UNESCO is inviting qualified consultants to submit a written proposal in English describing
the methodology how the work assignment can be handled with tentative time per main
milestones; and lastly how the consultant’s qualifications and capabilities will enable
him/her to undertake this assignment [the technical part of the proposal] based on the
terms of reference described under Annex I.
Your written proposal should be up to 2 pages [maximum] and should include the technical
and financial part. In addition, please send your detailed and up-to-date curriculum vitae.
Remuneration and other fees
• UNESCO Iraq Office will pay the Consultant a consultancy fee on a monthly basis.
• The Applicant shall indicate his/her monthly consultancy fee required in order to
successfully undertake the consultancy assignment.
• UNESCO will fully cover costs related to travel, accommodation and meals (not to be
included within the monthly fee) and will arrange for all necessary safety and
security measures during mission to Iraq. Additionally, UNESCO will pay the selected
consultant a hazard allowance (danger pay) (applicable to Baghdad only).
• The amount to be charged for the work assignment should be quoted in US dollars
only per month.
UNESCO will carefully check if the submitted proposals have considered all the
objectives of the work assignment, as described in the Terms of Reference.
Accordingly, while evaluating the proposals for the assignment, attention will be
given first and foremost to the technical elements. From those proposals deemed
suitable in terms of the criteria in the Terms of Reference, UNESCO shall select
the proposal that offers the Organisation best value for money.

ANNEX I (Terms of Reference)
A. OVERVIEW OF THE WORK ASSIGNMENT
In the framework of UNESCO’s Literacy Initiative for Empowerment (LIFE), based on the request and
priorities emphasized by the Government of Iraq, UNESCO Iraq Office, in collaboration with the Ministry
of Education (MoE), UNESCO is seeking an experienced expert to design and coordinate a comprehensive
national awareness campaign that will seek to enhance the awareness and importance of literacy within
Iraq.
The LIFE Project attempts to strengthen the human and institutional capacity of the Iraqi government
and civil society to deliver quality non-formal education (NFE) and literacy programmes at the central
and governorate (provincial) level. UNESCO works in close collaboration with the Ministries of Education
(MoEs) and other education stakeholders to ensure the formulation of a nation-wide, coordinated
response to meet the learning needs of illiterates in Iraq. To this end, concrete areas of intervention
have been identified in order to support the government of Iraq and national NGOs in their endeavor to
reduce illiteracy by 50 per cent by 2015, including government and civil society capacity building, a
national awareness-raising campaign, development of modern literacy and NFE curricula, integration of
data collection in the Education Management Information System (EMIS), and teacher training.
The main objective of the present contract is to design and coordinate a bottom-up / top-down national
awareness campaign that will raise the profile of literacy within the national dialogue such that illiterates
themselves understand the empowering nature of being literate and ultimately enroll within
government literacy classes under the National Literacy Campaign. The Campaign would also provide the
necessary impetus for friends, family and fellow community members of illiterate persons to encourage
them to enroll within literacy classes and transform their ability to function, and indeed excel, within the
wider community.
Benchmarks of the strategy should be best practices in awareness-raising at the national and district
level, past awareness campaigns, including education and literacy awareness-raising campaigns, and best
practices in public relations and media advertising.
B. MAIN DUTIES AND RESPONSIBILITIES
1. Realize a desk review of best practices in awareness-raising for development objectives, with
specific examples of best practices in campaigns related to education and literacy.
2. Draft a full awareness campaign strategy, including implementation strategy, using both mass
media strategies (e.g. television and radio spots, newspapers and print media) and a strong
grassroots operational strategy with the partnership of NGOs and voluntary and youth groups.

3. Oversight and coordination of involved voluntary and youth groups, including through online
social media, in undertaking grassroots activities and community mobilization related to the
campaign.
4. Design of media materials, including television, radio and print media and advertising, and direct
guidance and supervision of contracted media production company deliverables. Includes review
and editing of all produced materials to reach the desired specifications.
5. Draft monthly, mid-term and final progress reports, including data on the relevance, reach and
effectiveness of all awareness campaign interventions.
6. Daily coordination with the LIFE Project Manager regarding campaign interventions.
C. PROJECT DURATION
The estimated duration of the consultancy is 4 months, with possibility of extension should the
project require.
D. MANDATORY ELIGIBILTY CRITERIA/ REQUIREMENTS
The Consultant will provide requisite expertise and substantive advice to undertake these tasks.
Furthermore, English and Arabic language skills are mandatory, and proven expertise in design of
successful and outreaching media campaigns within the Arab region is a must. The Consultant should
ensure possessing a comprehensive awareness of the unique needs of Iraq as well.
E. QUALIFICATIONS AND EXPERIENCE OF THE CONSULTANT
The proposed key expert should have the following minimum qualifications:
• Bachelor’s degree in Public Relations, Media, Community Mobilization, International
Development, Education or any relevant topic, with specific knowledge on awareness-raising
strategies, media and community mobilization; Master’s degree strongly preferred.
• A minimum of 3 years of professional experience undertaking national and sub-regional
awareness campaigns within a development context for a national or international organization
or UN agency, preferably within the context of education; 5 years overall experience in the
development field or related occupation.• Previous experience working with volunteer and youth groups at the local level on community
mobilization strongly desired.
• Graphic design, audio/video production and video editing skills strongly preferred.
• Contemporary knowledge of culture, politics and attitudes within the Arab Middle East required.
• Teamwork skills, capable of working together with a team of government officials and
international experts
• Analytical, negotiation, communication and advocacy skills.
• Advanced Computer skills.
• Demonstrated ability to work in a multicultural environment, and establish harmonious and
effective working relationships, both within and outside the organization.

• Self-starter able to work independently and without extensive direction.
• Ready and willing to travel throughout Kurdistan and Iraq within the UN system arrangements.
• Fluency in English and proficiency in Arabic required. Fluency in Kurdish language will be a
strong asset.
• Iraqi nationals with relevant qualifications are encouraged to apply.
