Executive Summary

1 Executive SummaryA total of 14 utilities from 1 countries participated in the HUB Ukraine during the 2016 benchmarking exercise. The executive summary shows the performance of UC Novomoskovsk Vodokanal on 11 key indicators according to the benchmarking exercise carried out in 2016 with data of 2015. The Results section (chapter 2) contains results for the most interesting performance indicators as selected by the EBC-team. Results are split into 5 performance areas: Water quality, Reliability, Service quality, Sustainability, Finance & efficiency. The Context information section (chapter 3) shows a number of contextual utility characteristics. The Appendix contains a full list of company scores, a Glossary of terms and further explanation about calculation of marks.

Throughout the report, the performance of UC Novomoskovsk Vodokanal is compared with all participating companies in HUB Ukraine and all participating companies in Western Europe+ group. In the HUB Ukraine 14 drinking water companies are represented.

At the level of performance areas the performance assessment of UC Novomoskovsk Vodokanal is based on a quartile score and on a mark between 1 and 10. The quartile score of is shown by means of different colors, as follows:

Glossary

4.2 Glossary• Connected properties is the number of properties served by the drinking water utility. It includes all addresses

that are authorised to the service. Long term disconnections are excluded, but temporary disconnections (e.g. to enforce payment of the bill) are included. In apartment buildings all individual apartments are counted as separate properties (=one building, multiple properties)

• Service connection is the authorised pipe connecting the main or sewer to a building or, for drinking water, to an irrigation or fire hydrant, public tap or any other authorised consumption point. Where several customers or individually occupied premises share a physical connection or tapping of the main, e.g. apartment buildings, this is regarded as one service connection. Temporary connections are included, long term disconnections are excluded. Separate storm water connections/ property drains for storm water are excluded

• Registered customers is the number of entities that have a service contract with the water utility and/or pay the bill directly to the water utility. In the case of an apartment building (flat), only the entities that receive(s) an invoice directly from the water supply company are counted. When there is only one invoice for the whole building, then the building counts as one customer

• Inefficiency of use of water resources is the percentage of non-revenue water compared to the system input volume. The non-revenue water includes production losses, distribution losses and unbilled consumption

• Quality of water supply is calculated as the ratio of tests that comply with applicable legal standards to the total number of performed tests. Standards are those relevant to companies' own country

• Equity ratio is the ratio total equity (own capital) to total assets. This ratio indicates the level of indebtedness of a company. The lower the ratio the higher the debt level of the company

• Share of water bill in disposable household income is the percentage that the average water charges per property represents of the calculated household disposable income. This is an indication for the affordability of the water bill

• Household disposable income is the amount of income left to a household after taxes have been paid, available for spending and saving. EBC’s source for the calculation of household disposable income is Eurostat. It is calculated as the product of the mean equivalised net income (household income per adult equivalent) and the average number of adult equivalents per household

• Average water charges in EBC are calculated by dividing a company's revenues (direct revenues, residential, non-residential, or revenues from exported water), by the number of m3 of authorized consumption, connected properties, or exported water (direct, residential or non-residential respectively)

• The total cost coverage ratio is the ratio of total revenues to total costs

• Residential water bill at X m3 of consumption is the calculated residential bill at the given level of consumption. This is calculated by applying the tariff structure at the given level
