1 - Introduction and background

Whitlingham Country Park, widely referred to as the gateway to the Broads National Park, is a 35-

hectare complex which sits just southeast of Norwich near the village of Trowse and, due to its close

proximity to the city, is easily accessible by road (within an easy 5 minute drive from the A47 and from

Norwich City Centre), foot and by boaters from the River Yare.

As well as attracting walkers, joggers, cyclists and families simply out for fresh air the park hosts a range

of attractions including boat trips, pond dipping, educational trips and orienteering. It also holds large-

scale annual family and cultural events organised by the Broads Authority, partner organisations and

private companies.

Norfolk County Council operates the ‘Whitlingham Adventure’ facility from one end of the Great Broad

which caters for groups and individuals wishing to take part in outdoor and water based activities such as

archery, climbing, stand up paddle-boarding, sailing and canoeing.

There is a commercially-owned campsite on site which accommodates individuals and groups in a range

of fixed tipis and huts as well as rented pitches for tents and campervans.

There is a two-mile long wheelchair accessible path around Great Broad and two all-terrain wheelchairs

are available to book from the visitor centre.

The park was developed in 1997 on land owned by the Arminghall Trust and is managed by a partnership

between Whitlingham Charitable Trust and the Broads Authority. The three organisations continually

seek to develop opportunities to increase the appeal and promote the park to the widest possible

audience.

The Broads Authority leases the historic flint barn overlooking Great Broad from Whitlingham Charitable

Trust for use as a café and Visitor Information Centre. The Visitor Information Centre helps the Broads

Authority meet one of its three purposes – promoting opportunities for the understanding and

enjoyment of the special qualities of the Broads by the public. It sells books, maps, guides, postcards,

gifts and boat trips and provides free wildlife and heritage information on touch screens and printed

guides while rolling footage on a plasma screen highlights the attractions of the wider Broads network.

The Barn also contains a large meeting room on the first floor which has its own kitchenette style

facilities (fridge, sink, kettle, cupboards), multimedia projector and screen and a boardroom style layout

which can seat 12-14 people. This is mainly used for ‘internal meetings’ for the Broads Authority &

Whitlingham Charitable Trust. The room is currently underutilised but could be marketed as a meeting

venue should the successful tenderer wish to pursue this through agreement with the Broads Authority.

The café has been run as a successful business since the barn opened in 2006 and the Broads Authority is

now inviting bids to refurbish and operate the catering concession along with an associated cleaning

contract for the barn for a minimum of five years.

The current lease agreement for the barn expires January 2019 and the award of the catering contract is

subject to the completion of the renewal of a formal lease being achieved. A ten year lease is being

negotiated and if agreed the concession period will be extended to ten years to match the lease

agreement. This will be confirmed prior to the start of the new contract.

We welcome innovative proposals that provide a financially viable operation for both parties while

delivering an excellent customer experience for our visitors.

2 - Tender process

The Broads Authority is offering a minimum five contract. There is potential to offer a longer contract of

ten years depending on the lease arrangement for the Barn which is currently being negotiated. The

lease term will be confirmed and the term of the catering and cleaning contract adjusted accordingly

prior to the start of the contract on 11 February 2019.

The closing date for tenders is 1pm on Friday 26 October 2018.

Interviews will take place at the Flint Barn, Whitlingham Country Park during the week commencing 12

November 2018 and the contract will be awarded on 23 November 2018 to start on Monday 11 February

2019.

The cafe is open to the public and tenderers can visit (front of house) during opening hours. Applicants

may arrange a guided visit to the site by prior arrangement via email sam.bates@broads-

authority.gov.uk. These will be available from 15 to the 19 October. Depending on availability these may

be group visits with other tenderers present.

Tender scoring

The contract will be awarded to the company submitting the most advantageous tender, with the

evaluation based on the following criteria as detailed in section 7 of this ITT:

Finance 50% (Capital investment 10%, Concession revenue 20%, Cleaning charges 10%, 5 year

profit & Loss budget 10%)

Cafe design / future vision 15%

Food offer / ethics / sustainability 25%

Company information 10%

Scores will be awarded on the following basis:

Poor response, does not or barely meets requirement 0

Average response meets some requirements 1-3

Good response meets most requirements 4-6

Excellent response meets or exceeds all requirements 7-10

3 - Conditions of tender

Completion of tender documents

It is the responsibility of the tenderer to ensure that they have read and understood all the

documentation included in the package. Tenderers must satisfy themselves as to the accuracy of any and

all information.

Tenderers are responsible for ensuring that they have completed the tender fully and accurately and

that the prices quoted are arithmetically correct. Amendments to the tender will not be permitted after

submission, unless requested by the Authority.

All costs, including travel and associated costs, incurred in relation to this tender are to be borne by the

tenderer.

Tenders must be submitted on the basis requested in the tender document. Additional alternative offers

may be considered and should be submitted separately.

As the evaluation of tenders is not solely based on finance considerations the Authority does not

undertake to accept any tender that offers the highest potential concession income or lowest costs for

the cleaning contracts.

Process for questions/clarification

This tender process should be viewed as a confidential activity. As such, all Authority data and this ITT

must be treated with full confidentiality. All questions regarding this material should be directed via

email to [email protected] by 23 October 2018. The Broads Authority will aim to

respond to all enquiries within 2 working days.

Tenderers should not provide any proprietary information in their questions. In the interests of fairness,

all questions and answers will be anonymised and published on the Authority website.

Any additional contact made directly with any employee of the Authority other than as specified in this

document regarding this ITT is a violation of the terms of the ITT response criteria and may be cause for

disqualifying a tenderer.

Proposal deadline

In order to allow appropriate time for analysis, selection, implementation and communication of the

selected tenderers, cooperation is requested in meeting all of the specified deadlines. It is our intention

to respond to all reasonable requests for additional information and to reasonably co-operate with the

tenderers in the development of their proposal.

It is imperative to submit all questions by the deadline on 23 October 2018.

The Authority will reject any tender which is received later than the deadline for tender return (26

October 2018) and does not fully comply with the stipulated requirements.

Timetable

The Authority intends to follow the timetable (detailed in section 2) in performing the evaluation and

selection process.

The Authority will notify tenderers whether or not they have been successful. The dates are subject to

change at the discretion of the Authority. Post-tender clarification may be requested.

Collusion

Tenderers must not submit an offer in collusion with any other person, company or body, which may

have the effect of distorting or increasing the cost of the service provided under the contract.

Any tenderer who:

a) fixes or adjusts the amount of his tender by or in accordance with any agreement or arrangement with

any other person; or

b) communicates to any other person other than the Authority the amount or approximate amount of

his proposed Tender; or

c) enters into any agreement or arrangement with any other person that he shall refrain from tendering

or as to the amount of any Tender to be submitted; or

d) offers or agrees to pay or give or does pay or give any sum of money, inducement or valuable

consideration directly or indirectly to any person for doing or having done or causing or having caused to

be done in relation to any other Tender or proposed Tender for the services any act or omission;

will, (without prejudice to any other civil remedies available to the Authority and without prejudice to

any criminal liability which such conduct by a tenderer may attract), be disqualified.

Marketing

All marketing or similar activities by the tenderer associated with the tender must cease upon

submission of the tender and only resume following notification from the Authority of the outcome of

the tender process.

Confidentiality

Any material of a confidential nature submitted by a tenderer should be clearly marked as confidential.

All material provided by the Authority in relation to this tender must be treated as confidential.

Inducements

The Authority has a strong belief in propriety and ethics. A tenderer attempting to offer inducement to

any member of staff or Authority member will be excluded from the tendering process.

Agreement Implementation

The successful tenderer will be required to enter into a contract with the Authority under terms and

conditions agreed by the Authority, the tenderer may identify their preferred contract at tender stage.

Insurance

Throughout the contract period, the successful tenderer will be required to maintain public and

employers liability insurances of at least £5,000,000 to cover any non-contractual liability of the tenderer

to third parties and the tenderer must produce to the Authority evidence of such insurances as part of

the tender response (copy of insurance certificate).

The insurance in respect of claims for personal injury or the death of any person under a Contract of

Service with the successful tenderer and arising out of and in the course of such persons employment

must comply with the Employers Liability (Compulsory Insurance) Act 1969 and any statutory orders

made thereunder. For all claims to which this applies, the insurance cover must be at least £5,000,000 in

respect of any one incident.

Any tenderer not holding the required level of cover may indicate as part of their tender response the

cost of obtaining such cover, and this will be added to the total costs of the tender supplied.

Sub-Contracting and Assignment

Tenderers should note:

The successful contractor must not sublet the whole of the contract.

The successful contractor must not sublet any part of the contract without the previous written consent

of the Authority. Please indicate within your response whether you anticipate subletting any part of the

contract.

Delivery of responses

Tender documents, covering letters and accompanying information can be sent either by post or email

as detailed below but should not be duplicated by sending using both methods.

Delivery of responses (Post)

If submitting a hard copy of the tender, tenderers should use the envelope label in appendix C included

with this ITT. Tenders not submitted using the label will not be accepted.

The submission and supporting information must be sent, along with a covering form of tender (see

appendix A ) signed by an authorised representative of the tenderer within the same envelope.

Tenderers are advised to submit tenders by recorded delivery, registered mail or by hand. Regardless of

method chosen, delivery shall be entirely at the tenderers risk.

The tender envelope should not bear any information identifying the name of the sender and this should

include frank marks and recorded delivery marks.

The tender and accompanying documents must be delivered to the Chief Executive of the Broads

Authority, in the tender envelope, at Yare House, 62 to 64 Thorpe Road, Norwich, Norfolk, NR1 1RY not

later than 1pm on 26 October 2018. Tenders must remain valid for at least 90 days.

Delivery of responses (email)

As an alternative to hard copies, tenders, accompanying information and covering letters can be sent via

email to [email protected] not later than 1pm on 26 October 2018. Tenderers will

receive an automated response to verify that the email has been received. It is the responsibility of the

Tenderer to check that an automated response has been received and raise any concerns about non-

delivery.

The email subject title should read “Whitlingham Catering Contract.”

It is important that tenderers follow the same numbering scheme set out in this ITT. In addition please

ensure that each page of the tender is numbered in sequence and includes the tenderer’s company

name and/or logo.

All costs and prices in the response should be stated exclusive of VAT.

4 - Factual information

Visitor numbers

The flint barn visitor centre door counter system records people entering the building. Numbers over the

last 3 years are:

2017 - 140,051

2016 - 140,759

2015 - 144,983

The number of vehicles using the car park’s pay machines in 2017 was 49,000.

Total visitor numbers relating to the country park as a whole are greater than those shown above as it is

not possible to record the number of visitors arriving by foot, bicycle and boat. Visitors to the campsite

are also not recorded by the authority.

Historical utilities and services costs

In 2017/18 the cost of utilities and services to the current caterer totalled £17,350 exclusive of VAT.

More detail of utilities and services arrangements and costs are in section 6.

5 - Service specification

Opening hours

The visitor centre is open all year. From 1 April to 31 October, opening hours are Monday to Sunday from

10am to 4pm (5pm in local school summer holidays). Winter opening times are 11am to 4pm. The cafe is

expected as a minimum to open throughout these hours.

Cleaning is required as per the daily schedule attached at appendix B.

Additional opening hours

The cafe may open outside the above hours if the operator feels that there is a business opportunity

subject to planning permission. The conditions of the planning permission to convert part of the barn

into a café were originally to allow opening from 9am to 6pm. Changes of condition to open until 11pm

have been granted for a year-long trial period in the past, although never instigated during the time they

were valid.

There are additional opportunities to provide catering for meetings and events held within the barn

meeting room and the country park. The successful tenderer will be given first opportunity to provide

such services but will not hold exclusive rights to do so. The following link provides examples of events.

Style of service

The style of service must reflect the high quality facilities at Whitlingham and add value to our visitors’

experience. Friendly, helpful and considerate staff are required to offer a great catering service and

make customers feel welcome and want to return again.

The cafe needs to portray a professional image with an attractive food offer with clear menus and

pricing.

The café equipment, furniture, cutlery and crockery must be of high quality and fit for purpose. Single

use items should only be provided for takeaway products and sustainable options should be used.

Equipment and consumables must be ethical and sustainable with minimised use of items such as single

use plastics (for example paper straws rather than plastic, minimal food packaging and washable

crockery and cutlery)

Café facilities, equipment and furniture

Due to the limited space it is not possible to fit a production kitchen into the barn. The current contract

holder has installed facilities that enable the production and sale of a limited range of hot food along

with a wider range of cold and prepared food and drinks. It is anticipated that the new contract holder

will replace these facilities of a standard at least equal to the current ones.

All furniture will need to be replaced apart from the fixed external furniture that is owned by the

Authority. A new cafe ‘fit out’ will be required by the new contract holder including tables and chairs.

The design and layout will be the responsibility of the successful tenderer with approval by the Broads

Authority prior to installation.

The current layout of the café provides 48 indoor covers with a mixture of dining and casual seating

within the immediate café environment on the ground floor and on a first floor mezzanine that

overlooks the café and Visitor Centre. There is a hardstanding patio area and a large grass field

immediately outside the barn for additional outside covers. Currently there are a number of wooden

picnic benches, some with parasols which extend the number of covers during good weather.

Minimum food and beverage offer

As a minimum the following is required:

A full range of barista styled coffees

A range of teas

A selection of cold drinks including water and non carbonated drinks

Milk

Filled sandwiches, rolls and baguettes

Salads

Fresh fruit

Hot soup

Jacket potatoes with fillings

A selection of hot meals and snacks (to be agreed)

A selection of pastries, tray bakes, cakes, scones and tea cakes

Ice creams and Ice lollies. (If the tenderer did not wish to sell ice-creams and ice lollies, the

Broads Authority may sell them from the Information Centre)

Thought needs to be given to our range of visitors to ensure that the food and beverage offer is both

appropriate and attractive. As a minimum the following should be considered:

Children – with healthy options, perhaps ½ adult portions

A range of healthier foods

Provision for specific diets (for example Vegetarian, Vegan) with appropriate menus and labelling

Seasonality

Ethics and sustainability

Some ‘take-away’ foods suitable for campers

We also wish to offer visitors local foods that are grown and/or sold locally to Norwich and Norfolk.

Tariff and payment

The pricing should be aimed at attracting as many customers to use the cafe as possible.

All customers must be able to receive a receipt with their purchases and be able to use a credit and debit

card (a minimum spend will be acceptable subject to agreement).

Marketing

The Broads Authority refers to the café facilities as ‘the Barn Café’ in all marketing, signage and PR for

Whitlingham Country Park. Any additional marketing or publicity produced by the tenderer should

complement this. Any additional branding or signage will paid for by the Tenderer and should be in

keeping with the ethos of the country park and should only be done with the approval of the Broads

Authority.

Future Vision

The Visitor Centre and catering service at Whitlingham has developed over the 12 years that it has been

open. The Broads Authority would like to hear from potential new caterers what vision they would have

for the future further development of the service through their input and innovations to offer an

improved experience for visitors and to attract potential new customers.

Housekeeping, security and ethos

The caterer will be responsible for keeping clean their own kitchen, storage and serving areas. Dining

areas should be kept clean and tidy during service times with tables wiped and spillages cleaned up

immediately. The caterer will be responsible for a daily clean of the dining, public areas, meeting room

and toilet facilities within the barn as per the schedule attached to this document (Appendix B). The

Authority will contribute 50% towards the overall costs of the provision of the cleaning services, to be

invoiced on a quarterly basis, the amount to be recharged to the Authority should be stated as an

element of the tender’s offer.

If the caterer uses disposable containers and packaging then they must be responsible for ensuring that

the barn and area around the barn is kept tidy and free from litter. Sustainable and recyclable packaging

should be used and separation of food waste and recyclable materials should be employed with

appropriate facilities to separate waste within the Café and the patio area.

The caterer will need to be a key holder of the barn to enable them to enter and leave when the

Authority’s staff are not on duty. A system of key holding responsibilities to ensure the security of the

Barn will need to be agreed.

At all times the operator of the cafe must work with the Broads Authority to help deliver an excellent

visitor experience and actively encourage people to want to return again and again. Interacting and

assisting visitors is everyone’s responsibility as is keeping the Barn safe, tidy and clean.

6 - Financial requirement

The Broads Authority requires the cafe to make a financial contribution to assist with providing and

maintaining the visitor centre.

Capital investment

The cafe, tables & chairs (internal and external) dish wash area, furniture, crockery, cutlery and catering

equipment will all need to be supplied. Caterers are required to provide and install this at their own cost.

Utilities and services

The contractor will pay the full cost of utilities and services incurred directly and solely for their

equipment.

In addition, the Authority will recharge 50% of all costs for utilities and services relating to the barn as a

whole.

For information, directly incurred costs plus recharged costs calculated via the above percentage rates

totalled £17,344 for 2016/17 exclusive of VAT. It included the followings costs:

Cleaning £80 (window cleaning not provided by current caterer)

Sanitary £1,005

Fire, Intruder Alarm £985

Water £975

Electricity £6,489

Gas £639

Building repairs and maintenance £4,142

All changes to these costs due to inflation will be paid by the contractor.

Concession

The Broads Authority will require a concession payment based upon a % of sales net of VAT. This can be

a fixed percentage or on a sliding scale but should not total less than £60,000 per annum (including the

recharged costs above). Audited confirmation of annual sales will be required.

Performance

The contractor will be required to monitor and revue an agreed set of minimum standard KPI’s upon

commencement of the contract. These will include but are not limited to:

Standard industry Health and Safety requirements (for example appropriate COSHH)

Food hygiene inspection standards (of not less than 5 stars)

At least one member of staff on duty at any one time should have an appropriate First Aid

qualification.

Tripadvisor and feedback reviews

The contractor will be required to attend a quarterly monitoring meeting with the Broads Authority’s

Visitor and Information Centre Manager to report and discuss performance.
