Presiding Magistrate Ardlie acknowledged that this was the company’s first offence as well as the significant capital invested by the company and the comprehensive training of workers since the incident, and stressed the importance of site inspections. “Importantly and fundamentally the defendant now conducts an inspection of each site before any plans are submitted to council prior to the commencement of any work,” said Magistrate Ardlie. “This conviction shows the serious impacts of unsafe work practices and especially the need for extra vigilance when working near overhead power lines,” said SafeWork SA Executive Director, Ms Marie Boland. “People can ask for help from SafeWork SA to identify and manage work health and safety risks. Auto parts manufacturer fails to correct electrical, crushing and respiratory hazards (U.S.) Federal workplace safety and health inspectors have cited York Metal Toll Processing Inc. for exposing employees to uncorrected electrical, crushing and respiratory hazards, as well as recurring amputation hazards. The Syracuse Area Office of the U.S. Department of Labor's Occupational Safety and Health Administration opened two follow-up inspections at the company's Syracuse manufacturing facility on 14 March 2016, after the employer failed to provide evidence that they corrected violations cited during previous OSHA inspections. One of the previous inspections occurred as a result of an employee's hand being amputated by a power press. Agency inspectors found that York Metal Toll Processing failed to:

• Ensure electrical equipment used in a powder coat booth conformed with electrical standards. • Properly guard live electrical parts to prevent contact with energized circuits. • Safely remove powder coat via exhaust ducts to a powder recovery system. • Adequately train workers performing inspections and maintenance on power presses. • Inspect mechanical power presses. • Ensure lockout/ tag out procedures were specific to equipment in the facility. • Perform annual lockout/ tag out procedure inspections. • Train employees who wear respiratory equipment, and provide medical evaluations to ensure that they

can wear a respirator safely. • Provide proper ventilation for welders working in spaces less than 10,000 cubic feet. • Inspect steel slings used for hoisting. • Maintain passageways and aisles in passable condition.

"York Metal Toll Processing has disregarded employee safety by failing to correct obvious electrical, crushing, and respiratory hazards, and also for allowing new and recurring hazards to exist," said Chris Adams, OSHA's area director in Syracuse. "For the safety and well-being of its employees York Metal Toll Processing must recognize the severity of these hazards and correct them once and for all." As a result of the follow-up inspections, OSHA has issued York Metal Toll Processing citations for failure to abate fourteen previously cited violations, four repeat violations, and three serious violations. The company faces proposed penalties totalling $218,502 for these violations. The company manufactures parts primarily used in the automotive industry. York Metal Toll Processing has 15 business days from receipt of its citations and proposed penalties to comply, request a conference with OSHA's area director or contest the findings before the independent Occupational Safety and Health Review Commission. Company boss sentenced to jail term following employee death (India) Pawan Kumar Sharma has been sentenced to 18 months' imprisonment for causing death, as a result of negligence. Metropolitan magistrate Virender Singh awarded the jail term to the Adarsh Nagar MLA after presiding over the case, which followed the death of an employee at a steel factory owned by Sharma. A fine of Rs 1 lakh was also imposed on Sharma, who was granted on bail. The MLA was convicted of offences under sections 287 (negligent conduct with respect to machinery) and 304A (causing death by negligence) of IPC.

According to prosecution, the incident occurred in August 2009 when the worker, Raj Kumar, who was operating a rolling machine was hurt by chips flying from it. At the time of the accident he was working at the Adarsh Nagar MLA steel factory in Samaipur Badli. He was taken to a hospital in Rohini where he succumbed to his injuries. Police had said that many workers, including Kumar, had complained about defects with the machine to Sharma. But, the police alleged, Sharma paid no attention and requested that workers who complained leave. Times of India September 2016

OSHA cites diagnostic laboratory for inadequately protecting its employees against chemical hazards (U.S.) Concerned because they were experiencing sore throats, headaches and difficulty with breathing, employees of Quest Diagnostic Corp's Ameripath diagnostic laboratory in Shelton filed a complaint with the U.S. Department of Labor's Occupational Safety and Health Administration. The agency's Bridgeport Area Office began an inspection on 6 March 2016. The inspection identified violations of OSHA's laboratory safety standard, which requires employers to protect their employees against the effects of hazardous chemicals used in laboratories. Safeguards include a complete and effective chemical hygiene plan stating the employer's policies, procedures and responsibilities for protecting employees. OSHA found that the Shelton laboratory did not:

• Provide each laboratory employee who displayed signs and symptoms of exposure to hazardous chemicals the opportunity for an appropriate medical examination.

• Inform each laboratory employee of the signs and symptoms of exposure to acetic acid, alcohols, formaldehyde, xylene and other chemicals used in the laboratory.

• Train laboratory employees on how to detect the presence or release of hazardous chemicals. • Conduct a hazard assessment to determine what type of personal protective equipment laboratory

employees would need and use. • Inform employees of the location and availability of the laboratory's chemical hygiene plan and provide

them training about the plan. • Implement each section of the chemical hygiene plan for laboratory employees exposed to health

hazards associated with xylene, acetic acids, alcohols and formaldehyde. • Ensure that the plan contained procedures for the safe separation and removal of incompatible chemical

waste and included procedures to ensure proper and adequate performance of protective equipment. • Provide laboratory employees with, or post, the results of chemical exposure monitoring and sampling.

"A laboratory chemical hygiene plan is not a paper exercise. It's a continuous ongoing process that is key to preventing employees from being sickened by the hazardous chemicals with which they work. Our inspection found several serious deficiencies concerning the Shelton laboratory. For the safety and health of its employees, Quest must ensure that correct and effective safeguards are in place and in use at all its laboratories," said Robert Kowalski, OSHA's area director in Bridgeport. The inspection also determined that the Shelton laboratory failed to:

• Prevent construction workers working in the lab from having contact with xylene, acetic acid and alcohols and monitor or evaluate them for exposure to formaldehyde.

• Post a summary of the laboratory's work-related illnesses or injuries for calendar year 2015. • Remove plastic covers from sprinkler heads and carbon monoxide detectors in newly renovated sections

of the laboratory.

As a result of all these conditions, OSHA cited Quest Diagnostics for 15 serious and two other than serious violations of workplace safety standards. Proposed penalties total $152,435. Quest Diagnostics Corp., based in Madison, New Jersey, describes itself as the world's leading provider of diagnostic services. It has 15 business days from receipt of its citations and penalties to comply, meet with OSHA's area director, or contest the findings before the independent Occupational Safety and Health Review Commission. RM Williams convicted for safety breach (Australia) RM Williams Pty Ltd was convicted and penalised in the Industrial Court as a result of a 2015 injury to a worker left with significant burns and permanent injuries. The Industrial Court convicted RM Williams Pty Ltd, manufacturer of leather boots, accessories and clothing, and imposed a penalty of $90 000 plus court costs in recognition of an early guilty plea. On 29 June 2015, Ms Sharon Vargas was operating a heated logo stamping machine for the first time in the absence of an interlocked guard, which subsequently crushed some of her fingers and left her with third degree burns. Following investigation by SafeWork SA, RM Williams Pty Ltd was charged with failing to comply with a health and safety duty and exposing an employee to the risk of serious injury. Presiding Magistrate Ardlie expressed concern that the defendant was unaware of the various ways in which workers had learnt to defeat the safety measures in place. “It is a matter for grave concern that the worker being a ‘new’ worker on the plant was being instructed in a practice which was positively dangerous and sought to defeat the machines safety measures,” said Magistrate Ardlie. “This conviction highlights the importance of guarding moving parts on machinery which pose a serious risk to the health and safety of workers,” said SafeWork SA Executive Director, Ms Marie Boland. “Large industrial plant can pose serious risks of injury and this conviction reinforces the importance of managing those risks through the development of clear procedures and the provision of training and supervision.” “People can ask for help from SafeWork SA to identify and manage work health and safety risks. Elevators Viau responsible for the death of a worker (Canada)

The Standards Commission, Equity, Health and Safety (CNESST) have held the company Viau Elevators responsible for the death of employee Eric Martel, on 19 February. The apprentice mechanic was performing maintenance of a moving walkway on the campus of the University of Montreal when he was fatally injured.

In the report released on the 25 August, CNESST concludes that the accident occurred because an area, located below the moving walkway, where Eric was working, was accessible while the walkway was in use. Eric’s

hand and left arm was dragged into this dangerous area.

To perform a visual inspection, the worker had access to the area below the moving walkway, while moving parts are accessible.

"No protector was in place to limit access to the cylinder and the rotating belt moving walkway, and no method of control of hazardous energy was applied," states the CNESST investigation report.

The CNESST also attribute blame to the University of Montreal, for failing to secure the equipment operating the moving walkway.

"The university employees, such as plumbers would work in the mechanical room and were also exposed to these moving parts," states the report.

CNESST has stipulated that Viau and the University of Montreal develop safe hazardous energy control procedures. The university is also required to secure moving parts of the machinery. Viau Elevators received a fine of between $16,317 and $65,269 for a first offense. Tel Aviv building collapse: At least two dead after crane collapses (Israel) At least two people have died after a crane collapsed onto a nearby structure in Tel Aviv, Israel. Police said four people were still missing and believed trapped under the debris. Twenty people were treated for injuries after rescue teams were called on 5 September to a four-storey car park under construction in the Ramat Hachayal district. Officials are still trying to determine the cause of the incident but a fire brigade spokesperson said part of the three-storey structure had initially collapsed, causing a crane to fall and bring down more of the partially-completed parking building. "When I arrived at the scene I encountered injured people who had extricated themselves from the construction site, where a roof apparently collapsed on top of a parking lot," Moshe Levy, a volunteer paramedic told Haaretz. "While we were administering first aid we received reports there were still people trapped inside." The Independent September 2016

Hong Kong maids seek high-rise window cleaning ban Domestic workers have taken to the streets of Hong Kong to demand a ban on them being asked to clean windows in high-rise buildings. The demonstration came after the deaths of several helpers in recent months. They also called for a pay rise, a limit on working hours and better accommodation. Eman Villanueva, spokesman for the Asian Migrants Co-ordinating Body, told the South China Morning Post: "We are hopeful that our demands will be met."

He added: "There are no reasons to reject them unless this is an anti-immigrant government." Early last month, a 35-year-old Filipino domestic worker fell to her death as she was reportedly cleaning the windows of her employer's flat. At least four other helpers are reported to have died this year from work accidents or suicide. "Cleaning windows from the outside is not a domestic worker's duty. It's a responsibility of the building management," said Mr Villanueva, himself a domestic worker from the Philippines. "It's necessary to have proper training and safety equipment to do that sort of job." The South China Morning Post quotes a study by the non-profit Justice Centre which suggests the average domestic worker in Hong Kong works nearly 12 hours a day, and nearly 40% did not have their own room. Fatal fall while working on a wind turbine (Canada)

A worker has fallen from a height of 67 meters while working on a wind turbine in Murdochville, in Gaspesie.

The worker, a man in his thirties whose identity has not been made public, was doing maintenance work on top of the wind turbine when the fatal fall occurred.

The accident occurred on the 23 August, at approximately 9.15am.

The work was being led by the wind turbine park operator, the company NextEra Energy.

An initial investigation was initiated by the Sûreté du Québec, to rule out any suspicious or criminal activity. According Maxime Boucher, spokesman for CNESST, everything indicates that this was a tragic accident.

"If the theory of the work injury is confirmed, this would be the first serious or fatal accident to occur on a wind farm in operation," he said in an interview with The Canadian Press.

Boucher stressed that this nevertheless is an extremely dangerous work environment.

"There are a lot of risks on a wind farm: the risk of falls in height, but also all the risks of heat stress by wind, risks related to the electricity grid, the risks to the gears of the machine," he stated.

"According to our observations in the field, this is an industry which has maintained good standards of health and safety work," he said. www.journalmetro.com August 2016

World's highest glass-bottomed bridge in China closes two weeks after opening The world's highest and longest glass-bottomed bridge in China has been forced to close for maintenance less than two weeks after opening to the public. The six-metre-wide bridge is 430m long and spans a valley connecting two mountains in Zhangjiajie, Hunan Province. Designed by Israeli architect Haim Dotan, the see-through floor allows visitors to peer 300m below onto the valley's lush mountains, caves and waterfalls.

Progress of the building of the £2.6 million structure was followed closely by Chinese media and it was opened on 20 August. But just 13 days after opening, organisers announced they were closing the structure after an overwhelming number of visitors meant the bridge required urgent maintenance work. "We're overwhelmed by the volume of visitors," a spokesman from the Zhangjiajie Grand Canyon’s marketing and sales department told CNN. He said the bridge could hold 8,000 people a day but demand had been 10 times greater. The bridge's management announced the closure on Thursday on its official Weibo account - a Chinese blogging site. It said that due to the "urgency to improve and update" the attraction, the government decided to suspend operations on 2 September. No details were given as the when the bridge will reopen and it apologised for any inconvenience. The managers of the Zhangjiajie Grand Canyon bridge were clear to emphasise its safety after a glass-bottomed walkway attached to the side of a mountain in Yuntai Mountain, Henan Province cracked while terrified tourists were traversing it in October last year. Norway may review oil safety rules after Eni "failures" in Arctic Norway will review whether to tighten offshore safety rules after "repeated failures" at Eni's Arctic Goliat platform including a power outage last week, a minister said. Norway's only oil-producing platform in the Barents Sea has been shut since the 26 August, when a power supply loss triggered a partial evacuation, the second such incident since the 100,000 barrels of oil (boe) per day capacity platform started in March. "We have received disturbing information about repeated failures on Goliat," Minister of Labour and Social Affairs Anniken Hauglie told Reuters in an email. Italy's ENI declined to comment. Hauglie has called a meeting with Norway's Petroleum Safety Authority (PSA), which supervises offshore installations and reports to the ministry. "I will discuss with the PSA if there is a need to carry out inspections in a different way and the need for a different set of rules," Hauglie said. The PSA asked Eni to present a plan in writing on how to avoid new incidents on the Goliat platform. "It's been a long and winding road for Eni and Goliat. The number of incidents is worrying, and we see that we need to follow it more closely," Eileen O'Connell Brundtland, a spokeswoman for the PSA, told Reuters. Apart from power cuts, there have been several gas leaks, and one person was injured during unloading operations in June. In January, the PSA asked Norwegian Statoil, a licence partner in Goliat with a 35 percent stake, to confirm in writing that Eni, the operator and 65 percent stake holder, was prepared to start production at Goliat. O'Connell Brundtland said she could not recall the PSA had ever before asked a license partner to verify the operator's steps in the same way. She said that did not signal a lack of trust.

"We have granted Eni consent to operate the Goliat, and we haven't withdrawn this consent. This is an indication of our trust," she added. Norwegian oil unions, which have members working at Goliat, complained to the PSA in June about what they called a lack of safety and communication problems with the management. After the latest incident, some workers told one of the unions, SAFE, that they were afraid to go back to work, Owe Ingemann Waltherzoee, the secretary of the union, said. Waltherzoee said union member have previously complained about safety at other installations, some operated by Statoil, but the number of incidents made Goliat "a special case". Brundtland said the offshore safety rules applied to everyone equally, but the PSA had "a magnifying glass" on Goliat because of the previous problems, including during the installation, when she said "serious breaches" of electrical system were found. "In Norway, we have had a trust-based system between government and companies and it has worked well," Hauglie said.

Transatlantic Trade and Investment Partnership raises safety concerns in Germany The Transatlantic Trade and Investment Partnership (TTIP), is a bi-lateral trade agreement, which is currently being negotiated between the EU and the US. The intention of TTIP is to reduce the regulatory barriers to trade for businesses, covering areas such as food safety laws, environmental legislation, banking regulations and the sovereign powers of individual nations. The TTIP agreement has raised a number of significant concerns in Germany. A particular fear relates to the social security services such as the statutory health, accident and nursing social insurance schemes. One of the main aims of TTIP is to open up Europe’s public health, education and water services to US companies. This could essentially mean the privatisation of the social health insurance institutions in Germany. A further negative impact of TIP is expected to affect safety and health at work. Due to these apprehensions there is currently some tough discussions going on between the relevant parties in Germany. In his last statement on TTIP, the German Minister for Economy, Sigmar Gabriel (Social Democrat Party SPD), stated, that “the TTIP negotiations de facto failed”. The French Prime Minister endorsed this position and announced that France will propose to stop the negotiations. The European Commission has confirmed in a written communication to the German Social Accident Insurance (DGUV) that the Transatlantic Trade and Investment Partnership (TTIP) should not impact negatively upon the existing high standards in the areas of health, safety and environmental protection. In the communication, the Commission explains that the aim is to strengthen international standards and to avoid divergent provisions in the future. The German social accident insurance institutions for the public and private sectors welcomed this clear statement. They nevertheless continue to caution against blanket mutual recognition of standards, which in their view could impact negatively upon safety and health at work. Technical regulations, standards and specifications have the purpose of making products safe and reliable. They therefore have a key function for safety and health at work. "Standards and specifications and the working environment for which they were created have a reciprocal influence. They reflect the different safety philosophies on their respective sides of the Atlantic," explains Dr Joachim Breuer, Director General of the DGUV. "Perceiving them merely as barriers to trade is to overlook the risks of accident and disease that could result from blanket mutual recognition of technical provisions." Together with the Commission for Occupational Health and Safety and Standardization (KAN) and CIOP-PIB, the Polish OSH Institute, the DGUV has identified specific examples. In the opinion of these organisations the area of respiratory masks is a good example of the problem. In the EU, respiratory masks must be tested by a notified body before being placed on the market. This includes testing of the mask's leak-tightness. Users rely upon these third-party tests having been passed. In the USA, such third-party testing is not mandatory; instead, companies are obliged by OSH regulations to check the leak-tightness of respiratory masks before they are used. Safe use of the masks can be assured by either approach. However, if masks from the USA were to be placed on the market in the EU without being tested by third parties and users were to have no way of knowing that third-party testing of the leak-tightness had not been performed, the consequences could be fatal. Workers clean drains without safety equipment (India) Flouting all safety requirements the Greater Chennai Corporation, on 2 September, employed a team of manual scavengers from Salem to work on a damaged stormwater drain on Rajamannar Salai, without protective gear. The civic body has been exploiting a legal loophole to continue justifying the use of manual scavengers in stormwater drains. The city's stormwater drains, which should be carrying excess rainwater during a monsoon, instead carries sewage round the year due to several illegal sewer connections, a fact acknowledged by the corporation in its deposition before the Madras high court. On 2 September, the manual scavengers, who are being made to stay at the corporation's local office building, were spotted removing sewage with their bare hands, which goes against the orders of the high court. According to corporation officials, the scavengers were employed to clear the silt as the storm water drain had collapsed due to movement of heavy vehicles. "Movement of college buses on the storm water drain caused it to collapse. We were requested by the private school administrators, whose buses damaged the drain, to repair it as one of their vehicles got stuck," said an official. When the Times of India asked the civic body official why the workers were not provided even the basic protective gear, he said that the workers had refused it. "They thought that it was difficult to work in them and that their hands felt constricted using gloves," the official said. A Narayanan of Change India said the civic body should provide comfortable protective gear for the workers. The corporation had submitted to the high court that it had stocked protective gear for its workers at all zonal offices. "So if the workers are still working without the protective gear, then the corporation has lied to the HC about having stocked the equipment," he said. "But the bigger question is why the corporation insists on using manual scavengers even on an open drain with liquid sewage like this one, when the relevant equipment could have easily and efficiently finished off the job," asked Narayanan. Alberta Construction Safety Association celebrates training its one millionth student (Canada) Since 1988 Alberta’s construction safety training has been provided by the Alberta Construction Safety Association (ACSA), and on 30 August the Association celebrated their largest milestone to date, training their one millionth student. Roughly 400 construction safety industry leaders and workers gathered at ACSA’s office in Edmonton to celebrate the incredible achievement. The event was keynoted by ACSA’s executive director Dan MacLennan, who was humbled by the progress that Alberta has made in construction safety over nearly 30 years. He feels this milestone represents the hard work and dedication of many hard-working people. Over the past 28 years, ACSA’s policies have led to a dramatic increase in efficiency and worker safety. The number of claims made by workers taking time off decreased from over 7,100 to just under 4,800, according to the Workers’ Compensation Board (WCB), and workers now lose only over 187,000 days due to injury, down from 381,800. These improvements were made despite more than 45,000 new companies being formed since the ACSA’s inception. Despite those contributions, MacLennan noted that there are still a number of economic and political factors, such as lowered oil prices, currently impacting the industry, forcing the ACSA to change in order to adapt. Their first step, he announced, was a rebranding. “To adapt to our current environment, we have been implementing a number of key improvements to our courses and other services,” MacLennan said. “(This will) better serve the construction industry and enable employers and employees to maintain their safety training and foster a culture of safety in their workplaces.” www.edmontonexaminer.com September 2016

Asia’s prospects for nuclear power highlighted Asia is the driver of nuclear power, according to Mikhail Chudakov, IAEA Deputy Director General and Head of the Department of Nuclear Energy, who spoke at a conference on nuclear power in Manila recently: “There are several member states already operating nuclear power plans, and many more aspiring states exploring the potential for developing nuclear power programmes in this region,” he said.

A nuclear power programme is a major undertaking and requires careful planning, preparation and investment, Mr Chudakov said. The decision to embark on such a programme should be based upon a well-informed national position, comprehensive analysis of the current and required national infrastructure, energy planning and the commitment to safe, secure, peaceful use of nuclear power.

Representatives from 14 Member States convened from 30 August to 1 September 2016 to discuss common challenges and share lessons learned from the process of considering the introduction of nuclear power. The conference on the Prospects for Nuclear Power in the Asia Pacific Region was organized by the IAEA in collaboration with the International Framework for Nuclear Energy Cooperation and hosted by the Philippines Department of Energy.

“This conference provided a unique opportunity for our Member States to discuss the common challenges countries in Asia and the Pacific are facing in introducing nuclear power, and to display the best practices in addressing those challenges,” Mr Chudakov said. “This is one of the regions where nuclear is high on the agenda of a number of Member States.”

During the conference, the IAEA, together with international experts, provided participants with an overview of key nuclear infrastructure issues and guidance on the development of national strategies for nuclear power programmes, based on the IAEA Milestones Approach. While the IAEA does not influence a country’s decision on introducing nuclear power, it supports Member States’ efforts to evaluate all options towards making a

knowledgeable decision.

“This conference is valuable from many perspectives, including the robust participation of NGOs and civil society representatives, whose support, after all, is a sine qua non to the formulation of a national position on the issue of nuclear power,” said Maria Zeneida Angara Collinson, Ambassador of the Philippines to Austria and Permanent Representative to the IAEA.

The conference covered fundamental issues, such as aspects of the legal, regulatory and government support for nuclear power, management of spent fuel and radioactive waste, human resource development and capacity building, and other related technical issues. The conference also offered an opportunity for participants to exchange know-how and experiences and address regional challenges and opportunities with regards to the development of a national nuclear power programme. The more than 120 participants included international experts from the IAEA, the OECD Nuclear Energy Agency and nuclear research institutes, decision-makers from public administration, relevant industry and utilities, experienced Member States with operating nuclear power plants and newcomer states interested in embarking on a nuclear power programme.

China’s green finance system (International)

China's State Council approved a set of guidelines described as an essential next step for implementing the country's strategy for "ecological civilization", ahead of the G20 leader’s summit which took place in the Chinese city of Hangzhou earlier this month.

The decision accelerates China's existing policy of greening its financial sector. Guidelines on Establishing the Green Financial System were issued on 31 August by seven government agencies. These included the Peoples' Bank of China (PBoC) with which UN Environment co convened China's original Green Finance Taskforce in 2014/15. In addition, UN Environment is working with the PBoC and the Bank of England, which are co-chairs of the G20 Green Finance Study Group (GFSG).

In a statement the PBoC, said: “The Guidelines stress that the primary purpose of establishing the green financial system is to mobilize and incentivize more social (or private) capital to invest in green sectors, while restricting investment in polluting sectors.”

Commenting on the importance of this area, Zhou Xiaochuan, Governor of the People's Bank of China, said: “In China, establishing a green finance system has become a national strategy.”

Erik Solheim, Head of UN Environment, which is also secretariat to the GFSG, said: “The commitment by China's most senior leadership to greening the country's financial system reinforces the country's ambition to both reshape its domestic financial system and serve the needs of green inclusive development. We hope this will encourage other nations to do likewise.”

A total of $600 billion per annum is needed to finance green projects such as environmental remediation and protection, renewable energies, energy efficiency and green transportation. Less than 15 per cent of this total will come from public or government sources, highlighting China's senior leadership's motivation to approve guidelines capable of retooling the country's financial system to provide the necessary investment.

Free plastic bags ban - Estonia (Estonia)

Citing an EU directive, the Estonian Ministry of the Environment plans on banning free lightweight plastic bags in stores from July 2017 and raising the price of heavier plastic shopping bags available in stores up to one euro each from 2019.

Estonian media report that single-use plastic bags have numerous adverse effects on the environment. A major source of pollution of the marine environment with potential effects on human health as well, single-use plastic bag are often used for just a few minutes, said the ministry.

Therefore, the EU directive sets forth measures to reduce the use of lightweight plastic shopping bags. One option, the free hand-out of smaller, lightweight plastic bags, which currently make up 97% of the total number of plastic bags distributed in stores, must be ended by 2019 at the latest.

The purpose of the ban is to avoid a situation in which the consumer can take lightweight plastic carrier bags for free in order to substitute a more expensive plastic bag.

In addition, the consumption of plastic bags per person must be cut to just 90 bags per year by the end of 2019. Surveys carried out by the ministry and the Estonian Association of Retailers indicate that Estonian residents go through an average of about 40 plastic shopping bags and approximately 165 extra lightweight bags per year.

The new legislation would establish a minimum price for plastic bags at a level significantly higher than the current price point. This measure is aimed at encouraging people switch to using reusable fabric bags instead, authors of the legislation said.

With this measure, the selling price of plastic shopping bags will be raised to a range between 30 cents and one euro per bag, compared to the current average cost of reusable textile bags available at retail outlets, which are now selling for 0.75 euros on average, a move which expects customers to opt for the latter as a more durable and less expensive alternative.

Reaffirming climate commitment at China summit (International)

Climate change was high on the agenda at the meeting of the world's major advanced and emerging economies in Hangzhou, China, from 4-5 September 2016.

The Group of 20 (G20) reiterated their commitment to sustainable development, strong and effective support and actions to address climate change. The US and China – the world’s two biggest emitters, together responsible for almost 40% of the world's carbon emissions – both ratified the Paris Agreement on climate change in advance of the meeting.

In a communiqué, the G20 welcomed efforts by members to enable the Paris Agreement to enter into force by the end of 2016 and committed to complete their respective domestic procedures as soon as national procedures allow. They stressed the importance of fulfilling the commitment by developed countries to provide means of implementation including financial resources to assist developing countries with respect to both mitigation and adaptation actions in line with the Paris outcomes. The summit also highlighted the need to scale up green financing and for continued investment in energy projects to ensure future energy security and prevent economically destabilising price spikes.

G20 countries were encouraged to significantly improve energy efficiency based on the specific needs and

national circumstances of each member and promote energy conservation through appropriate lifestyle changes. In its communiqué, the Group of 20 said it looked forward to successful outcomes in related multilateral fora, including the Montreal Protocol and the International Civil Aviation Organization on action to reduce global greenhouse gas emissions.

Environmental taxation and EU environmental policies (Europe)

Environmental taxes can contribute to a healthier planet and healthier people, can spur jobs and growth, are easy to administer and difficult to evade. However, meeting EU climate and other environmental policy targets will erode the existing base for these sort of taxes. This and other systemic factors have implications for the design of future tax systems in Europe, according to a recent EEA report.

The report provides an overview of market-based instruments (MBIs), such as taxes, recycling fees, polluter-pays schemes or emissions trading permits, created under EU environmental legislation. It also analyses the current design and application of environmental taxes in EEA member countries and considers future prospects.

Energy, carbon and vehicle transport are the areas where environmental taxes are most commonly used and where the largest amount of revenue is generated. The analysis shows that resource and pollution taxes exist in the majority of the Member States and their revenue is limited, but they have a big potential to change behaviour towards circular economy and resource efficiency.

The report stresses the value that environmental taxes play in decoupling pollution and resource use from economic development. For example, in Sweden, GDP has grown by 58% between 1990 and 2013 since the introduction of a carbon dioxide tax that contributed to a 23% reduction of greenhouse gas emissions over the same period.

Such taxes also contribute to healthier living and can spur eco-friendly technology and innovations that generate wealth and jobs. These in turn help Europe’s goal in moving toward a low-carbon and resource-efficient economy and in supporting the EU’s policies on growth, competitiveness and jobs and its Europe 2020 strategy aims. Environmental taxes are less distorting towards economic behaviour compared with labour and corporate taxes. They also have lower evasion rates and administrative costs.

Looking ahead, the report considers that improving environmental performance alongside demographic changes poses systemic challenges for policy makers in the field of taxation. New low-emission and low-carbon technologies in the industrial and transport sectors can lead to the erosion of the current tax bases in European countries. For example, the Dutch car registration tax scheme has influenced car buyers to purchase smaller, lower carbon emitting vehicles, which in turn has led to a reduction in tax revenues. Transport fuel tax revenues will also decrease when petrol and diesel sales fall as the EU moves towards its climate policy targets. At the same time, the share of the population that is elderly (> 65) will increase while the level of labour supply (age group 15-64) will decrease in most countries leading to a potential reduction in revenues from labour taxes.

The report recommends considering these and related challenges such as economic competitiveness and distributional implications together when policymakers study the potential for tax-shifting programmes between labour and environmental taxes in the design of resilient, long-term tax systems for a future green economy.

Other key findings

• the report identifies 18 binding and 24 non-binding market-based instruments like levies, permits or taxes based on EU environmental legislation currently in force across EEA member countries

• environmental tax revenue at the EU-28 level increased by 9.5% in real terms between 2002 and 2014 (an average increase of 0.8% per year)

• there are differences between EEA member countries in terms of environmental tax revenues. In 2014, Denmark had the highest revenues percentage to GDP (4.1%) followed by Slovenia (3.9%), Croatia (3.9%) and Greece (3.7%). The EU 28 Member State average stood at 2.5% in 2014 compared with 2.3% in 2008.

Monitoring emerging pollutants (Europe)

A new study using a database of chemicals found in fish in the Baltic Sea has assessed which chemicals are commonly monitored, in order to establish which pose a risk to the environment. The researchers suggest that monitoring is biased towards known, already regulated hazardous chemicals, and recommend changes to address other chemicals. To protect the environment, the EU’s REACH regulation requires all substances for which over 1 tonne is produced in (or imported to) the EU every year to be registered. Under REACH, the hazards posed by registered substances to human health and the environment are evaluated, and restrictions on placing them on the market and on their use are imposed if appropriate.

In order to enable sound management of chemicals, with the aim of reducing the risks associated with their use, their effects in the environment should be known and their occurrence should be monitored. However, it is not feasible to do this for the millions of chemicals in use. It is, therefore, important to prioritise the chemicals of highest concern – a major challenge currently facing regulatory bodies.

This study investigated how chemicals are prioritised for environmental analysis, using the Baltic Sea as a case study. The Baltic Sea is heavily polluted both by chemicals currently emitted, such as certain pharmaceuticals, and also by ‘legacy’ pollutants – that is, pollutants released extensively years ago, but still of concern due to their persistence and hazardous properties.

To investigate which of these chemicals have been analysed (not specifically for regulatory purposes), the researchers looked at which chemicals were detected in Baltic Sea fish between 2000 and 2012. The focus on fish was for several reasons, including that contamination of fish in the Baltic Sea is a well-known and serious problem, which has led to restrictions on the European market in the trading of herring caught in the Baltic Sea, and that herring, a prominent fish species in the Baltic Sea, is very lipid rich, which facilitates the detection of organic pollutants in its tissue. The researchers collected data from screening programmes in Sweden, which borders the Baltic Sea, and from scientific journals.

The researchers suggest several ways of improving this situation, including using non-target screening techniques, such as chromatography combined with high-resolution mass spectrometry, which uses a more open-ended approach to screening for pollutants and can detect not only known hazardous chemicals (traditionally detected by using reference substances) but also potentially overlooked harmful chemicals. The researchers also recommend using biological tools, such as biomarkers, which measure the toxicity of chemicals via the physiological effects they have on organisms, such as effects on growth, reproduction or gene expression.
