Here, your planning, courage, ability to facing challenges, commitment and attitudes are important factors which have direct impact on the development of the country. The development we have achieved since independence can mainly be considered as a result of engineer’s commitment and hard work. at Compulerlink Ltd. Subsequently, as GM/CEO at Polycrom Electrical

Industries. He is a Production Engineer with over 25 years of experience in the

Production engineering field and a Practitioner of Ergonomics in the

manufacturing industry. Mr. Arawwawala is a fellow of IIESL and holds

memberships with IET, ILM, PMA (UK) Engineers Guild of Sri Lanka and

OPA center. He holds an MBA in Strategic Management. Currently attached

to ElectroRef Engineers, he is involved in the INCO organizing activities, the

annual industrial exhibition of IIESL, and is an acclaimed compeer.

NEW PRESIDENT IIESL

Eng. Jagath Arawwawala was inducted as

the 25th president of the Institution of

Incorporated Engineers, Sri Lanka (IIESL) at

its Annual General Meeting held at the Sri

Lanka Foundation recently. He is a product of

Royal College and Nalanda College,

Colombo. Having concluded his engineering

studies in London, he returned to Sri Lanka

after 15 years, in the early 90’s, to join Diesel

& Motor Engineering

Eng. Chandrasiri Wanasinghe

President Elect is a founder member

of All Ceylon Engineering Diplomates

Association popularly known as

ACEDA which was the base

organization of IIESL. He was

continuing as Committee member in

ACEDA, Council Member of IIEDSL

and IIESL from 1977 until 1995.

He held the posts of Treasurer and twice as Vice President

during that Period.

He has completed his National Diploma in Technology from

Hardy Senior Technical Institute in 1972/1974.

He has 25 years working experience as an Engineering

Assistant, Civil Engineer and Manager Training in Gigantic

Mahaweli Development Project.

He has worked in overseas such as Oman, UAE and Qatar for

16 years from 1998 to 2014.

Currently he is working as a Consultant in domestic

construction projects.

EDITORIAL Trying to Make Things Perfect. You will find throughout your professional and personal life that some people simply don't "try hard enough" to be rigorous and complete. They rush to get a thing done but don't have the energy, focus, or time to really make it "perfect."

Of course, nothing is ever perfect and everyone makes mistakes. But if you don't focus and try to pay attention to detail, your mistakes will define you. And that is a reputation you don't want in your life.

Remember that when you make mistakes or don't dig deep you don't only harm your own reputation; you waste the time of others. And in some cases, you could cost your institution a lot of money.

Fearful people will cause you serious amounts of trouble at work. If they’re scared of getting fired, they will find a way to point a finger at you. If their project is failing, they will suggest your role was to blame. Drowning people will grab whatever they can to keep their head above water. Don’t stand too close and become that object.

What you actually do matters much more than what you say you’re going to do. Anyone can talk a big game or over-promise, but the actual follow-through is what creates lasting success. Following through is much harder than it might seem, and that’s why people often fall short. Never agree to or promise anything unless you are 100% sure you can do it Saying “yes” is a contract. From telling someone you’ll call them for lunch next week to saying you’ll have a project finished in 3 days, anytime you agree to something, you’re asking someone to trust that you’ll do it.

Say “yes” only to things you are sure about — sure that you’ll make them happen and sure that it’s something you want to do. Half-assign something or not finishing a task is far worse than saying “no” upfront. Commit with complete conviction or don’t commit at all.

VidyaJyothi Prof. D.S.Wijeyesekera, Chancellor UNIVOTEC, Former Chairman TVEC, Vice Patron of IIESL, Former Vice Chancellor of University of Moratuwa and Open University of Sri Lanka speaking at the Annual Sessions as Guest of Honor mentioned that as a result of education in Sri Lanka is compartmentalized there is no coordination of all levels of education. Further he said the IIESL has done a great thing by bringing all diploma holders together.

Extract of Prof. Wijesekera’s speech is given below.

I am very pleased to be here at this 37th Annual session of your Institution which was established in 1977 and thereafter incorporated by an act of Parliament in 1992. This may be my 35th annual session.

In Sri Lanka there are many ministries in charge of education. Our neighbour country India has only one ministry, Ministry of Human Recourse Development and there are several subsection. In many countries like UK,

Singapore, Australia they refer it as Ministry of Education. This enables the coordination of all levels and sub sections of education and also promote carrierguidance. I am glad that your members who are here selected the technical and vocational education routes. But there are many others who do not aware of the potential in this route. It is not their fault. It is because education is compartmentalized such as general education, higher education, technical & vocational education.If they all are under one ministry with several sub sections or deputies there can be interaction, there can be coordination and there can be carrier guidance. Every student in a school is thinking of getting a bachelor degree. They do not know that becoming diploma holders they can achieve far more remunerations than a degree holder. There are so many degree holders without employment these days. So this is all because of compartmentalization.

Having all the diploma holders from various institutes, it is a great achievement of the IIESL. It is a great thing you all have done to bring all diploma holders together. This has to be preserved and strengthened. Strengthening is the most important thing. That means all diploma holders and Incorporated Engineers are together. I am also a diploma holder. I am very proud to say that. I didn’t become a Vice Chancellor or a Chancellor overnight. Everybody of you can achieve greater highs.

At a time when we all are glad that IESL has received the full membership of the Washington accord and that is mainly for international recognition purposes. The IIESL also should strive aggressively to obtain Sydney accord. Through the proposed Engineering Council Act I am

During my political carrier, especially as a minister I have spent a long period dealing with engineers and hence I have a good knowledge, how engineers think and work.

At the same time I must mention that there are some obstacles for the smooth flow of development in our country. With my experience I have noticed that the cooperation between professionals and politicians in Sri Lanka is very poor. Sometimes these two categories work as strangers. I believe for the development of any country professionals and politicians have to work together.

When engineers involve in construction or any other engineering task it is very essential to ensure quality of that task. We have noticed some buildings constructed 10 – 15 years back are collapsing while more than 50 years old buildings are existing. As a result of new technology is introduced all the engineering fields are changing rapidly. So engineers have to concentrate on quality assurance at each and every work they are involved with.

Majority of engineers are honest and ethical but a few may deviate from this noble qualities bringing bad name for the engineering profession. This can be seen everywhere in the society. So, when utilizing local and foreign investments in development activities we must be alert to avoid any kind of corruption and waste. What you have done so far as engineers for the development of this country is excellent. You deserve the respect of the nation.

I noticed some issues raised by your president. As head of the state I clearly understand that engineers have certain problems connected to their profession, salaries, allowances, privileges etc. I agree that your issues are very reasonable. I hope we will be able to discuss these issues in future and agree to an acceptable solution which will lead to mental satisfaction of you who are a team of professionals contribute tremendously for the development of our country.

hoping to remind and refresh the mind of the President that he will pledge his support to promote the Engineering Council Act. Last time he was with us. So I am sure he would support in the coming Parliament to get this act through.

There are many talks about lack of skills development for the last several years. There have been several ADB projects. Now there is even a World Bank project. But I sincerely hope that all these projects would not just leave to buildings and equipment only but more skilled personnel.

Technically qualified personnel such as you all have great role to play to help the President of Sri Lanka for national development as well as skill development. In particular, members of your Institution have much to contribute for the future development and improvement of the technical and vocational training through interaction.

I would like to mention at this stage that we all must get together, work together and rally round irrespective of various differences to ensure national development and good governance.

ENGINEER’S ROLE IN GOOD GOVERNANCE

Ariyawansa, Immediate Past President, IIESL delivering the Key Note Address at the annual sessions of The Instution of Incorporated Engineers, Sri Lanka held on 26th July 2015, mentioned that we all are aware that there have been allegation regarding the quality & cost effectiveness of each & every project done. He also questioned, why as Engineers we allow this type of things to happen.

Extract of his address is given below.

We as a professional body of Engineers managing and operating Engineering technology has the mandate to inculcate and develop professionalism among our member Engineers. During the rapid development of technology at present we find ourselves challenged more often. It is a well known fact that the Engineers with partnership of other professionals contribute very effectively in rapid development of the country in view of the continuous technological advances. The Engineers & technologist who contribute towards the backbone for development have a major role to play in development projects being done in the country.

Our role on professionalism in achieving the development goals of the government is really impressive. Successful implementation of massive projects undoubtedly requires professionals with high quality professionalism. Professionalism requires an individual to have more than just specialized knowledge & skills. The interest of the profession should be kept a head of our personal interests.

Engineering design is a powerful tool used to make changes to environment society & economies. Hence Engineers are expected to have higest ethical and professional conduct and agree to accept responsibility in making decision keeping in line with the safety health and welfare of the public ,and to disclose promptly features that might endanger the public and environment

Don’t allow others to raise finger at your work. You must have a backbone to come forward & explain your views in respect of cost and quality. Don’t try to work under obligation. We must be able to tell at any forum that estimated cost is this much and the extra work to be done is this much. If that happens politicians won’t argue on the projects that had been done; even for future projects, planned.

Engineers as creators who can change the world have the ethical obligation to strive to comply with the principles of sustainable development in the performance of their professional duties. Future engineers must design technology and economic activities that sustain rather than degrade the natural environment, enhance human health.
