1.2 GENERAL

The district is known after its headquarters town of Alwar. There are many theories about the

derivation of the name Alwar. Cunninghan holds that the city derived its name from the Salwa tribe and

was originally Salwapur then salwar, and eventually Alwar. A research conducted during the reign of

Maharaja Jai Singh of Alwar revealed that Maharaja Alaghraj, second son of Maharaja Kakil of Amber

ruled the area in the Eleventh century and his territory extended upto the present city of Alwar. He

founded the city of Alpur in 1049 A.D. after his own name which eventually become Alwar. It was

formerly spelt as Ulwar but in the reign of Jai Singh, the spelling was changed to Alwar.

1.3 LOCATION AND GEOGRAPHICAL AREA

Alwar district is situated in north eastern part of Rajasthan. It is located between 27’4” and 28’4”

north latitudes and 76’7” and 77’13” east longitudes. It is bounded on the north by Gurgaon district of

Haryana State, by Bharatpur district on north east and on the north west by Mahendragarh district of

Haryana State, on the south west by Jaipur district and on the south by Dausa and Jaipur district. The

district has a geographical area of about 8380 Sq.Kms. which is around 2.45 percent of the total area of

the State.

1.4 LAND USE PATTERN IN DISTRICT

The total geographical area of Alwar district is recorded at 8380 sq.kms. The classification of

land use in the district as per land record office of Alwar for 2013-14 has been found as given under :

1.5 PHYSIAGRAIHIC

The district is a fairly regular quadrilateral in shape with its

central northan portion, consisting of tehsil Mandawar on the north,

tehsil Behror on the west, tehsil Tijara on east and Laxmangarh tehsil

on its south estern corner. The district is located between the Yamuna

satluj divide and central part of the district is covered by the aravalli

hills which run north south, ranging in height from 456 meters to 700

meters. This part of the district is fairly well wooden. The alignment

of Aravallis in the district spread diagonally from south west to

north-western corners of the district comprise largely of plains.

Besides this, between the plain sector of the district has many hills

where the average altitude is approximately 1600 feet. There is a

marked difference between the hills of north east and south, west.

While the south western hills comprising the area of Rajgarh, Alwar

and Thanagazi, have fairly dense vegetation. The north estern part

give an appearance of barren and rocky. There are several artificial

lakes and tanks but there is no natural lake in the district. Besides

these water resources, there are two huge bunds namely siligarh and

Jaisamand. The soil of the district is mostly sandy loam. Availability

of water in land is at a depth ranging between 20 meters to 100

meters approximately.

1.6 ADMINISTRATIVE SET UP

There are 14 Sub Divisions in the district Alwar. The same Sub Divisions are also tehsil head

quarters. There are seven towns : Alwar, Behror, Rajgarh, Kherli , Khairthal, Tijara,Neemrana. The

district Alwar possess of 14 panchayat samittee headquarters and 2082 villages are therein .

CHAPTER-II

2.1 HUMAN RESOURCES

POPULATION

Human resources is the basic input for manning the existing

and future industrial development of an area. As per population

Census 2011, the total population Alwar district is 3671999 (by

registering a net increase of 679407 persons over the year 2001). The

density of population in the district is 438 in year 2011 when at the

same time 201 for the entire State. The men women ratio (the number

of females per 1000 of males) in the district is 894 in the year 2011 as

against 886 in the year 2001.

2.1.1 WORKING FORCE & OCCUPATIONAL PETTERN

Agriculture is the main activity in the district providing

employment to about 71.43% of the working population.

2.2 WATER & IRRIGATION RESURCES

The district has a dry climate with a hot summer, a cold winter and a short monsoon season. The cold season start by about the mid of November and continues up to the beginning of March. The normal annual rainfall in the 61.00 cms. The average rainfall for the year 2011-12 was recorded at 56.07 cms, the average humidity percentage at 70% in the summer season which is the driest part of the year, after noon humidity may be as low as 20 to 25 percent.

Alwar district has total geographical area 8380. The area under irrigation is 3744.94 sq km

which is about 44.68 percent of the total geographical area of the district. Prominent fivers of the

district has Ruparel and Saki. Important watershed/ drainage area Sahibi, Ruparel and Banganga

1991, there are 117 tanks and bandhgs having capacity to irrigate more than 50 acres of the land

2.3 EDUCATION

The district has registered the literacy rate in year 2011 of 861 which 71.68 percent is registered

for male and 85.08 for female. However, the literacy rate registered for the State as a whole in the 2011

stood at 883

2.4 AREA AND PRODUCTION OF MAJOR OF CROPS

The district Alwar is famous for its agricultural produce. Principal crop produced in this

district are wheat, barley, gram, mustard, maize, jowar, bajra and guarseed. Other crops are grown

but these do not constitute a significant proportion of the district level crop output or in the

statistics of crops produced in the State of Rajasthan. The area and production of different principal

2.6 GEOLOGY & MINERALS

The district is a fairly regular quadrilateral in shape with its central northern

portion consisting of tehsil Mandawar on the north, tehsil Behror on the west tehsil

Tijara on east and Laxmangarh tehsil on its south eastern corner. The rocks

belonging to pre aravalli and consisting of schists and quartizites with intrusions of

granite occur in the southern most pene plained part of the district. The pre aravalli

is succeeded by 700 m. which sequence of metasidiments belonging to Delhi super

group for the study of which the district offers the type area. The rocks of Raialo

Group consists of dolomite marble and felspathic quartizities with subordinate

schist’s and marbles whereas Ajabgarh group is dominated by phylites, marble and

quartzite.

Alwar is only the mineral rich district of State is endowed with a number of

important mineral which contribute a Large revenue to the State annually. The major

minerals found in the district are barytes, building stone and copper. The district

leads in the production of barytes in the State important baryte deposits are at

Sahanpuri, Basli, Jandoli and Khora Makroda. The mineral is used in the paint, paper

and chemical industries and in drilling mud among others. The quartz rich phylites,

schists and sericitic quartziles, popularly known as slate stone provide excellent

building material. Marble from various horizons is also used for lime burning.

Alwar is the another district in the State where copper ore is being mined. Its

important deposits are at Bhagoni and Kho Dhariba. The production of copper

concentrate from Kho Dhariba mines is in several thousand tonnes. Other mineral

deposits in the district on minor scale are asbestos, china clay, feldspar, fire clay

soapstone and quartz.

2.7 FOREST RESOURCES

FORESTS, FLORA AND FAUNA

The forest of this district falls under the category of dry deciduous forest of

the Rajasthan region. The hill slopes are covered with Dhok, White salar is found

on the upper slopes and ridges. Alwar forest have been famous for the wild life

from ancient and were a favourite resort of mughals. There are forest range in the

district one each at Alwar, Rajgarh and Sariska.

2.7 TOURISUM

Alwar ( in the Mewat region) is surrounded by the Aravali Hills and has

unique recognition because of Sariska Tiger Reserve, Bala- Quila, Silished etc.

Alwar with its historic forts & palaces, beautiful gardens offers an unforgettable

experience for the visitor. The medieval fort crowning a scarped hill overlooks the

town below. Founded by Rao Pratap Singh in the year 1775 AD., the district

covers 8,380 sq. km. and is bounded on the north by Haryana on the east by

Bharatpur on the south by Dausa and on the west by Jaipur districts.

3.2 TRANSPORTION

3.2.1 ROAD NETWORK

Alwar district is well connected with other cities by road. The national highway No.8 passes through the district. Behror is the important place in the district on the route connecting Jaipur with Delhi. A State highway also runs from Alwar to Bharatpur. There are several major district and other roads connecting various places of the district. The total length of different category of roads in the district is about 5268.15 Kms. 3.2.3 RAIL, TRANSPORT

Railways provide direct link to this district with both the State capital Jaipur and the national capital, Delhi. Alwar is the only biggest Railway Junction station in the Alwar District, situated on Delhi-Alwar section of western railway. There is 204.66 Kms. Of railway track in the district. Alwar district is well connected by rail to Delhi, Ahmedabad, Mathura, Jodhpur, Ajmer etc. There are 14 railway stations in the district.

The offices of district industries Centre (DIC) are located in Alwar City and in Bhiwadi. Besides DIC, RFC, RIICO, DRDA, PLDBs, KVIB, Banks including the Lead Bank of the district Coordinator Office, etc. are functioning in the district.

CHAPTER-V

5.1 POTENTIAL INDUSTRIAL & OTHERS CONTRIBUTORY FACTORY

Taking into considerations various advantages offered by the district, a few of the potential industrial project have been identified. While identifiying such projects, the factors considered were availability of material resources, infrastructural facilities, incentives for setting up the industries, needs of local population and industries, etc. Keeping in view these factors, efforts have been made to present a “SWOT” analysis in the following paragraphs :-

5.1.1 RESOURCES

Human and material resources have already discussed in Chapter-II of this report. It may be seen there that the district has industrial opportuanities for agro-based industries, livestock, mineral, demand based and engineering industries. There development depends upon entrepreserial reaction and Government’s promotional work. Since the district has good entrepreneurial talent, industrial development of the district depends, upon the Government’s Promotional activities.

5.1.2 INFRASTRUCTURE

The infrastructure such as Communication, transport, industrial training facilities are sufficiently developed to cater to the needs of the district. The only constraint is power supply. Similarly, the social amenities like education medical, housing, banking, etc. also seem to be sufficient for the present needs. But with the suggested industrialization programme, these facilities would have to be augmented in tune of the requirements from time to time.

5.2 STRRATEGY SUGGESTED The strength of district is the good mineral resource deposits, large livestock popultion and expected emergence of strong agriculture base. The main strength of district is proximity to Delhi and its being declared as backward district under category “B”. The entrepreneurs gets attracted to this district due to low price of industrial land as compared to Delhi and availability of subsidy of exemptions & other benefits, concessional finance and various facilities.

5.3 POTENTIAL INDUSTRIES IN ALWAR DISTRICT

Keeping in view the location of the district, availability of most of the required infrastructural facilities and resources, a few units of large/medium scale apart of the units of small scale sector have been proposed for the district.

RESOURCE BASED UNIT ;

Mustard Split : The area under production of mustard provide enough scope to set up mustard based units in the district. Import of edible oil & use of other oil seeds is increasing day by day. Even some existing units are not using mustered for processing. Mustard split is largely used in Gujrat & Bangal in cooking. So there is good scope of such type of units. In Alwar district total area under mustered was 2.64 Lacks hectares in the year 2011-12 and the production of oil seeds was about 3.31 lacks MTS The major producing areas of mustered are Khedli, Khairthal, Tijara, Bansur & Alwar. So there is good scope at Khairthal, Tijara Alwar & Kherli to establish such type of units.

Dal Mill : In Alwar district the total area under pulses was 256 hectares in the year 2011-12. Beside the production in the district the arrivals of pulses in major mandies namely Kherly, Khairthal & Alwar remains 50-70 thousand MT. At present there are 11 units consuming about 30 thousand MT of pulses having an scope of establishing more units in the dist. Specially at Behror, Alwar & Bansur.

Spice Powder :

Alwar is rich in chille & Dhania production. However few industries are working in the same line, one unit may also come up. Flour Manufacturing : In Alwar district the total area under wheat was 185167 hectares in the year 2011-12. The use of packed wheat is increasing day by day. Specially in metropolitan & industrial Cities. Due to availability of raw material & market provides potential for establish such units at Behror, Rajgarh, Tijara & MIA.

Vegetable processing. Rajgarh Block is rich in fruits & vegetable production. About 561 hect. Area is under various fruits & 10,255 hects under various Vegetables. The main fruits are Mango, Lemon & Ber. 8 unit of fruits & vegatable processing are proposed.

Cement Based Industries : Cement based items are generally used in the construction of houses because of the durability & economical in price with the increase in population the construction of house is also growing factor & as such there is vast scope for cement made items like jellies, pipes, slabs, tanks & mosaic tiles. Since the manufacturing of cement based items be economical near cement plants 11 units of cement based items have been suggested to set up at Behror, Bansur, MIA, Alwar & Ramgarh. Mineral Based Industries : Alwar is rich in minerals. It produces Marble, Granite, Feldspar, Dolomite quartz, limestone, soap stone, barites etc. looking to the huge deposits of Dolomite, Quartz, Feldspar & soap stone & considering the capacity of existing units 10 more new mineral grinding units at Rajgarh & MIA are proposed. Marble is another major mineral with huge deposits. Rajgarh & Thanagazi tehsils are proposed enough rich in marble but simultaneously also getting block marble from Rajsamand & Kishangarh the arrivals of there block marble provide better scope of development of marble industry at Rajgarh, MIA & Thanagazi. At present the marble cutting & polishing work is being done by 19 Gangsa units at MIA & scope for establishing more unit at MIA & Rajgarh. Mandhan area is rich in slate stone. This slate stone is exporting to Australia, Rusia & middle east. 5 more industries may be proposed. There is no industry of mechanical brick manufacturing in the district. A such type of unit may be installed.

Live stock Based Industries : Live stock population of the district has reached to 15.23 lacks as per livestock census 2007 of which cows/bullocks are 1.96 lacks, Buffaloes 7.64 lacks, Sheep 1.00 lacks & Goats 7.10 lacks. Keeping in view the live stock population of district live stock based unit such as bone crushing, tanning & cattle feed mfg. Industries may be set up in the district.

So far the industrial potential have been discussed for which the resources are available in abundance with in the district or are imported in the main mandies of the district from outside. There are certain other items are for which the available raw material is either very limited for offers very small profits to the entrepreneurs. Looking to the demand of the people the demand based industry units like dairy products, bread & biscuits, exercise book, leather shoes and products, disposables, wire cable, granules plastic, steel furniture, plastic bottles and molded items, agriculture equipments, paints, electronic items, forging items, castings, auto spares & lamps, electro platting & tyre retarding service etc. are also suggested for the area.

ANCILIARY UNITS :

In Alwar district there are some big industries like Eicher, Ashoka Leyland etc. are running in good. Major parts of these industries manufactured from out side. Therefore some Anciliary units may be set up in the district.

Industrial Cluster Development-:

(i) Food Park MIA-: A separate zone has developed in M.I.A. for Agro & Food Processing units

on 192.47 Hectare land.216 plots has developed and on sale for 1200/-per sq. meter on first come first serve basis.

(ii) Auto Component Cluster-:

To develop a separate zone for Auto Component units Cluster is proposed near Old Industrial Area, Alwar. In which all related facilities i.e. tool room testing centre, design development centre testing lab will be provided.

5.5 SUGGESTION STRATEGY FOR ARTISIAN UPGRADATI

In the State of Rajasthan, district Alwar has some tradition of handicrafts and other artisan produces in different avenues like woolen carpets and other woolen articles, murti, leather shoes, leather, toys, pottries. (plain as well as embroidered) etc.

SCOPE AND OBJECTIVES

In order to develop the local artisans of the district to increase their expertise and to uplift there standard of living, it would be of worth to suggest such strategies which may assist these artisans by improving their standards of living. Secondly, a package of training programme should also be framed for raising the expertise of such artisan, thirdly, to suggest proper and adequate channels to market the product of these artisans and lastly, to suggest some source which may finance the existing units well as the new incoming units of artisans to generate more employment opportunities.

CONCENTRATION OF ARTISNS

As already discussed under para 4.2 of this report, major concentration of artisan in Alwar district has been found in nearby areas to Kishangarhbas, Umrain, Thanagazi, Rajgarh, Bansoor, Alwar, Ramgarh and Laxmangarh.

MAJOR PROBLEMS FACED BY ARTISANS

During the course of survey and discussions held at various places, various problems and suggestions, there were focused by the concerned people, and it is found that these artisans in the district are suffering mainly on three grounds namely organizational, marketing and financial. These three problems have manifested themselves into multitudinous of the problems cited during the course of discussions. Barring the above mentioned are solved the other observed problems are like irregular and inadequate supply of raw materials, traditional technology and low quality standard product.

REMEDIAL MEASURES

On the basic of above focused observations it is realized that for economic development of the artisan units located in rural and remote area of Alwar district, the following measures require due attention.

i) Upgrading the quality of artisan produces through adequate training facilities and skill development programmes.

ii) Steps should be taken to encourage these artisans for taking independent production and also independent marketing, if possible.

iii) To provide institutional support to these artisans for meeting out their financial requirements for regular and adequate supply of raw material land for marketing their products through institutional marketing channels.

iv) By conducting the rural entrepreneurship development programme at the place of concentration of such artisans. Such Rural EDPs may get funded by SIDBI and NABARD.

v) The different Government bodies like RSIC, KVIB, etc. functioning at district level should do their promotional role for encouraging the promotion of artisans co-operative societies.

vi) Establishing a Mobile Training cum-supply center.

Keeping in view the sauternes of similar artisan units in the district, it is suggested to have mobile training cum-supply center in the district under the control of District Industries Center. Such center will be responsible for organizing the training programme in rural and remote areas of the district, for supplying the raw materials in such areas and for all products for such areas and bring them to the depot of concerned institution like RHDC, RSIC, KVIB AND Bunkar Sangh etc.

The cottage and artisan clusters of the district are mainly shoes embroidery, murti kala, etc. The major concentration of such artisans was found as given under :

5.6 SUGGESTION

CHAPTER-VI SUMMARY ON THE FINDING RECOMMENDATION

6.1 The district is an industrially developed district, and is situated in the north eastern part of the State. From the administration point of view, the district is divided into 14 sub division, 15 tehsils and seven sub tehsils.

6.2 The resource analysis for the district reveals that the district is rich in human and material

resources. It may be seen there from that the district industrial opportunities for agro-based industries, livestock, mineral, demand based and engineering industries.

6.3 As regards to agricultural resources, on account of lack of irrigation facilities in district, the

production of various crops has not remain encouraging one. Presently, major crops being produced in the district are mustared, wheat, gram and bajra etc.

6.4 A population of about 17.03 lacks of livestock is available in the district which is producing

262 tonnes of wool, 10150 tonnes of meat, 6000 tonnes of bones and 35.00 lacks sq.ft. of hide per annum. On account of availability of cattle the yield of milk is sufficiently large. An estimate placed the availability of milk in the region of around 320.25 lack liter 2010-11. A sizeable quantity of milk, there is sent to other district. On the basis of the sizeable surplus quantity of milk there is good scope of milk chilling plant an Milk Products Projects.

6.5 In regard of infrastructural facilities, the district has almost sufficient facilities to be

provided to existing industries in the district except the Regular availability of required water. Out of total 1991 villages in the district 1965 number of villages have already been electrified up to March 31,2009. Out of the total consumption of electricity about 72.41% consumption is recorded in the industrial sector, which shows satisfactory position in regard of supply of electric power. The transport and communication facilities are also developed to the level of existing requirement and, hence, with the suggested industrialization these facilities should also be augmented accordingly.

6.6 Banking facilities available in the district also have wider coverage as mostly of these

braches in the district are located in rural and semi-urban areas. 6.7 Apart of the other educational net work, the district also has 8 ITI’s, one Polytechnic College,

three Engineering colleges and one law college which shows the strength of the district in regard of the existing education net work. It is also noted that the district has satisfactory medical and health center to meet the existing requirements.

6.8 At present 15 industrial area have been found in existence, out of which the Industrial area of

old Industrial area Alwar, Kherli, Rajgarh, Khairthal, Bhiwadi, and Behror-I, about all the industrial plots have been allotted but in 9 industrial area a considerable number of plots are lying vacant. On the basis of existing situation of industrial area of Khairthal, Kherli, Rajgarh, Bhiwadi and Shahjahanpur and in case of hindrances in the expansion, the new industrial areas may be developed at nearby place to the above industrial area.

6.9 The district is classified under “B” category in the line of prescribed guidelines of the

Government of India.

6.10 The existing cottage and artisan units in the district are found in the avenues of murti kala,

woolen carpets, leather and leather shoes embroidery. The concentration of such units is seen in nearby area to Kishangarhbas, Umrain, Thanagazi, Rajgarh, Bansoor, Ramgarh, Laxmangarh and Alwar City.

6.11 The woolen carpets is found the only export potential items in Alwar district. The units are

mainly located in the Thanagazi Tehsil of the District. 6.12 A package of 343 number of potential industries has been suggested for Alwar District and

detail is shown in Table 5.1. Out of these potential industries 189 number of industries wich investment of Rs. 4148.10 lacks are resource based, 140 are demand based units which have a investment of 2765.00 lacks. 54 units with investment of Rs. 196.60 lacks are ancillary units . These suggested potential industries have the investment of total Rs. 7109.70 lacks and will generate the employment to 3880 persons.

6.13 A strategy has also been suggested for the development of artisan unit of the district which an

overview on the problem/hindrances being faced by these artisans and then suggesting the remedial measures for the same in para 5.5.

6.14 A mobile training cum-supply center has been suggested under the control of concerned

District Industries Centre (DIC) which will assist the scattered artisan of rural and remote areas of the district providing them adequate training, supplying them required raw materials and by collecting their final products and bring them to the depot of concerned institution like RHDC, RSIC, KIVB, etc. situated in district headquarter or in nearby towns.

6.15 The development of industrial accommodations has been suggested at the place nearby

Kherli, Rajgarh, Khairthal and Bhiwadi. 6.16 To Create the awareness and entrepreneurship among the people of the district, the

entrepreneurship development programmes have suggested at location like Alwar, Shahjahanpur, Khairthal, Kishangarhbas and Bhiwadi.

CHAPTER- VII

CONCESSION AND FACILITIES

District Industries Centre(s) were organized in 1978 with the objective to prepare the environment for industrial facilities for the same.

7.1 FUNCTIONS

District Industries center is changed with the planning promotion, organization & implementation or programmes for the development of industries & services sector in the district in co. ordination with other agencies, engaged in industrial development wherever necessary. We promote entrepreneurs through , we built entrepreneurs through EDP (s) & we help them to start their own venture (by providing escort services). The DIC also undertake various surveys & studies related to the problem entrepreneurs. DIC publish industrial Potential Survey almost every year which help the entrepreneurs in selecting the end product . Recently the DIC is studying the sickness in local SSI (s) . The survey work has been completed & report will be published soon. The DIC is also responsible for providing the incentives to the industries.

7.2 MECHANISM OF SINGLE WINDOW CLEARANCE SYSTEM

Rajasthan Single Window Clearance System is a single point contact to reduce the

time and efforts involved in various clearances and approvals of layouts/applications

for the proposed investment, submitted by investors. This online application shall

render transparency to the system thereby facilitating investors with expeditious and

time-bound clearances and approvals.

Rajasthan Single Window Clearance Mechanism will also serve as a single point

interface between investors and various government departments.

1. Board of Infrastructure and Investment Promotion under the Chairmanship of Hon’ble C.M. :

The Board of infrastructure and Investment Promotion re-constituted vide order of the State

Government dated 20.10.99 has been fully empowered to provide all clearances and desired

incentives to units investing Rs. 25 crores or more. The decisions taken by this Committee will be

binding upon all the concerned departments.

2. EMPOWERED COMMITTEE UNDER THE CHAIRMANSHIP OF CHIEF SECRETARY:

The Empowered Committee re-constituted under the Chairmanship of Chief Secretary vide order of

the State dated 26.10.99 has been given full power to provide all necessary clearances and

approvals to the units investing more than Rs.10 crore . The decisions taken by this Committee will

be binding upon all the concerned departments.

3. District Level Empowered Committee :

The District Level Empowered Committee constituted vide order of the State dated 26.10.99 has

been given full power to provide all necessary clearances to small scale & medium industries up to

the investment of Rs. 10 crores Plant & Machinery. The decisions taken by this Committee will be

binding upon all the departments located in the district. The systems of pre-scrutiny Single

Composite Application Forms filed by Industrial units will also be introduced in the Districts.

4. Bureau of Industrial Promotion, Rajasthan enterprise Single Window enables and clearance

Act.2011 (Act No. 07 Oct.2011) and in supersession of this department notification No.

F4(5)Udyog/1/2011 dated April 01,2011, the State Government hereby appoint Dec.01,2011 as the

date on which the provision of the said act shall cone into force in all district of the state for the

proposed investment above Rs. 1 Crore.

The Single Window Operations in BIP/DIC will be :

1. To maintain the data bank.

2. To provide guidance and information needed by the entrepreneur to make the investment

decision.

3. To expedite clearances/approvals/ permissions required by entrepreneur for setting up of

industries.

4. To provide one shop services to these units so as to enable them to obtain the requisite

clearances/ approvals/permissions/services from the departments/Agencies concerned.

The Single Composite Application Form has first been introduced for the Medium and Large

projects, which is to be filed with Bureau of Industrial Promotion the Nodal Agency for the

projects above 3 crores and projects promoted by NRIs ,projects involving FDI and 100% EOUs

irrespective of their fixed capital investment For investment proposals of less than Rs.3

crores,Single Composite Application Form is to be filed with respective DICs.

SINGLE COMPOSITE APPLICATION FORM(SCAF)

The Single Composite Application Form comprises of two parts. The first part contains general

information about the investor and the proposed project and the second part contains various

sections of department/agencies specific information . This form and detailed guidelines can be

obtained from BIP and all DICs. The guidelines may be referred to fill up the form.

PROCEDURE

1. Prospective entrepreneurs will submit the SCAF for Industries/Industrial Entrepreneurs

Memorandum holders/those seeking assistance from the Government to BIP/DIC.BIP/DIC

will send the form to the nominated nodal officers of different departments. If there is any

lacuna,the nodal officers will inform nominated Escort officer of BIP/DIC in writing within 7

days. The detail of documents/ information required from the entrepreneur will intimated

to the entrepreneur by BIP/DIC within a week’s time. The required information /documents

will be furnished within a week by the entrepreneur. After completion of all the formalities

by the entrepreneur BIP/DIC will accept the form after verifying with the checklist provided

by the nodal officers and issue a receipt as appended in the Form indicating the name of the

Escort officer. No nodal officer will demand any information/document beyond the

prescribed checklist and will not raise unnecessary objections.

2. After scrutiny the application will be send to the concerned Departments/Agencies with a

request to communicate the decision thereon to BIP/DIC, within the prescribed period. The

status of clearances is to be monitored by the nominated Escort Officer from BIP on behalf

of the entrepreneur. If all the necessary documents are submitted by the industrialist, the

Department/Agencies concerned will accord all the necessary clearances/approvals/NOC

required by the entrepreneur of rejections with supporting reasons should be issued within

time limit prescribed in the industrial policy. Approvals, rejections or pendencies will be put

up before the Board of Infrastructure and Investment Promotion. Empowered Committee

or District Level Empowered Committee, as the case may be by BIP/DIC.

3. It will be the responsibility of the nominated officers of BIP approvals, rejections or

pendency will be put up before the Board of Infrastructure and Investment promotion,

Empowered Committee of District Level Empowered Committees as the case may be by

BIP/DIC.

4. To get all clearances, approvals, NOCs etc. issued within the presecribed time schedule. In

Case the nodal officer in any department is not empowered to issue any, clearances,

approvals , NOCs and the application is to be referred to higher authority, it will be the

responsibility of the nodal officer of the concerned department to get the required

clearances, approvals, NOCs issued within the prescribed time schedule. If departments do

not issue clearances and NOCs with in the prescribed time schedule, final decision will be

taken by the appropriate Empowered Committees.

5. The Empowered Committees have the power to take such decisions as are essential for

ensuring expeditions clearances by the various Department Agencies and implementation

of projects. The decisions taken by Empowered Committees shall be biding upon all

concerned departments.

6. The important problems brought to the notice of the District Collector/ District Level

Empowered Committee by Medium and Large Industries should be reported to the BIP for

placing these before appropriate State Level Empowered Committess.

MONITORING

1. In order to monitor and there by expedite the process of obtaining clearances for Large &

Medium Scale Industries,BIP is nodal agency. All the cases will be regularly be reviewed by

the Empowered Committees constituted by the State Government for this purpose.

2. All the Single Composite Application Forms will monitored in BIP through a software on

Management Information System (MIS) The single composite Application form will also be

available on the proposed Website of BIP. The entrepreneurs any where in the world will

be able to submit their Single Composite Application forms online.

3. In due course, it is proposed to computerize the entire system i.e. Single Composite

Application Forms will be transmitted to various Approving Authorities/ Agencies

electronically, no application will be sent on paper. Approvals/decisions will also be

transmitted electronically to the applications.
