A single questionconcerning the issuance of bonds will be submitted for your consideration. Qualified electors of the District may vote on the question. This informationalpamphlet contains the complete text of the ballot question. In compliance with the Federal Voting Rights Act, this informational pamphlethas been prepared in both English and Spanish. I urge you to carefully read the measure contained in this pamphlet so thatyou will be prepared to fully exercise your right to vote on Tuesday,November 8, 2016. A STATEMENT FROM THE NORTHWEST FIRE DISTRICT AS TO WHYTHE SPECIAL BOND ELECTION HAS BEEN CALLED

On June 28, 2016, the duly elected members of the Northwest Fire DistrictBoard of Directors (the "Board") adopted a resolution calling for a bondelection to be held on November 8, 2016. The question before the qualifiedvoters of the Northwest Fire District will be whether to authorize a total of$23,610,000 in general obligation bonds (the "Bonds") for projects asdescribed below.

The bond package prepared by the Board for voter consideration is basedupon recommendations submitted by the Northwest Fire District BondAdvisory Committee (the "Committee"). This Committee, which wascomprised of six volunteer community members from across the Fire District,met regularly over a period of several months to review and evaluate a listof the District's current capital needs, as well as historical data on theassessed value of property in the District, the tax levy and the District'soverall financial condition. In addition, the group examined the number andlevel of services provided to taxpayers, current response times, insuranceratings, management of the District's staffing and facilities, and the state ofthe Northwest Fire District in comparison to other similar districts.

After intensive study and in consideration of the manner in which the areaserved by the District is growing and developing, the Committeerecommended to the Board that a bond election be held to allow the Districtto fund improvements intended to maintain or enhance services and reduceresponse times.

If approved, the bonds are expected to be sold in phases, as follows:

Planned Projects for First Bond Sale (2017) $ 14,110,000

1. Construct two new fire stations in the vicinity of Dove Mt. West,and Twin Peaks and I-10

2. Expand and remodel Station #31 at La Cholla and Ruthrauff

3. Construct a new administration center in the vicinity of Ina Rd. andI-10

Planned Projects for Second Bond Sale (2020) $ 9,500,000

1. Construct two new fire stations in the vicinity of Ina Rd. and I-10,and/or Tangerine Rd and I-10 and/or Saguaro Bloom;Construction location pending development

TEXT OF BALLOT

QUESTION

Shall Northwest Fire District of Pima County, Arizona, be authorized to issueand sell bonds of the District in the principal amount of not to exceed$23,610,000, bearing interest at a rate of not to exceed six percent (6.00%)per annum and extending for a term not exceeding twenty (20) years anduse the proceeds of such bonds to enlarge, remodel, reconstruct existing firestations; acquire additional land; construct new fire stations, construct a newadministration center and to pay all costs in connection with the issuanceand sale of Bonds?

FOR THE BONDSAGAINST THE BONDS

A "yes" vote shall authorize the Northwest Fire District Board of Directors toissue and sell general obligation bonds. A "no" vote shall not authorize the Northwest Fire District Board of Directorsto issue and sell general obligation bonds.

ESTIMATED BOND ISSUE COSTS TO THE TAXPAYERS If the November 8, 2016 bond election is successful, the District expects tosell bonds by means of a phased bonding program. The estimated cost ofissuance associated with each sale of bonds is approximately $60,000. Theinterest rate borne by the bonds would be determined by market conditionsthat exist at the time of sale, but in no event would the maximum interest rateon the bonds exceed 6.00% per annum. Projections herein assume a 5.00%average annual interest rate. Repayment of both principal and interest onthe bonds would occur over a period of not to exceed twenty (20) years fromtheir issuance. The estimated total cost of the proposed bondauthorization, including principal and interest, is $40,477,000. The bonds will be repaid from a levy of ad valorem property tax on alltaxable property within the District. Based upon the District's current netlimited assessed value of $1,035,651,466 and assuming 2% average annualgrowth until 2021/22 and then 0.59% growth thereafter, the average annualtax rate per $100 of net limited assessed property valuation is estimated at$0.18. And, based upon the current average full cash value of a residencewithin the district of $171,100, as estimated by the Arizona Department ofRevenue, the average annual tax impact for a homeowner in the district isestimated at $31 per year and $620 in aggregate over the estimated 20-yearlife of the bonds. See the tables under “ESTIMATED TAX IMPACT” hereinfor further details.

PLEASE NOTE

Every eligible registered voter is required to show proof of identity atthe polling place before receiving a ballot. The voter shall announcehis/her name and place of residence to the election official and present oneform of identification from LIST #1 that bears the name, address, andphotograph of the voter OR two different forms of identification from LIST #2that bear the name and address of the voter. A voter who does not provide one form of identification from LIST #1 OR twodifferent forms of identification from LIST #2 shall not be issued a regularballot, but shall receive a conditional provisional ballot and will have five (5)business days after a Federal General Election and three (3) businessdays after any other Election to provide sufficient ID to the County Recorderin order for their conditional provisional ballot to count. OFFICIAL VOTING INSTRUCTIONS

BEFORE YOU BEGIN TO VOTE:

Please read these instructions and review your ballot completely.

Your ballot has been prepared for counting on electronic equipment. Anyunnecessary marks or erasures may cause your ballot to be misread orrejected.

FOLLOW THESE INSTRUCTIONS:

1. Choose your ballot issue.

2. Mark the oval in front of the issue by completely filling the oval. (You may use a black or dark blue Pen or Felt-tip Pen.)

3. Should you spoil your ballot, you may:a) request a new ballot from the Election Official at your polling place

on election day orb) contact the Pima County Recorder's office at (520) 724-4330 if

you are voting an Early Ballot.

4. When you have completed voting your ballot, you may insert the ballotinto a secrecy folder or, if you are voting an Early Ballot, return it in the EarlyBallot Return Envelope.

5. Place the ballot into the entry slot of the AccuVote. The ballot will bepulled into the unit to be tallied. The ballot is stored in the locked ballot boxuntil the polls close.

6. Return the secrecy folder to the Election Official and receive your "I VOTED" sticker.

NOTICE TO VOTERS

1. The polls will be open on election day from 6:00 AM to 7:00 PM.2. Anyone who is either physically or visually impaired or WHO IS UNABLE

TO READ, or understand the contents of the ballot may be accompaniedinto the voting booth by a person of his choice or a representative ofeach major political party for the purpose of assisting him in casting hisballot.

3. Sample ballots may be brought to the polling place and may be takeninto the voting booth on the day of the election.

4. Any qualified voter who at 7:00 PM is in the line of waiting voters shallbe allowed to prepare and cast his ballot.

Los bonos se reembolsarán de una exacción de impuestos al valor sobretoda la propiedad sujeta a impuestos dentro del Distrito. Basado sobre elvalor neto limitado tasado actual del Distrito de $1,035,651,466 y asumiendoun promedio del crecimiento anual del 2% hasta 2021/22 y luego 0.59% decrecimiento después de eso, el promedio de la tasa de impuestos anual por$100 de la valuación neta tasada limitada de la propiedad se calcula al$0.18.
