With dilapidated infrastructures and poorutility services, nobody won’t believe thatYangon was once “the garden city of the East”famed for its spacious parks and leafy avenues.In rainy seasons, Yangon’s roads often floodsince box culverts of the city’s decades oldwaste disposal system are blocked.

The city with the largest urban population inMyanmar contributed by emerging satellitetowns encapsulating the city centre is prone tourbanization issues. The city’s serviceproviders found themselves hard to cope withconstantly growing consumption.

Following the government’s car importpolicy reforms, luxury vehicle prices, oncemerely a display of wealth by elites, have comewithin the reach of upper middle class.Consequently, the moon surface-alikedowntown roads of Yangon which hosts a largesegment of the middle-class urban populationare congested largely.

Yangon is a city with largest number ofcolonial buildings in Asia. The Yangonregeneration plan should be built around theancient buildings which could be transformedinto luxury hotels and museums while attachingan immense importance on yuppifying the city.

Recent reports suggest that more gaspower plants will be built in the outskirts ofYangon to satisfy growing electricity demandof the city. For the long run, the municipalofficials of the seat of Yangon regiongovernment should pay more attention onrenewable energy sources as most of globalcities are trying to acclaim themselves as greencities.

As Myanmar has opened up once again tothe outside world, world businessmen andtourists are flocking into the country. Yangonhas become the anteroom of Myanmar wherealmost all business deals are done and thefamous cordial welcome is first extended. Toattract more visitors, we need to rearrange ouranteroom.

NAY PYI TAW, 26 July—Union Minister for Health Dr PeThet Khin visited 100-bed township hospital in Nay Pyi TawLewe Township yesterday.

The Union Minister inspected departments, wards andoperation theatres of the hospital.

Mr. Luis Fernando Danus Charpentier was born on21 October 1954 in Antofagasta, Chile. He joined theMinistry of Foreign Affairs of Chile in 1976. He servedat various capacities at the Chilean Embassies in UnitedKingdom, New Zealand, Malaysia and Indonesia as wellas at the Chilean Permanent Mission to the United Nations.

Currently, he is serving as Chilean Ambassador toSingapore and he will be concurrently accredited to theRepublic of the Union of Myanmar with residence inSingapore.—MNA

NAY PYI TAW, 26 July—A ceremony for holding talkswith scholars of Myanmar Computer Federation to improvehigher education standard of the universities of computerstudies was held at the meeting room of Yangon Universityof Computer Studies under the Ministry of Science andTechnology on 22 July, with an attendance of Union Ministerfor Science and Technology U Aye Myint.

The Union Minister pointed out that the professors ofComputer University and external computer techniciansneed to join hands to uplift the standard of computeruniversities to become centre of excellence in Myanmar.Yangon Technological University and MandalayTechnological University have been improved to Center ofExcellence as well as some computer universities are beingtried to uplift Centre of Excellence, he said. The curriculathat prescribed for those universities will meet not only thestandard of international level but market demand, laws,and mordern technology, he noted. In this way, the educationstandard of computer universities can be improved asexpected and it will become Centre of Excellence, said theUnion Minister.

As the duration of computer science and technologycourses have been extended to five years, the faculty membersare responsible for not only training the students theoricallyand practically but also providing necessary teaching forthose students enabling them to apply advanced technology,he noted.

Next, the directors-general of the Ministry of Scienceand Technology and the rectors and faculty members of theuniversities of computer studies discussed the ways toimprove computer education system in Myanmar.

KUALA LUMPUR, 26 July—At least five people weremissing after an fire broke out on a tanker early Thursdaymorning near the docking area of the federal territory ofLabuan, an island off Malaysia’s east peninsula, its operatorsaid.

Malaysia International Shipping Corporation (MISC)said in a statement that a fire broke out onboard its 38,000DWT IMO II chemical/palm oil tanker, Bunga Alpinia.

“The ship has 29 crew members, of which 23 areMalaysians and six Filipinos. At present, 24 have been safelybrought ashore whilst five are still unaccounted for,” thestatement said.

Sources told Xinhua that the fire broke out after anexplosion.

Officials at the local fire-fighting department confirmedthe accident, which happened around 2:30 am, but declinedto provide further details by saying the recuse operation isstill underway. U Htan Lein of MindatConstituency discussedthat the constitution statedthat every citizen has theright to enjoy equality,freedom, and social justice.In addition, it is prescribedthat the State shall helpdevelop language, literature,arts and culture of nationalraces; help promote nationalunity, amity and mutualassistance; help developsocio-economic lifeinclusive of education,health, economy andtransportation and so forthof less-developed nationalraces people. U Khun Maung Thaungof Pinlaung Constituencydiscussed that the law wasin desperate in need at a timewhen the country wasbuilding discipline-flourishing, multi-artydemocratic nation and wasthe longed-for law of thenational races people. Therewas no national race that didnot love and cherish ownlanguage and culturaltraditions and each nationalrace was obliged to preservethem. Some national raceshad witnessed developmentand some not yet. In the firstmeeting of the Union levelpeacemaking committee, thePresident instructed that theworks of the Union levelpeacemaking committeecould be accomplishedrapidly if the legislature

would assess the equalrights and other rights ofnational races peopleprescribed by the law andenact related laws. TheHluttaw was required toenact a certain law forprotection of rights ofnational race people in orderthat dissatisfaction and oldattitudes of the national racepeople such as suspicionover the equality, socialjustice and freedom couldbe vanished.

The two countries signed MoU on forestry sectorcooperation in 1999. With the assistance of ROK, suchprojects as development of wood-based industries, humanresources development and technological transfer,establishment of forests in cooperation with the KOICAwere carried out since then.

U Swe Aung of YangonRegion Constituency (12)asked whether there is aplan to consider benefit offarmers who reallycultivate and producecrops in forest land. UnionMinister for EnvironmentalConservation and ForestryU Win Tun replied thatalthough the country has 57per cent of forest coveragearound 1980, it declines to46.96 per cent based on thecalculation in 2011. Thus,emphasis is being placed ondesignation of forest reservesand protected forests foreffectively conserving theforests and for realizing Stateforest policies to extend 30per cent land of State as forestreserves.

Since theirestablishment, the forestlands had not caused lossesof houses and property oflocal people. The presentsituations are based onsquatter activities afterdesignating the forest lands.

With regard to squatteractivities as residence,cultivation and slush-and-burn farming in the forestlands, action should betaken against thoseoffenders under the existingforest laws. However, theyare local people residingnear the forest reserves andthey are working their tasksas their owned lands forcultivation. Atotal of 5992 acres of privateteak and hardwood forestplantations and 37225 acresof other crops are allowed onthe forest reserves. The LandAllotment and UtilizationScrutiny Committee wasformed for ensuringsystematic management ofland utilization in the nationby implementing landutilization policies and landutilization plans. Oncompletion, land utilizationtasks can be undertakensystematically for fulfillingthe requirement ofagricultural lands of localpeople and development ofthe State.

The officials from local

authorities, ForestDepartment and relateddepartments made field tripinspections, designation ofborders for farmlands andputting records on mapreferences in six forestreserves to inspectcultivation of farmlands oflocal people from village-tracts of Taikkyi Township.The team of authoritiesallows them to utilize thelands as farmlands only anddoes not allow them to utilizethe lands through other waysand means. Not to extendsquatter activity, they willgive educative talks to thelocal people and supervisetheir tasks.

U Thein Win of SagaingRegion Constituency No 9asked whether there is aplan to establish coal-firedpower plant in suitableplace in coal-producedKalewa-Tamu region.Deputy Minister for ElectricPower No 1 U Myint Zawreplied that a study ondeposit of coal wasconducted to implement a600-megawatt Coal-firedPower Plant Project in theplace, seven miles north toKalewa of Kalay District ofSagaing Region. The studyshowed that from 1.35million tons to 1.89 milliontons of coal must be usedannually for operation of theplant and the adequate coalcan be extracted fromPaluzawa Coal Mine for theplant. The necessary surveyhas been conducted by theMinistry of Mines. PaluzawaMine is one of two coaldeposits in Kalay Townshipwhere Ministry of Mines hasconducted surveys. Thedeposit has 55.6455 milliontons of coal and there remains55.4466 million tons of coalat the mine by June 2012.

As such, the ministryholds several meetings forensuring least degradationof environment and for

emphasizing technologicalissues so as to implementKalewa Coal-fired PowerPlant to be installed with600-megawatt generatingcapacity between Kalewaand Tamu regions.Moreover, feasibility studyare being conducted. Incase, construction of thepower plant will beundertaken underprocedures.

U Sai Tin Aung ofKachin State ConstituencyNo 5 asked whether there isa plan to fully disburseagricultural loans tofarmers who cultivateabove 10 acres of paddy.Deputy Minister forAgriculture and Irrigation UKhin Zaw replied that thegovernment gives priorityto disbursement ofagricultural loans to thefarmers who work under 10acres of farmlands becausethey may face difficulty tospend money on agriculturaltasks and increasesdisbursement of loans yearafter year. This year, K50,000 per acre of loans isbeing disbursed to thefarmers.

The government has noplan to disburse loans tofarmers who own above 10acres of farmlands, thefarmers who own above 10acres of farmlands can seekthe investment by pawningthe whole area of farmlandor parts of it in accord withSection 9 (B) of Chapter IIIof the Farmland Lawapproved Hluttaws.

With regard to theproposal, Union Minister forHome Affairs Lt-Gen Ko Kosaid that a large number ofhouses were destroyed inmajor cities of Myanmar thewar time of Second WorldWar. Due to internalinsurgencies after regainingIndependence, the peoplefrom rural areas resettled inurban areas. In consequence,rents of tenancy hikedexcessively due to shortageof housings. Therefore, theCivil Tenancy SupervisoryAct was promulgated astemporary act in 1946. Thetemporary act was amendedin 1948 and then it wassubstituted with the 1960Civil Tenancy SupervisoryAct.

The act was notprescribed with equal termsof provisions for problemsbetween landlords andtenancy. The provision thatstates it shall not collectdepisit in addition to rent orthe depisit more than one-month rent is not comformitywith the present time. As the

provision was a hinderanceto expell the tenants, thelandlords lose the rights.That is why the act is notconformity with the presentsystem.

In sending a message bythe Speaker of PyithuHluttaw to the President on2 May 2012, the Ministry ofHome Affairs is to seekapproval from the Hluttaw,to amend or to substitutenines laws with new ones inline with the rules andregulations. The 1960 CivilTenancy Supervisory Act isone of these acts. Thus, the1960 Civil TenancySupervisory Act wasrevoked in accord withtheguidance of the Presidentand the ministry coordinateswith the Office of Attorney-General of the Union to beable to submit the LandTenancy Law (Bill) in linewith Section 156 of theConstitution, and he notedthat the proposal should bewithdrawn.

Chinese city in $130billion economystimulus plan

BEIJING, 26 July—The government of Changsha, thecapital of central China’s Hunan Province, has launched an829 billion yuan ($130 billion) investment stimulus programmeto bolster the local economy, state media has reported.

The money would be spent on 195 projects, includingairport, subway and urban infrastructure facilities, as well asdeveloping energy efficient industries, said a report by theofficial China News Service on Wednesday.

The government of Changsha, a city known for itsmachine-making and non-ferrous metal industries, wouldalso speed up financial reform and innovations, said thereport, which provided no details about how the programwould be financed. The China News Service paraphrasedChen Runer, the Communist Party secretary of Changsha,saying that economic pressure on the city could not beignored, despite relatively stable growth in the face of globalheadwinds, and it was time for initiative.

There was no reference to the programme’s existence onthe government of Changsha’s website on Thursday.

Zhang Zhiwei, chief China economist at Nomura in HongKong, calculates that the headline number on the stimulusplan is worth 147 percent of Changsha’s nominal GDP in 2011,or 1.8 percent of China’s national economic output.

The mine had beeninspected 16 times since 2009and access restrictions wereenacted as recently as Juneafter inspectors found itlacked emergency exits, thelabour ministry added.

Thein Zaw and party of Myitkyina Special Anti-DrugSquad managed purchase of large amount of narcotic drugs.Of them, Police WO Khin Zaw took the appearance of drugbuyer.

At about 7.30 pm on 21 July, they received call oftraffickers to inform them to wait on Mandalay-MyitkyinaUnion Highway beyond the Akye checkpoint in AkyeVillage of Myitkyina Township. Together with witnesses,the authorities seized the traffickers and searched themunder the law.

The authorities seized 300,000 stimulant tabletsweighing 30 kilos worth K 900 million and K 900,000 incash of proceeds from selling narcotic drugs, one China-made ZTE mobile phone with number of 09-49215905 inthe rare trunk of driver Thaung Myint (a) Meliho, citizenshipscrutiny card with U Meholi, one green Mazda jeep andwheel tax.

Thaung Myint (a) Meliho confessed that the stimulanttablets were trusted by U Yan Hson (a) Yan Saw ofChanmyathazi Township of Mandalay Region.

At present, action was taken against Thaung Myint (a)Meholi, 54 at Myitkyina No 1 Police Station under Maya(1)65/2012 and 15/19(a)/20(a)/21 of narcotic drug andpsychotropic substances law. Investigation is in process toarrest Yan Son (a) Yan Saw.
