Interamerican Scout Committee Elections This Conference Document 8 should be examined and discussed in your National Scout Organization (NSO)

and brought to the Conference by your delegation.

The personal information, which is the first part of the presentation of the Interamerican Scout Committee

candidates, is based on the information communicated by the NSOs concerned. The texts of motivation in

the latter part are presented in their entirety. Information on strategic priorities or areas of work the

candidates wish to be involved in, as well as the declarations of potential conflicts of interest are based entirely on the nomination packages submitted by the candidates.

The official languages of the Interamerican Scout Region are English and Spanish. The World Scout Bureau,

Interamerican Support Centre will make all Conference Documents available in both languages. In the event of a conflict arising out of the interpretation of this Conference Document or any other official

document of the World Organization, the English text shall prevail.

INTERAMERICAN SCOUT COMMITTEE ELECTIONS

Election Procedure

The Conference will elect 4 voting members to the Interamerican Scout Committee for the term 2018-

2021, in accordance with Article 12 of the Regional Constitution and Transitional Article 2.b.

Voting shall be conducted in one single round and shall be done by electronic or paper ballot. Paper ballots

or access credentials to the electronic voting system will be distributed to the leader of each delegation

with voting rights at the Conference. Nothing may be entered on the electronic or paper ballot except the

number of votes cast for each candidate. Each delegation must record a total of 3 votes and no more than one vote for any one candidate, otherwise the ballot is void.

While voting will be by secret ballot, the number of votes cast in favour of each candidate will be announced.

The 4 candidates receiving the most votes will be declared elected for the 2018-2021 term of the Interamerican Scout Committee. In the case of a tie to fill the last position(s), the youngest candidate(s)

will be declared elected.

NSO’s Rationale for Nomination:

The Scouts of Brazil, with joy, present the postulant to the Interamerican Scout Committee, the leader Rubem Tadeu Cordeiro Perlingeiro.

Rubem Tadeu is a person whose profile is the construction of dialogue and the full belief in the strengthening

of national scout associations.

He has a long career of more than 37 years of experience in Brazil, having collaborated in the Interamerican

Region through the Institutional Development Network (2001-2004), and in leading teams, Rubem Tadeu

has always prioritized composing multicultural teams, diverse and inclusive.

In this way, we believe that Rubem Tadeu will have a significant collaboration to the Interamerican Region,

always through an aggregate action.

Candidate’s Statement of Motivation:

1. What is your personal motivation to stand for election to the Interamerican Scout Committee?

After 20 years of serving at national level at the Escoteiros do Brasil, including as president of the

association on two occasions, my main motivation to apply for the role of member of the Interamerican

Scout Committee is to offer the Interamerican Region the experience I have acquired over these years,

helping it to comply with its Strategic Plan.

I would like to extend to the Interamerican Region the actions I have developed in association with the UN

Environment in Brazil - such as the “Mares Limpios Insignia” (Clean Sea Badge), which seeks to raise

awareness among youth members of Scouting to reduce their consumption of disposable plastics (SDG 12

and 14) - and establishing alliances with other United Nations agencies and other civil society movements that share our themes and vision, to increase our positive impact on society.

2. What do you see as the most important issues and opportunities facing the Interamerican

Region?

I believe that the fact of being the Interamerican Region composed of countries with a young population

and by NSOs that, for the most part, do not have an expressive number of members (some even reach

10,000 members) represents a great opportunity to be explored by our Region. Likewise, the reintroduction of Scouting in Cuba represents a great opportunity, especially for its symbolism.

Regarding the most important issues, such as: (i) Educational Methods, (ii) Diversity and Inclusion, (iii)

Social Impact, (iv) Strategic Partnerships and (v) Governance and Legal Matters, if they are well worked, they can boost the growth of the number of members of the Interamerican Region, making it, in addition,

a stable growth. It should be noted that achieving good work on these issues can even contribute to

improving the quality of Scouting practiced in our Region.

3. What experience and skill sets would you bring to help World Scouting and specifically the

Interamerican Region achieving Vision 2023?

I think I can help NSOs to improve their internal governance instruments. As a lawyer, I help non-governmental organizations (NGOs) to establish themselves, to maintain their activities in accordance with

the legislation and to prepare their statutes. I have participated in four task-forces to modify the Bylaws of

the Escoteiros do Brasil and also in working groups to prepare the strategic plan.

And, in line with the orientation of SDG 17 (Partnerships for the goals), I think I can also work for the

Interamerican Region to expand its partnerships with international organizations and NGOs to make

Scouting even more relevant and recognized in our society, making effectively the difference in the lives

of our children, adolescents and young people.

4. How would you describe your leadership style?

I believe that I have a style of democratic leadership, conciliator and aggregator, that seeks dialogue, listening (asking and being receptive), working as a team and completing tasks.

I also like to imagine myself as a leader who serves the group, being at the service of the genuine needs

of my collaborators. As a leader who does not pretend to be served, but approaches his collaborators to support them and ensure that they want, know and can achieve the results of the organization, taking into

account the particular qualities of the team members.

I like a phrase from Pope Francis that says "to lead is to serve".

I also like to think that I am a leader with emotional intelligence, coherent and that inspires confidence

since I act according to what I say.

NSO’s Rationale for Nomination:

For fifteen years Arturo has developed in various responsibilities at the national level seeking to contribute to the achievement of goals of the Scout Movement.

He has the knowledge, experience, skills and attitudes so that with his commitment to the Scout Movement,

professional experience and relationships can contribute to the achievement of Mission 2023.

He has also been linked to the regional level in various tasks for what he knows and is immersed both in

the management of the regional plan and in the mission of our organization.

In more than fifteen years of work at the national and regional levels, he has collaborated in working groups

with members from different localities of our country and the region, so he also has the communication

and technology skills to collaborate at a distance.

In addition, in his professional life he works in one of the most prestigious educational institutions in our

country, where he has also sought to promote scouting worldwide, both with his daily work and with specific

projects such as the visit of the World Scout Foundation to this institution.

He also has the time and resources available to successfully complete this task.

1. What is your personal motivation to stand for election to the Interamerican Scout Committee?

From the age of seven I have had the opportunity to be part of the worldwide Scout Movement, and this

has been fundamental in my development to become the professional that I am today.

That is why I have an outstanding debt with this organization, for which I want to continue putting my

time, skills and commitment to support their development.

I have experience in various government bodies both inside and outside Scouting and I believe that these skills can be useful to support the Interamerican Scout Committee being a body that proactively supports

the development of the movement in the region.

2. What do you see as the most important issues and opportunities facing the Interamerican Region?

The growth of the Scout Movement is a key task, especially considering the commitment that each

association makes to Vision 2023, we still have many strong associations in this task and the Region must promote opportunities to achieve growth.

To achieve this vision or another pending issue is to reach everyone, today the Scout Movement is much

more urban, we must generate projects and support Scouting in other forms and spaces.

The Scout Movement must always seek to be attractive to our target market: young people, that is why

we must promote a constant modernization of the educational program, so that it remains attractive in this

world of constant change.

The generation of sources of financing different from the current ones is another pending matter, for which

the work of the Foundation and the Committee is fundamental, we must open spaces so that we have

different sources of resources.

3. What experience and skill sets would you bring to help World Scouting and specifically the

Interamerican Region achieving Vision 2023?

More than 20 years of uninterrupted work as a leader in Scouts de México, where I have held various

responsibilities. Particularly during six years I was member of the National Board and more than a year

President of the ASMAC, an invaluable experience in connection with other internal governance bodies at

regional and global level as well as abroad.

I also have more than 10 years of experience at the management level, six of them as employee of the

same association, for which I have competencies in teamwork, group management and listening and

decision-making capacity.

I am currently doing doctoral studies in management, specifically in Corporate Social Responsibility, work

that could serve to link with various NGOs and companies in Mexico and the region.

I have also collaborated to create partnerships between the University and the Scouts, which could be

strengthened for various research and link work.

4. How would you describe your leadership style?

I have teamwork skills that allow me to work collaboratively in search of results.

My leadership style is based on the trust of the people, I believe in well-finished work as a way to generate good results.

I seek to speak clearly with people, because I believe that having clarity of information is the best way to

achieve common goals.

The Asociación Scouts de Colombia considers that the Leader Diego Alejandro Linares Salcedo gathers the knowledge of Scouting and the personal qualities to be a worthy representative of Scouting and to promote

its growth throughout the Interamerican Region.

Candidate’s Statement of Motivation:

1. What is your personal motivation to stand for election to the Interamerican Scout Committee?

Scouting is not my life project, but I structure it in a great way, so whenever I see options to contribute to the Scouts, from different places I do it, thinking that this opportunity I had being a Scout, reaches

thousands of children and young people, in this case from our continent. With the support of my family,

who are my driver, and of my National Association, which I have served for many years, I decided to

present my name and my ideas to work for our Interamerican Region with the support and collaboration of each one of the members of the different National Organizations, based on three premises. HEAD, HEART

and HANDS.

2. What do you see as the most important issues and opportunities facing the Interamerican Region?

HEAD: Resources Mobilization Strategies and partnerships with key Partners, develop links with

strategic Organizations for the growth and recognition of Scouts in our Region. To have task forces focused on the fulfillment of our Vision 2023. Strengthening of Governance in the member Organizations of our

Region.

HEART: Visibility, Social Impact helping the offices to specify and measure results. Strengthening of Associations and Promotion of good practices. Diversity and Inclusion, encouraging that this theme is

present in the Growth, Program and Adults Strategies. Growth, our projects and programs must benefit all

communities and we must act as multipliers of this, in this way the SCOUT Impact, will not be reflected

only among our associates.

HANDS: Work Teams strengthened through our Networks, International Teams for the events of

our Region, Strengthening the structure of the Interamerica Support Center, to serve its Member

Organizations. Deepening in Project Management.

3. What experience and skill sets would you bring to help World Scouting and specifically the

Interamerican Region achieving Vision 2023?

Constant accompaniment to the teams, possibilities of alliances and management of Strategic Projects for our Region, possibility of traveling to accompany some of the member Organizations in their internal

processes, be facilitator of processes, and take advantage not only of my Scout experience, but also of 20

years as an entrepreneur. Accompaniment and support to the Regional Office and its executives, for the

fulfillment of its objectives.

4. How would you describe your leadership style?

As a Democratic and Coaching Leadership. I seek the participation of the teams, be a facilitator of the

processes, helping to develop solutions, I am interested in the welfare of the teams I work with, looking to

give feedback to the leaders of the process, and its teammates and in this way to keep the teams in the

queue in search of the projected results, having clear the final goal of each of the teams, but also the stability of its members encourage each one of their best, to be able to say at the end "WE DID IT."

We seek to present to the ISC candidates who may be an important contribution to the work that the

Committee develops, Lyda Pavón has demonstrated to be a committed person that can create synergies within the region and transcend their national work to positively benefit all the Scouts of the continent. She

has been several years in charge of the international relations of Scouts Ecuador and in all the objectives

assigned to her she have been successfully fulfilled, she is a proactive, recursive person that shows

responsibility, professionalism and leadership.

We believe that Lyda will be a good contribution to the Interamerican Committee.

Candidate’s Statement of Motivation:

1. What is your personal motivation to stand for election to the Interamerican Scout Committee?

I consider myself a competent person, who together with my life experience give me the security of having the ability, commitment and vision to add positively within the Interamerican Scout Committee. Our

Regional Plan and its alignment with the Vision 2023 are a great motivation so that as a committed team

and in cooperation with our Interamerican Support Center we can face all the challenges. I strongly believe

in the values of our Movement, and I wish to place at your service creativity, commitment, innovation, teamwork and great joy, fostering synergies for the benefit of our region. I am motivated by the hope that

our Movement offers to thousands of young people every day, but even more so the desire that we be

more and achieve the construction of a better world.

2. What do you see as the most important issues and opportunities facing the Interamerican

Region?

The most important issue for all levels of our organization currently must be to focus on fulfilling the Vision 2023, the Interamerican Region has much potential to grow and be a continent with a lot of diversity but

at the same time with many points in common and yearnings of unity, It is possible for us to shake hands,

share the best practices of each NSO, propose and develop strategies to achieve our goals.

Another very important point is to support the NSO so that they develop alliances with their respective national governments in order to develop properly managed projects and I firmly believe that this will

generate great impact in each local community reporting an important benefit for each country and

consequently for each NSO.

3. What experience and skill sets would you bring to help World Scouting and specifically the

Interamerican Region achieving Vision 2023?

I am a proactive person, with ability to work in a team, with logical and creative thinking with a high desire for service, I am recursive, which allows me to achieve the goals and objectives that I set. In Scouts

Ecuador I have been an International Commissioner, I worked in important projects such as the GSAT

certification in Ecuador, the JamCam 2017, I supported the “Acampa Scout” and “Descubre Scout” projects

that brought an important growth to Scouts Ecuador.

At the Regional level, I was part of the Strategy Monitoring Group, Staff of the Next ILT and worldwide

within the "Financial Management in Good Governance WorkStream" unit. This set of experiences allows

me to have a vision of different perspectives, to contribute significantly to the work that the Committee does, promoting the best projects, initiatives and decisions in favor of the Region prioritizing the growth of

our membership.

4. How would you describe your leadership style?

I am a flexible person, who adapts to the situations that I evaluate the factors and information of the

environment to look for the best decisions for the group, for the project, or for the work that is going to be

done, I am a person that likes to learn from experiences and evolve, see possibilities to find the best situation or decision that can support the team, I am creative and with many initiatives and when necessary

I take the reins and lead the execution of tasks, at the same time I understand the value of commitment

and importance of strategic planning always seeking to bring the plans according to the expectations for

the common good.

NSO’s Rationale for Nomination:

Nelson is a professional in corporate law with extensive training in strategic planning. Over time he has

contributed to the Asociación Scout de Honduras delivering his time voluntarily and diligently, working in different positions from Head of Unit, through Group Manager, District Director, to the presidency of the

National Scout Board. He has always been a person of integrity, with a high level of trust, who has sought

to comply with the Scout Law, reaching beyond by contributing his time to the development of children

and young people who are beneficiaries of the program.

Nelson, beyond giving back what he once received as a beneficiary, is a true believer in the Scout

Movement. The intention to be nominated, and to be elected, is to be able to continue giving other levels

what he has already managed to deliver during all these years of commitment to the Movement. For these reasons, we firmly believe that it is a great contributor to the development of strategies and policies that

are focused on the fulfillment of the general objectives of the World and Interamerican levels.

Within our association has been one of the key people to achieve changes and update the policies and strategies that we are currently developing.

Candidate’s Statement of Motivation:

1. What is your personal motivation to stand for election to the Interamerican Scout Committee?

The Scout Movement is an essential part of my life for more than thirty (30) years, so I have received so

much throughout all these years, in the last decade I have applied all the knowledge I have acquired in my scout and professional life at both the national level in the Asociación Scouts de Honduras and at an

international level, being part of multicultural work teams and from different areas of expertise as the

Working Group on Votes and Fees of WOSM that has allowed me to know aspects as relevant as

Governance, membership, financial situation and fulfillment of vision 2023, not only of the NSOs of the Interamerican Region but also at a global level, so with these experiences added to my professional training

in strategy and planning I can contribute to the achievement of the goals outlined in vision 2023, as well

as establish strategies to achieve a greater social impact in our region that mostly has a young population,

counting on National Scout Organizations strengthened structurally to meet the demand.

2. What do you see as the most important issues and opportunities facing the Interamerican

Region?

Among the most important topics are:

1.- The support to the NSOs of the region through the knowledge of their structures that allow them to

give a particular and punctual focus according to their priorities as an organization in their social

environment, maximizing the use of resources of the regional organization. 2.- Strengthen existing partnerships with other social organizations in the continent as well as establish

new relationships with other organizations in the region that have common objectives in the youth sector

that mostly serve a large part of the population that the Scout Movement should reach.

3.- Encourage partnerships with development organizations that are common to NSOs that allow the realization of training, adaptations and implementation of development plans both financial and national

structures that promote the expansion of the Movement to reach more social sectors.

3. What experience and skill sets would you bring to help World Scouting and specifically the Interamerican Region achieving Vision 2023?

Among the experiences and skills acquired and developed I can contribute to the region are:

1.- Understanding of the different areas of operation and governance of a National Scout Organization. 2.- Comprehensive knowledge of the global and regional policies of the World Organization of the global

and regional Scout Movement both in the area of adults, youth programme and Institutional Development.

3.- Experience in the administration and management of National Scout Conferences and massive scout

events. 4.- Strong oral and written communication skills in Spanish and English.

5.- Wide knowledge and application of strategic planning at local, national and international level.

6.- Ability to work and cooperate in international multicultural environments, under pressure and with

deadlines. 8.- Knowledge of the economic, social and cultural reality of the countries of the Interamerican Region.

9.- Capacity and ability to research in various professional fields.

10.- Skill and ability in the creation of documents from regulations, policies, statutes, regulations and

recommendations. 11 Ability to analyze, synthesize, understand and transmit knowledge especially in the instruction of people

of different ages

4. How would you describe your leadership style?

My leadership style is participatory and transformational democratic, for me it is important that situations

are discussed, ideas are provided, solutions are sought as a team in which count the votes of all members

to make the decision that is most appropriate to the circumstances in those that the organization is immersed.

It is also transformational because I am always looking for the innovation, transformation and updating of

the organizations in which I am involved, specializing in the creation of documents, modification and adaptation to current regulations, adding value to the suggestions suggested to the team, which takes the

decision of implementation.
