‘India-Japan Global Partnership’ was announced in the year 2000, by the then Indian Prime Minister Hon. Atal Bihari Vajpayee and the Japanese Prime Minister Hon. Mori Yoshiro, on the latter’s historical visit to India.

INDIA JAPAN GLOBAL PARTNERSHIP

India - Japan Global Partnership Summit is one of the many initiatives of India Center Foundation (ICF), a non-partisan and not-for-profit organization instituted with a vision of contributing towards India's nation building process by working as a CATALYST.

OUR VISION

IJGPS 2013‘India-Japan Global Partnership Summit’ is envisioned as a summit of two great nations – where policymakers, opinion leaders, business leaders, media and academicians from India, Japan and its global partners interact and exchange ideas in a conducive environment to create a ‘Micro Road Map for the Macro Vision’ which exists in the form of India-Japan Global Partnership. IJGPS 2013 aims to evolve and catalyze the socio-economic development framework through initiatives in the following dimensions.

‘India-Japan Global Partnership’ is a mutually beneficial partnership, where both India and Japan will work, putting their mutual strengths together, to serve rest of the world as a platform and let mutual national interest of both the nations, be a by-product of such a partnership.

GUIDING PRINCIPLEThe E-E-S Framework will emerge as an operating system based on the principle of R-M-E, which promotes and fosters strong and pragmatic partnerships.

The R-M-E model advocates formation of a strong Relationship first, followed by deliberations to devise Mechanism so as to bring about effective Execution leading to social Empowerment and robust Economy.

Socio-Economic FrameworkThe new socio-economic framework, jointly created by India, Japan and their Global Partners will give rise to tangible models of development based on E-E-S. All the initiatives and activities of ICF and IJGPS will comply with this framework.

WHY ENGAGE AND ADOPT ICF FRAMEWORK• Meet growing demands for economic development, urbanization, information technology,

power, water, transportation and rural infrastructure.

• Catalyze the creation of sustainable and inclusive working model of infrastructure & logistics eco-system to satisfy the growing demands.

• Representation to policy makers of India and Japan and make the infrastructure & logistics model of ICF scalable to population.

The socio-economic problems facing India and other nations in the world are intertwined in a complex matrix of interdependencies. The ICF committees will examine, discuss, design, decide and deliver “Micro level solutions to Macro level challenges.”

MACRO AGENDA OF COMMITTEEURBAN & RURAL INTEGRATED INFRASTRUCTURE- Maximize the role of public-private

partnerships- (PPP) in urban infrastructure. - Review, discuss and recommend policies

and regulatory changes. - Create workable models with advanced

expertise and efficient construction technologies not restricted to real estate, housing, earthquake-resistant construction, modular construction and urban re-development.

- Work on urban infrastructure eco-system which include financial systems, policy and frameworks, standard and benchmark, and management system in edition to engineering and construction.

- Strategize to increase investment while maximizing cost efficiency and reducing loss.

- Work towards evolution of India’s logistics network to meet future needs and leveraging economic opportunities.

- Strategize to promote technological advancements and innovations to strengthen urban infrastructure eco-system.

- Focus shouldn't be restricted to residential complexes, innovative real estate developments, development of model townships with integrated infrastructure approach, transportation system, water and sewage system and waste management systems

INDUSTRIALFocus shouldn't be limited to residential complexes, innovative real estate developments, development of model townships with integrated infrastructure approach, transportation system, water and sewage system and waste management systems.Port Development, Multi-modal Logistics parks, logistics skill development, Mass-transit systems, canals and internal connectivity infrastructure, ports and external infrastructure.

India-Japan Global Partnership

01India-Japan Global Partnership’ is a mutually beneficial partnership. India and Japan will work together by pooling their strengths and expertise to benefit not only the national interests of each other but also that of the rest of the world.

Smart Knowledge and Agriculture Corridor (SKAC) Smart Knowledge and Agriculture Corridor is an ambitious attempt to usher in second “Green Revolution” for India. With focus on 5Ps, which are Policy, Processing, Packaging, Preservation, & Power, this corridor is proposed to cover approximately 51 per cent of the total geographical area of India. 02

Buddhism, a religion originating from the Indian subcontinent, is one of the strongest bonding factors in Asia. There are nearly 500 million Buddhists all over the world who follow the noble teachings of ‘Shakyamuni’ Buddha who was born in Nepal and acquired knowledge in India. ICF believes there is a need for integrated development of all Buddhist nodes in the subcontinent through development of infrastructure, tourism facilities and modern, well-connected mass transportation system and has ideated the vision of Trans-Asian Buddhist Circuit.

India’s population is growing at an annual rate of 1.55 %. By 2030, India will surpass China as the most populous country in the world. This, in addition to various othersocio-economic challenges, will also pose serious challenge of Energy Security. Given the fact that India is standing on the brink of major development spurt, it has to address the challenge strongly.

India-Japan Cooperation on Healthcare

State as a Model of Development

According to the World Health Organization (WHO), India stands low in healthcare related index even when compared with low - income countries. The availability of doctors in India is 6 for a population of 10,000 ranking India 52nd among 57 countries facing human resource crunch in healthcare. The world average of hospital beds per 1000 population is 3.96; it is just a little over 0.7 for India.

The most direct and strongest beneficiaries of nation-building initiatives are the States of India. While DMIC will encompass holistic development of six states, initiatives like the Smart Knowledge and Agriculture Corridor, Trans-Asian Buddhist Circuit, Healthcare and Energy Security will actively promote strengthening and development of all the States in India.

INITIATIVES OF ICF

07

Industry can bridge the gap between “Field to Fork” through various construction projects reducing the linkage challenges of producer and farmer. Warehousing with accreditation, Cold Chain and Logistics, Packeging Houses, Smart Market Nodes, Storage facilities, Dedicated Corridors like DMIC.

Key elements of a vibrant tourism economy – hotel rooms, airline seats, connecting roads, support infrastructure are all way below demand levels.

Poor infrastructure, facilities and services across key infrastructure providers: Roads/ Railways/Airports etc.

Opportunity for Industry to capitalize on this initiative.

The new Healthcare model envisages building 3 hospitals per district for 640 districts in India. Each district will be empowered with a sustainable healthcare system, which will be easily accessible, affordable and systematic. It will also contribute to employment generation, create specialized human resource, medical tourism, revenue generation and efficient resource development and utilization of each district. Infrastructural facilities of Hospitals, R & D center, Medical Colleges, Training Institutes,E- Healthcare, Medical Tourism.

INDUSTRY ROLE IN INFRASTRUCTURE & LOGISTICSUsing the IJGPS and ICF framework design, recommend and implement solutions using PPP model

along with governments, states, various agencies, organisations and technologies. The methodology to track initiatives is 6 D:

Dream, Design, Discuss, Decide, Drive and Derive

Industry can collaborate together to create efficient energy infrastructure projects. Some of these include usage of Geo-thermal, Photovoltaic power generation, Wind power, Hydroelectricity, Tidal, Biomass, Bio-fuel and other renewable energy resources. Industry can join hands with ICF towards reinforcement of energy security in India and multilateral dialogue to achieve energy solutions.

Smart city projects, Heritage Cities, Urban Infrastructure: Development of model township, Residential Complexes, Integrated Infrastructure approach, Water & sewage System, Waste management systems.

Rural Infrastructure: Rural Housing Projects, Rural transportation, PPP in Integrated infrastructure and Storage systems
