INTRODUCTION

WELCOME TO THE JOHN WAYNE AIRPORT (JWA)

JWA owned and operated by the County of Orange, is the only commercial service airport in Orange County, California. The Airport is located approximately 35 miles south of Los Angeles, between the cities of Costa Mesa, Irvine, Santa Ana and Newport Beach. In 2017, more than 10.5 million passengers were served.

JWA’s vision is to be a world-class aviation gateway and provide a superior guest experience for our business and leisure travelers.

It is the Airport’s mission is to plan, direct and provide high quality aviation services and facilities for Orange County in a safe, secure and efficient manner. JWA’s vision and mission statements clearly reflect that the Airport’s value to the community lies in its role as a provider of air transportation services for Orange County.

JWA was rated highest in customer satisfaction among large airports in North America for 2017 and 2018 by J.D. Powers, and also received “Best Airport in America” in 2018 by Money Magazine.

The Design Guidelines provide information for JWA partners, airlines, service providers, utilities, tenants, departments and staff who are considering making any physical modifications within public areas of the Terminal.

The design of tenant’s spaces shall support these goals through imaginative design and quality implementation standards that reflect their brand as outlined in the body of this document. All tenant designs will be reviewed by the JWA Design Review Committee (DRC) to ensure that proposed scope and designs are compatible with the aesthetic intent of the Airport facilities and wayfinding systems.

CONSTRUCTION

DESIGN PROCESS

INTENT OF REVIEW The intent of the design review is to ensure that the proposed scope and design are compatible with, and do not detract from the aesthetic intent of the Airport facilities and wayfinding systems.

Communication between the tenant, their architect and the JWA Property Agent is required in preparation for design review presentations. The Property Agent will coordinate and schedule a review meeting with the Design Review Committee (DRC).

All projects at JWA must go through the design and review process, including but not limited to the following:

New construction

Renovation or modification of existing spaces, structures and facilities

Installation or modification of equipment/infrastructure in public view

Interior and exterior signage (excluding traffic)

Advertising

DESIGN PROCESS

PHASE1 DRC REVIEW PROCESS

1. SUBMITTING FOR DESIGN AND REVIEW OF PROJECT • Form A “Project Request Form” – All projects must have a Form A completed and submitted to the assigned Property Agent. The Form A can be found on ocair.com/ business development/forma

• Design, floor plan, and material boards

• Project location

• Project description

2. DRC MEETING • Property Agent will distribute received documents to DRC.

• Property Agent will provide tenant with Form A notice of response (within 30 days).

• Property Agent will schedule DRC Meeting with tenant and their design team. Property Agent will attend DRC Meeting with tenant design team.

• Property Agent will notify tenant design team they are approved to move forward to Phase 2: 50% Construction drawing submittal.

• Meeting information: A mandatory meeting will be scheduled to discuss the project presented. Modifications requested by the design review may require additional reviews by the DRC. The tenant’s architect and tenant are required to attend the meeting. Meetings will be held at the JWA Administration Building on the west side of the airport, 3160 Airway Avenue, Costa Mesa, CA. Form B only required if Form A states it as a requirement.

PHASE2 50% CONSTRUCTION SUBMITTAL

1. Form B “Construction Plan Submittal Form” – Tenant is required to submit Form B Construction Plan Submittal and their 50% construction plans for review to the Property Agent if needed.

2. Property Agent will provide tenant with Form B notice of response with review comments of the plan review and will be forwarded to the tenant design team from the Property Agent (within 30 days).

3. Additional over the counter review meetings will be scheduled if needed.

4. The Property Agent will notify tenant of approval to proceed to 100% construction plans or need to resubmit 50% plans with markup to be adjusted to drawings.

PHASE 3 100% PERMITTING PLANS SUBMITTAL

DESIGN PROCESS

1. Form C “Final Submittal Form”- Tenant is required to submit Form C Final Submittal Form and their 100% construction plans for review to the Property Agent.

2. Property Agent will submit plans to the Planning & Development Department for approval. Allow up to 30 days to review. 3. Property Agent will notify tenant of approval to submit plans to Orange County Public works for code enforcement/plan check, permitting, and to schedule inspections during construction. 4. In some cases additional minor corrections or changes may be required to secure issuance of County permits.

1. Post construction: Once construction is complete, the Business Development Department in conjunction with the Facilities Department performs a design JWA compliance review of the premises.

2. In the event that the Airport finds elements that do not conform to the final approved design, the applicant will be contacted to rectify the compliance issue. (The material board will be reviewed with the built materials and must match the materials submitted in the design review process).

3. Final certification will be based on verification of costs, as-built drawings and lien releases. Construction Performance Bond will not be released until certification is received.

4. The Airport reserves the right to reject any proposed design which, in the Airport’s opinion, are considered to be in aesthetic conflict with the building design and/or adjacent approve tenant designs.

5. The Airport also reserves the right to reject an incomplete package for review.

CONSTRUCTION

1. There will be a pre-construction meeting with JWA Business Development and Planning & Development, the Tenant, the Contractor and any major Sub-Contractors before Construction can begin. Upon issuance of a County Building Permit, the Property Agent will issue a Notice to Proceed outlining approval dates.

2. Specific requirements during construction per the JWA Construction Manual will be adhered to including but not limited to scheduling of hours, compliance with required barricades, activities allowed/not allowed during Airport operation hours, connections and shut down for utility connection and route of contractor access. 3. All contractors’ personnel must be badged to operate at the Airport. There is an extensive background check that is required including a TSA check and a seminar/course is required to review local stipulations for access and control. The tenant should advise contractors to give plenty of time to complete the process as they will not be allowed on site until they obtain a badge.

4. Weekly Construction Meetings will be held with the Tenant, the Contractor and any major Sub-Contractors to review schedule, amount of completion, challenges of construction, etc.

DESIGN PROCESS

REQUIRED DOCUMENTS FOR CONCEPTUAL DESIGN REVIEW 1. Rendered in Color Exterior Elevation Perspective – these should accurately illustrate the proposed design complete with signage and fixtures from the point of view of a patron in the adjacent public area. (Mounted on 11” X 17” Foam Board)

2. Floor Plan and Wayfinding of Proposed Project – showing in detail the arrangement of the project’s essential boundaries, immediate neighbors, spaces, wayfinding, and components. Include all furnishings such as counters, seating layout, display cases, and equipment as well as illustrate the intent of the circulation and passenger experience of the space. (Mounted on 11” X 17” Foam Board)

3. Material Board – showing small samples of all finish material to be used in the project and photos or catalog cut sheets showing examples of lighting fixtures, seating, casework or other manufactured products to be used in the project.

• A mounted on 11” X 17” color photocopy must be provided for record.

• Furniture Images-Submit color images and selected finishes for each item specified. (Mounted on 11” X17” Foam Board). Include a legend with material manufacturer and specifications of materials mounted on the rear of the board.

FOR 50% PLAN REVIEW 1. Two complete hard copy sets of plans (24 x 36) and an additional digital electronic plan set. All plans must be stamped and signed by California CA licensed architect and engineers. All plans submitted must utilize JWA CAD standards. All plans submitted to JWA must have an area left free in the upper right- hand corner of each page for County stamp.

2. Location Plan– indicating where the project will be located and its relationship to surrounding areas.

3. Photos –showing the conditions at the project site, including the neighboring facilities and adjacent tenant and Airport context.

• Floor Plan of Conditions – showing base architecture and immediate adjacent spaces include adjacent public areas, legal boundaries of the project, and dimensions. The Airport will identify any potential issues or conflicts with other activities in the immediate area.

• Reflected Ceiling Plan – showing the elevations(s) or height and layout of the entire finished ceiling and, if applicable show ceiling materials, lighting layout, types of lighting fixtures, A/C registers and grilles, and signs. Indicate the elevation or distance of each element above the finished floor. All lighting must be recessed or indirect.

• Equipment List - if equipment will be visible to the public, submit color images with clear indications of material to illustrate an accurate appearance of the final project. A more detailed equipment list may be requested later to show how these equipment selections are integrated into the design and surrounding context.

• Signage Details – showing elevations and section views, letter style and size, all colors, material and proposed lighting. This shall include all storefront signage and typical interior display graphics and menu displays. Tenant graphics layout on all signage must be reviewed by design review committee. For signage modification, show locations before and after. Refer to Section 5 in this manual for specific signage compliance details.

FOOD & BEVERAGE STANDARDS A fine dining approach, drawing elements from high end cafes and restaurants, is a recommended way to create inviting dining experiences throughout the Airport. The intention is to create spaces that capture an experience comparable to strolling through a vibrant neighborhood with diverse dining experiences.

GENERAL JWA requires kitchen equipment that is visible to the public to have a decorative material enclosure or appearance.

If stainless steel is consistent with the desired look and feel, the finish must be treated so that fingerprints are not visible. This is important for any exhibition cooking areas visible to the public.

• Stanchion and Queuing (Within Lease Lines Only/Not Allowed outside lease

• Quick Serve, Coffee, Fast Food.

• Stanchions and Queuing (Within Lease Lines Only/Not Allowed outside lease lines).

• All Stanchions to be permanently mounted/one row must be fixed.

• First row of Queuing (from serving/ transaction counters) to be permanent rails.

• Quality Queue materials between other stanchions.

• Placement design of kitchen hoods is to be carefully considered. Refer to JWA Construction Manual for more information.

• No drink dispensers or other free- standing equipment shall be allowed on front counters. Free standing trash bins shall not be allowed. All integrated trash bins shall have openings sized to conceal trash within.

• All live and artificial plants are subject to JWA review.

• No brand signs on top of refrigerated cases.

• The top of all ledges and half-height walls must be slanted or peaked (not flat) so that drinks and other items cannot be placed on top.

• All knives are tethered and subject to JWA aviation security review.

RETAIL STANDARDS

The intention is to create spaces that are transparent and provide passengers with an upscale airport retail experience. Retail windows that are organized and appealing from the inside and outside are encouraged.

GENERAL

The display of all merchandise must be integrated into the design concept. All glass storefronts must be frameless to convey a light and open presence at the airport. Only premium, luxury storefront finish materials will be acceptable.

• Merchandising beyond the lease line is not allowed

• Tenants cannot overstock merchandise

• All fixtures are subject to the approval of the DRC.

• Tenants are encouraged to creatively engage the customer by incorporating digital media into the design. Digital media design and installation details are to be submitted to the DRC for review.

INTERIOR VISUAL QUALITY MATERIALS - GENERAL Interiors must project a high standard of design commensurate with the quality of interiors found inside the JWA Terminal.

ITEMS TO BE CONSIDERED • Designs must consider high-quality

materials and finishes that can withstand high-volume traffic, luggage carts, commercial maintenance equipment, and resist wear.

• Counter tops must be fabricated from solid surface materials (metals, natural or artificial stone).

• JWA does not allow plastic laminate materials. Natural material finishes are preferred and per review.

TRANSITIONS Transitions between tenant and adjacent base building finishes must be well considered, and design teams should be familiar with existing conditions.

A 12 inches dark black granite transition strip of material per Airport Standard tile is required.

Exterior transitions to the window wall must be coordinated with the shell of the Terminal and allow openness where needed.

ITEMS TO BE CONSIDERED • Provide durable surfaces at outside corners. Incorporate corner guards into design detailing of outside corners that receive heavy traffic use.

• Visual screening is required for all pass-throughs at locations between front public area and back of house zone to prevent direct view into back of house area.

• Doors are required between front of house and back kitchens and stock rooms.

• Provide details to describe floor, wall, and ceiling transitions at locations where tenant finishes are located adjacent to neighboring tenant and Airport finishes.

GENERAL GUIDELINES

LIGHTING GENERAL Lighting is a crucial design feature in creating a pleasant experience and should be designed to illuminate the facility and its products, without shining into the eyes of guests or causing glares or distractions. In addition to architectural lighting, tenants must consider accent lighting to enhance visual merchandising and display of food. ITEMS TO BE CONSIDERED

• Conceal architectural lighting to prevent direct views to light source.

• Socket shadows are prohibited.

• Surface mounted fixtures are prohibited.

• Moving lights or components are prohibited.

• No lighting shall be installed outside the tenant’s lease line.

• Creative use of indirect lighting is highly encouraged.

• No bare bulb lighting shall be installed unless decorative type with JWA approval.

SUMMARY OF REQUIREMENTS • Lighting should be recessed or indirect.

• The use of decorative-type lighting of any kind is permitted only if approved by JWA

• In unusual circumstances, surface- mounted fixtures may be approved at the JWA’s discretion.

• Pendant lighting is allowed as a design feature.

• Light bulbs cannot be visible to passersby in its entirety.

• All tenant lighting shall be controlled separately and illuminated only during time periods specified by JWA.

• Track type lighting must be recessed in a pocket within the tenant’s lease line.

• Display cases must integrate shielded lighting and be vented appropriately.

• Brightness levels of all light fixtures will be subject to JWA’s approval.

• Tenants must select energy efficient lamping types, with color rendition subject to JWA’s approval.

• All lamping to have a considered and consistent light quality color temperature.

• All retail tenants’ areas general ambient brightness levels shall be in-line with the portal brightness at an average of 30 foot-candles at the working plane (30” - 36”).

• All displays within the tenant’s area shall not be more than 3:1 average ratio brighter than the tenant’s general ambient lighting.

• All retail tenants’ areas shall not have lighting with color temperatures warmer than 3000K at 85 cri. 4000K at 90+ cri is also acceptable with JWA’s approval.

• All retail tenants’ areas must utilize 100% LED technology

STOREFRONT & DESIGN CONTROL ZONE The storefront design criteria is comprised of 3 distinct elements:

1 Design Control Zone

2 Storefront Glazing/Closure Systems

3 Tenant Signage and Graphics

1 DESIGN CONTROL ZONE The 12” Design Control Zone is a transitional zone to create a visual break between the Airport public circulation zone and the display of merchandise, as well as an unobstructed entryway into the tenant’s space. Typically found in the inline category, it is set just inside the storefront glazing and varies in dimension based on location. It is comprised of a tile flooring provided by JWA. Variations to this are allowed with JWA approval.

This transition between public and tenant space compliments both interior tenant finishes and adjacent Airport finishes. No display merchandise or advertising will be allowed in the public circulation zone. To maintain an enticing storefront, all merchandise and fixtures for display in the design control zone must be approved by JWA.

2 STOREFRONT GLAZING CLOSURE SYSTEM

An operable, glazed storefront system must be integrated into the design and concealable. It is to be frameless glass with no track on the floor. Latches, hinges and any other hardware should be concealed as much as possible.

Door enclosure finishes must complement tenant’s space.

MEDIA & TECHNOLOGY JWA understands that technology is constantly evolving and deviations from this page are subject to JWA approval.

GENERAL Tenants using speakers for the purpose of providing quiet background music for their patrons’ enjoyment must take precautions to ensure that sound vibrations are not transmitted to adjoining tenancies or public spaces. Sound systems are not permitted at kiosk locations.

No music or audio from devices can be heard from outside the lease line and any audio is subject to approval by JWA.

Any feed for TVs needs JWA approval.

All TVs/Monitors to be closed caption only (no audio).

ITEMS TO BE CONSIDERED • Subject to JWA review and approval.

• Freestanding tenant security devices or security systems, if any, shall not be installed or placed in operation unless the tenant has specifically received JWAs prior written consent as to the size, location, and design of such devices.

• Tenants are required to integrate TVs within mill-work or adjacent wall finishes subject to JWA review and approval.

• Monitors within tenant spaces require an additional JWA step approval.

• TVs/Monitors are not allowed in the casual dining areas.

SUSTAINABILITY GOALS & DIRECTIVES

TENANT REQUIREMENTS Environmental stewardship is one of the key pillars in JWA’s mission to be a good neighbor. Greenhouse gas emissions reduction, energy conservation, renewable energy, water efficiency, air quality, preservation of natural resources, waste reduction, employee wellness and green building facilities are sustainable attributes JWA values.

Tenants are required to support the Airport in its sustainability goals described in accordance with California Environment code (Green Building requirements).

All projects are required to comply with all applicable local ordinances and requirements, including construction and Demolition Debris Management and recycling by occupants, as well as the requirements of the California Building Standards code (California code of regulations (CCR) Title 24) Part 6 (Energy) and Part 11 (Cal Green).

WATER PERFORMANCE Water Efficiency – Tenants are required to select fixtures, faucets and equipment that complies with the applicable Cal Green water efficiency requirements. All tenants are encouraged to select Water Sense labeled products including sink fixtures and commercial pre-rinse spray valves.

ENERGY PERFORMANCE Energy Efficiency – Tenants are required to specify lighting and mechanical equipment that results in energy efficiency performance required in Cal Green. To further reduce energy costs and improve performance, tenants shall select kitchen equipment, computers, and general miscellaneous equipment that is energy efficient or has the Energy Star label.

RESOURCE USE Collection and Storage of recyclable and compostable materials – Tenants are required to provide adequate area for collection and storage of recyclable, compostable and trash materials. If material sorting bins are provided for patron use, tenant must work with JWA’s Green Business Team to determine sorting and signage. The JWA Property Agent will provide requirements.

Low Emitting Materials – Tenants are required to specify and install low emitting materials in accordance with the Cal Green requirements, including adhesives & sealants, paints & coatings, flooring (carpet and resilient) and composite wood & agri-fiber products, including laminating adhesives.

Furniture –Tenants are required to specify and install furniture that complies with the following attributes

• added flame retardant chemicals;

• emissions of volatile organic;

• use of certified wood;

• antimicrobial chemicals;

• required ecolabels; and

• other environmental attribute, consistent with Design Guidelines.

Interior Surfaces –Tenants are required to specify and install interior surfaces, storage of recyclable, compostable and trash handles, wall paints and carpet that complies with the following attributes:

• no Emissions of volatile organic compounds (VOCs);

• fluorinated chemicals;

• recycled content and recyclability;

• antimicrobial chemicals;

• required ecolabels; and

• other environmental attribute, consistent with Design Guidelines.

INDOOR AIR QUALITY AND ONGOING OPERATIONS Green Cleaning – Tenants are required to use green cleaning methods in conformance with the product manufacturers’ recommendations and in compliance with JWA’s Green Cleaning Program. Tenants are required to develop a Green Cleaning Plan in compliance with JWA’s Green Cleaning Program and shall provide regular staff training to implement this program.

EDUCATION As JWA works toward environmental goals and messaging, tenants are encouraged to communicate their service, product, packaging and/or facility’s green benefits to the customer. This should be done through graphic signage and messaging that tells the story of the tenant’s unique approach to the environment and social responsibility, beyond standard practices.

In furtherance of these values, tenants are required to support the Airport in its sustainability goals and participate in the Airport’s Green Concession initiatives. All projects are required to comply with applicable local ordinances and requirements and to build to California Building Standards Tier I requirements (CALGreen Tier I) California Code of Regulations.

SIGNAGE GENERAL GUIDELINES Signage and associated environmental graphics should complement the architectural design of each tenant space and be integrated into the overall storefront design concept. Tenants are allowed an overhead primary identification sign and a projecting blade sign. For the primary identification signage, the addition of any extraneous decorations and color beyond the approved tenant’s wordmark is prohibited.

Unique tenants have broad ability to propose unique forms of brand expression and signage which adhere to the guidelines with JWA approval.

Refer to Section 5 - Signage for additional information.

ITEMS TO BE CONSIDERED • Certain logo types are allowed on the

primary identification sign. The tenant’s typographic wordmark (and inline graphic per JWA review) with a full use of color is acceptable.

• Full color logos are permitted on blade signs.

• Menu boards must be produced by a professional graphic designer retained by the tenant.

• Location to be coordinated with JWA.

• Any food photography must be produced by a professional food stylist.

• Traditional internally illuminated menu boards are prohibited. Tenants may choose to use digital screen (LCD, LED, etc.) technology for their menu boards.

GUIDING PRINCIPLES Just as the storefront and interior of the tenant spaces should be designed with the highest quality in mind, all signage and graphics shall also be made with the same level of quality and attention to detail. JWA encourages creative design and the use of dynamic, three-dimensional solutions that have visual appeal and establish a recognizable brand identity for each concession.

Allowable sign areas have been determined for many concessions located in the Food Court and also at the Terminal food and beverage concession. All concessions located elsewhere in the Terminal shall place their signage according to the space allotted in the “signable area.” Greater latitude may be granted to creative, three-dimensional signage based upon JWA Management’s sole discretion.

FOOD & BEVERAGE JWA encourages innovative designs for food and beverage concessions that reinforce the merchandising identity of each tenant. High quality design and use of materials should reinforce the quality of the surrounding Terminal environment while offering travelers convenient and memorable experiences at each concession space. Food Courts offer tenants an opportunity to create a unified concession area in the Airport, and architectural features provide a frame for the overall design concept of the space. Working within these architectural features, tenants are encouraged to develop dynamic and individual identities using the highest quality design approach.

GENERAL CRITERIA Unless otherwise stated, these criteria apply to all Food Court concessions, including restaurant and bar, as well as any food and beverage concessions located throughout the Airport.

The tenant must provide a full height wall separating the sales area from the kitchen and service area for security and to shield views into these areas. The only exception to this will be at the restaurants in a Food Court where an open kitchen concept may be considered, pending approval from JWA. Concession storage is limited, and tenants are encouraged to include storage space within the service area. Rear stock storage rooms, in the case of an open kitchen concept, shall not be visible from public view.

At the bar area, a panel or door closure system will be permitted to secure liquor bottles from the public when closed. However, door closure system must be fully concealed during business hours.

Restaurant seating areas and snack bars should have sufficient clearance for guests and their luggage.

FOOD COURT TENANTS The design concept of the Food Court is clearly expressed through the curves of the interior architecture, including stone floor patterns in the public corridor, soffits in the ceiling and defining interior partitions. Food and beverage tenants are strongly encouraged to use these design elements as a guide to developing their own dynamic spaces while working to compliment the unified experience of the Food Court.

The Airport shall provide either a stone clad architectural feature wall with defined portals and/or penetrations, or stone clad neutral piers, for each food and beverage tenant, unless otherwise noted. No penetrations that deviate from these defined shell walls or neutral piers, will be permitted unless approved by JWA.

General seating for the food court is located adjacent to the restaurants it serves. Tenants will be responsible for any floor finishes, railing, millwork, seating and/or tables in all seating areas (oval seating areas), and design of these elements will follow the criteria set forth in these Guidelines. Tenants are required to provide condiment, napkin, and utensil fixtures in the common area of the food court.

All tray and waste receptacles shall be of durable materials that complement the overall design of the food court. Separate receptacles for recyclable waste will also be required.

CONCOURSE FOOD & BEVERAGE Where the service counter is recessed within the space, the tenant shall provide a dropped bulkhead over the entire width of the counter to separate the customer space from the service space. The bottom of the bulkhead shall be 9’-6” above the finished floor and shall extend to the structure above unless otherwise indicated.

A maximum of 100% of the storefront may be open (without glazing).

SALES COUNTER Counter tops shall be of a solid polymer, brushed stainless steel, or hard stone material. Plastic laminate and ceramic tile will not be allowed as either a counter top or edge material.

The face of the counter may be of the following materials:

• Marble or granite

• Ceramic/Porcelain tile

• Solid Polymer

• Hardwood, stained or painted

• Metal

• Other durable, nonporous material approved by JWA.

Tenant front counter height must not exceed 39”, except where glass display cases or sneeze guards are used. Sneeze guards should be constructed of clear glass and stainless steel. Maximum height for glass is 54” off the finished floor. Tenant counters must meet ADA Federal and State regulations.

Glass display cases, also constructed of clear glass and stainless steel, will be permitted at a maximum width of 25% of the storefront width. Display cases may not extend past the face of the counter top. The design of the displays shall incorporate an integrated and continuous base with the counter.

The front counter must present a clean, uncluttered appearance. Food service equipment, beverage dispensers, cash registers, and other equipment must be concealed from view as much as possible. Displays, advertising, cash registers, and other similar types of equipment must be built into the storefront and counter top. Loose equipment and displays are unacceptable. Wires, conduit, and wire molds shall be concealed from view. Exposed wires from equipment, telephones, etc. are unacceptable.

The backside of the sales counter shall be designed to conceal trash, outlets, etc. Open storage areas will not be allowed unless they are concealed from public view.

Napkins, condiments, utensils, straws, and trays, must be concealed in a condiment/trash/recycle unit. Open storage of paper goods, packaging, and supplies is unacceptable.

No food preparation or display cases are allowed in a zone 24” from the edge of each neutral pier or column and within 18” of the finished floor.

LIGHTING All self-illuminated show cases and display cases must be adequately lit and ventilated. Direct visual exposure of incandescent lamps and/or fluorescent tubes is unacceptable.

All supplemental lighting over the counters and workspace adjacent to the counter shall have a lamp temperature of 3,000K to 3,500K. Each tenant may have lighting, which will support their design identity. This lighting may be pendant lighting or other type of decorative fixture. Additional lighting may be used as a supplement to the suspended lighting.

Surface mounted lights are not permitted on the ceiling. Custom designed sconces, which support the imaging of the tenants identity are acceptable. Sconces shall be fabricated from premium grade materials. All lighting fixtures are subject to review and approval by JWA.

CEILINGS The tenant shall install all finished ceilings unless a ceiling is already provided by JWA. In these instances, such as at the Departure Levels of the North and South Holdrooms, tenants will provide lighting, diffusers, strobes, speakers, etc. as required.

In the instance where a concession is located independently from any ceiling structure, such as under the large vault, the tenant will be required to provide a self-supporting canopy or some other structural element to act as a ceiling above the concession space.

Ceilings in all food sales areas shall meet all health code requirements. Ceilings in back of house kitchen areas may include high quality, durable and cleanable suspended lay-in 2x2 or 2x4 ceiling, where frequent plenum access is required. However, it is preferred that a smooth, acoustically treated, non-absorbent, hard surface ceiling be used where access is not an issue. If the kitchen is visible to the

public, this type of ceiling is required.

Various main mechanical ducts, electrical raceways and conduits, and fire sprinkler mains may be routed through the tenant spaces that limit the available ceiling height. Where specific areas may have restrictive ceiling heights, the tenant will be advised of the available ceiling height. Final ceiling heights should be coordinated with the Terminal construction documents and JWA. In general, Tenants should maintain a minimum ceiling height of 10’-0” where there are no restrictions from above existing conditions.

FLOORS Existing floors provided at food and beverage concessions will be broom finished structural concrete that is depressed 2” below finish floor level. The tenant shall provide a concrete or mortar setting bed to receive their final finish floor. Maximum setting bed including waterproofing membrane, if required, shall be 2” thick.

Flooring shall be durable, cleanable, and of high quality, such as stone or porcelain tile. Tenant floors shall extend to the established Lease Line. Adjacent seating area flooring in the Food Court will be provided by the tenant. All flooring in the general seating area of the Food Court must be aesthetically complimentary with the surrounding materials of the public corridor

and must be approved by JWA. Limestone to match existing is preferred, but JWA may consider other options.

For all kitchen, food preparation, service, and back of bar areas, the tenant will provide a fully waterproof flooring surface with 6” high cove base. All plans shall specify a waterproofing membrane that extends a minimum of 4” up the perimeter walls of such areas. All flooring must be properly treated and sealed before any equipment is installed. Tenants must provide material or devices required to prevent the passage of water or liquids out of these areas.

WALLS Wall openings between the sales area and service area must be kept to a minimum. Pass-through openings shall be designed to block views into the service area. The only exception to this will be at the restaurant/bar in the Food Court, where an open kitchen concept may be considered. The wall penetration (portal) for this area will be defined by a stone clad architectural feature wall to be provided by the Airport. Rear stock and storage rooms, however, shall still not be visible from public view.

Existing demising partitions provided by the Airport shall have exposed metal studs on one side unless otherwise noted. The tenant shall finish out all exposed metal stud systems

in their space. Fire rated gypsum board, 5/8” minimum thickness, shall be used on the tenant side. No penetrations through shell walls shall be permitted unless approved by JWA Management.

The finish on all walls visible to the public behind the counter shall be ceramic tile or similar hard, scrubbable material. Materials other than ceramic tile may be used with prior written approval from JWA. Painted gypsum board, FRP, or vinyl wall coverings are not allowed.

In food preparation areas, walls must be finished in ceramic tile to a minimum height of 9’-6” from finish floor. All exposed columns and vulnerable corners must be protected to the height of 54” with stainless steel covers. Mounting block is required to support kitchen equipment. It is not permitted to support equipment off tenant’s demising walls without approval from JWA. Walls can be modified to accommodate recessed control panels for food service equipment (i.e. hoods) only with JWA approval. All wall and ceiling construction around kitchen exhaust canopies and cooking equipment must be of metal and stud construction with 0.5” cement board on the equipment side or be of cement block construction.

SIGNAGE FOOD COURT SIGNAGE Primary signage for the individual Food Court. Tenants shall be located either on provided sign bands, as a feature in the area above the service counter, or as a design element of the architectural feature wall at the restaurant and bar. The tenant shall provide a visual means of distinction at each signage location. The bottom of any construction shall be a minimum of 8’-9” above the finished floor.

Sign types and restrictions will follow the criteria outlined in Section 5.

CONCOURSE FOOD AND BEVERAGE Concourse Food and Beverage Service Identification shall be governed under Section 5.0.

Concourse Food and Beverage Service Tenants located in approved zones may design, fabricate, and install one two-sided blade sign conforming to Section 5.

MENU BOARDS All Fast Food and Quick Serve, tenants are required to provide; at a minimum one menu board, mounted on the rear wall of the sales area or on a suspended fascia. Menu boards are not permitted at the front Lease Line.

The menu board signage may not protrude more than 2” from the back wall. These menu boards shall be integrated into the overall design. Provisions should be made for changing prices or products in an undetectable manner.

Menu boards may be backlit. Adjustable track lighting, concealed from view in an alcove directly in front of the menu board is also an acceptable means of illumination.

All menu boards and photos of menu items shall be professionally designed and fabricated. They should be integrated with the Tenant’s graphics and merchandising design.

The menu board signage shall be of proper size, color, and illumination level to be readily visible from the common area with a minimum letter height of 1 1/4”. The storefront fascia shall not block views to the menu board based upon a viewing height of 6’-0” above finished floor.

SPECIALTY RETAIL GENERAL GUIDELINES FOR RETAIL STORES An operable, glazed storefront system must be integrated into the design and concealable. It is to be frameless glass with no track on the floor. Latches, hinges, and any other hardware should be concealed as much as possible.

Door enclosure finishes must complement tenant’s space.

GENERAL GUIDELINES FOR RETAIL WALLS Retail walls must be clear glass and merchandise display area is visible from all directions of travel. Creative signs are strongly encouraged.

Signage must be limited to the identity of the tenant.

The sign cannot exceed 18” in height and the length of each sign cannot exceed 60% of the sign band length between each column pier. The maximum height of the sign letters shall not exceed 12” and the maximum height of any individual letter shall not exceed 16”.

Blade signs shall be designed as established in Section 5.

AIRLINES OBJECTIVES Airline tenants are encouraged to reflect the identity of each Airline through the use of quality materials that complement the surrounding Terminal environment. Durability should be taken into consideration when designing Airline Ticketing Offices (ATO), Baggage Service Offices (BSO), and Airline Operations areas. Providing travelers with efficient and highly aesthetic experiences should be a top priority in all public spaces.

DEMISING PARTITIONS JWA shall construct all metal studs that define perimeter walls and corridors that are a part of the Terminal shell construction, as well as all demising walls between tenants. JWA shall also provide all storefronts at the BSO area in Baggage Claim. Any drywall and finishes on the side of any wall that is within the Terminal shell construction space shall be provided by JWA, but it is the tenant’s responsibility to provide all build- out of demising walls within the tenant’s leasehold. Demising walls between tenants shall be centered on the Lease Line dividing the tenant spaces.

Walls shall be constructed from the floor slab to the underside of suspended ceiling or structure above and shall be a minimum of 3 5/8”, 18-gauge metal studs with sound attenuation batts in between. The tenant shall provide a minimum of 5/8” fire rated gypsum board extending the full height of the wall, with all voids filled and penetrations sealed in conformance with acceptable codes and regulations. No penetrations through shell walls shall be permitted unless approved by JWA.

If the tenant’s business increases ambient noise levels in the adjacent spaces beyond the allowable level of local state or federal

codes or regulations - or to a degree found unacceptable by JWA - the tenant shall employ sound abatement measures to decrease sound transmission through the demising assembly to acceptable levels as required.

The tenant must seal around all structural shapes, ducts, pipes, and other penetrations through demising walls in an airtight manner and in conformance to applicable codes and regulations.

The tenant is responsible for any additional wall reinforcement or independent support as required for demising walls used to support shelf standards or other heavy attachments.

AIRLINE TENANT CRITERIA GENERAL CRITERIA Tenants are responsible for attaining all permits, approvals, certifications, and inspections from Orange County Public Works for all improvements within their ATO, BSO, and Operations Areas. Both OCPW and JWA approval is required prior to initiating improvement within leased premises.

Approval steps are as described in this document for all Tenants and in the Lease Documents as issued by JWA Business Development. In the case of a conflict between the two documents, the Lease Documents shall supersede the Tenant Guidelines.

It is to be noted that OCPW and JWA approvals are separate and distinct from one another and must be achieved independently.

These Guidelines address all ATO, BSO, and Operations areas including publicly viewed areas as well as all offices, storage, or “back of house” areas.

WALL FINISH CRITERIA Interior Partitions shall be of non-combustible construction and shall be finished in an

acceptable manner on all visible surfaces. Paint finish, if utilized, shall be primer and two coats of quality latex.

All wall surfaces visible to the public must be finished in a manner acceptable to JWA. Wall finishes considered to be suitable are painted gypsum board or plaster, commercial grade wallcoverings, wood moldings or panel treatment, decorative metal, back-painted glass, or natural stone that is complimentary to the Jura Limestone used throughout the Terminal.

Wall treatments should be finished at the floor with a durable base material such as wood, stone, ceramic or porcelain tile, or stainless steel. Vinyl or rubber base will not be permitted in public areas visible to the public. Any gyp board wall that is not covered with a durable finish and is located in an area accessible to the public shall have stainless steel corner guards applied at all corner locations.

FLOOR FINISH CRITERIA Alterations to the building structure necessary to support excessive loads or penetrations will be at the expense of the tenant, including re-engineering costs. The tenant and their contractor shall not cut holes or openings of any description in any part of the structural floor slab without prior approval of JWA.

Work of this type required by the tenant shall be performed by the Airport at the tenant’s expense.

Existing floors provided at airline tenant spaces will be broom finished structural concrete that is depressed 2” below finish floor level. The tenant shall provide a concrete or mortar setting bed to receive their final finish floor. Maximum setting bed including waterproofing membrane, if required, shall be 2” thick.

In all public areas of the tenant’s premises, the tenant must provide a suitable floor finish. The elevation of the floor finish must match the adjacent common area floor. Bull-nosed tile, reducer strips, or carpet edge guards or finished edges that could potentially create a tripping hazard will not be permitted. Floor treatments should be designed to be durable and to compliment the surrounding Terminal environment.

Acceptable floor finishes in all areas visible to the public are:

• Carpet, to match the approved Terminal finishes

• Stone, to compliment the approved Jura Limestone

• Porcelain tile, to compliment the approved Limestone

Floor finishes that are not permitted in areas visible to the public are quarry tile, rubber/

vinyl flooring, vinyl composition tile, or wood parquet flooring.

Acceptable floor finishes in offices, storage rooms, kitchens, closets, and other areas not visible to the public include:

• Carpet

• Resilient flooring

• Vinyl composition tile

• Porcelain or ceramic tile

• Other finishes, subject to JWA approval

Carpeting in all areas must be of superior quality. Direct glue-down installation is recommended. It is important that flush transitions to other materials be provided to minimize visual distractions and walking hazards. Reducer strips of any kind are not permitted.

Tenants must install a waterproof membrane on floor slab and at floor penetrations in all toilet rooms and similar areas exposed to water and/or liquids. The waterproofing must extend a minimum of 4” up the perimeter walls of such area. Tenants must provide material or devices required to prevent the passage of water or liquids out of these areas.

The tenant is required to repair the interior slab, as required, to provide a smooth, sound substrate to receive tenant finishes. The

leveling screed, floor finish and partitions shall have a maximum dead load of 22 lbs psf. The maximum live load shall not exceed 100 lbs psf.

If an expansion joint occurs within the Tenant space, it shall be the Tenant’s responsibility to install the finish floor material to this joint in a professional manner. Finished floor material may not be installed over expansion joints.

CEILING DESIGN CRITERIA Ceilings within the tenant spaces must be approved by JWA. Access must be provided by the tenant in all areas where existing mechanical ducts, conduit raceways, shut-off valves, controls, piping, or any other Airport equipment is located.

Where mechanical considerations require a ceiling plane to be open, the ceiling shall be as open as possible. If a ceiling is required in the area to contain objectionable noise, fume, or odors, the tenant must receive written approval from JWA. No combustible materials are permitted of any type above the finished ceilings.

Suspended ceiling panels, if installed, shall meet the following physical properties:

• Surface Burning Characteristics: Flame spread - Maximum of 25, UL Class Smoke Development - 50 or less

• Sound Transmittance Coefficient (STC)

• 30 minimum

• Noise Reduction Coefficient (NRC)

• 0.45 minimum

Suspended ceiling support systems, if installed, shall conform to the following requirements:

• System components shall support the ceiling assembly with a maximum deflection of 1/360 of the span of any component.

• Ceiling systems shall be supported directly from the structure or may be indirectly supported by a secondary intermediate support system carried on walls or partitions.

All acoustical tile suspended ceilings shall match the system used throughout the Terminal. Ceilings in kitchen, food service, and restroom areas shall meet all building and health codes.

CLOSURES All closures through required fire separations shall comply with all applicable codes and regulations. Closures’ colors shall complement adjacent wall colors on the tenant side and shall match existing adjacent colors on the opposite side of the fire separation.

fire separation shall be properly labeled and shall be equipped with the proper hardware as determined by applicable codes and regulations.

Doors to exit corridors must be fully recessed so as not to project into the corridor when open and shall conform to all applicable codes and regulations. The tenant, where required, shall provide the doors, frames, and recesses in compliance with applicable codes and regulations.

Doors from the exterior or from interior public spaces shall be provided by JWA.

All other doors are the responsibility of the tenant. Doors provided by JWA at the ATO spaces shall be hollow metal, 3’-0” x 7’-0” x 1 3/4” with hollow metal frames. The frame and door shall be painted to match adjacent paint colors. Doors at BSO spaces shall be aluminum, 3’-0” x 8’-6” x 1 3/4”, pre-finished to match existing storefront, with aluminum frames also finished to match existing storefront. All hardware shall match existing as well.

Doors within tenant spaces that are not visible to the public shall be reviewed by JWA. All door frames shall be painted hollow metal, color to be approved by JWA, and all doors shall be 3’-0” x 7’-0” x 1 3/4”, unless otherwise approved by JWA. Door hardware may vary from that provided in publicly viewed spaces.

Security doors or grilles, if required by the tenant, shall be the responsibility of the tenant. The manufacturer and style shall be approved by JWA. Any additional structural requirements to support such doors must be approved by JWA and the Base Building structural engineer.

CASEWORK Casework, where provided, shall be a minimum of W.I.C. “custom” grade. Acceptable materials to be used in the design of casework include:

• Natural Materials: Solid wood and natural wood veneers. Woods must be stained and/ or sealed.

• Solid Surface Materials.

Hardware and trim shall match the types used throughout the surrounding Terminal.

All casework designed for areas visible to the public is subject to review and approval by JWA.

SIGNAGE Airlines may use signage behind the counters at Ticketing and behind the glass storefront at the BSO to establish a branding identity. All signage shall follow the criteria set in Section 5.0 of this document with the exception of lighting signage.

NOTE: Monitors behind ticketing counters are not provided by JWA, although their use is encouraged.

LIGHTING CRITERIA JWA must approve all lighting designs. All interior lighting systems shall be designed to comply with local Energy Codes.

Lighting shall be limited to the tenant’s Leasehold. In general, light sources shall not be visible from the Terminal public circulation zone, and glare shall not interfere with visibility in this zone. General lighting fixtures shall be glare free, and no exposed lamps will be permitted. In all types of lighting, exposed

raceways, crossovers, conduits, conductors, transformers, and other equipment are not permitted.

As a general rule, a minimum of 20-foot candles and a maximum of 150 foot candles should be provided throughout the tenant’s spaces.

The following light fixtures are listed as a guide to the types of fixtures already present in the Terminal. It is preferred that tenants use the same fixtures where applicable. Different fixture types may be used with JWA review and approval.

• Ledalite-2’x2’ recessed fluorescent 55W fixture (Catalog #9422-XX-ST-B155- S-X- s-E)

• SeLux-linear recessed fluorescent 54W fixture (Catalog# M60S-1T5HO-MA- SFX- 028-XX-277)

• Pathway-6” square recessed compact fluorescent downlight (Catalog #6SQHF126QE4/6SQHL5SCLPF)

Fluorescent lighting shall be of low-brightness type. Shielding shall be either metal parabolic or acrylic para-cubic or para-wedge-type louvers. No acrylic lens, “egg crates,” or bare fluorescent tubes shall be used for general lighting in tenant areas. Acceptable lamp colors are 730, 830, 735, or 835, minimum color rendering 75+, color temperature - 3000K or 3500K.

If incandescent lighting is used (upon JWA approval), it shall be of a low-brightness type. No light source shall project below the ceiling line.

Interior emergency lighting shall be installed by the tenant as required by applicable codes.

Signage is an important part of all tenant storefront design and expression. JWA signage guidelines provide the framework for a consistent, elegant and well- integrated tenant identification program. JWA’s signage requirements vary between concession categories. The following pages describe sign requirements and restrictions for each of the concessions types.

Design intent documentation containing sign drawing details, specifications, and requirements is available for further tenant review by request.

A comprehensive family of signs exist outside of concessions signage (directional, digital wayfinding, informational, regulatory, etc.). Established signage locations and adjacencies need to be considered when designing concession signage.

JWA will provide guidance to maintain harmony and clarity across all signage elements.

UNIQUE TENANT SIGNAGE Unique concession tenants have the most flexibility for brand expression of all JWA tenants. Just as the tenant has an opportunity to create an individually expressive statement through storefront design and architecture, there is an equal opportunity for unique brand expression elements. These tenants are encouraged to find creative solutions to their brand identification elements so as to reinforce their status as a specialty retailer, as well as contribute to JWA’s larger effort to create engaging guest experiences.

CONSIDERATION OF STOREFRONT DESIGN (IF APPLICABLE) It is recommended that all signage or brand expression elements coordinate with the design of the storefront and contribute to the overall character of JWA. Graphic contrast and legibility should be considered when specifying typography, colors, illumination, finishes and choosing materials and design methods. All methods of attachment should be concealed from view or designed so they appear to be design details of the sign/ brand element. The signs / design elements are to be supported through the tenant storefront both electrically and structurally. Signs and graphics shall not penetrate the building core, including bulkhead and neutral piers. Signs and graphic elements shall be limited to tenant’s designated lease area, unless otherwise approved by JWA.

SIGN REVIEW PROCESS Approvals by all designated bodies will be required before a tenant can proceed with the installation of any proposed design elements.

DESIGN CRITERIA – TRADITIONAL SIGNAGE SUMMARY “Traditional Signage” shall be defined as a fabricated, dimensional graphic or brand element that is permanently fixed to the concession storefront and may or may not be illuminated. Traditional signage shall be subject to certain design restrictions, as defined herein

DESIGN CRITERIA – BRAND EXPRESSION SUMMARY Brand elements do not necessarily need to be fixed to the storefront elevation and may be visible from the space’s interior volumes. Combinations of color, static imagery, illumination, dynamic elements, 3-dimensional forms and integrated architectural features are all available for a tenant’s consideration.

Tenants should remember to take the surrounding Airport environment into consideration and understand that all proposed design elements are subject to review by JWA.

SPACE LOCATIONS WITH KEY PLAN Brand element locations shall be represented on the tenant’s proposed project design drawings for JWA review and approval.

GENERAL PARAMETERS AND STANDARDS Tenants are expected to provide retail spaces that are first class and demonstrate a high level of design sophistication and building craftsmanship, brand elements are likewise expected to meet high standards of fabrication, color and graphic fidelity, trade-work, installation and should generally match the quality of the overall tenant space.

MAINTENANCE & UPKEEP Tenants are responsible for maintaining and cleaning any installed signage elements so as to preserve their optimal appearance and functionality. Failure to maintain signs sufficiently so that any parts fall into disrepair may be subject to corrective action by JWA.

ANIMATED ELEMENTS No signs or brand expression elements shall involve or simulate motion or rotation, including but not limited to pennants, propellers, disks, streamers, and flags. This shall not apply to dynamic or digital display content.

FLASHING ELEMENTS No signs or brand expression elements shall strobe, flash, pulse or burst that could potentially cause unhealthy reactions, disorientation or general discomfort in passengers.

GLARING ELEMENTS No signs or brand expression elements with light sources of such brightness as to constitute a hazardous glare, reflection or nuisance as determined by JWA.

HAZARDS No Signs or Brand expression elements that obstruct passenger visibility at intersections or block any windows, door, fire escape, stairway, restroom amenity or any opening intended for light, air or access to the building.

MATERIALITY Tenants should ensure that no components of signs contain any materials prohibited by JWA, or County of Orange. Examples of prohibited materials include polyvinyl chloride (PVC) or flame-retardant chemicals.

ELEMENTS ERECTED OVER A PASSENGER RIGHT OF WAY No signs or brand expression elements shall be erected in or over the passenger right of way unless allowed by the expressed written permission of JWA.
