Rules and regulations established by the PA Game Commission apply to all persons using state game lands including runners, hikers, birders, photographers, and nature lovers. Just like the local police, who may or may not enforce certain regu-lation such as the 25 mph speed limit, Game Land regulations may or may not be regularly enforced (such as the Buzzards trail marathon). Make no mistake about it, there are times when enforcement occurs and it is the purpose of this story.

The regulations were established for several reasons by the commission. They include: to protect the interests of the sports-men and women whose license fees are used (general fund tax money is not used by the Game Commission) to purchase the land, protect it from misuse, maintain its condition, and maintain access; to provide for the safety of all persons who use the properties for any purpose; and to protect the resources from degradation.

Below are only some of the more notable regulations that the reader should be aware of. Fines for a violation start at $100.00 plus administrative fees and go up from there. It is by no means a complete listing of those governing activities on PA State Game Lands and more information is available on the PA Game Commission website.

Unlawful acts:

No camping: It is unlawful to camp or use campsites on any PA Game Land except on the Appalachian Trail with the following restrictions: • Overnight at a distance more than 200 feet from the designated trail. • More than one night at the same location. • Within 500 feet of a spring, stream or public access area.

• No swimming: It is unlawful to swim in a dam, pond, lake or stream.

• No alcohol: It is unlawful to consume, possess or transport any alcohol, liquor, beer, malt or brewed alcoholic beverage.

• No target shooting: It is unlawful to target shoot with firearms, bows and arrows or devices capable of launching projectiles in a manner that could cause injury to persons or property, or on areas posted closed to those activities.

• No activity involving more than 10 people without a permit: It is unlawful to engage in an activity or event involving more than ten persons, which may conflict with the intended purposes or uses as defined in section 722 of the act (relating to use of property), or poses a potential environmental or safety problem.

• No bikes, horses, snowmobiles, etc.: It is unlawful to ride a motorized vehicle, nonmotorized (such as a mountain bike), or animal. Under the new regulations, anyone who rides a motorized, non-motorized vehicle, conveyance or animal on State Game Lands must do so only on designated routes. Such riding activities will not be permitted, except on Sundays or on roads open to public travel, from the last Saturday in September to the third Saturday in January, and after 1 p.m. from the second Saturday in April to the last Saturday in May. For each region, there is a list of designated routes. These route designations, which total more than 1,000 miles, are in compliance with State Game Lands use regulations that went into effect on February 1, 2003.

• And here is one that I was unaware of: Except on Sundays, it is unlawful to be present on State Game Lands from November 15 through December 15 inclusive when not engaged in lawful hunting or trapping AND fail to wear a minimum of 250 square inches of daylight fluorescent orange-colored material on the head, chest and back combined or, in lieu thereof, a hat of the same colored material. The material shall be worn so it is visible in a 360° arc. This means everyone must wear fluorescent orange from Nov. 15-Dec. 15 when on State Game Land. Got orange??

None of these regulations are terribly onerous, but they do restrict certain outdoor activities, most for understandable reasons. I don’t like the alcohol restriction in general, but fully understand that alcohol and firearms are a dangerous combination. I also understand that none of my tax money goes to acquiring and managing the lands. I appreciate that the purchase of these tracks prevents them from being turned into housing developments and am grateful it that they are open for all to use, not just people who pursue wild game.

Just wondering though, if every runner, hiker, birder, and mountain biker bought a hunting license, would we have more say on how these properties are managed?

Thank you to everyone that volunteered at the Charlie Horse. Every one of the 35 volunteers was needed due to the high heat and humidity. You allowed the race to be completed without incidence. Your help was very much appreciated. If you volunteered and did not receive a Charlie Horse shirt or bottle please let me know. I would like to give special thanks to all those who stayed after the race to help clean and hauled the supplies back to the shed. You saved me a lot of time and efforts.

I would also like to call out all the outside organizations that helped with the race. Every year Eshelman Transportation donates 4-5 buses and drivers to transport the runners to the start. Without this donation the race would not be position. Thank you to the Geigertown fire police and the Robeson Township police who ensure the safety of the runners by manning road crossings at route 10 and Mullen Hollow Road. Finally thank you to the Reading Muhlenberg Career & Tech-nology Center (RMCTC) welding students. The RMCTC welding school volunteered their skills to assist in making the Charlie Horse awards.

CHARLIE HORSE HALF MARATHONThis year’s Charlie Horse was a successful event with approximately 200 runners. Together the Pagoda Pacers raised $2,500 to benefit Berks County Special Olympics. This amount was allowed by the club’s decision to donate all profits from the race and a donation from KAM Specialties. KAM Specialties also manned the cooling station on the course (the tractor that was shooting people with a hose).

LOCATION: Sokol Club - June 14, 2012Treasurer’s Report: The club is in good financial standing.Race Director’s Reports: Charlie Horse – Brett Lynch gave a report and thanked volunteers. Run For The Ages – Ted Andrus will post directions to Nolde with road closure. Volunteers needed 23rd and 24th at 7 am for parking, food, clean up and water stops. A few minor changes to the course have been added with a finish up the hill to the Mansion. Cleanup will be needed especially for that portion the following day or Monday. 2nd Water stop is not right at the gate. Ted also reported that Friends of Nolde is organizing a natural play area. Anyone with interest or ideas contact Ted. Grings Mill Run is looking good so far, Blues band was secured. Charlie Horse - there was a nice article in the Reading Eagle on 5/29/12 about the race and the Special Olympics. Junior High Race will be open to ages 6-13 beginning this year and will be renamed “Kids Run Berks Fest”. It will be held at the Reading Fairgrounds. Old Business:Online Race Registration will be further discussed at a Race Directors Meeting TBA. Public Relations Committee: Blue Marsh Get Outdoors Day was a successful networking opportunity. Social Events: Kayaking is planned for Juy 28 (Raindate July 29).
