Course Objective: The objective of this syllabus is for the student to gain the necessary aeronautical skill, knowledge and experience to meet the requirements of an Instrument Rating with an Airplane category and a Single-Engine Land class rating.

Prerequisites for Enrollment: The student must be able to read, speak, write, and understand the English language, meet the physical standards for a third-class medical certificate, and possess either a Private Pilot or Commercial Pilot certificate with an Airplane category and Single-Engine Land class rating per FAA 141 Appendix C2

Experience Requirements for an Instrument Rating Include: 35 hours of instrument flight experience for FAA 141 Appendix C

Instrument Rating Course: The Instrument Rating is made up of 2 requirements: Aeronautical Skill and Aeronautical Knowledge. This syllabus is written to satisfy 14 CFR Part 141 requirements. With the addition of 5 instrument training flight hours and 50 hours cross-country PIC experience, this syllabus will be equally effective for 14 CFR Part 61 programs. The syllabus is organized into five Stages, with five Modules in each Stage. Each Module is a section of learning that includes a flight (or flights) as well as pre and post flight briefings. Lessons (flights) within a “Module” may be accomplished in an order at the discretion of the instructor. It is essential that the objective of each module be accomplished before moving on to the next module.

Minimum Requirements: The time necessary for the syllabus to qualify for Part 141 operations includes meeting 35 hours of instruction time from a certificated flight instructor with an instrument rating in a single engine land aircraft, and is performed under IFR FAR 141 Appendix C4c1. This is a minimum time—many factors play into the finishing flight time: frequency of flying, cooperative weather, airplane and instructor scheduling, and lapses in the flight training process. It is recommended the student fly at least twice a week. This type of schedule produces the most efficient training, and cuts down on review time. If there is a lapse in between flights, it may be necessary to review maneuvers; use the optional review flights accompanying each Stage for this purpose (this will allow the student to continue following the syllabus, which is necessary for a 141 program).. Note: Although there is no requirement for instrument solo flight, it is suggested the student perform IFR procedures with a safety pilot for additional practice. See 14 CFR § 91.109 for Safety Pilot requirements. Northwest Flight School uses an FAA approved Basic Aircraft Training Device (BATD) in conjunction with its 141 flight programs. Instruction in a pilot ground trainer that meets the requirements of §141.41(b), as NWFS’s does, may be credited for a maximum of 10 hours requirements of the flight training requirement per the BATD Letter of Authorization. When a ground training device is used, the ideal sequence is to learn in the ground training device and practice in the airplane.

Pilot Briefing Areas

Ground instruction facilities are housed in two facilities, described below. The training rooms are located in the operations offices attached to the Aircraft Solutions d/b/a Northwest Flight School on Spokane International Airport at 8125 W Pilot Drive Spokane WA 99224 (Facility 1) and 5505 E Rutter Ave Spokane WA 99212 (Facility 2)

1. Facility 1 (KGEG)-Training room 1: (see diagram) dimensions are 26.5'x19' with two entry/exit doors. The room will accommodate a maximum of 12 students. A 48”x27" Vizio flat-screen television permanent equipment providing access to a CD/DVD player, virtual test prep software and a Garmin GPS simulator. A 33.5”x22” Whiteboard and Easel are available as non-permanent equipment.

2. Facility 1 (KGEG)- Training room 2: (see diagram) dimensions are 9’7”x13’10” with one entry/exit door. The room will accommodate a maximum of 6 students. A 3’x4’ whiteboard permanent equipment.

3. Facility 1 (KGEG)– Training room 3: (see diagram) dimensions are 26.5’x36’ with three entry/exit doors. The room will accommodate a maximum of 28 students. A 4’x6’ whiteboard permanent equipment.

4. Facility 2 (KSFF)– Training room 1: measures 12’x10’ with one entry/exit door. The room will accommodate a maximum of 6 students. Teaching equipment includes one 36”x48” whiteboard, one computer and current sectional charts. The computer provides access to a CD/DVD player, virtual test prep software and a Garmin GPS simulator.

5. Facility 2 (KSFF)- Training room 2: measures 10’x20’ with one entry/exit door. The room will accommodate a miximum of 12 students. Teaching equipment includes one 48”x48” whiteboard, one LCD projector, one computer providing access to a CD/DVD player, virtual test prep software, and a Garmin GPS simulator.

6. Both training facilities meet or exceed all local building, health and sanitation codes. Restrooms are provided in the building. Each room is well lit and has separate thermostat controls for heating, ventilation and air conditioning. The rooms are designed and located so that students will not be distracted by instruction conducted in other rooms or by airport operations.

Training Aids The following audiovisual and training aids will be provided for use in one and/or each ground training room:

Computer with Internet access in Training room 1. CD/DVD player. ASAs Virtual Test Prep DVD series. 12x12 mock ups of flight instruments; Magnetic compass, altimeter, turn and bank

coordinator, attitude indicator and heading indicator. ASAs Classroom Trainer E6-B Computer. Current Sectional charts. Drawing Board I-pad to display drawing instructions on Flat-screen 48”x27” Visio Flat-screen Television.

Ground Trainers and Simulators Aircraft Solutions d/b/a Northwest Flight School owns and operates the following FAA approved BATD

• Fly This Sim (FTS) Touch Trainer – Specification V 2.8.0 SR-22 G3 Perspective Simulator

The above ground trainer/simulators hold a Letter of Authorization from the FAA stating approval of its use for acquiring a limited amount of the required hours per 141 regulations in track of applicable certification. The ground trainer/simulators adhere to the FAA required annual testing to verify accuracy of systems.

Flight Operations

Spokane International Airport (GEG) is the main operations base for training in this course. The facilities are used exclusively by students, air taxi pilots, aircraft salesmen, itinerant pilots, and regular customers of Aircraft Solutions d/b/a Northwest Flight School. The facility is equipped with a pilot briefing area that is 12 X 9.5 feet (see diagram on following page). The briefing area is located in the Aircraft Solutions main building at Spokane International Airport. Both briefing areas are equipped telephones for obtaining weather information and filing flight plans. There are several tables available in each area for flight planning. The briefing areas have a full set of aeronautical charts, including the current AIM. The local practice areas are shown and described on a detailed chart posted on the wall.

Felts Field Airport (SFF) in Spokane WA is a satellite operation base for training in this course. The facilities are used by students, air taxi pilots, aircraft salesmen, itinerant pilots, and regular customers of Aircraft Solutions d/b/a Northwest Flight School. The facility is equipped with a two training rooms to be used as briefing areas for students during applicable hours of lessons. These briefing areas are located in the Northwest Flight School building location at Felts Field airport at 5505 E Rutter Ave Spokane WA 99212. Both briefing areas are equipped telephones for obtaining weather information and filing flight plans. There are several tables available in each area for flight planning. The briefing areas have a full set of aeronautical charts, including the current AIM. The local practice areas are shown and described on a detailed chart posted on the wall.

Aircraft Northwest Flight School utilizes Cessna aircraft for training purposes. The current fleet consists of 4 C172s At minimum, all of the aircraft listed above is equipped with the following navigation equipment:

At least one VHF transceiver At least one VOR receiver A 4096 code transponder with Mode C capability

Each airplane is equipped for day and night VFR and IFR flying as specified in 14 CFR Part 91.205.

Statement of Aircraft Performance Northwest Flight School’s fleet of C172s are capable of taking off and landing at Spokane International Airport (KGEG)

under the conditions prescribed by FAR 141.38:

Under wind conditions of not more than 5mph At temperatures in the operating area equal to the mean high temperature for the hottest month of the year With the powerplant operation, and landing gear and flap operation recommended by the manufacturer In the case of takeoff, with smooth transition from liftoff to the best rate of climb speed without exceptional

piloting skills or techniques and clearing all obstacles in the takeoff flight path by at least 50 ft. Maximum Gross Weight

This is based on calculations using the Cessna 172R Operating Handbook Takeoff and Landing Charts. The Cessna 172R is one of the aircraft in our fleet and has performance characteristics similar to and is representative of the other Cessna 172s in our feet. The conditions used for the calculations are 3000 ft pressure altitude and 40 degrees Celsius and pilot technique as described in that manual. Also shown are those calculations with a 50% increase in distances to account for error in takeoff and landing technique. Calculated With 50% Saftey Factor

The runways at KGEG are 11002 ft and 8199 ft long and with a safety factor included both runways provide a minimum of 5000 ft excess runway available of any operation.

Instructor Qualifications Each flight instructor assigned to this course must be the holder of at least a Commercial Pilot Certificate with an airplane SEL category and class ratings an Instrument Rating or an Air Transport Pilot Certificate (with an airplane SEL category and class rating). The instructor must be the holder of a Flight Instructor Certificate with an airplane category rating, and an Instrument Airplane rating.
