Presentation The Port Authority develops its activity in a firm framework of commitment to the protection of the natural environment, the prevention of climate change and the quality of life of citizens.
From this perspective, the Port Authority introduced in 2011 an Environmental Management, and Occupational Health and Safety Integrated System, in accordance to the reference standards UNE-EN ISO 14001 and OHSAS 18001 in 2011. Nevertheless, the Port Authority already had a System of Quality Management in accordance to the Norm UNE-EN ISO 9001 since the last year. These management models provided the necessary balance between environmental protection, public welfare and economic development.
In 2016, continuing in this direction, the Port Authority obtained the PERS European certification (Ports Environment Review System). This certificate attests the recognition from the European Sea Ports Organization (ESPO) and its foundation EcoPorts to the environmental commitment of this institution.
With the acquired experience throughout the years and the evident benefits that these management standards contribute to developing its functions with sustainability criteria, the Port Authority has granted a significant boost to its management systems in 2017. This way, it has integrated both systems, expanded its reach and has adapted its protocols and procedures to the new versions of reference standards, which are oriented in a greater extent to a model of Corporate Social Responsibility.
In response to the standards and requirements established by EcoPorts, the Port Authority presents this Environmental Report, which contains the highlights of its management in this matter and the results obtained in 2017.

The Port Authority of Melilla The Port Authority of Melilla is a public institution with its own legal personality, its own assets, and full capacity to act under the authority of the Ministry of Development through the government agency Puertos del Estado.
This institution manages the port of Melilla and the facilities in the Chafarinas Islands.
Legal Framework
The Royal Legislative Decree 2/2011, of 5 September, approving the Revised Text of the State Ports and Merchant Navy Act regulates the scheme of competence and the functioning of the Port Authority.

Description of the nature and size of the activities
In accordance to what is legally established, it is the Port Authority´s duty to provide and manage the port areas and infrastructures, stimulating the economic activity and the provision of services from the private sector.
The Ports that the Port Authority of Melilla manages comprises of a floating surface area 451,75 ha distributed between Zone I and Zone II and a land area of 37,49 ha.
The service area is distributed according to the following table:

New development projects in 2017. Port expansion project
Throughout 2017, the Port Authority has finalized the execution project and the implementation and the environmental impact study, which was in process of public information at the end of this year.
The expansion of the Port is the key to reduce the traffic congestion of the Port of Melilla. This action will allow the relocation of unhealthy industrial activities which are nowadays performed in the urban area and it will allow release spaces for urban development.

The provision of services in the Port of Melilla is adjusted to a consolidated model of public-private collaboration that benefits synergies between both sectors for the sake of greater competitiveness.
Under this model, the different services provided in this Port can be managed by the Port Authority directly or by private entity, according to the framework established Royal Legislative Decree 2/2011, of 5 September, approving the Revised Text of the State Ports and Merchant Navy Act. In any case, all of the services offered are rigorously controlled by the Port Authority.

Once again, the amount of goods handled this year in the Port of Melilla has surpassed the million tons, registering the highest record in its history.
From the beginning of this decade, the freight traffic of the Port of Melilla has had a growth trend, breaking record numbers year after year. Following this trend, 2017 has registered a new major landmark in spite of having a slight deceleration. This circumstance is mainly due to the conflictive situation in the border.
General Goods
The year 2017 has ended with a total of 1.061.000 tons of general goods handled at the port, which entails a slight growth of 0.09% in comparison with the previous year.
Most of the general goods received this year has been containers, comprising the 74.1% of the goods received. Nevertheless, these goods have suffered a decrease of 10.73% in comparison with last year, mainly as a consequence of the aforementioned political situation.

Liquid and solid bulk
The freight traffic in bulk has been progressively increasing since the decline suffered in the previous years. The liquid bulk has reached a total of 79.000 tons in 2017, registering a 2,6% in growth since last year. Likewise, the traffic of solid bulk as significantly increased in the last two years, reaching 7.000 tons.
In 2017, a new shipping line has been incorporated to provide a service to passengers. However, in this year there has been a slight decrease of 6,4% as a
consequence of the competition with the port of Nador.

Environmental Management of the Port Authority of Melilla
The Port Authority of Melilla carries out its activity in accordance to the operating guidelines stablished in its Quality Management System, its Environmental Management, and Occupational Health and Safety Integrated System , which have been implemented according to the requirements of the reference framework standards ““UNE-EN ISO 9001:2008. Quality Management Systems. Requirements.”, “UNE-EN ISO 14001:2008. Environmental Management Systems. On Requirements with guidance for use” and “OHSAS 18001: 2007. Security and Health in the Workplace Management S. Requirements”.
Up to this moment, these systems were independent and with a limited scope. However, in 2017 the Port Authority integrated them, updating and adapting them to the new versions of the reference framework standards. The certification of this Integrated Management System is scheduled for 2018.
Following this trend, the Port Authority, motivated by its constant eagerness for improvement and innovation of new environmental projects, decided to obtain in 2016 the new environmental certification PERS (Porn Environmental Review System), promoted by the ESPO (European Organization of Maritime Ports).

Environmental Policy The Port Authority has defined and documented its Environmental Management, and Occupational Health and Safety Integrated System Quality Policy, Environment, Security and Health in the Workplace, which is available for the stakeholders in the Port´s webpage.
Through this Policy, the Port Authority stresses its commitment with the protection of the environment, the sustainable use of resources, the mitigation of the climate change and the protection of biodiversity.

The table below shows the environmental impacts that have been significant in 2017. This list is complemented with the “Registry of environmental aspects” created within the framework of PERS implementation (section 1.2).
Evaluation of significant environmental aspects and impacts The Port Authority annually carries a review of the impact associated to the environmental aspects derived from its activity. In this process, it applies the system established in its Documented Procedure “Evaluation of Environmental Aspects”. To that end, it includes in a matrix (“Environmental Aspects and Impacts Matrix”), the environmental aspects directly derived from its activity and those derived from activities that the Port has control and influence over (concessions, authorizations, third-party companies, suppliers, etc.). To assess environment impacts, the Port implements the criteria established in the Technical Guidelines “Criteria for the Evaluation of Environmental Impacts” of its Integrated Management System. This analysis is approached from a life span perspective.

Environmental performance In order to reduce the consumption of natural resources, the Port Authority performs actions that favor an efficient use of them. Furthermore, the Port conducts an annual balance of the consumption. The results obtained in recent years are described below:
In 2017, the Port Authority has registered an increment of water consumption, which has reached 5.892 m3. This volume has been mainly used for cleaning and maintenance tasks, as well as its consumption in offices. In order to reverse this situation, this institution has applied a system of measures.
Improvements in the water network supply to reduce loss and consumption.
- Improvements in the watering of green areas, using more efficient systems and planting species that require less water.
- Installation of segregated containers to better monitor the consumption and detect leakage.
Other measures: Campaigns to raise awareness among the staff members, regular monitoring of the consumption and the creation of good practice guides for the workers and users of the Port.

The consumption of electric energy in this year has been reduced to the lowest value of recent years.
Supply and installation of LED technology in lighting towers in the container yard.
Installation of LED lights in the parking ground floor of the Marina.
Reduction in the lighting time of the external public lighting, enabling the reduction of the electricity used in specific times during the day, without risking the quality of the services and security provided.

Buying process of three vehicles more efficient and less polluting, as well as the removal of older vehicles.
In 2015, the Port Authority acquired a Liebherr hybrid heavy-duty crane to improve the operability in the container terminal. This hybrid model can operate in two ways, connected to the grid or using a diesel motor.
Since the incorporation of this crane, the fuel consumption of the Port Authority has increased in great manner. On the other hand, the consumption of fuel has suffered a slight increase in of 1,52% in 2017.

Management of environmental aspects
The waste generated by the Port Authority are those derived from the tasks of construction, cleaning and conservation of the port infrastructure, as well as the administrative work performed in offices.
Additionally, the Port Authority manages the waste generated by the cleaning of the common areas, the waste left in the service area and those from the commercial establishments in the Marina, the Commercial Area and the Fishing Dock, all of which are taken to the waste recycling center.
Al of this residues are managed in accordance with what is legally established for each type of waste.

In 2017, the production of waste, both hazardous and non-hazardous, has been significantly reduced in contrast with last year (around 9,64% and 13,17% respectively). However, the waste production of construction and demolition has greatly increased, reaching a 60,31 percent more than 2016.
The higher volume of waste produced is caused by the construction and maintenance works developed.

The Port Authority identifies as sources of air emissions of its activity, the direct CO
2 emissions generated by vehicles and handling of containers,
maintenance and construstion machinery, as well as indirec emissions related to electricty consumption.
In addition to this, it pinpoints as indirect emissions those linked to the activity performed by the Port´s Community, those derived from the road traffic and ships, as well as those produced by tenants, being Endesa Generación, S.A the most relevant.

With the aim of improving the prevention and control of noise pollution caused by the Port´s activity, the Port Authority has developed in 2017 a “Strategic Noise Map” of the port facilities and a “Action Plan”. For this, it has relied on a specialized third-party company.
Noise
The main source of noise is the docking of ferries in the Ribera I dock. Of all of the rest of sound sources accounted for,
only the road traffic or the leisure activities are of some relevance, although,
in practice, they are masked by the noise is the docking of ferries.
Reduce the sound emissions of the most relevant source or its operative time in periods of greater sensitivity.
Determine a easement zone in which the Acoustic Quality Objectives would be dispensed. This would have to rely one the approval of the authorities of the Autonomous city of Melilla, since it affects the ordainment of the urban layout.

Wastewater management
The infrastructures of the Port of Melilla are connected almost entirely to the municipal sewage network. For the areas not connected, the Port Authority relies on septic tanks. The wastewater from them are removed by a third-party company that is also in charge of its transfer to the Wastewater Treatment Plant (EDAR) of the Autonomous City of Melilla, where it receives its adequate treatment.

Sampling campaigns of water quality control
The Port Authority conducts an exhaustive monitoring of the quality of the Port´s water to comply with the “Action Plan” established by the Hydrological Plan of the Water Basins of Melilla and some of the guidelines gathered in the “ROM Program 5.1-13. Recommendations about the quality of the coastline waters in port areas.”

The Port Authority has an Internal Maritime Plan (PIM) which contemplates measures to implement, prevent or lessen any pollution event in the Port´s waters, caused by the spilling of any polluting substance which is harmful or potentially hazardous for the sea.
This Plan has been elaborated in accordance with Royal Decree 1695/2012, dated 21 December, by means of which the National System of Response to Marine Pollution was approved, as well as the protocols of action at an international level in the matter and it was approved in February 2016 by the General Director of the Merchant Marine.
Throughout the year 2017, there have been three small incidents of water pollution that has not required the activation of the aforementioned Plan.

The organization of the environmental management Each member of the Port Authority of Melilla contributes to the environmental management that this institution performs within the field of its responsibilities, in accordance to the procedures of its Integrated Management System.
The Quality, Environment and Prevention of Occupational Risks Division coordinates this Management System, as well as the different specific functions and protocols in the environmental field. Furthermore, this Division has the support of the Surveillance Service (Port Policy) and two employees attached to the Service of Conservation in order to conduct the environmental supervision of the Port´s premises.
This information is complemented with the “Registry of responsibilities the Port Authority´s Staff” created within the framework implementation of PERS (section 1.1).

Throughout 2017, the Port Authority concluded the implementation project and the study of the environmental impact of the Expansion of the Port of Melilla, and will be in the process of becoming available as public knowledge.
The solution proposed in the study of the impact 12 in the creation of a bridge that saves the basin where specimens of Patella Ferruginea habit, in a way that no only protects this species from the possible impact that could produce this project, but it also creates the ideal infrastructures for its growth and reproduction.
Among other actions, at the end of last year, the Port Authority carried out a publicity and communication campaign to present and explain the minor details of the Port´s expansion project, while being in the process of becoming public information.
The Port of Melilla constitutes one of the main sources of industrial and logistical activity of the City, in spite of its centric location, near the historical center populated areas. These circumstances have motivated the Port Authority to create, with the technical assistance of a third-party company, a “Strategic noise map” and a “Plan of action”. Through these documents, the Port Authority has assessed
the noise pollution exposure to the public and has established a set of measures with the goal of reducing such exposure.

Port Authority of Melilla
Expansion of the water quality monitoring program of the Port´s waters, incorporation two sampling sites in Zone II. The parameters analyzed where Phytoplankton, turbidity, phosphates, nitrates, hydrocarbons and oxygen saturation percentage. An analysis of the sediments over all of the sites was also carried out, obtaining an equally favorable quality index in all of the samples.
Aim: Development of an integrated, safe and efficient, logistical chain for the supply of liquefied natural gas as fuel in the transport sector, especially maritime in the Iberian Peninsula.
Aim: Provide the ports with systems of consultation and utilization of personalized oceanographic and meteorological information.
Aim: Development of an efficient methodology that allows the settlement of Patella Ferrugina larvae, and its later metamorphosis into juveniles over mobile substrates, in order strengthen the populations in state of regression.

Legal Requirements The Port Authority of Melilla periodically consults the legal requirements that can be applied through the official bulletin of the Autonomous City, the State and the European Union.
Upon the detection of an environmental legal requirement, it is incorporated in the Integrated Management System through the “Directory of legal regulations and other requirements”, in order manage and follow all new requirements. Following this, the relevant Head of Department ensures the execution of pertinent actions and oversees compliance with these requirements.
In the section “Assessment of significant environmental aspect and impacts” of this document, the applicable legal requirements are referenced regarding the significant related environmental aspects (Section 1.2 PERS).
