Moragahakanda Reservoir Project To Benefit Northerners in Sri Lanka

Moragahakanda - Kalu Ganga development project was first discussed in 1955 and again in 1977 when the Mahaweli projects were being implemented. However, it took another 30 years before it finally got off the ground as the fulfillment of an election pledge under the Mahinda Chinthana vision for the future. In 2007, President Mahinda Rajapaksa recognized the immediate need for going ahead with the project and began sorting out the problems asso-ciated with the project. He also raised funds for the project and assigned the world’s leading construction company, the Sinohydro Corporation of China, to go ahead with the work . The local inputs, from engineers of the Irrigation Department were also expected to contribute towards the accelerated completion of the project, which in turn, would save millions of rupees to the national coffers This Rs.61,321.7 Million mega project, second only to the Victoria Dam and Hydro Power Project, also implemented by the Mahaveli Authority of Sri Lanka, comes under the overall purview of the Ministry of Irrigation and Water Resources Management while the Irrigation Department of the Ministry is also partly involved with the project. In addition to providing water for irrigation and drinking purposes, the Moragahakanda-Kalu Ganga project would also generate 20 MW of power, fulfilling a long-term need for domestic and industrial electricity demand in the North-Central, Northern and Eastern Provinces. Annual fuel cost savings with the hydro-power produced will be quite substantial. The conveyance system involves a tunnel 3.2 Kms in extent, a feeder canal 9.8 Kms in extent and a power plant for generating 20 MW power. The extent of land that will be brought under cultivation will be 68,000 hectares, including 3000 hectares of new land. It will provide 80,000 metric tonnes of agricultural produce to the domestic market. About 87,000 farmers will be benefited while the annual inland fishing will go up by another 4,500 metric tons, sources of the Ministry of Irrigation and Water Resources Management said.The sources said that work on construction of the bunds for the Morgahakanda reservoir has already been started. Feasibility studies have already been successfully completed and a new plan has been formulated by the Ministry for expediting the project, the sources said. EIA approval is now awaited and if everything progresses smoothly , the entire project which is designed to ad-dress the water problem of the Northern farmers and the general public would be completed before 2020.The 9.8 Km feeder canal from the North-Central province will feed the Iranama-du Jaffna-Kilinochchi Water Supply scheme to address the water problem of the farmers and general public of Jaffna and Kilinochchi districts, the sources said. Jaffna district is estimated to have a population of 650,000 while the population of Kilinochchi district has been estimat-ed to be around 140,000.With the Water Supply Scheme, the Government is planning to pro-vide drinking water to 300,000 people in Jaffna and 50,000 people in Kilinochchi. Simultane-ously other drinking water projects are also being launched to address the drinking water problem in the Kilinochchi town and in the Paranthan area with grant assistance from Japan, the sources said. Apart from it, three rural water supply schemes have been launched in Kili-nochchi district with ADB funding, covering the population of Iyakachchi, Vattakachchi and Akkrayan. The NCP canal sub project such as the Padaviya, Wahalkada and Pavattakulum schemes, will address the plight of the farmers in most remote areas of Kebithigollewa, Hor-owpothana, Medawachchiya, Kahatagasdigiliya, Rambewa and Mihintale in the NCP. The transfer of water from the Moragahakanda project would also make it possible to feed about 1000 minor tanks in the ancient settlement areas a major part of which lies in the NCP, north of Anuradhapura and the balance part in Northern province in an around Vavuniya town.The Moragahakanda-Kaluganga project would be compelted in four stages and will be funded by the ADB and the governments of both Kuwait and Saudi Arabia, the Ministry sources said. Construction of the Moragahakanda reservoir has been entrusted to the Sinohydro Corpora-tion of China. On the second stage the Kaluganga reservoir will be constructed and the other canal works will be carried out under funding from the governments of Kuwait and Saudi Arabia, the sources said.Under the third stage the link tunnel between Moragahakanda reser-voir and the Kuluganga reservoir will be constructed under funding from the ADB. On the final stage the construction of the NCP canal for taking water to the Iranamadu Water Supply Scheme for the Northern province will be completed, the sources said. The project would enable a flood control system, which would be another advantage. The project would also, most importantly, provide domestic and industrial water for the development of agriculture in the North, East and North-Western Provinces. The direct benefits include an increased rice yield per hectare with an additional agricultural production of 109,000 tons annually. The net annual agricultural benefits will be US$ 27.7 million in financial terms. When completed, the Moragahakanda reservoir would be the second largest ever built in Sri Lanka. The final phase of the Mahaweli Development Project (MDP) is now underway to address water shortages in the Dry Zone up to Northern Province. The prevailing drought has emphasized the need for speedy completion of the project. Under the proposal, the quantity lift has been reduced to about 300 mcm of water annually to Moragahakanda system. Even in a very dry year such as 2014 sufficient water is flowing in the Mahaweli river and part of this water if lifted could be used to minimize the drought conditions prevailing in the NCP and NP. This source also will add great flexibility in the operation of the Mahaweli system facilitating early commencement of cultivation in the Mahaweli system 'G' area and other existing major irrigation systems and will pave the way for optimum use of Maha rainfall in the NCP.As expected the annual agri-cultural benefits from paddy cultivation alone, as a result of the project, would be around US$ 30.1 million while the fresh water fish breeding industry would contribute around Rs. 1.67 million to the national economy via benefits from this project. Most importantly, through power generation, the country would annually save US$ 2.49 billion. (Abstract from internet)

MESSAGE FROM THE PRESIDENT IIESL

It is my privilege and pleasure to send this message as the 26th President of Institution of Incorporated Engi-neers of Sri Lanka. I am extremely happy and proud about the progress made by the Institution. The Institution of Incorporated Engineers, Sri Lanka (IIESL) is the only professional body that represents Incorporated Engineers in Sri Lanka in the fields of Civil, Electrical, Mechanical, Chemical, Electronic, Telecommunication, Marine, Polymer, & Textile. This Institution was incorporated as Institute of Engi-neering Diplomates, Sri Lanka by an act No.64 of parliament in the year 1992, renamed as Institution of Incorporated Engineers, Sri Lanka by Act No. 11 of 2000 and its current membership is well over 8,000. The Incorporated Engineers are the internationally recognized category of Engineers in the field of Engineering Technology, who effectively manage construction, operation, maintenance and project management functions of projects, by implementing current and developing technologies. As newly elected President of IIESL I have earmarked some important issues

which I hope to attend during this session with the help of our Office Bearers and

the Council of Management.

We have strategic plans to increase the membership by 1000 during this session.

Another important issue in my mind is construction of our Headquarters building

as our land is situated at the most developing area for government offices at

Battaramulla. The government is planning to move some more offices to this area

by December this year. So a demand for office areas are increasing day by day &

we may have opportunity to provide a hall facilities for conferences, workshops

etc. for others at a very reasonable cost, in our proposed multistory building.

Other issue is recently conducted SWOT analysis and the Corporate Plan we are

expecting at any moment. Once we receive it I am hoping to appoint a team with

full powers to implement it recognizing most important and urgent areas.

I have earmarked these three issues increasing the Membership, Building project

and Corporate Plan as important issues and as your new President I am confident

that I will be able to attend to these most important issues during this year. With

due respect to all Past Presidents, Senior Fellow Members, Corporate Members

and Associate Members I sincerely request you all to help me to make a better

future for all our members. Finally I wish to extend my thanks to all of you for

selecting me as your leader for this session and wish IIESL all success.

SECRETARY IIESL

It is with deep sense of pride and earnestness that I address you as newly elected Honorary Secretary of Institu-tion of Incorporated Engineers Sri Lanka. First of all I would like to thanks you to select me as Honorary Secretary for the session 2018-2019.

I take this opportunity to salute to our dedicated members who spent their time, energy, knowledge and even money for the upliftment of the Institution. It is heartening to see that what started in 1977 has now blossomed into a fully fledged Institu-tion due to the increased enthusiasm and devotion among members.

Great success was achieved by due recognition gain with the Engineering Council Act. The Construction Industry Develop-ment Act also now enacted. Challenging tasks are ahead of the IIESL representatives of the ECSL and the CIDA for the bet-terment of our members.

It is my humble request to all members of the IIESL to think of the responsibilities and duties developing on them and join the IIESL in their onerous tasks.

PRESIDENT - ELECT,

IIESL

I as the current President - Elect of

the Institution of Incorporate Engi-

neers, Sri Lanka, am very pleased to

issue this message.

We should be very happy about the

steady progress of the institution,

which was initiated about 41 Years ago by a handful of

engineering diplomates who passed out from the University

of Moratuwa and from the Hardy Institute, Ampara.

Involvement of the IIESL in the society has now become very

prominent. For instance, the Institution had to play a very

significant role for 22 years in establishing the Engineering

Council of Sri Lanka. In this proceess our members had to

run over high hurdles and had to overcome a lot of obstacles.

However with the commencement of registration of engineer-

ing practitioners in the Engineering Council, our members

will be able to discharge their professional duties more

effectively and more systematically than earlier.

I wish all members of the IIESL, all the success in their

endeavours
