Welcome to IPLOCA’s 53rd ConventionThe IPLOCA Convention is an annual gathering of leaders in the pipeline industry. It is attended by its Regular and Associate Members as well as Corresponding, Academic and Honorary Members, Media Partners, guests and accompanying spouses.

The five-day event includes a series of technical sessions, meetings, social events and tours. In an informal setting, senior executives from the pipeline industry are able to have an update on the current status of our industry whilst building relationships, networking, sharing ideas and holding business meetings with their peers from all over the world.

At the Open General Meetings on Thursday and Friday, high profile speakers will focus on projects being developed, share experiences of projects undertaken, future major projects and risk analysis.

IPLOCA awards will also be presented at the Convention to recognise the most significant achievements and contributions of our members to the pipeline industry.

Our conference hotel, the Shangri-La, is located along the Chao Phraya River, giving access to the heart of the city by boat. Message from the PresidentI am pleased to invite you to join the 53rd IPLOCA Annual Convention, taking place for the first time in the city of contrasts: Bangkok, Thailand. Bangkok is renowned for its gleaming temples, floating markets and the gracious Thai hospitality. This year’s convention promises to be special.

During our Open General Meetings we have a first rate line-up of speakers who will give presentations on new projects, latest industry developments, key achievements, as well as risk analysis. We will also update you on a number of IPLOCA initiatives and the latest developments surrounding our construction guidance application ‘The Road to Success.’ At the Annual General Meeting we will present the results of the ‘Strategic Review’ five-year business plan, together with committee updates, and will announce which students have been selected to receive the 2019 IPLOCA Scholarships. Once again, we will be facilitating a number of business-to-business meetings and poster sessions.

Since its founding as the capital city of Siam in 1782, Bangkok has developed into a national treasure house and functions as Thailand’s spiritual, cultural, political, commercial, educational and diplomatic centre.

Bangkok is one of the world’s most visited tourist destinations and is considered one of the most traveller-friendly and safe cities in Asia. Lying just under 14 degrees north of the equator, visitors to the city are immediately confronted by the heat, the hustle and bustle of the crowded streets, the omnipresent tuk-tuks (three-wheeled taxis), the flamboyant culture and the irrepressible smile of the Thai people.

The high humidity and warm temperature favour the luxuriant growth of tropical plants, including bougainvillea and frangipani, which bloom all over the city. For many, Bangkok represents the quintessential Asian capital: saffron-robed monks, garish neon signs, graceful Thai architecture, spicy dishes, colourful markets and traffic jams. Thai cuisine is justifiably famous, spicy, varied and affordable.

BangkokBangkok, officially named Krung Thep Maha Nakhon, is the capital of Thailand, a country with an oil and gas industry that has played an important role in its economic and social development. The population of Bangkok is over eleven million and is one of Asia’s most cosmopolitan cities with magnificent temples and palaces, canals, busy markets and a vibrant nightlife.

Bangkok was originally a small trading village on the west bank of the Chao Phraya River, in Siam, the former name of the Kingdom of Thailand. The capital city, Ayutthaya, was largely destroyed in 1767 during the Burmese invasion. King Taksin the Great turned the trading village into the new capital and renamed it Thonburi. In 1782, King Rama I, the first monarch of the present Chakri dynasty, moved the capital to Rattanakosin on the east bank of the river and named it Krung Thep, as it is now known to Thais and which in English translates as the ‘City of Angels.’

Floating markets were the hub of local communities in the central plain of Thailand for centuries and the waterways served as a means of transportation and the centre of economic activity. Boats were mainly used for both local and regional trade, bringing goods from those that produced, to those that could barter and trade.

The markets became less popular when Bangkok began to develop, and road and rail networks were constructed in place of the canals.

In 1971 the Tourism Authority of Thailand made the market a tourist attraction and private entrepreneurs established the modern Damnern Saduak Floating Market.

The market has been featured in several films including a canal chase scene in The Man with the Golden Gun with Roger Moore as James Bond, and the 2008 film Bangkok Dangerous starring Nicolas Cage.

Participants will enjoy lunch at a river side restaurant before returning to the hotel.

The original complex of Bang Pa-In Summer Palace was constructed in 1632, but it fell into disuse and became overgrown in the late 18th and early 19th centuries, until King Mongkut restored the site in the mid-19th century. Amidst beautifully landscaped gardens are a Chinese-style royal palace and throne room; a royal residence; a lookout tower and a pavilion.

Now a UNESCO World Heritage Site, Ayutthaya was the capital of the Kingdom of Siam which was toppled by the Burmese in the 18th century. Participants will have the opportunity to see the Wat Mahathat, featuring the famous Buddha head wrapped in tree roots, Wat Phra Sri Sanphet, a royal temple lying beside the Grand Palace, and Wat Mongkol Borpit, housing one of the biggest Buddha images in Thailand, measuring 9.55 meters across the lap and 12.45 meters high.

Lunch will be served at the Classic Kameo Hotel before participants board the coaches and return to Bangkok.

Depart the hotel by boat for a cruise to the Tha Chang pier, followed by a short walk to the palace.

If there is one sight that no visit to Bangkok would be complete without, it’s the dazzling, spectacular Grand Palace, undoubtedly the city’s most famous landmark. Built in 1782 - and for 150 years the home of the Thai King, the Royal court and the administrative seat of the government - the Grand Palace of Bangkok continues to hold visitors in awe with its beautiful architecture and intricate detail, all of which is a proud salute to the creativity and craftsmanship of the Thai people.

This exceptional complex consists of royal throne halls, the offices of the Royal Household Bureau, and the Temple of the Emerald Buddha, the most sacred image for Buddhists in Thailand. Participants will have time to explore the palace grounds and admire the majestic buildings, some of which are still used for state and royal functions today.

Participants will take a 30-minute boat ride to the Flower Market, the oldest and largest wholesale market in Bangkok, before disembarking and walking through the colourful market where vendors sell herbs and spices, orchids, lotus flowers and garlands.

Next stop Wat Pho, known as the Temple of the Reclining Buddha, located in the old part of the city. Wat Pho was founded during the 16th century and served as The Royal Temple of King Rama I of the Chakri Dynasty. The main ordination hall houses the sacred 46-meter Reclining Buddha whose soles are beautifully inlaid with mother-of-pearl. Wat Pho is known as ‘the nation’s first public university,’ thanks to 1,360 marble inscriptions about medical, historical and liberal sciences placed all around the temple. The marble inscriptions depict pressure points on the human anatomy which are the origins of the Wat Pho Thai traditional healing principles.

Wat Trimit, or Temple of the Golden Buddha, is the world’s largest solid gold Buddha image. Made of about 83% pure gold and weighing 5.5 tons, the 15-foot tall seated image is worth millions of dollars. The Golden Buddha was cast sometime in the 13th century and is an excellent example of the gracious Sukhothai style that is still very much in favour to this day. At some point, it was covered in plaster and lacquer, most likely in an attempt to hide the valuable icon from thieves or looters.

The tour will continue to Wat Benjamaborpit or the Marble Temple, which typifies orderly traditional Thai architecture and is built entirely from Italian white marble. The chapel is in the shape of a five-layered square with a curved roof and houses 52 Buddha statues in different postures placed on the balcony at the back of the chapel.

Tour 8 starts with a cruise along the river and canals of Thonburi, passing by homes, schools and temples. Participants will then take a break to visit the Museum of Royal Barges which holds a collection of ornately decorated historical barges.

The museum houses eight barges including four royal barges, historical artifacts and old uniforms worn by the oarsmen. The barges are still used today when religious occasions call for a royal barge procession.

Continuing along the river, participants will visit Wat Arun, also known as the Temple of Dawn, an important temple in Thai history dating back to the Ayutthaya period, with many unique features such as the central prang, a stupa-like pagoda encrusted with colourful glazed porcelain tiles and seashells, the giant statues, the Ordination Hall, the Bell Tower, and many Buddha statues.

This unique Thai-style house has a valuable collection of art objects and antiques collected by the former owner, American businessman and architect Jim Thompson.

Following the establishment of the Thai Silk Company Limited in 1948, Thompson became a major collector of Southeast Asian art, which at the time, was not well-known internationally. Attracted by the subtlety of their craftsmanship and expression, he built a large collection of historical Buddhist statues and traditional Thai paintings made of wood, cloth, and paper that depicted the life of Buddha.

In 1958, he began what was to be the pinnacle of his architectural achievement, a new home to live in and to showcase his art collection. The museum consists of a complex combination of six traditional Thai-styled houses, primarily constructed of wood, and various old Thai structures that were collected from all parts of Thailand in the 1950s and 1960s. The house sits on the canal across from Baan Krua where his weavers were located.

Participants will also have free time to browse the beautiful silk scarves, handbags, clothes, men’s ties and accessories that are available for purchase.

Participants will take a 30-minute boat ride to Tha Phra Chan pier and then walk (10-15 minutes) past the amulet market, where an impressive array of religious amulets, charms, talismans and traditional medicine are sold, before reaching the National Museum.

The museum, in the former grounds of the 18th Century Wang Na Palace, houses the largest collection of Thai art and artifacts in the country. Among scores of interesting collections in the decorative arts and ethnological collection are Chinese weapons, gold treasures, precious stones, Khon masks, puppets, ceramics, clothing and textiles, woodcarvings and traditional musical instruments from around Southeast Asia.

Other exhibits of interest include a funeral chariot hall, featuring carriages used for royal cremations, and many excellent examples of Thai architecture.

A must for any lover of art, the Museum of Contemporary Art (MOCA) houses the most comprehensive collection of modern painting and sculpture in Thailand inside a striking, purpose-built gallery. The five-storey building contains over 800 pieces of art collected by communications magnate Boonchai Bencharongkul and showcases the development of Thai fine art since the introduction of modern western concepts.

The works are nearly all post 1970, but the majority are from the 1990s. Expect plenty of realism and surrealism depicting rural life, religious Buddhist scenes (Chalermchai Kositpipat) or mythological motifs from the Ramayana (Thawan Duchanee). A few more political and controversial pieces have also made their way into the collection (Vasan Sittikhet).

This year the golf tournament will be held at the Thai Country Club, which is located close to Bangna Trad expressway, approximately 45 minutes from central Bangkok.

Check-in/Check-out TimesHotel check-in time is 14:00. Every effort will be made by the Shangri-La to accommodate guests arriving before the check-in time, however, rooms may not be immediately available.

Hotel check-out time is 12:00. Requests to retain rooms beyond this time should be directed to the front desk upon your arrival. Should it be possible to retain the room beyond the check-out time, a late departure charge may be applicable.

Convention Registration InformationAll IPLOCA Convention participants are required to reserve their accommodation at the hotel that has been selected for the convention, the Shangri-La Hotel, Bangkok.

IPLOCA makes a financial commitment to the hotel in order to guarantee availability of a specific number of rooms throughout the week. In return, the hotel is able to offer substantially discounted room rates to all IPLOCA participants. If IPLOCA fails to meet the minimum room block commitment then penalty fees have to be paid.

All room reservations for delegates attending the IPLOCA Convention must only be made via the link on the IPLOCA website www.iploca.com.

Unfortunately, we are unable to confirm convention registration if the room reservation has been made by any other means such as through travel agencies or other websites.

All attendees must pay the convention registration fee unless they are a spouse of a registered attendee or are eligible for a complimentary registration fee.

IPLOCA always encourages delegates to bring their spouse with them to the convention. This is why the registration fee is structured so that the spouse is complimentary. All other participants (including family members and guests) must pay the full registration fee with the exception of children under the age of 18, who pay 50% of the registration fee.

Partial registration is not available. Those persons who wish to only attend part of the programme have to pay the full registration fee.

Only registered delegates are entitled to participate in the tour programme, the social events and the business meetings that are ‘open to all.’ The events and meetings that are only open to specific groups such as the Board of Directors, the Executive Committee, World Federation representatives, President’s Dinner guests etc., are by invitation only.

The Convention Fee is USD 1,900 per single attendee or per couple up until 30 August 2019.

• Only members who have paid their 2019 membership fees can attend the convention.

• Regular Members must also have submitted their 2018 Health, Safety, and Environmental Statistics Return to be eligible to attend.

• Regular Members may invite a maximum of three non-IPLOCA members as their guests.

• Associate Members may invite a maximum of two non-IPLOCA members as their guests.

• Only those persons who have registered and paid the convention fee, and have received confirmation of their registration, are entitled to participate in convention activities and events.

• The Board, at its sole discretion, shall decide on the number of, and which, applications shall be acceptable.

Late registrations will only be accepted if space is available and will be processed on a first-come, first-served basis.

If we are able to accept a registration after the cut-off date, a USD 400 late registration fee will be invoiced in addition to the convention fee. Please note, however, that all tours are expected to be fully booked before this date.

Convention Registration Cancellations All convention registration cancellations must be notified in writing to the IPLOCA Secretariat by email: [email protected].

The convention registration fee will be reimbursed in accordance with the following terms and conditions:

• Convention registration cancellations received up until 1 July 2019 will incur a USD 100 cancellation fee.

• Convention registration cancellations received between 2 July and 31 July 2019 will incur a USD 400 cancellation fee.

• Convention registration cancellations received between 1 August and 30 August 2019 will incur a 50% cancellation fee, equivalent to USD 950.

• There will be no refund of convention registration fees for cancellations received after the cut-off date of 30 August 2019.

• 100% reimbursement if the Convention is cancelled due to Force Majeure. Force Majeure meaning in case of any unforeseeable event that makes it illegal or impossible to hold the Convention.

• Substitutions for convention registrations, for persons within the same company, are only possible until Friday 20 September 2019. A USD 400 administrative fee will be due for all substitutions.

A minimum of 24 hours’ notice is required and the hotel will need your credit card details prior to confirmation. Cancellations must be made at least 24 hours before the date of the transfer.

Convention Registration DeskAfter you have checked into the hotel and settled into your room, we invite you to check in at the convention registration desk to pick up your registration pack which has everything you need for the week including your convention badge, the pocket programme, the registration list and your tour tickets.

If you check in on Saturday or Sunday, you can enjoy a complementary welcome drink.

If not already done by the time you arrive at the hotel, we encourage you to take the opportunity to download the convention app. Should you experience any problems the registration staff will be happy to assist you.

If you are not arriving in Bangkok on Saturday or Sunday, 28-29 September, below is some information on how to get to the hotel.

TaxiWe advise you not to accept a taxi ride from anyone who approaches you in the arrivals hall as those taxis may not be licensed and are unauthorised.

Authorised airport taxis provide a reliable service. After exiting the baggage-claim area in the arrivals hall, go to the Airport Organisation of Thailand AOT Limousine Counter (near to the revolving doors at entrance 2), where you can reserve a range of vehicles from regular sedans to minivans. Taxi fares start from THB 1600/USD 53 each way, depending on the distance and the type of vehicle. Payment can be made with a credit card or cash. There may be a short waiting time depending on the time of the day.

After you have paid and received your receipt, you will be directed to the taxi departure area outside where you can give your ticket to the driver. The driver usually assists with loading your luggage for which a small gratuity is expected (THB 50-80/USD 2 per baggage). The travel time from the airport to the hotel can take from 30 minutes up to an hour depending on the traffic.

Local Metered Taxis are available at the Taxi Counter on Level 1/Ground Level, near entrances 3, 4, 7 and 8. Take a ticket from a taxi queue machine, proceed to the lane number printed on your ticket. Taxi fare: a metered taxi fare to the city is minimum THB 350/USD 12 plus THB 50/USD 1.60 for the airport surcharge and motorway fees.

General InformationTimeBangkok is 7 hours ahead of Greenwich Mean Time (GMT +7 hours).

BanksBanking hours are Monday to Friday, 08:30 to 15:30. Sub-branches of major banks located in large shopping malls are also open on Saturday and Sunday from 11:00 to 20:00. Automatic cash machines (ATMs) are widely available.

CurrencyThe official currency of Thailand is the Thai Baht. One Baht is divided into 100 Satangs. There are coins of 50 and 25 Satangs and 1, 2, 5 and 10 Baht and banknotes of 20, 50, 100, 500 and 1,000 Baht.

ElectricityThe electricity in Thailand is 220 volts, 50 hertz. Electrical outlets in most hotels have both the European (220V) and the USA (110V) systems. Hotels usually provide adaptors, if needed.

WaterIt is recommended to only drink bottled water.

SmokingSmoking is banned in all enclosed and covered public places including work places, health centres, schools, public transport, hotels, restaurants, bars and nightclubs. Some cafes and restaurants permit smoking in a designated area.

SecurityBangkok is considered to be a safe city for tourists. However, one should always be prudent when visiting any large city. In an emergency call 191 for the Police or 1155 for the Tourist Police.

Getting aroundBangkok’s traffic can be a challenge; however, the city has an excellent and modern public transport system that makes it easy to get around. The Skytrain (BTS) and underground (MRT) rail systems connect the main shopping, entertainment and business areas of the city, while river taxis and express boats can be used to explore many historic sites and attractions close to the riverside. Taxis are metered and inexpensive and are easy to find. Tuk-tuks are also available for short journeys; fares should be agreed upon before boarding.

We suggest you carry a card with the address of the Shangri-La Hotel, Bangkok written in both English and Thai to help communicate with taxi drivers.

Climate & clothingIn October, the average temperature ranges from 27°C to 35°C (81°F to 95°F), with humidity averaging 80%. Smart casual clothing made of light, cotton fabrics is highly recommended.

ShoppingThe shopping experiences in Bangkok goes far beyond a stroll in a mall or a morning spent browsing a market. Shopping in Bangkok, with the cultural uniqueness of the East, is a day-and-night activity that competes with the best in the world.

The closest world-class shopping mall to the Shangri-La Hotel is the impressive Icon Siam, a designer mall offering the best of east and west from international to local brands, unique local craft items, a food market, cinemas and a whole range of cafés and restaurants. Eating outBangkok is a haven for food lovers with restaurants open at all hours of the day and night serving food in all price ranges. Apart from the renowned Thai cuisine with its blend of spicy, sweet, sour and salty flavours, there is a wide range of cuisines from around the world, including Italian, Japanese, Indian, Spanish, Lebanese, and much more.

Great value-for-money food courts, riverside eateries, Thai-style dining in antique teak houses, dinner cruises, trendy restaurants and food markets are only some of the options available, and are certainly one of the highlights of any trip to Bangkok.

Restaurants in the vicinity of the Shangri-La Hotel can be found along the river. You can dine in the international hotels, such as the Thiptara Thai restaurant at the Peninsula Hotel; whilst cruising on a traditional Manohra barge (by Anantara Riverside Bangkok); and at the local eateries such as the Supanniga Eating Room, Never Ending Summer, The Deck, Sala Rattanakosin, to name but a few.

TippingTipping is not compulsory in Thailand but is always appreciated. A 5 to 10% tip is considered appropriate.

Do’s and Don’ts

Do respect the monarchy. Thailand’s beloved monarchy is revered. It’s against the law and a serious offence to be in any way disrespectful of any member of the royal family. One should also stand up when the royal and national anthems are played.

Do take off your shoes. In Thailand, the feet are the lowest part of the body and are considered unclean. Always remove shoes before entering a temple or when entering a person’s home. Some museums also impose this. When inside a temple, remember never to point your feet towards a statue or a symbol of Buddha – instead crouch down on your knees and tuck your feet away.

Do dress properly. Make sure to dress respectfully, particularly when visiting temples. Both men and women must cover their shoulders and knees. You are strongly advised to dress conservatively to avoid disapproving looks from locals or risk being denied entry to a temple.

Do protect yourself from the heat! The sun in Bangkok is very strong, so you should always be cautious and protect yourself with sunscreen. We recommend you carry a hat or a cap and/or an umbrella. A small fan is always handy too.

Do stand on the right side of moving stairs. This unwritten rule is universally adhered to. Stand on the right, walk on the left.

Don’t jump the queue. Queueing is encouraged even when getting on the Skytrain.

Do not touch a person’s head. In Thai culture, the head is the highest and most important part of the body. It is therefore considered extremely rude to touch the top of a person, or a figurative statue – especially a representation of Buddha.

Another important do not: never use your feet to point at something!
