Overview of H&S:
The global construction industry has 1 fatal accident every 10 minutes
In the building and construction sector in South Africa in the period from 2007-2008 there were 578 accidents reported (162 fatalities)
The South African construction industry performs poorly with regard to H&S
Introduction
Introduction
Focus of the Study:
Introduction of H&S Preliminaries on building projects within the Eastern Cape
Determine the extent of lack of financial provision made by contractors
Limited Research:
Investigate the value of introducing H&S Preliminaries in order to assist contractors
Objectives:
To inform the design team of the need to include a measurable instrument within BoQs for H&S
To introduce the concept of H&S Preliminaries to address the non-facilitation of equitable pricing of H&SIntroduction

General Comments regarding H&S:
ResultsThe introduction of H&S Preliminaries will level the playing field.- Quantity Surveyor
1
General Comments regarding H&S:
ResultsThe ASAQS should consider a separate Trade for H&S and include it in the Standard System of Measuring Building Work. Quantity Surveyor
1
General Comments regarding H&S:
ResultsH&S would be beneficial for cost control as a QS.- Quantity Surveyor
1
Conclusions
ASAQS:Acknowledge that change is necessary in order to facilitate client and contractor H&S related actions
BUT, THEY DO NOT:
Facilitate detailed / scientific financial provision for H&S
Little change to guidelines / information with respect to the updated Construction Regulations 2014
1
Conclusions
ECMBA:
Alert and provide members regarding changes to legislation
Present H&S workshops for members
Conduct H&S audits on building projects
Market the MBSA H&S Manual
Arrange the regional MBSA H&S competition
1
ConclusionsAlthough H&S is seen as an important aspect to QSs and contractors
BOQs and contract documentation does not facilitate financial provision for H&S
1
ConclusionsWhen considering the importance of items to be included in a H&S Preliminaries.
Recommendations:
H&S Preliminaries should be included in BoQs
H&S Preliminaries should be based on project specific H&S Specifications
Construction H&S Agents (CHSAs) should be appointed at Stage 3 Design development (at the latest)
Recommendations
Benefits:
Assists in evaluating competitive tendering
Assists quantity surveyors in terms of cost control
Assists quantity surveyors to determine the COP
Recommendations
