explain the project. MOBILE SERVICES Buckeye Power was able to repair the generator to our satisfaction. This current generator is a replacement for the Bookmobile and has been repeating the problems of the original. The Library will monitor this and make certain these problems remain fixed. SANDY VALLEY There is a resolution on this Board agenda to enter into a five year lease for the property the Library currently rents for our Sandy Valley Branch.

RESOLUTION TITLE: Sandy Valley Branch Library Lease HISTORY/BACKGROUND/DISCUSSION: The Stark County District Library has leased the property at 9754 Cleveland Ave SE, Magnolia, Ohio 44643 for the past 21 years for the Sandy Valley Branch. The initial term of the lease was 10 years, ending on April 30, 2001. The first renewal term was for 10 years at 1,744.00 per month for an annual rental of $20,928.00. The library is presently on a month-to-month tenancy with the original lease terms. The lease will be renewed for 5 years beginning July 1, 2012, at $1,794.00 per month for an annual rental of 21,528.00 and includes language that allows termination of the lease with 90 days notice. The new lease includes mowing and snow plowing and the lessor will pay the sewer expenses. Resolution Title: Reaffirm Internet and Computer Use Policy History/Background/Discussion: The Library’s Internet Use Policy was passed by the SCDL Board of Trustees as Resolution 2004-35 on May 18, 2004. The Internet Use Policy was updated with Resolution 2007-27 at the April 17, 2007 Board of Trustees meeting. The policy title was changed to Internet and Computer Use Policy and minor modifications to the text were made to accommodate advancements in technology. The Internet and Computer Use Policy was most recently reaffirmed with Resolution 2011-12 at the January 25, 2011 Board of Trustees meeting. The Internet and Computer Use Policy is a requirement of CIPA compliance and presented to the Board of Trustees for review annually as a component of the Policy. Recommendation: That the Library Board of Trustees approves the Internet and Computer Use Policy. Draftors: The 2004 Internet Use Policy was drafted by The Internet Policy Task Force: Dolores Brenton, Suzette Burlingame, Carolyn Dick, David Krajci, Debbie Russo, Roseann Widder, and Renee Williams. Resolution 2012- Reaffirm Internet and Computer Use Policy Resolution

BE IT HEREBY RESOLVED by the Board of Trustees of the Stark County District Library that: Integral to the mission of the Stark County District Library is the provision of meeting the informational, educational, cultural, and recreational needs of the diverse population of Stark County. As the Library strives to be the county’s premier resource center, Internet workstations are available to all customers. Usage is not restricted by need or residency. Parents or legal guardians may choose to allow their children under the age of 16 to override the Internet filter. Each customer is asked to accept the Library’s Internet Policy in order to initiate an Internet session on Library workstations. The information available on the Internet, due to its scope and diversity, may not be accurate, authoritative, factual, legal, reliable, or complete. Library customers should carefully assess the validity of information located on the World Wide Web. The Stark County District Library does not provide email or social networking clients on library computers. Email and social networking applications are available via the web, and parents or legal guardians have the responsibility to oversee their children’s use of the Internet and library computers. The Stark County District Library’s network supports access to the most commonly used Internet protocols. The content of some web sites may not be accessible due to Network security. Library employees are available to provide limited assistance to individual customers. Customers are encouraged to take advantage of Library workshops which provide basic instruction on the Internet and computer skills. Customers may save files to external storage drives; send files to their personal email accounts; or print documents for a fee at designated workstations. The option to save personal files to the hard drive or the Network is not available. The Library’s computers can be used to access web-based e-mail accounts. Customers are welcome to use the Internet, but may not display images that are deliberately offensive or create a hostile or intimidating environment. Customers may not display on screens or printers sexually explicit graphics or other materials which may be obscene, illegal, or harmful to minors as defined in local, state, and federal law or applicable court decisions. The use of the Internet or any computer device within the library to engage in any activity which constitutes a violation of local, state, or federal law is strictly prohibited. Internet users are governed by the library’s Code of Conduct Policy. This Internet Policy will be reviewed by the Stark County District Library’s Board of Trustees at least annually. Absolute privacy for customers using electronic resources cannot be guaranteed. Any user name, password, email, credit card number, financial, or other information entered may not be private or completely secure.
