We are pleased to attach the UNICEF JPO Vacancy Information No. JPO-2015-2016
The purpose of this Bulletin is to inform Governments presently sponsoring JPO posts in UNICEF about forthcoming vacancies.
Preference for a post will be given to the first Government that indicates willingness to sponsor the post in question.
For those posts that your Government is interested in sponsoring, please indicate the Case Number, the thematic area and the duty
station of the post(s). We will provide detailed job descriptions on request.
We would appreciate receiving your response as early as possible.
The Governments currently participating in the JPO Programme with UNICEF are the following: Austria, Belgium, Denmark, Finland,

1. Adolescent Development Officer (P-2)
Purpose of this post: Responsible for providing policy & program support in promoting and strengthening UNICEF’s
approaches to positive and holistic survival, development, protection and participation of adolescents and young people
in accordance with the organizational and international frameworks, with a strong focus on protection and participation
issues of the most vulnerable, especially in emergency/transition situations.
Minimum Requirements: Advanced university degree in social sciences or other related technical/development field.
Preferably possess two (2) years of relevant research and/or professional work experience at the national and
international levels in programme management and program monitoring and evaluation in a related development field.
Current knowledge of the latest developments and research in the field of adolescent development. Proven ability to
work with young people and youth organizations & networks.
2. Auditor (P-2)
Purpose of the post: The post assists in the implementation of audits of programmes and systems at country office,
regional office and/or headquarters locations as
team member in accordance with OIA standards for audit planning, implementation and reporting and in the
development and maintenance
of the division’s internal activities.
Minimum Requirements: Advanced university degree in business administration, economics, accounting, or other
related field. Preferably possess two (2) years of relevant professional work in operational and management auditing in
government, non-profit organizations, and/or private sector; experience in modern audit techniques—including
computer-aided audit tools is an asset; professional audit certification is an asset; work experience in developing countries is an asset.

3. Child Protection Officer (P-2)
Purpose of the post: Under the general supervision of the Programme Officer or Senior Programme Officer, contribute
to programme design and implementation, evaluation of child protection programme/project activities, data analysis and
progress reporting in the areas of violence, exploitation, abuse, conflict and discrimination.
Minimum requirements: Advanced university degree in Social Sciences, Int’l Development, Int’l Humanitarian and
Human Rights Law, Human Rights Education, or related field. Two (2) years of professional work experience in the area
of protection or human rights at national and international levels, specifically in programme formulation, design,
management and evaluation with emphasis on strategic planning. Communication, training and analytical skills.
4. Communication for Development (C4D) Officer - (P-2)
Purpose of the post: Under the general supervision of the Programme Officer or Senior Programme Officer, and in
close coordination with the Communication group, the Communication for Development (C4D) Officer is accountable for
technical support and assistance in the design, formulation, management, execution, monitoring and evaluation of a
behavioural change and social mobilization strategy, plan of action and programme activities in support of the country
programme.
Minimum requirements: Advanced university degree in Social/behavioural Sciences (Sociology, Anthropology,
Psychology, Health Education), or related field. Two (2) years of professional work experience in social development,
preferably in the areas of participatory communication, communication planning, social mobilization, behaviour change
and community empowerment at either national or international levels. Knowledge of current developments in the fields
of adult learning theory, community organization and participation. Training in community planning, behaviour analysis,
formative research and evaluation of communication interventions. Ability to research, analyses, evaluate and
synthesize information. Ability to express clearly and concisely ideas and concepts in written and oral form. Proven
skills in communication, networking, advocacy and negotiation, especially at community level.

5. Communication / External Relations Officer (P-2)
Purpose of the post: Under the general supervision of the Communication Officer, assist in developing, managing,
coordinating, networking, implementing and monitoring an advocacy and communication strategy and associated
products and activities on on-going basis with public audiences, with the objective of promoting awareness,
understanding, support and respect for children’s and women’s rights. Support for UNICEF's mission, priorities and
programmes in the country office/regional office/media hub, and at a global level and those of the UN Country
Minimum requirements: Advanced university degree in Communications, Media, Journalism, Public Relations,
Marketing, or a related field;
Two (2) years of relevant professional work experience in communication, print and broadcast media or interactive
digital media at either national or international levels. Knowledge of current theories and practices in communication
research and the role of mass media. Ability to research, analyses, evaluate and synthesise information. General ability
to draft clearly and concisely ideas and concepts in written and oral form; specific skills in writing press releases and
articles/stories for traditional and electronic media. Proven ability to effectively manage relationships with media
representatives, government officials and other UNICEF partners. Knowledge of computer systems and applications,
specifically interactive digital media.
6. Early Childhood Development ECD Officer (P-2)
Purpose of the post: Under the guidance of the Senior Programme Officer/Programme Officer, contribute in research
and innovations for development of approaches for implementation and assessment of Early Learning for Development
Project activities. Provide technical inputs in the development strategy and materials for early learning through centre
and home based initiatives.
Minimum requirements: Advanced university degree in Early Childhood Development, Education, Social Sciences,
Public Health Management, or related technical field. Two (2) years progressively responsible experience in programme
design, administration, monitoring and evaluation or related field. Experience in developing and implementing
programmes for early childhood, including experience working in the field at community level an asset.
Training in inter-disciplinary approach to ECD an asset. Understanding of government policies, guidelines, legislation
and strategies on child development. Good knowledge of computer applications. Ability to work in an international and
multicultural environment.

7. Education Officer (P2)
Purpose of the post: Under the general supervision of the Programme Officer or Senior Programme Officer,
accountable for professional technical contribution to education programmes/projects design, planning, administration,
monitoring and evaluation, data analysis and progress reporting. Commitment for enhancement of teamwork and
capacity building, in support of achievement of planned objectives of the work plan, aligned with country programme
goals and strategy.
