The global construction industry has 1 fatal accident every 10 minutes

In the building and construction sector in South Africa in the period from 2007-2008 there were 578 accidents reported (162 fatalities)

The South African construction industry performs poorly with regard to H&S

Focus of the Study:

Introduction of H&S Preliminaries on building projects within the Eastern Cape

Determine the extent of lack of financial provision made by contractors

Limited Research:

Investigate the value of introducing H&S Preliminaries in order to assist contractors

Objectives:

To inform the design team of the need to include a measurable instrument within BoQs for H&S

To introduce the concept of H&S Preliminaries to address the non-facilitation of equitable pricing of H&SIntroduction

Recommendations:

H&S Preliminaries should be included in BoQs

H&S Preliminaries should be based on project specific H&S Specifications

Construction H&S Agents (CHSAs) should be appointed at Stage 3 Design development (at the latest)

Benefits:

Assists in evaluating competitive tendering

Assists quantity surveyors in terms of cost control
