Introducing the DMAS Small Changes Release 22 nd September 2014 Introduction 1. The purpose of this contents guide is to inform all DMAS users of the changes that were introduced as part of the DMAS Small Changes Release, on 22 September 2014. 2. Changes were implemented to support both the Supervised Jobsearch Pilots and the introduction of a designation order which grants ‘Employment Officer’ status to Work Programme providers. Supervised Job Search Pilots 3. Supervised Jobsearch Pilots (SJP) are an element of the SR13 Conditionality and Help to Work packages of support. There will be two pilots in selected Jobcentre Plus Districts in which claimants will be mandated to attend a local centre for up to 35 hours per work to undertake jobsearch and apply for jobs with intensive provider-led support and supervision for up to 13 weeks. 4. To support SJP there is a requirement to enable the management of Failure to Participate and Refusal of Employment decision making separately for the SJP Districts. To this end there is a requirement to update DMAS to include two new DMA AR codes for both SJP Failure to Participate and SJP Refusal of Employment. SJP New DMAS AR Codes 5. Introduction

Refusal of Employment Work Programme Provider New DMAS AR Codes

11. A new AR Code, JSA/723, will be used to record cases where a claimant Refuses Employment where the referral is via a Work Programme Provider. The actual description of this new AR Code will be ‘Refusal of Employment Work Programme Provider’, as shown in Table 2.

12. There will be a reconsideration version of this new AR code, JSA/249/723 with a description ‘Refusal of Employment Work Programme Provider (REV)’.

13. There is no ‘Opinion’ version of this new AR Code. 14. The JSAPS Sanction code for this new AR Code is detailed in Table 2.

LMS Referral Identification Number & Invoice Number

15. Corresponding new LMS doubts have been implemented for the JSA/722, JSA/723, and JSA/816 AR Codes therefore when creating the DMA Question in the DMAS Add AR Code window the LMS Referral ID functionality will be enabled and thus require the input of the LMS Referral ID.

16. Additionally the Invoice field on the Add AR Code window in DMAS will require the recording of an Invoice number.

Decision Finalisation

17. When a decision is finalised in DMAS for the JSA/722, JSA/723, and JSA/816 AR Codes the default finalisation option will be ‘E-Mail’.

Cancellation of DMA Question

18. DMAS ‘Cancellation’ functionality will apply to the JSA/722, JSA/723, and JSA/816 AR Codes as part of standard DMAS functionality. DMAS will only produce a Cancellation print and does not allow the emailing of the Cancellation Notification.

Welsh Language

19. Welsh language version of decision notifications are available as part of the standard DMAS functionality.

Management Information Statistics (MIS) Reports

20. The DECS1 and SOD1 MIS Reports in DMAS will be updated to include the JSA/722, JSA/723, and JSA/816 AR Codes as part of the ‘All JSA Questions’ section.

Introduction

21. The purpose of this contents guide is to inform all DMAS users of the changes

that will be introduced as part of the DMAS Small Changes Release, scheduled for 25 August 2014.

22. A number of small changes will be implemented on 25th August 2014 to support

ongoing decision making activity and are covered in detail below.

DMAS MIS Speed of Decision (SOD1) JSA Time Bands

23. The DMAS SoD1 (Speed of Decision) report provides details, by JSA and non-JSA AR Codes and time bands, of the number of decisions and opinions given within a specified period. It is accessed via the MIS Report Selection function in DMAS (see screenshot below).

24. The SoD1 report details the total number of AR Code decisions made and the percentage of all AR Code decisions made within set time bands. The report is organised by time band and AR Codes – JSA and non-JSA.

25. The report also shows the total number and percentage of decisions given

against all AR Codes in each time band in the relevant period. 26. The current SoD1 time bands are:

a. 1 to 14 days b. 15 to 18 days

c. 19 to 28 days d. 29 to 56 days e. 57 days or more

27. The changes to the existing DMAS SoD1 (Speed of Decision) report are to identify decisions made in the following time bands:

1-2 days

3-5 days

6-8 days

9-10 days

11 days or more 28. Please note – at this time we are unable to amend the column headings

which state the time bands, although the data within the report will reflect the revised time band ranges. Ensure this is taken into account when using this report.

DMAS Templates

29. There are minor changes to four DMAS notifications to correct a defect which

defaults the Questions text to font size 11 when it should be font size 12. 30. The four templates being updated are:

WS1 (Written Statement notification)

ESRO (Blank Enquiry notification)

ES86B (Enquiry notification sent to claimant to answer further questions)

ES87B (Enquiry notification sent to claimant as part of the reconsideration process to answer further questions)

DMAS Redundant AR Codes

31. A review of existing AR Codes held within DMAS has identified that many AR

Codes and their associated Questions are still held within DMAS and are selectable but are no longer valid from an Operational perspective. This is because they may relate to schemes and programmes that are no longer in place or are opinion versions of AR codes which are no longer used.

32. This results in DMAS users having to scroll through very long lists of AR Codes

within the DMAS system in order to find the AR Code they wish to select. This is not only onerous but can lead to users selecting incorrect AR Codes which can then be reported upon. Within LMS this can result in incorrect AR Codes being selected and referred to DMAS which then has to be modified or cancelled.

33. Additionally it has been identified that these redundant AR Codes in DMAS

output to existing MIS Statistical Reports within DMAS which results in the paper reports collating more data than is necessary.

34. 195 DMAS AR codes will be made inactive and thus no longer visible within the Add AR Code on Case window (see screenshot below).

35. The full list of AR codes that will be made inactive are listed in Appendix A. 36. A significant number of redundant AR codes that will be no longer output to the

DECS1 and SoD1-JSA DMAS MIS Reports are listed in Appendix B.

Introducing the DMAS Appeals Reform Release

Introduction

37. The purpose of this contents guide is to inform all DMAS users of the changes

that will be introduced as part of the DMAS Appeals Reform Release, scheduled for 28 October 2013.

38. The Welfare Reform Act became law on 8th March 2012. One of the clauses

within the act removes the automatic right of appeal to claimants from all decisions made by the Department for Work and Pensions (DWP) and Child Maintenance Group (CMG) and introduces an additional step in the decision making process, Mandatory Reconsideration.

39. Mandatory Reconsideration will require the claimant to request a review of any

decision under dispute by DWP/CMG prior to having any appeal rights granted.

Updated DMAS Notifications

40. The Appeals Reform Project will update existing DMAS generated notifications

to ensure they include the new Mandatory Reconsideration wording and include the new process for direct lodgement.

Introducing the DMAS Conditionality and Sanctions ESA Release

Introduction

The purpose of this contents guide is to inform all DMAS users of the changes that will be introduced as part of the DMAS Conditionality and Sanctions ESA Release, currently scheduled for 3 December 2012. New ESA Regulations come into force on 3 December 2012 which will update the sanctions regime. The new sanction regime will apply new sanctions against existing ESA DMA doubts. ESA sanctions will apply to the following DMA doubts and will lead to payment of 100% of the applicable amount ceasing for an open ended period until the claimant complies with requirements, followed by a further one, two or four weeks depending on the number of sanctionable failures in the previous 52 weeks. Fail to undertake Work Related Activity; Fail to attend or fail to participate in a ESA 16/17 WFI when specified; Fail to attend or fail to participate in a ESA New Joiner WFI when specified; Fail to attend or fail to participate in a ESA WFI when specified; Fail to undertake Skills Conditionality Work Related Activity; Fail to undertake Sector Based Work Academies Work Related Activity. For ESA sanctions the length of sanction will not escalate if the second or subsequent failure takes place within 2 weeks of the previous failure.

Changes to existing ESA AR Codes

In order to support the Labour Market decision making process for ESA Conditionality and Sanctions additional decision text options (to support the identification of pre and post 3 December 2012 decisions), new JSAPS Codes for post 3 December 2012 decisions, and new DMAS templates to reflect new ESA Regulation references will be added to DMAS. The table below shows the existing AR codes/DMA Questions in DMAS for which decisions made under the Conditionality and Sanctions regulations from 3 December 2012 will include new decision text (which will include the text ‘Post 03/12/12’ to differentiate them from pre 03/12/12 decision text), and new JSAPs sanction codes. Introducing the DMAS Conditionality and Sanctions JSA Release

Introduction

The purpose of this contents guide is to inform all DMAS users of the changes that will be introduced as part of the DMAS Conditionality and Sanctions JSA Release, currently scheduled for 22 October 2012. New JSA Regulations come into force on 22 October 2012 which will update the sanctions regime. The new sanction regime will apply 3 levels of sanctions against existing JSA DMA doubts. These are high level sanctions, intermediate level sanctions, and low level sanctions. For High Level, Intermediate and Low Level sanctions the length of sanction will not escalate if the second or subsequent failure takes place within 2 weeks of the previous failure. High Level sanctions will apply to the following DMA doubts and will lead to payments of Jobseekers Allowance ceasing for a fixed period of 13 weeks for a first failure, rising to twenty six weeks and subsequently 156 weeks for repeat offences within 12 months of the previous failure: Refusal of, or failure to apply for, or failure to accept an offer of, employment

which an employment officer has informed the claimant is vacant or about to become vacant without good reason;

Failure to take part in Mandatory Work Activity without good reason; Neglecting to Avail of a reasonable opportunity of employment without good

reason; Leaving employment Voluntarily (LV) without good reason; and Losing employment through Misconduct without good reason. Intermediate Level sanctions will apply to the following DMA doubts and will lead to a sanction of 100% of JSA following a period of disentitlement. The sanction for the first failure will be up to 4 weeks and the length of the sanction will be reduced by any period for which benefit was not paid at the point of disentitlement and any time spent off benefit. The sanction for second and subsequent failures within 12 months of a previous failure will be up to 13 weeks and will be calculated following the same approach as the first failure. This sanction will be applied when a claimant reapplies for JSA following disentitlement for not: Actively Seeking Work; and Being Available for work. Low Level sanctions will apply to the following DMA doubts and will lead to payment of 100% of the applicable amount ceasing for a fixed period of 4 weeks for a first failure and 13 weeks for a second or subsequent failure within 52 weeks of the last one: Fail for no good reason to attend an advisory interview;

Fail for no good reason to comply with regulations under s17A of the Jobseekers Act – this includes failure to comply with the following schemes: Work Programme, Skills Conditionality, and sector-based work academies;

Fail for no good reason to comply with regulations under s19 of the Jobseekers Act – this includes failure to comply with the following scheme: Work Experience;

Refuse or fail to carry out a Jobseekers Direction for no good reason; Neglect to avail themselves of a reasonable opportunity of a place on a training

scheme or employment programme; Refuse or fail to apply for or accept if offered a place on a scheme or

programme which an employment officer has informed them is vacant or about to become vacant without good reason; and

Give up a place on a scheme or programme or fails to attend it having been given a place on it without good reason.

Changes to existing JSA AR Codes

In order to support the Labour Market decision making process for JSA Conditionality and Sanctions, additional decision types (to support superseded decisions), additional decision text options (to support the identification of pre and post 22 October 2012 decisions), new JSAPS Codes for post 22 October 2012 decisions, and new DMAS templates to reflect new JSA Regulation references will be added to DMAS. The table below shows the existing AR codes/DMA Questions in DMAS for which decisions made under the Conditionality and Sanctions regulations from 22 October 2012 will include new decision types, new decision text (which will include the text ‘Post 22/10/12’ to differentiate them from pre 22/10/12 decision text), and new JSAPs sanction codes. The current decision types, decision text, and JSAPs sanction codes will remain for cases raised prior to 22 October 2012.

In order to support the Labour Market decision making process for JSA Conditionality and Sanctions, new AR codes to support DMA compliance doubts for JSA customers with Availability or Actively Seeking Employment doubts will be added to DMAS. These are new AR codes which will apply a sanction following an open ended period of disallowance. Note, they have also been added to the LMS system too. The table below shows the new DMA Questions and AR codes that will be available in DMAS for the recording of sanction decisions for JSA DMA doubts for Availability and Actively Seeking Employment.

Introducing the DMAS Lone Parent Conditionality Release

Introduction

46. The purpose of this contents guide is to inform all DMAS users of the changes

that will be introduced as part of the DMAS Lone Parent Conditionality Release, scheduled for 28 April 2014.

47. As part of the Spending Review 2013 there is a requirement to enable advisers

to record where a Lone Parent claiming Income Support solely on the grounds of being a lone parent, with a youngest child aged 3 or 4 years fails to undertake work related activity (WRA).

48. From 28 April 2014 Lone Parents, claiming Income Support solely on the

grounds of being a lone parent, with a youngest child aged 3 or 4 years, will be required to undertake WRA and may be subject to a sanction if they fail to undertake the activity. The changes to DMAS detailed below are designed to support the need to record and manage non compliance.

49. The new IS Failed to Under Work-Related Activity DMAS AR code will largely

mirror the existing ‘ESA Failed to Undertake WRA’ DMAS functionality. 50. Other changes also include updates to the descriptions of some existing Lone

Parent Failed to Attend and Failed to Participate DMAS AR codes and decision templates to reflect the changes to the descriptions of some Lone Parent work-focused interviews. These specifically impact Lone Parent Fail to Attend and Fail to Participate DMAS AR codes and are shown in Table 2.

New DMAS AR Code

51. A new AR Code, IS/301WRA, will be used to record cases where a Lone Parent

claiming Income Support solely on the grounds of being a lone parent, with a youngest child aged 3 or 4 years fails to undertake work related activity (WRA). The actual description of this new AR Code will be ‘IS Failed to Undertake WRA’, as shown in Table 1.

52. There will be a reconsideration version of this new AR code, IS/249/301WRA

with a description ‘IS Failed to Undertake WRA (REV). 53. There is no ‘Opinion’ version of this new AR Code. 54. There is no JSAPS Sanction code for this new AR Code.

LMS Referral Identification Number & Invoice Number

55. A corresponding new LMS doubt has been implemented for this new AR Code

therefore when creating the DMA Question in the DMAS Add AR Code window

the LMS Referral ID functionality will be enabled and thus require the input of the LMS Referral ID.

56. Additionally the Invoice field on the Add AR Code window in DMAS will require

the recording of an Invoice number.

Decison Finalisation

57. When the decision is finalised in DMAS for the new IS/301WRA AR Code the

default finalisation option will be ‘E-Mail’.

Cancellation of DMA Question

58. DMAS ‘Cancellation’ functionality will apply to the new IS/301WRA AR Code as

part of standard DMAS functionality. DMAS will only prodcue a Cancellation print and does not allow the emailing of the Cancellation Notification.

Welsh Language

59. Welsh language version of decision notifications are available as part of the

standard DMAS functionality.

Management Information Statistics (MIS) Reports

60. The DECS1 and SOD1 MIS Reports in DMAS will be updated to include the

new IS/301WRA AR Code as part of the ‘Non-JSA Questions’ section.

Introducing DMAS Release 6.0

Introduction

The purpose of this contents guide is to inform all DMAS users of the changes that will be introduced as part of DMAS Release 6.0, currently scheduled for 20 October 2008. Below the ‘Introducing DMAS Release 6.0’ header on the left hand side, a list of sub headers can be seen. Clicking on a sub header will take you to that content within the guide.

On 27th October 2008 a new benefit, ESA, will replace IB and IS paid on the grounds of incapacity. Existing IB customers and IS customers with an incapacity will not be eligible to claim ESA but will instead continue to claim IB or IS as appropriate. ESA will be supported by it’s own set of Social Security regulations, including new, specific regulations around ESA customer conditionality. In order to support the Labour Market decision making processes required for ESA, DMAS Release 6.0 has added functionality to support Social Security regulations and new business processes for customers who fail to take part in:

ESA Work-Focused Health Related Assessments;

ESA Jobcentre Plus Led Pathways to Work mandatory WFIs;

ESA Provider Led Pathways to Work mandatory WFIs;

ESA 16/17 Year Old mandatory WFIs;

ESA WFI Partner mandatory interviews.

ESA will be discussed in more detail later in this guide (see ESA Release Contents).

From 28th April 2008, The Social Security (Jobcentre Plus Interviews for Partners) Regulations were amended to support the new WFI(P) regime for partners of customers claiming JSA who have been in receipt of JSA for at least 26 weeks, with a dependant child or young person in their household aged up to and including 19 (in full time education and child benefit in payment). JSA

partners will be required to take part in mandatory WFIs every 6 months. DMAS Release 6.0 has added a new AR code and template regulations to support the WFI(P) appeal process for JSA partners (see WFI(P) Release Contents). DMAS Release 6.0 has also changed the DMAS application with a number of improvements to enable DMAS users to navigate more easily between different DMAS cases and screens. You will immediately see some changes when you log in to DMAS (see Using DMAS in Release 6.0).

Using DMAS in Release 6.0

Release 6.0 has changed the way DMAS looks. It has also changed the way DMAS is navigated. Each screen has a new name in the title bar, although the functions of the screens are exactly the same in most instances. In Release 5.0, whenever you double click on the DMAS icon on your desktop, the ‘DMA Menu’ screen appears with all the associated buttons. In Release 6.0, the DMA Menu has been replaced. When you double click on the DMAS icon on your desktop, you will see the DMAS Main Menu screen (see figure 1 below).

The functions that were provided in Release 5.0 by buttons have been replaced with traditional Window’s menus. There are five menus: File, Case, Reporting, Maintenance and Options. Click on the menu title to reveal the options within, or use the arrow keys and select ‘Enter’.

File Menu

The only option available is ‘Exit’ (see figure 2 above). This closes the DMAS application.

Case Menu

There are two available options: Case Search and Enquiry Received (see figure 3 above).

Case Search

Click on this option to open the ‘Case Search’ screen. Alternatively double click on the suitcase icon underneath the ‘Case’ menu to open this screen.

Enquiry Received

Click on this option to open the ‘Enquiry Received’ screen. Alternatively double click on the icon underneath the ‘Reporting’ menu to open this screen.

Reporting Menu

There are three available options: Administration Reports, Print Overdue Enquiries and MIS (see figure 4 above).

Administration Reports

Click on this option to open the ‘Administration Reports’ screen.

Print Overdue Enquiries

Click on this option to print the Overdue Enquiries.

MIS

Click on this option to open the ‘MIS’ screen.

Maintenance Menu

There are five available options: Free or Delete Case, Local Paragraphs, Local Questions, Address Maintenance and Postal Despatch maintenance (see figure 5 above).

Click on this option to open the ‘Free Locked/Delete Case’ screen.

Local Paragraphs

Click on this option to open the ‘Maintain Local Paragraphs’ screen.

Local Questions

Click on this option to open the ‘Maintain Local Questions’ screen.

Address Maintenance

Click on this option to open the ‘Address Maintenance Menu’ screen.

Postal Despatch Maintenance

Click on this option to open the ‘Postal Despatch Maintenance’ screen.

Options Menu

There are six options available: Automatically show populated Case Notes, Hide current case when opening another, Automatically hide Case Search on match, Include first AR Code in window titles, Use integrated MS Word toolbar and Replace MS Word’s menu (see figure 6 above).

Automatically show populated Case Notes

Click option to tick/untick. When ticked, the ‘Case Notes’ field expands whenever a case containing populated case notes is opened.

Hide current case when opening another

Click option to tick/untick. When ticked all screens related to the case you are currently in are hidden when another case is opened.

Automatically hide Case Search on match

Click option to tick/untick. When ticked ‘Case Search’ closes whenever any matching result of the search criteria is entered.

Include first AR Code in window titles

Click option to tick/untick. When ticked the first AR Code will be displayed as part of the title-bar and status bar references. It will also be displayed as part of the reference when you hover over an open case number.

Use integrated MS Word toolbar

Click option to tick/untick. When ticked, this option causes DMAS to create a toolbar within any DMAS created MS Word document presented to the user for amendment, rather than presenting a detached “DMAS Word processing tools” menu form (i.e. ‘the DMAS floaty toolbar’) as in previous releases.

Replace MS Word’s menu

Click option to tick/untick. When ticked this option causes the integrated MS Word toolbar to replace the MS Word menu-bar, meaning only DMAS specific word processing functions can be invoked via menu commands. This option is only presented when the associated option, “Use integrated MS Word toolbar” is ticked. Note: When you log in to DMAS Release 6.0 for the first time, all entries in the ‘Options’ menu will be ticked by default.

From the DMAS Main Menu form, you will see ‘Case Notes’ at the bottom of the screen. If you tick ‘Automatically show populated Case Notes’ in the options menu, then this area will expand to show any populated case notes. You can expand and collapse the case notes area by hovering/clicking your mouse over the ‘Case Notes’ label when you are in a case (see figure 7). You can amend a case’s notes in this area, as well as the current way through the ‘Notes & BF’ button on the ‘Case’ screen.

Also on the DMAS Main Menu form are two icons: a suitcase and an arrow. Click on these shortcuts to open the ‘Case Search’ screen and ‘Enquiry Received’ screens respectively. It will now be possible in DMAS Release 6.0 to open more than one case at a time within the same DMAS session. Do this by accessing the ‘Case Search’ screen when you have another case open. As each case is opened, the case number will be displayed on the left hand side of the screen. Click on these case numbers to switch between cases. Hovering over each case

number will display information about that case: case number, client name, NINo and first AR Code recorded on the case (if ‘Include first AR Code in window titles’ is ticked). This information will also be displayed in a status bar at the bottom of the screen. You will also be able to open more than one screen at a time within the same case. Switch between screens by clicking anywhere on them. The title bars in Release 6.0 will no longer feature the words ‘notes’ or ‘Appeal’. Most title bars will have the following information: case number, client’s initial, surname, NINo/Ref No and first AR Code recorded on case (if option is ticked). The exception to this is the ‘Case’ screen which will display the screen name and case number only in the title bar.

Case Screen

The ‘Case’ screen (figure 8) has changed slightly. There is a new drop down field called ‘BDC’ (Benefit Delivery Centre). You will be able to choose a BDC location from the dropdown list at any point from the ‘Case’ screen. This field can be left blank if you wish,

or changed at any time. The purpose of completing this field is that some ESA and Pathways sanction determination notifications can now be sent to BDC’s by DMAS. The address of the BDC recorded in the drop down will pull into these letter notifications. The ‘Contacts’ button is also new.

Contacts on Case Screen

You will notice that the ‘Employer’ button is no longer available from the ‘Case’ screen – it has been replaced by a ‘Contacts’ button. Click on this to open the ‘Contacts on Case’ screen (figure 9). It is from here that you can manage all contacts on a case: Employer, WFI Partner, Joint Claimant, PLPtW Provider, Connexions/Careers Service and Other. Enquiries and witness letters can be sent to the contacts recorded here. If the case is a Joint Claim case or a WFIP case, then these details will automatically populate this screen. Existing Employer details from cases created prior to Release 6.0 will show in this screen.

You can see the contact name, reference, type and what letter(s) the contact has been used in. Clicking the ‘Show Used in records separately’ tickbox shows separate rows for each standalone enquiry/witness record linked to a contact type. Clicking ‘Detail’ shows the contact details that have been used for that enquiry/witness letter – these are read only. Click on the ‘Type’ field title to display a list of tickboxes for each contact type (figure 10). To filter the contacts you can tick/untick these options to display those contacts that you want to see. Click ‘Show All’ to see all contacts listed.

Adding a New Contact

To add a new contact, click on the drop down arrow in the ‘Add New’ field and select a contact type (Employer, PLPtW Provider, Connexions/Careers Service or Other. Note: if the case is WFIP or Joint Claim, then these will already show in the ‘Contacts on Case’ screen). This opens up the relevant contact type screen to enter the contact details. These are ‘Employer on Case’ (figure 11), ‘Connexions/Careers Service Contact on Case’ (figure 12), ‘PLPtW Provider Contact on Case’ (figure 13) and ‘Other Contact on Case’ (figure 14).

Click ‘Save’ to save these details, and when you close this screen, the contact you have created can be seen in the ‘Contacts on Case’ screen.

Viewing an Existing Contact

Highlight a contact by clicking on it and clicking ‘Detail’, or double clicking it to view the details.

Enquiry Recipient on Case

The existing ‘Employer’, ‘Joint Claimant’ and ‘WFI Partner’ tick boxes have been replaced by a ‘Contacts List’ button. Now, whenever you select the ‘Modify Sent To’ button for all enquiries, the ‘Enquiry Recipient on Case’ screen (see figure 15) opens with the enquiry default address populated. To change the default address, click on ‘Contacts List’ to open the ‘Contacts on Case’ screen so you can select a contact (by highlighting a contact and clicking the ‘Select’ button). If the appropriate contact is not listed, then you can create a new contact by using ‘Add New’.

Update Contact tickbox

The ‘Update Contact’ tickbox will only display when the ‘Enquiry Recipient on Case’ screen is populated via the ‘Contacts List’ button and when changes are made to the enquiry recipient details. When you click ‘Save’ if the ‘Update Contact’ tickbox is ticked, the contact details used to populate these enquiry recipient details will also be updated to reflect any changes made here.

AR Codes on Case screen

There are a few changes to the ‘AR Codes on Case’ (figure 16) and ‘Decision on Case’ (figure 17) screens. The previous columns ‘Date JC Notified’ and ‘Date Client Notified’ have been replaced with ‘Date Finalised’ and ‘Who Notified?’. The ‘Who Notified?’ field will contain one, or more, of the following: N/A, JC, BDC or Client.

Decision on Case screen

For all AR Codes related to Work Focused Interviews, you can record a ‘FTA/FTP Interview/Assessment Date’ (figure 17) to show this date in the determination/decision notification. The previous label of ‘Print Options’ has been replaced by ‘Finalise Options’. There is an additional ‘Finalise Option’ – Edit BDC Letter. This option is enabled whenever a determination notification is required for the BDC location recorded on the ‘Case’ screen. If there is no BDC recorded on the case, the ‘Edit BDC Letter’ is ticked and not amendable – this will bring the BDC notification to screen with the BDC address blank. If the BDC is still not recorded on the ‘Case’ screen prior to finalising, then the BDC letter will finalise with a blank address. Regenerate the BDC notification once the ‘BDC location’ has been recorded and the BDC address will merge into it. Some Allowed ESA determinations will not require any DMAS notification letters, for example PL Pathways Provider, Connexions/Careers Service and Medical Services notifications – they will be handled by existing form NTP (Notification to Provider) for PL Pathways Provider, new forms for Connexions/Careers Service and via MSRS (Medical Services Referral System) for Medical Services.

The ‘Finalise Options’ can be seen in New AR Codes. Where a DMAS notification is not applicable, the ‘Finalise Options’ are disabled and the ‘Print’ button is replaced by a ‘Finalise’ button (figure 18). You must click on ‘Finalise’ to update the ‘AR Codes on Case’ screen.

Witness on Case

The ‘Witness on Case’ screen (figure 19) has been updated – the options of ‘Employer’, ‘Joint Claimant’ and ‘WFI Partner’ tickboxes have been replaced by a ‘Contacts List’ button.

Update Contact tickbox

The ‘Update Contact’ tickbox (figure 19) will only display when the ‘Witness on Case’ screen is populated via the ‘Contacts List’ button and when changes are made to the witness details. When you click ‘Save’ if the ‘Update Contact’ tickbox is ticked, the contact details used to populate these witness details will also be updated to reflect any changes made here.

Tribunal Outcome on Case

The ‘Tribunal Outcome on Case’ screen (figure 20) has been updated with two new tickboxes: ‘Produce JC Notification’ and ‘Produce BDC Notification’. When selected, these will notify the Jobcentre and/or BDC with the outcome notification when ‘Save’ is clicked. ‘Produce JC Notification’ will be ticked by default, ‘Produce BDC Notification’ will not. Again, if there is no BDC recorded on the case, then any BDC notifications will not feature the BDC address and will need to be added manually.

ESA Release Contents

To support the new Employment and Support Allowance (ESA) process, a number of new AR Codes and DMA questions have been introduced in Release 6. These relate to the failure to take part in a Work Focused Health Related Assessment with a Medical Services Provider and failure to take part in a Work Focused Interview with:

A Connexions or Careers Service Adviser, specific to ESA 16/17 year old customers;

Jobcentre Plus Pathways Personal Adviser;

Provider Led Pathways Provider.

Work Focused Health Related Assessments (WFHRA)

All ESA customers will be subject to a Work Capability Assessment (WCA). Depending on the result of the WCA, some ESA customers may also be required to take part in a mandatory WFHRA. Medical Services will carry out the booking, recording and monitoring of WFHRAs using the Medical Services Referral System (MSRS). They will notify the ESA BDC if a customer fails to take part in a mandatory WFHRA via MSRS. WFHRA appointments and outcomes will not be recorded on LMS. If a customer fails to take part in a WFHRA, a decision maker will make a determination on whether the customer has shown good cause. DMAS will produce a notification for the ESA BDC if a Sanction applies. Medical Services will be notified of all decisions via MSRS. Decision makers can also record reconsiderations and appeals against WFHRA determinations.

Jobcentre Plus-Led Pathways to Work

A Jobcentre Plus Personal Adviser will make an initial judgement on whether an ESA customer has failed to take part in a mandatory Jobcentre Plus-Led Pathways to Work WFI. In cases that can be ‘Treated as Straightforward’, the Jobcentre Plus Personal Adviser will record the case solely in LMS. If a Jobcentre Plus Personal Adviser cannot treat a case as straightforward they will refer the case to a decision maker for a formal determination on ‘good cause’. The referral will be recorded in LMS. Decision makers will record any ESA Jobcentre Plus Led Pathways to Work WFI cases, generating enquiry letters, and record WFI ‘good cause’ determination outcomes in DMAS. Where an adverse determination is made on a Jobcentre Plus led Pathways to Work WFI case the decision maker generates a notification for the ESA BDC and the customer’s attending office. For cases that are decided in the customers favour a notification is generated for the customers attending office only. Decision makers can also record reconsiderations and appeals against Jobcentre Plus Pathways to Work WFI Labour Market determinations in DMAS.

Provider-Led Pathways to Work

In line with current Provider-Led Pathways to Work business processes, Pathways to Work Providers will be responsible for notifying ‘good cause’ doubts for ESA customers directly to the relevant ESA Benefit Delivery Centre, with the exception of ‘good cause’ on PLPtW initial WFIs which will be recorded and administered in both LMS and DMAS as per Jobcentre Plus Led Pathways to Work. All ‘good cause’ doubts raised against Provider-Led Pathways Repeat or Trigger WFIs will be recorded by the decision maker directly into DMAS. If a customer fails to take part in a Provider-Led Pathways to Work Repeat or Trigger WFI, a decision maker will record any ESA Provider Led Pathways to Work cases, generating enquiry letters, and record WFI ‘good cause’ determination outcomes in DMAS. Decision makers will generate a notification for the ESA BDC when a Sanction determination is made. PL Pathways Providers will be notified of all decisions as per current process – Notification to Provider (NTP) form. Decision makers can also record reconsiderations and appeals against Provider-Led Pathways to Work WFI Labour Market determinations in DMAS.

ESA 16/17 Year Old Customers

A decision maker will make a determination on whether the customer has shown ‘good cause’ for failing to take part in a 16/17 WFI with the Connexions/Careers Service. In such cases the Connexions/Careers Service will be responsible for notifying the relevant ESA BDC when a customer has failed to take part. If an ESA 16/17 Year Old customer fails to take part in a mandatory 16/17 WFI, a decision maker will make a determination on whether the customer has shown ‘good cause’. Decision makers will record any ESA 16/17 WFI cases, generating enquiry letters and recording 16/17 WFI ‘good cause’ determination outcomes in DMAS. Decision makers will be able to generate a notification for the ESA BDC when a Sanction determination is made. Decision makers can also record reconsiderations and appeals against 16/17 WFI Labour Market determinations in DMAS.

These new AR Codes are recorded on DMAS as normal. You should note that when recording AR Codes ESA/290, ESA/249/290, ESA/300, ESA/249/300, ESA/420, ESA/249/420, ESA/430 and ESA/249/430, the ‘Invoice Number’ field on the ‘Add AR Code to Case’ screen defaults to ‘N/A’ (see figure 21).

Note: PL Pathways to Work AR Codes for IB customers (PLPtW/220 and PLPtW/230) will also be updated so an Invoice Number is N/A. A BDC notification will also be produced for a Sanction decision.

Enquiries

There are three new enquiry forms to support ESA:

This enquiry form is to be used for all ESA WFIs (including ESA Initial WFIs (JPPtW and PLPtW), ESA PtW Repeat and Trigger WFIs, ESA PLPtW Repeat and Trigger WFIs and ESA 16/17 WFIs) for both determinations and reconsiderations. The ‘Reply Due Date’ is 10 calendar days from date of issue.

JCProv – To JC or Provider or Connexions/Careers for further info re WFI

This enquiry form is to be used for enquiries to the Jobcentre or the PLPtW Provider or the Connexions/Careers Service for both determinations and reconsiderations. You should select the relevant recipient by using ‘Modify Sent To’. This opens the ‘Enquiry Recipient on Case’ screen from which the appropriate recipient can be selected. The ‘Reply Due Date’ is 10 calendar days from date of issue for enquiries to Providers or Connexions/Careers, and 7 calendar days from date of issue for enquiries to Jobcentre.

Appeal Submission on Case screen

A new ‘Decision Type’ has been added for ESA AR Codes (figure 22): ‘All ESA WFHRA/WFI Decisions’. A new field ‘Case Code’ has been added too. This will default to 73LM for all JSA Appeals. For ESA / non-JSA Appeals you will need to refer to the Code of Appeals Procedures Guide for the relevant code. This field must be completed, otherwise you will receive a prompt message. The case code will be merged into the AT37.

DMAS Statistical Reports

There have been some updates to the DECS1 and SOD1 reports. These reports currently provide MI for all JSA AR Codes. Both reports will now provide MI for non-JSA AR Codes as well. You will be able to get MI for previous periods for non-JSA AR Codes.

DECS1

The title will change from ‘DECS1 – ANALYSIS OF SDM JSA DECISIONS AND OPINIONS’ to ‘DECS1 - ANALYSIS OF SDM DECISIONS AND OPINIONS’

Page 1 will include all JSA AR Codes. Page 2 will include all non-JSA AR Codes. Page 3 will include totals for Appeals and Reserved Sanction Questions.

The ‘AR CODE’ column will include AR Code prefixes eg JSA/540, WFIP/559.

The Decision Type Outcome columns eg ALLOWED/SSED ALLOWED/SANC NOT APPLIED will rename the ‘JSA’ column to ‘DEC’.

The totals row on page 1 will be called ‘TOTALS – ALL JSA QUESTIONS’, on page 2 ‘TOTALS – ALL NON-JSA QUESTIONS’. An additional row called ‘TOTALS – ALL QUESTIONS’ has been added to total all questions.

WFI(P) Release Contents

To support the new WFI(P) regime of 6 monthly mandatory WFIs for the Partners of customers claiming JSA who have been in receipt of JSA for at least 26 weeks, with a dependant child or young person in their household aged up to and including 19 (in full time education and child benefit in payment), decision makers will be able to record and track appeals in the same way as for existing WFI(P). Social Security legislation (Jobcentre Plus Interviews for Partners) Regulations relating to Regulation 3 have been updated as follows:

partners of customers of specified benefits who are required to attend an initial WFI will be covered by Regulation 3;

partners of customers claiming JSA who have been in receipt of JSA for at least 26 weeks, with a dependant child or young person in their household aged up to and including 19 (in full time education and child benefit in payment) who are required to attend 6 monthly WFIs will be covered by Regulation 3A.

ESA Partners

The business process for handling ESA Work-Focused Interview for Partners cases is the same as is in place for IB/IS customers. ESA partners are also covered by the same Social Security regulations as are currently used for WFI(P) Labour Market cases.

For ESA a Jobcentre Plus Personal Adviser will make a formal Labour Market decision on ‘good cause’ when a customer’s partner fails to take part in a WFI(P) interview. In such cases the Labour Market doubt, together with any subsequent decision and reconsideration, are recorded and administered solely in LMS by the Jobcentre Plus Adviser. Following an adverse decision or adverse reconsideration a customer’s partner can lodge an appeal. In such cases the Jobcentre Plus Adviser will refer the appeal paperwork to a decision maker, recording the referral in LMS. The decision maker will then register, administer, record and track the progress of the appeal using DMAS existing WFI(P) functionality.

Introducing DMAS Release 7.0

Introduction

The purpose of this contents guide is to inform all DMAS users of the changes that will be introduced as part of DMAS Release 7.0, currently scheduled for 19 October 2009. Below the ‘Introducing DMAS Release 7.0’ header on the left hand side, a list of sub headers can be seen. Clicking on a sub header will take you to that content within the guide. Stage 4 of the FND process involves the mandatory referral to the flexible New Deal provided by a contracted supplier. Suppliers will be asked to deliver tailored, flexible support based on an individual’s needs. They will need to develop and review a challenging action plan for each customer, and provide a minimum of 4 continuous weeks mandatory, full time, work related activity in cases where a customer has not had 4 weeks work during the FND period. In order to support the Labour Market decision making process for Stage 4 of FND, DMAS has added functionality where, under existing JSA legislation, an FND provider notifies that a customer has:

Where an FND provider notifies that a customer has Restricted their Availability for employment or not been “Actively Seeking Work”, FND Providers will notify the customers JCP office in which they attend their FJR’s. These referrals will be passed to the DMA LM Office using current process and referral doubts recorded on LMS using existing questions/AR Codes. These are: JSA/550, JSA/550A, JSA/550B, JSA/550C, JSA/550S, JSA/553, JSA/553S and JSA/552 (You will be able to differentiate these FND Provider referrals by the ‘FND Stage 4’ tick box on the Case screen or the FND Provider details on the LMS Referral form). For the other questions referred by FND Providers, these will be referred directly to LM DMA offices and new AR Codes in DMAS have been introduced for this (table 1).

DMAS Functionality for FND Stage 4

Case screen

The ‘Case’ screen has been updated for FND Stage 4. Whenever you pull in a client from LMS, you will see a new ‘FND stage 4’ tick box (Figure 1 below). For LMS clients, this will be disabled and ticked if the client is in stage 4 of FND. If the LMS client is not in stage 4 of FND then this box will be unticked and disabled. [For DMAS clients, this tick box will be enabled and must be manually ticked/unticked].

Where an LMS client is in FND Stage 4, once you click on ‘Save’ you will be prompted to enter contact details for an FND Provider (figure 2 below):

Clicking on ‘No’ will return you to the ‘Case’ screen. You will then be prompted to add an FND Provider each subsequent time you access the case. Clicking on ‘Yes’ will take you to the ‘Contacts on Case’ screen (figure 3 below) where you will see a new option of ‘FND Provider’ when you click on the ‘Add New’ drop down.

Once you select ‘FND Provider’ you will be taken to the ‘FND Provider Contact on Case’ screen (figure 4 below) where you should complete the relevant details [Organisation, first line of address and Postcode are mandatory].

Once added, the FND Provider contact can be seen in the ‘Contacts on Case’ screen (figure 5 below):

You can only add one FND Provider contact per case. If you try to add more than one you will receive the following message (figure 6 below):

Once an FND Provider has been recorded, you will no longer receive the message in figure 2 each time you open that case.

Enquiry on Case screen

There is a new enquiry form for FND Stage 4 called ‘FND Prv’ (see figure 7 below). This form is sent to the FND Provider recorded on the case, and is produced on letterheaded paper. As with all notifications to FND Providers, only the last 3 characters of the clients NINO will display on the FND Prv enquiry notification (for security reasons). You must select the recipient by using the ‘Modify Sent To’ button in the normal way.

The ‘Enquiries on Case’ screen (figure 8 below) has been updated to show the new enquiry form [FNDPrv] and who the enquiry has been sent to [FND Provider].

On the ‘Decision on Case’ screen (figure 9 below), there is a new option within ‘Finalise Options’: ‘Edit Provider Letter’. This will be enabled and ticked where an FND Provider notification is relevant (see table 1).

AR Codes on Case screen

Once the FND Stage 4 AR Code determination has been finalised, the ‘Who Notified’ column on the ‘AR Codes on Case’ screen (figure 10 below) updates with ‘FND Prov’ (where relevant). All determinations (& reconsiderations) sent to a FND Provider will print on letterheaded paper.

Note: FND Providers will not be notified of any appeal activity on a case, but appeal functionality is exactly the same for the new AR Codes as for existing AR Codes.

Data Protection Act Print & Overdue Enquiries Report

The DPA Print has been updated to show all FND stage 4 activity, and the Overdue Enquiry report shows a new ‘Enquiry To’ option of ‘FND Provider’ (figure 11 below).

The Link to LMS

DMAS Release 7.0 introduces new functionality where decision outcomes, reconsideration outcomes and appeal outcomes for JSA AR Codes can now pass automatically to LMS as well as any modifications to AR Codes and sanction/disallowance dates. DMAS will facilitate this through a new field called LMS Reference ID (or Ref ID). This will work in different ways depending on which scenario is encountered. Note: Non-JSA AR Code outcomes will not pass automatically and will continue to be recorded by the Jobcentre in LMS.

Decisions/Determinations

When you add a new AR Code, from DMAS Release 7.0 the ‘Add AR Code on Case’ screen will display a new field: LMS Reference ID (figure 12 below).

Referrals from LMS

For existing JSA AR Codes referred from LMS it is mandatory to enter the LMS Reference ID printed on the LMS Referral form. This Reference ID will take the form of two sets of numbers separated by a forward slash eg 12345/6789. DMAS will validate this ID. If you do not enter a Reference ID you will receive the following message (figure 13 below):

If the Reference ID is not valid (eg you have keyed it in incorrectly), the following message will be displayed (figure 14 below):

You will not be able to continue unless a valid LMS Reference ID is entered. Save the AR Code in the usual way. Once the AR Code is saved, the LMS Reference ID is disabled and cannot be amended. The ‘AR Codes on Case’ screen updates with the LMS Reference ID you have just entered and saved (Figure 15 below):

When you finalise the determination, the outcome and disallowance/sanction dates (if appropriate) will automatically update the relevant record in LMS.

Referrals from FND Provider

For referrals received from FND Providers, you must leave the ‘LMS Reference ID’ blank (figure 16 below) – the Invoice Number updates with N/A. On clicking ‘Save’ on the ‘Add AR Code on Case’ screen, DMAS will generate a ‘LMS Reference ID’ (visible on the ‘AR Codes on Case’ screen). A new DMA referral record will be created in LMS for the same client.

When you finalise the determination, the outcome and disallowance/sanction dates (if appropriate) will automatically update the relevant record in LMS.

Non-JSA Referrals

For non-JSA referrals, eg ESA WFHRAs, the LMS Reference ID field will be disabled and blank. DMAS will not pass outcomes and dates automatically to LMS and will continue to be recorded by the Jobcentre in LMS. Note: Joint Claim exemption AR Codes (JSA/557 & JSA/249/557) are not referred from LMS, so will not need a LMS Reference ID when adding to DMAS.

Modify AR Code

When DMAS users need to modify an AR Code referred from LMS and the AR Code is modified in DMAS, this will not automatically update the relevant LMS record after saving the modification. Only when the decision is finalised in DMAS will the modified question/AR Code be passed to LMS. The following AR Codes (table 2) will not, however, update LMS once modified in DMAS. This because there is more than one question in LMS for these AR Codes, and the ‘Decision Text’ in DMAS does not identify the relevant question.

Reconsideration records can be created in a number of different ways. How the LMS Reference ID field is completed depends on how the reconsideration record is created.

Reconsideration made from original decision (or reconsideration)

Reconsideration initiated in DMAS Highlight the original decision on the ‘AR Codes on Case’ screen and select the ‘Reconsideration’ button. On the ‘Add AR Code on Case’ screen (figure 17 below) leave the ‘LMS Reference ID’ blank as it will be generated by DMAS once ‘Save’ is clicked (and can be viewed in the ‘AR Code on Case’ screen figure 18 below). This will create a reconsideration record in LMS.

The LMS Reference ID for reconsiderations will take the format of the decision/determination Ref ID followed by a forward slash and a number (for example 12345/6789/1). Click on the ‘Reconsideration’ button when the ‘Reconsideration’ record is highlighted will take you to the ‘Reconsideration on Case’ screen where the LMS Reference ID is viewable, but not amendable (see figure 19 below). Once finalised in DMAS, the outcome and relevant dates will pass through to LMS.

Reconsideration referrred from LMS Create the reconsideration record from the original decision (highlight original decision and select ‘Reconsideration’ button). On the ‘Add AR Code on Case’ screen (figure 20 below) enter the LMS Reference ID and Invoice Number from the LMS Referral form and save.

Click on the ‘Reconsideration’ button when the ‘Reconsideration’ record is highlighted will take you to the ‘Reconsideration on Case’ screen where the LMS Reference ID is viewable, but not amendable (see figure 19). Once finalised in DMAS, the outcome and relevant dates will pass through to the LMS reconsideration record.

Manually create Reconsideration record

If the original decision does not exist at your office for the client, you need to manually create the reconsideration record (tick ‘Include Reconsiderations’ on the ‘Add AR Code on Case’ screen). In this circumstance, you should enter the LMS Reference ID and Invoice Number from the LMS referral form and save. Once finalised in DMAS, the outcome and relevant dates will pass through to the LMS reconsideration record.

Appeals

There is a new ‘LMS Reference ID’ field on the ‘Appeal on Case’ screen (figure 21 below). Again, this is used in different ways depending on the circumstance.

LMS Appeal Referral

If the appeal record is created from a decision/reconsideration record on the case [highlight appropriate record on the ‘New Appeal on Case’ screen and click ‘New’], you should enter the appropriate LMS Reference ID printed on the LMS referral form and save. DMAS will pass through any appeal outcome or dates to LMS on finalising.

If the appeal record is not created from a decision/reconsideration record on the case [appeal created from the ‘New Appeal from New AR Code’ screen], then you should enter the appropriate LMS Reference ID printed on the LMS referral form and save. DMAS will pass through any appeal outcome or dates to LMS on finalising.

Appeal initiated in DMAS

If the appeal record is created from a decision/reconsideration record with a Ref ID on the case [highlight appropriate record on the ‘New Appeal on Case’ screen and click ‘New’], leave the LMS Reference ID field blank. On clicking save this will autogenerate, and create an appeal record in LMS. DMAS will pass through any appeal outcome or dates to LMS on finalising. If the appeal record is not created from a decision/reconsideration record on the case [appeal created from the ‘New Appeal from New AR Code’ screen], or is created from a decision/reconsideration record without a Ref ID, then the LMS Reference ID will be blank and will not auto-generate when ‘Save’ is clicked on the ‘Appeal on Case’ screen. In this instance, DMAS will not pass any appeal outcome details or dates through to LMS, and notifications will need to notify LMS users that the outcome and dates need to be input into LMS.

Reconsideration via Appeal

Where the appeal record has a LMS Reference ID (on ‘Appeal on Case’ screen), click on the ‘Reconsideration’ button to be taken to the ‘Reconsideration on Case’ screen. The LMS Reference ID in the top right of this screen will be blank and disabled (figure 22 below).

The ‘LMS Reference ID’ field will auto-generate once ‘Save’ is clicked (this can also be viewed in the ‘AR Codes on Case’ screen). This will create a reconsideration record in LMS, and once finalised in DMAS, the outcome and relevant dates will pass through to LMS. Where the appeal record does not have a LMS Reference ID (on ‘Appeal on Case’ screen), then when the user clicks on ‘Reconsideration’, the ‘Reconsideration on Case’ screen will show the ‘LMS Reference ID’ field as blank and disabled, and this will not autogenerate when ‘Save’ is clicked. DMAS will not pass any reconsideration outcome details or dates through to LMS, and notifications will need to notify LMS users that the outcome and dates need to be input into LMS.

Tribunal Outcome

The ‘Tribunal Outcome’ screen has been updated to display ‘From’ and ‘To’ dates (figure 23 below):

These fields are disabled whenever the ‘Outcome’ field holds any other value than ‘FAVD’ or ‘UFAV’. Once ‘FAVD’ or ‘UFAV’ are selected, the ‘From’ and ‘To’ date fields become enabled and mandatory. These dates are then passed through to the relevant LMS appeal record (where appropriate) when ‘Save’ is selected.

DMAS Conversion

When DMAS goes live on 19 October 2009 there will be a number of AR Codes that will still be outstanding (ie decisions not finalised). Where a question has been referred from LMS, but has not yet been recorded on DMAS, DMAS users will not be able to enter these AR Codes onto DMAS without an LMS Reference ID. In this circumstance DMAS users should access LMS, or contact the Jobcentre,

where the appropriate LMS Reference ID can be seen on the ‘Referral/Decision Details’ screen. Enter this Ref ID when adding the AR Code to DMAS. Where an AR Code has been added to DMAS, but has not been finalised, DMAS users will not be able to add the appropriate LMS Reference ID to the DMAS record. This will also apply to reconsideration AR Codes. DMAS will not pass any decision/ reconsideration outcome details or dates through to LMS, and notifications will need to notify LMS users that the outcome and dates need to be input into LMS.

Other Changes

On the ‘Case’ screen there is a new ‘Parent Status’ field (figure 24 below). For LMS client cases this will pull in the equivalent existing value in LMS for the client. These values can be: Not Known, Lone, Couple or No. Once you create an LMS client case this field must be amended to reflect what the Parent Status value is shown on the LMS referral form at the time of referral. Any change will not feed back to the LMS record.

The ND1, SOD1 and DECS1 MI reports have been updated with the new FND AR Codes. It should be noted that there is a known problem with the new AR Codes on the SOD1 and DECS1 reports, and managers should refer to the DMAS Known Problems Guide to get details of this.

Introducing DMAS Release 7.2

Introduction

The purpose of this contents guide is to inform all DMAS users of the changes that will be introduced as part of DMAS Release 7.2, currently scheduled for 11 April 2011. Below the ‘Introducing DMAS Release 7.2’ header on the left hand side, a list of sub headers can be seen. Clicking on a sub header will take you to that content within the guide. FND FND questions ie JSA/690FND, JSA/710FND, JSA/713FND, JSA/714FND, JSA/715FND, JSA/716FND and JSA/717FND can now also be referred from LMS (previously these questions were only referred directly from FND Providers). DMAS has been updated to cater for referrals from either a FND Provider or LMS (see figure 1).

If a referral has been sent from a FND Provider, users should leave the ‘LMS Reference ID’ field blank and enter ‘N/A’ in the ‘Invoice Number’ field. DMAS will generate a ‘LMS Reference ID’ on clicking ‘Save’, and raise the doubt in LMS. If a referral has been sent from LMS, users should complete the ‘LMS Reference ID’ field with that stated on the Jobcentre referral. User should enter the appropriate ‘Invoice Number’ and click ‘Save’. In both scenarios the decision will feed back to LMS. Note: If the referral has been sent from LMS, it is important to enter the LMS Reference ID into DMAS that is stated on the referral form. If this is not done and the ‘LMS Reference ID’ field is incorrectly left blank an additional referral record will be created in LMS.

MIS

There is an error with the DECS1 and SOD1 reports whereby they are not displaying as they should. Any AR Codes added outside a release do not display

properly on these reports (eg currently the Community Task Force AR Codes do not show under ‘RESERVED SANCTION QUESTIONS’ on the DECS1 report, and on the SOD1 they incorrectly display with the non-JSA AR Codes). Any AR Codes added outside a release will now display correctly on these reports.

AR Code Amendments

These will still pass decisions to LMS. Where a referral is received direct from a provider the ‘Invoice Number’ field on the ‘Add AR Code on Case’ screen will default to ‘N/A’.

Good Cause Letters

The Work Programme and Mandatory Work Activity good cause letters (available from the ‘Enquiry on Case’ screen) have been renamed (see table 2 below).

The good cause letters (CAP6, MWA12, WP12 and WP13) will now have a ‘Reply Due Date’ of 7 working days from the date sent. Good cause letters that do not receive a reply will now not appear on the ‘Overdue Enquiries’ report. They will automatically appear on the ‘BF Cases’ report when the ‘Reply Due Date’ has been reached, with the name of the good cause letter (figure 1)

Unlike other BF entries, finalising a good cause letter will not create an entry on the ‘Notes/BF Date on Case’. You can stop an entry appearing on the ‘BF Cases’ report, or remove it from the ‘BF Cases’ report, by entering an ‘Enquiry Received’ date or finalising the decision.

Decisions

The ‘Decision on Case’ screen has been updated with new ‘Finalise Options’ (see figure 2). It is now possible to either print or email decision notifications when finalising.

The four recipients remain the same: Jobcentre, Client, Benefit Centres and Provider. Each recipient has three options (see figure 3). Which recipients become enabled depends on the AR Code selected.

Edit

This tickbox is ticked by default when a notification is appropriate. When ticked, the notification can be edited in DMA Word. Untick this box to send the print to the printer without editing or attach the notification to an email ready to email to the appropriate recipient.

Print

This option is the default option. Select this if you require a hard copy of the notification for posting to the recipient.

E-Mail

Select this if you want to securely email the notification to the recipient.

Producing a Decision Notification

The ‘Print’ button has been replaced by the ‘Produce’ button. If ‘Edit’ is unticked, clicking ‘Produce’ will send a print direct to the printer if ‘Print’ is selected or attach the notification to an email if ‘E-Mail’ is selected (see figure 6). If ‘Edit’ is ticked, then the relevant notification(s) can be edited in Word when ‘Produce’ is clicked. If a provider notification is required, but a provider has not been recorded on the case, or more than one provider is recorded on the case then the following message is received (figure 4):

Clicking ‘Yes’ will produce the provider notification without the address details recorded. Clicking ‘No’ will take you to the ‘Contacts on Case’ screen where you can record or select a ‘Provider’ contact (see figure 5). Once selected, the notification(s) can be edited in Word

The same menu options are still available in Word ie ‘File’ and ‘Print’. If you selected a ‘Finalise Option’ of ‘Print’, when you finalise a notification where there is more than one recipient, you will need to click on ‘OK’ on the ‘Print’ screen for each recipient. For example, on a decision that requires a BC and Provider notification, the ‘Print’ screen will display twice and ‘OK’ should be selected on each. All notifications will then be sent to the printer.

If you selected a ‘Finalise Option’ of ‘E-Mail’, when you finalise, an email with the notification attached to it will be created (see figure 6). The ‘Print’ screen will not display.

If there is more than one email notification (for example a BC and Provider) then a separate email will be created for each notification. You must complete the relevant fields on the email(s) prior to sending. On DMAS the ‘Decision on Case’ screen will update with the ‘Date Finalised’ and ‘Who Notified’ fields completed. These fields will update prior to the decision email(s) being sent, so it is imperative that all emails are sent. If more than one decision notification is required it is possible to have a mixture of prints and emails, for example, a Provider email and a Client print.

Viewing a Decision Notification

When a decision is finalised and the ‘View Decision’ button is clicked you will see a new screen ‘View Decision on Case’ appear (figure 7).

The recipients of the finalised decision will be enabled – in figure 7 this is the Benefit Centre and Provider. ‘Print’ is the default option. Click on ‘View’ to close this screen and display the finalised notification in Word. When the finalised decision displays in Word, the same menu options are available as are currently ie ‘File’, ‘Print’ and ‘DMAS Copy’. When Print – Reprint is selected, DMAS will

produce either a hard copy or an attachment to an email (figure 6) depending on the option selected on the new ‘View Decision on Case’ screen.

Reconsiderations

There is an additional ‘Initiated By’ drop down option of ‘Provider’ (figure 8).

There is an additional ‘Revision Reason’ drop down option to cater for claimant re-engagement (figure 9)

Appeals

‘Appeal Submission on Case’ screen

The ‘All ESA WFHRA/WFI Decisions’ Decision Type has been renamed to ‘All ESA WFI Decisions’ (figure 10). All ESA WFI AR Codes will map to this Decision Type.

There is a new Decision Type: All ESA WRA Decisions (figure 11):

All ESA WRA AR Codes will map to this Decision Type. The ‘DECISION’ section of the appeal submission will display text from the decision. The ‘FACTS OF THE CASE’ section of the appeal submission will display the text: “<name of claimant> has claimed <benefit> since <date>”.

‘Tribunal Outcome on Case’ screen

The ‘Tribunal Outcome on Case’ screen has been updated with a new notification recipient: ‘Provider Notification’ and you can now email or print all tribunal outcome notifications (figure 12):

When you bring up this screen the JC Notification and BDC Notification options are enabled, the Provider Notification option is disabled. If a tick is selected in ‘Produce’ then that recipient will receive the tribunal outcome notification. The default option is to produce a Jobcentre notification only, and ‘Print’ is enabled as default. If an email is more appropriate rather than a print, click the ‘E-mail’ button. If FAVA or FAVD is selected from the ‘Outcome’ drop down list, the ‘Provider Notification’ options become enabled and ticked (otherwise they are disabled and unticked). If a Provider notification is not required then the ‘Produce’ option must be unticked. If a Provider notification is required and a provider has not been recorded on the case then the message in figure 4 will be received. Clicking ‘Save’ will display the notification(s) (ie those notifications where ‘Produce’ is ticked) in Word for editing prior to finalising. If ‘Print’ is selected on the ‘Tribunal Outcome on Case’ screen then a hard copy will be sent to the printer when Print – Final is chosen. If ‘E-mail’ is selected on the ‘Tribunal Outcome on Case’ screen then an email with the tribunal notification attached to it will be created when Print – Final is chosen. The relevant fields on DMAS will update prior to the tribunal outcome email(s) being sent, so it is imperative that all emails are sent.

Statistical Reports

The ND1 report has been renamed the GBW1 report (GBW is for Get Britain Working). An additional ’13 WKS’ column has been added to the SANCTIONS IMPOSED part of the report.

Introducing the DMAS Traineeship Release

Introduction

61. The purpose of this contents guide is to inform all DMAS users of the changes

that will be introduced as part of the DMAS Traineeships Release, scheduled for 21 July 2014.

62. Traineeship provision comprises of three core elements, a work experience

placement, work preparation training, and qualifications in English and Maths (for claimants who do not have a GCSE grade C or above).

63. The exact design, content and time spent on each element of Traineeship

provision will be driven by the provider, employer, and trainee, with the flexibility to integrate other support such as mentoring, careers advice and job-search support also available.

64. Currently participation in Traineeship provision is entirely voluntary but from a

future date (yet to be confirmed) Jobseekers Allowance (JSA) claimants (aged 20yrs and over) will be mandated to attend the work preparation and English and Maths elements of the Traineeship in line with DWP Skills Conditionality policy. The aim of mandation is to ensure those that are reluctant to attend and participate reap the benefits of attendance and participation of this quality provision.

65. Until the mandation of Traineeship provision comes into effect this new DMAS

and LMS functionality is not to be used. 66. The purpose of this change is to enable DWP to support the decision making

process for claimants who fail to participate in the Traineeship provision. This will largely replicate the existing DMA functionality for JSA Skills Conditionality.

New DMAS AR Code

67. A new AR Code, JSA/815, will be used to record cases where a claimant fails to

participate in Traineeship provision. The actual description of this new AR Code will be ‘FTP Traineeships’, as shown in Table 1.

68. There will be a reconsideration version of this new AR code, JSA/249/815 with

a description ‘FTP Traineeships (REV). 69. There is no ‘Opinion’ version of this new AR Code. 70. The JSAPS Sanction code for this new AR Code is CSL007.

LMS Referral Identification Number & Invoice Number

71. A corresponding new LMS doubt has been implemented for this new AR Code

therefore when creating the DMA Question in the DMAS Add AR Code window

the LMS Referral ID functionality will be enabled and thus require the input of the LMS Referral ID.

72. Additionally the Invoice field on the Add AR Code window in DMAS will require

the recording of an Invoice number.

Decison Finalisation

73. When the decision is finalised in DMAS for the new JSA/815 AR Code the

default finalisation option will be ‘E-Mail’.

Cancellation of DMA Question

74. DMAS ‘Cancellation’ functionality will apply to the new JSA/815 AR Code as

part of standard DMAS functionality. DMAS will only produce a Cancellation print and does not allow the emailing of the Cancellation Notification.

Welsh Language

75. Welsh language version of decision notifications are available as part of the

standard DMAS functionality.

Management Information Statistics (MIS) Reports

76. The DECS1 and SOD1 MIS Reports in DMAS will be updated to include the

new JSA/815 AR Code as part of the ‘All JSA Questions’ section.
