The HMIS (Swahili Abbreviation MTUHA)

• The HMIS was initiated in late 1980s and became operational countrywide in 1997.

• The system is designed to collect on routine bases health information

• The data is generated during health service delivery at health facility

HMIS Major Outputs

• Data from HMIS is used to Produce the Annual Health Statistical Abstract which incorporate

– Mortality and morbidity statistics,

– Human resource statistics,

– Financial statistics,

– Equipment statistics

– Pharmaceutical and Supplies statistics,

– Distribution of health facility by type and ownership

- etc

HMIS Contribution to the health sector performance monitoring

• The HMIS is the Main contributor to the following areas:-

– Millennium Development Goals (MGD)/MKUKUTA

– General Budget Support (GBS)

– Annual Health Sector Performance Profile Report

– CCHP Planning and Evaluation

– Produce Indicators for LGA

– Payment for Performance (P4P)

Key HMIS Challenges

• Human resource, i.e. Number and skills on HMIS

• Data quality i.e. (accuracy, completeness, timely reporting and use)

• Outdated HMIS tools need major review and re-training

• Out dated HMIS software need reprogramming

• Lack of ICT skills at regional/district level

• Data flow and reporting is not streamlined

• HMIS is not used in Referral and specialize hospitals

Future Plan

• Immediate Plan– Put mechanism in place for data quality improvement and

timely reporting in order to support P4P initiative including

• Print adequate number of HMIS tools

• Allocate funds for supportive supervision

• Re-install/replace HMIS software with DHIS and orient district and regional staff

– Improve data accessibility through WAN and LAN

– Establish data warehouse at national, regional and district levels

– Introduce patient electronic registers in hospitals and health centres

– Introduce and expand Phone for Health (P4H)

– Introduce use of Personal Data Assistance (PDA)

• Intermediate and Long run Plan…– Conduct countrywide Serves Availability Mapping (SAM) using GIS

to complement the routine systems

– Work with WHO through Health Matrix Network (HMN) to strengthen Health Information System

– Work with National Bureau of Statistics (NBS) through Tanzania Statistics Master Plan (TSMP)

– Work with PMO-RALG and Development partners to implement developed M&E chapter in Strategic Health plan III.
