SBI cuts interest rates on fixed deposits, home loans NEW DELHI: The State Bank of India on Monday announced that it has reduced marginal cost of lending rate (MCLR) and interest across all tenors. SBI in a release said that it will reduce interest rates by 10 basis points from tomorrow. This is the rate reduction in the current fiscal year by the public sector lender. MCLR rates are based on the bank’s own cost of funds. One year MCLR has been reduced to 8.15 percent from 8.25 now. The MCLR is linked to the retail lend- ing rates. Other banks may also follow SBI’s step and reduce their MCLR. Restricted holiday in Haryana on Muharram today CHANDIGARH: Haryana gov- ernment has notified that Sep- tember 10 will be observed as re- stricted holiday in the govern- ment offices, boards, corpora- tions, educational and other insti- tutions under the state govern- ment on account of Muharram. Speaking at the 14th session of the Conference of Parties (COP) to the United Nations Convention to Combat Desertifi- cation (UNCCD), Modi said between 2015 and 2017, India's tree and forest cover increased by 0.8 mil- lion hectares. "I would like to announce that India would raise its ambition of the total area that would be restored from its land degradation sta- tus, from twenty one million hectares to twenty six million hectares between now and 2030," the Prime Minister said. Modi also said India would be hap- py to propose initia- tives for greater South-South coop- eration in address- ing issues of cli- mate change, biodi- versity and land degradation. Smaller states have con- cerns that those left out in NRC could come to their states. I want to assure that no infiltrator can live in Assam and they can- not enter other states because we want to make the whole country free ofinfiltrators, not just As- sam," he said while speaking at the North East Democratic Al- liance (NEDA) meeting here. In the final NRC list pub- lished on August 31, a total of 3,11,21,004 persons are found eligible for inclusion in final list leaving out 19,06,657 persons, including those who did not submit their claims. The list is aimed at segre- gating Indian citizens living in Assam from those who had ille- gally entered the state from Bangladesh. The Home Minister said that there is no link at all be- tween Article 370 and Article 371. "Article 370 was a tempo- rary provision, while Article 371 is a special provision and it is a right of the North East. All your rights shall be protected. No in- trusion of any kind shall be al- lowed. No intrusion of any kind shall be allowed. Art 371 will not be hurt by Citizenship Amendment Bill. The govern- ment is working on this. Efforts are underway to see whether communication can be re-established with the lander but chances of that could be bleak with full system functionality a prerequisite to restoring contact, officials explained. Contact with Vikram, which encases the rover, Pragyan, was lost in the early hours of September 7, when it was just 2.1 km above the lunar surface and sec- onds before touchdown. "The lander is there (on the Moon) as a single piece, not broken into pieces. It's in a tilted position," an Indian Space Re- search Organisation official associated with the mission said. Images sent by the orbiter's on-board camera shows that though the lander hit the lunar surface hard while landing, it is still very close to the scheduled touch- down site. "We are making all-out efforts to see whether communication can be re- established with the lander," the official said. Coming down heavily on notoriouscriminals ahead of Vidhan Sabhaelections, Haryana police has arresteda total of 23 most-wanted criminals,besides busting 36 active gangs en-gaged in robbery, theft, burglary, mur-der/extortion, ATM loot, dacoity andother criminal activities, under amonth-long special drive in the state.

Police has also arrested 113 mem-bers of active gangs during this peri-od, Director General of Police ManojYadava said here on Monday.

He said that a special campaignwas launched across the state betweenJuly 20 and August 20, to put mostwanted and other criminals of activegangs in jails. The apprehended law

offenders were not only accused in aseries of heinous crimes, but also car-ried a reward, ranging between Rs5,000 and Rs 50,000 on their arrest.

He said that four most wantedcriminals had been arrested from Sir-sa, two each from Bhiwani, Rohtakand Dadri, one each from Panipat,Karnal, Narnaul, Rewari, Hisar,Faridabad, Palwal, Ambala, Sonipatand Kurukshetra and remainingnabbed by teams of the Special TaskForce.

Mr Yadava further said that 113members of 36 active gangs involvedin murder, attempt to murder and oth-er criminal offences were also arrest-ed during the crackdown. Such kindof operations would continue, till Po-lice puts a complete tap on the inci-dences of gang-related crimes, he

added. The ADGP said that arrest ofactive gang members include eightfrom Karnal district, 14 from Panipat,23 from Sonipat, six each from Ya-munanagar, Kurukshetra and Fate-habad, three each from Dadri andMewat, seven from Jhajjar, one eachfrom Ambala, Rohtak and Palwal,nine from Panchkula, five each fromKaithal, Gurugram and teams of STFand 10 were nabbed from Bhiwanidistrict, during this period.

Describing the one-month crack-down a major success, Mr Virk saidthe most wanted and active gangswere targeted and arrested by Policeteams. Such drives will take placethroughout the state in the comingmonths, to curb the crime rate by nail-ing the notorious criminals and anti-social elements, he added.

Haryana Health Minister, Mr Anil Vij said thatan Intensive Oral Health Awareness campaignwould be conducted till October 19, in thestate. During the campaign,the people of the state willbe made aware of effects oforal health on the body.

The Minister said thatunder this campaign, thepeople of the state would bemade aware of the preven-tion and treatment of all dis-eases related to the mouth.He said that to ensure thesuccess of this campaign, allcivil surgeons, senior den-tists and dentists have beendeputed on duty so that maximum number ofpeople can get benefit from the campaign.

Mr Vij said that under this campaign, thepeople will be made aware of the mouth dis-eases including bad smell of the mouth, mouthblisters, mouth cancer, tooth sensitivity andmouth bleeding. The people will also be madeaware of the safety measures to be taken for

these diseases. The awareness regarding eatinghabits, the effects of the oral health on the bodyand keeping teeth clean and safe would also beshared, he added.

Mr Vij said that for this, from September 9to 14, dentists working in allthe community and primaryhealth centers would hold ameeting of with their areapanches, sarpanches, coun-cilors, and local leaders andwould share informationabout the dental diseases, thetreatment available in thegovernment health centers.Similarly, from September16 to 21, under the NationalChild Health programme, alldentists would visit schools

in their area and would make the students,teachers and other staff present at the schoolpremises aware of the teeth safety.

Stamping its approval onChief Minister CaptainAmarinder Singh’s flagshipproject, the University GrantsCommission (UGC) hasadded the Maharaja Bhupin-der Singh Punjab Sports Uni-versity, Patiala, to the list ofuniversities established as asper section 2 (f) of UGC Act,1956.

The UGC has also giventhe university permission toaward degree by conductingcourses through its own de-partments, constituent col-leges or through its affiliatedcolleges, in regular mode withthe approval of concernedstatutory bodies/councils,wherever it is required.

Disclosing this here todaya spokesperson of the ChiefMinister’s Office said that theuniversity has been includedin the list of universities.maintained by the UGC on itswebsite www.ugc.ac.in. Thishas been communicated to thestate government through aUGC communiqué, which

says the University shall op-erate only within the territorialjurisdiction allotted to it underits Act and in no case beyondthe territory of the State of itslocation. The Universitywould not start any off-cam-pus centre beyond the territo-rial jurisdiction as provided inthe Act, as per the commu-nique, which further mandatesit to follow all the UGC Regu-lations. The University wouldbe required to ensure that noprogrammes is offeredthrough franchising arrange-ment with private institutionsand no study centre(s) is

opened through franchises bythe University. In case the uni-versity had already started anyoff-campus/study centre orcentre operating through fran-chises outside the state, thesame would be closed imme-diately, said the spokesperson.

It has also been mandatedthat no distance education pro-gramme shall be started with-out the prior approval of UGC.The programmes ofM.Phil/Ph.D can be conductedas per the provisions of UGC(Minimum Standards and Pro-cedure for Awards ofM.Phil/Ph.D. Degrees) Regu-lations, 2016. Three earthquakes hit Chamba districtSHIMLA: Tremors were felt thrice within an hour in Himachal Pradesh's Chambadistrict on Monday afternoon, officials said. No immediate loss of life or propertywas reported, Chamba Superintendent of Police Monica Bhutunguru said.The epicentre of the earthquakes, which occurred between 12.10 pm and 12.57pm, was north-east of the Himachal Pradesh- Jammu and Kashmir border at adepth of five kilometres, Shimla Meteorological Centre Director Manmohan Singhsaid. The earthquakes were of a magnitude between 2.7 and 5, he added. Thefirst earthquake with a magnitude of 5 hit at 12.10 pm. The second earthquakewith a magnitude of 3.2 was recorded at 12.40 pm followed by the third at 12.50pm, which had a magnitude of 2.7. On Sunday, a 3.4-magnitude earthquake hadhit Chamba at 5.30 am followed by 4.9-magnitude tremors on the Himachal-J&Kborder at 8.04 am.

"We will chosea day to celebrate it annually asVriksharopan Diwas when crores oftrees will be planted at different placesacross the state through publicparticipation," Rawat announced at aprogramme here to mark Himalayadiwas. The idea has come from thesuccess of the massive day-longplantation drives conducted last yearalong the Rispana and Kosi rivers torevive them. With active participationof people from different walks of lifenearly four lakh trees were plantedalong the course of the two rivers. 2.5lakh trees were planted on a singleday along Rispana last year while atotal of 1.6 lakh trees were plantedalong Kosi. A massive plan to modernise all roadsand construct new ones leading to theSiachen glacier, the world's highestbattlefield, has been launched in theLadakh sector for faster movement oftroops and equipment, according toofficials. Under Project Vijayak, theBorder Roads Organisation isconstructing and modernising roads fromPanamic to Siachen base camp and allother interior roads that lead to theSiachen glacier, they said. New methodsand technology are being employed inthe project so that the roads can withstandadverse climatic conditions which prevailin the region throughout the year, anofficial said. "It is not easy to operate inthese weather conditions where

temperature dips to minus 10-15 degreesduring summer and carry on constructionactivities," he said. Blacktopping of allroads in the strategic sector has beengoing on despite hostile weather andtopography. The roads are motorableand can transport soldiers, materials andheavy machinery towards the strategicSiachen, according to officials. "Our

men faced lot of difficulties to operatemachines while blacktopping the roads.The hot-mix plants need to be shiftedregularly to operate near the spot so thatthe material does not lose its temperatureand quality, the official said. Curfew-like restrictions, which wereimposed on Sunday morning to preventShia mourners from taking out processionon eighth day of Muharram in the summercapital, Srinagar, were eased on Monday.However, strict curfew restrictionscontinued in the Shia dominated areas ofdowntown and outskirts. Security forceshad closed the main roads at Hawal,Gojwara and other places leading toZadibal Imambara. The historic JamiaMasjid remained closed for devotees andlarge number of security forces remaineddeployed there to prevent people fromentering the worship place. Strike curfewrestrictions were imposed on Sunday in

the summer capital, Srinagar, includingcivil lines, downtown and Shehar-e-Khas(SeK), to prevent Muharram processions,which were banned since 1990 for securityreasons. A police official said that curfew-like restrictions have been lifted fromSrinagar though security forces remaineddeployed in strength to maintain law andorder. All the main roads in the Srinagarcity, which were closed on Sunday withbarbed wire, were reopened though onlysome private vehicles were seen plying onMonday in view of the strike. Amid concern over the hefty fines fortraffic violations, Union RoadTransport Minister Nitin Gadkari onMonday said even he has been fined forspeeding on the Bandra-Worli sealinkin Mumbai.

Talking to reporters about the majordecisions of the Modi-led governmentin its first 100 days, Gadkari also saidabrogation of Article 370 and divisionof Jammu and Kashmir was the "mostimportant achievement" of the

government. Criminalisation of instanttriple talaq and the amended motorvehicles law were some of the bigachievements of the Centre, he said.

"Even I have paid a fine forspeeding on the sealink," Gadkari said.The Motor Vehicles Amendment Act,approved by President Ram NathKovind last month, aims at stricterpunishment for violation of trafficregulations and to bring discipline onroads. "Passing the MV Act amendmentis a big achievement for ourgovernment. The high fines will lead totransparency, and (will) not result in

corruption," Gadkari said.The minister said road engineering

is a reason, along with autoengineering, for the high incidents ofaccidents in India. Highlighting thegovernment's other major decisions, hesaid, "Our first achievement is passingthe triple talaq bill and ensuring justiceto Muslim women. It was a historicmoment."

Hitting out at the Congress, he saidin the 1986 Shah Bano case, theopposition party overturned theSupreme Court judgement as well.

achievement of the Modi governmentduring 100 days in office in its secondconsecutive term, is the abrogation ofArticle 370 in Jammu and Kashmir anddivision of the state.

"Poverty and hunger in Jammu andKashmir were due to Article 370.Pakistan has been running a proxy warthere, militants are spreading terror.The stone-pelters are also helpedfinancially," he pointed out.

"My department is executing worksof Rs 60,000 crore in Jammu andKashmir, most of them on buildingtunnels and roads," Gadkari said.

India halfway through its 175 GWrenewable energy goal: JavadekarAGENCYGREATER NOIDA, SEP 9

Union Minister forEnvironment, Forest andClimate Change, PrakashJavadekar on Monday said thatIndia has already achieved halfof its renewable energyproduction target. Thegovernment plans to achieve175GW of renewable energycapacity by 2022 as part of itsclimate commitments.Reportedly, India currently hasan installed renewable energycapacity of around 80gigawatts. Javadekar wasaddressing the 14th Conferenceof Parties (COP14) to UnitedNations Convention to CombatDesertification (UNCCD) inGreater Noida. "The world didnot believe it when weannounced our renewableenergy target of 175 GW, whichwill be 40 per cent of our totalenergy capacity. However, wehave already achieved half ofour target," he said. PrimeMinister Narendra Modi andPrime Minister of Saint Vincentand the Grenadines, RalphGonsalves were also present atthe event. "We are a party to theParis Agreement. The

commitment of Prime MinisterNarendra Modi, towardssustainable development, is fulland complete. He also played aleading road at the Parissummit," Javadekar said.

NEW DELHI: Communist Party of India (Marxist) leaderBrinda Karat on Monday attacked the Narendra Modi-ledBharatiya Janata Party (BJP) government and alleged that thecentral dispensation indulged in the "destruction of democracyin its first 100 days". "Certainly, there is a record which has beenestablished in the destruction of democracy in India, wheremillions of people have been denied the rights ofcommunication and rights of expression that was never seenbefore in the history of India," Brinda Karat, Politburo memberof the CPM told ANI. "Second and equally important is theissue of livelihood of people in the hundred days. Lakhs ofworkers lost their jobs and instead of giving some guarantees orinsuring relief to the workers, vague statements are being madeby the government. What are the guarantees you are going togive to the workers who are facing unemployment?" Karatquestioned. Brinda Karat told ANI that eight major industrieshave declared that they are in deep crisis but the "Prime Ministerrefuses to see it, refuses to acknowledge it and refuses to dealwith it." Yesterday Congress party described 100 days of Modi2.0 in three words -- "tyranny, chaos and anarchy". Oppositionparties also posted various figures on social media to claim thatthe period has resulted in an economic slump. Prime MinisterNarendra Modi on Sunday said the first 100 days of the NDAgovernment's second term has been of "development, trust andbig changes" in the country.

Class 4 student raped by vice-principal and class teacher

A class 4 student of a school in Jharkhand'sDhanbad district was allegedly raped by two schoolteachers including the vice-principal in thesickroom of the institution, police said on Monday.An FIR was registered at Katras police stationagainst the two teachers of the Topchanchhi-basedschool after the girl accused them of raping her inthe sickroom of the institution a month ago, thepolice said. The Dhanbad Senior Superintendent ofPolice (SSP), Kishor Kaushal, told reporters onSunday that the FIR was lodged on Saturday basedon the nine-year-old victims complaint and that the"matter is serious. "The police are investigating thecase from all angles and action will be taken on thebasis of medical test report," the SSP said. Medicaltest of the girl was conducted on Sunday at thePatliputra Medical College Hospital, the PMCHSuperintendent, Dr H K Singh, said. Policerecorded the statement of the girl in a local courtunder section 164 after the FIR was registered, theSSP said. On Wednesday, the Delhi Police filed an FIR againstKashmiri (and one-time JNU) activist Shehla Rashid ona local lawyer’s complaint against her for sedition. She

had tweeted rumours that the Army had tortured four boys inShopian in south Kashmir. The Army denied it as baseless.Briefing select domestic and foreign journalists on Saturday,National Security Adviser Ajit Doval also denied it disingenu-ously: he said it was not the Army but the Central Reserve Po-lice Force and the state police that was maintaining law and or-der in the Valley. Ms Rashid was guilty of hyperbole as lessthan a handful of Kashmiris have died during police action onprotests after the August 5 announcement to end Jammu andKashmir’s autonomy; these have been collateral deaths, likethe Noorabad boy who jumped off a bridge when the crowd hewas in was chased by the forces, or the middle-aged man whodied of suffocation when caught between tear gas canisters shotat Srinagar’s Eidgah. But Ms Rashid was not exaggerating thelarger clampdown and crackdown on Kashmiri society.

Yet this clampdown is being used as a basis for a greaterexaggeration, made by Mr Doval, that a majority of Kashmirissupported the abrogation of Article 370 (the Constitutionalguarantor of autonomy). It is like the greater exaggeration im-plied in the statement that not a single bullet has been fired —pellets have been shot at thousands of protestors, of whom hun-dreds have been treated in government hospitals. Or the greaterexaggeration that all is ostensibly well because most telephonelandlines have been restored when what matters to 99 per centof the population is the continuing suspension of mobile te-lephony. These exaggerations by the state come in a vacuumcreated in the last week by the dwindling reportage on Kash-mir in the mainstream print media. Given the government’spenchant to tightly control what the supposedly free media cov-ers and publishes, perhaps this sudden drying up of news re-ports is a coincidence. No wonder, then, that in an absence ofground reports, rumour passes for fact among individuals likeMs Rashid.

But what she tweeted was nowhere as damaging as theBBC’s reportage of the August 9 demonstration at Soura in Sri-nagar, in which around 10,000 participated and many were in-jured in the consequent police action to break up the demon-stration. Or the torrent of reports and commentary in the NewYork Times that is unflattering to New Delhi. These have to-gether occasioned mainstream politicians in the United King-dom, the United States and elsewhere in the West to expressconcern over human rights violations in Kashmir. Presumably,neither regime-friendly lawyers nor the Delhi Police dare fileFIRs against international news agencies; the risk is in the nar-ratives that might spin out of control. As it is, our diplomats’hands are full this month preparing for the United Nations Gen-eral Assembly on the 27th and the UN Human Rights Com-mission starting Monday.

The year 2019 has been abad year for law in thatwe have lost some bril-

liant minds to destiny. ArunJaitley and Amarendra Sharanwent untimely and with yearsof promise snatched by the ul-timate Master of Roster. Ram,as Ram Jethmalani was affec-tionately called by young andold, wryly spoke for someyears as stationed in the de-parture lounge of life. I beteveryone who heard him saythat secretly prayed for an in-definite delay. I was not fortu-nate to ever work with thelegendary criminal lawyerduring the formative years ofmy career at the Bar. But hisremarkable court craft anddogged determination to per-suade the court was a delightto watch. Curiously, although

he belonged to a weighty tra-dition we identified as “Bom-bay lawyers” not at ease withthose seen to belong to theCongress school, we took toeach other in social gather-ings and became closeenough to share frank opin-ions about events and politi-cal predilections. Some ofthose often cut close to thebone and remained our shareddiscretion. Of course, forRam discretion was not partof valour and he had nodearth of the latter, sometimesengaging with formidable ad-versaries like SubramanianSwamy!

Having dominated theBar for over half a centuryand contributed immensely tothe development of criminallaw in the country, Ram had

an interesting presence in pol-itics. Even as political life be-came polarised as a prelude tothe polarisation of social in-stitutions and the electorate,he remained somewhat suigeneris: willingly to speak uppublicly against his col-leagues in the BJP (a partythat he was in and out of), notsparing even the powerfulparty leader and Prime Minis-ter. Principles remained forhim more than the party.There was a time when Ram’suncompromising convictionscaused a drift in his politicalaffiliations and much as hehad been sceptical of the Con-gress, there was a time abouta decade ago that he cameclose to several of our col-leagues and was receivedquite warmly.

Kashmir will not react and eruptin anger, Kashmir will respond

The dawn of August 5,2019 came on Kash-miris like a betrayer.

Exactly 66 years ago, on Au-gust 9, 1953, Sheikh Moham-mad Abdullah was arrestedfrom the picturesque touristresort in north Kashmir, Gul-marg. The Sheikh was alsounceremoniously removed asPrime Minister of Jammu andKashmir. When it comes toKashmir, there is hardly any-thing “august” about August.

The unilateral decisiontaken by the BJP-led govern-ment in New Delhi on August5 to abrogate Articles 370 and35A of the Indian Constitu-tion stunned the Unionistcamp in J&K the most. Oneof the said Articles definedthe relationship between Sri-nagar and New Delhi whilethe other granted powers tothe J&K Legislative Assem-bly to define who the perma-nent residents of the statewere and then accorded tothem several rights and privi-leges, including the right tojobs, scholarships, educationand also the right to buy im-movable property.

As part of their politicsfor relevance on Kashmir’spolitical landscape, theUnionists until recentlyfavoured a solution to the po-litical dispute within theframework of the Indian Con-stitution. Their demand wasthat New Delhi should turnthe clock backwards to 1953when J&K enjoyed consider-able autonomy besides hav-

ing its own constitutionallyapproved posts of Prime Min-ister and Sadr-e-Riyasat in-stead of chief minister andgovernor respectively.

J&K’s National Confer-ence (NC), the region’s oldestpolitical formation after theAll Jammu and KashmirMuslim Conference in 1931,would prefer autonomy whilethe People’s Democratic Par-ty (PDP) advocated self-rulefor the two divided parts ofJ&K. In an expected move,the BJP government strippedJ&K of its autonomy andstatehood besides reorganis-ing the region by carving outtwo separate Union territo-ries, viz. Ladakh and Jammuand Kashmir. This new un-palatable reality has leftJ&K’s Unionists gasping forbreath. As if they are put on a

ventilator to survive on thecomplex political chessboardof Kashmir. What will they donow? How will they go be-fore the people again and withwhat agenda? Being at theprecipice of irrelevance be-cause of their failure to pre-vent humanitarian crises in2008 and latest in 2016, themainstream politics of Kash-mir has now possibly also losta battle for a narrative.

Expectedly, the rulingdispensation is using the pow-erful corporate-owned TVchannels based in Noida andMumbai to manufacture con-sent for its contentious deci-sion over Kashmir’s politicalfate. Significant sections ofthe Indian media continue toact as willing partners incrime to distort or kill theKashmir story. The use of

propaganda and persuasiondates back from the begin-ning of Greek analysis ofrhetoric and has been used invarious settings since. AdolfHitler had created a separateministry for propaganda,headed by Joseph Goebbels,in Germany.

Despicable acts like massdetentions, an informationblackout, snapping of com-munication lines includingmobile telephones and the In-ternet, the caging of overeight million Kashmiris, andshutting down of schools, col-leges, markets and majormosques are being marketedas the new indicators of nor-malcy for Kashmir. Without adoubt, the local Kashmiripopulation sees the BJP’s de-cision as an assault on ethnicidentity and an existential

threat to the Kashmiri race.With the objective to controlthe narrative on the main-stream as well as social mediaplatforms, most TV channelsand their fidayeen anchors arebusy weaving a fallacious andmalicious “everything is nor-mal in Kashmir” narrative.And then ugly practices tohumiliate, caricature and de-monise Kashmiris as the new“other” has been normalisedby now.

Kashmir is so normal thatover 4,000 persons, accordingto a report by AFP, have beendetained since August 5.Three former chief ministers,Farooq Abudullah, Omar Ab-dullah and Mehbooba Mufti,are among those held. Yes,Kashmir is so normal that topCongress leaders RahulGandhi and Ghulam NabiAzad were sent back to NewDelhi from the Srinagar air-port. For now, the middleground in Kashmir standsobliterated. In a new battle forexistence, the multiple identi-ties of Kashmiris have be-come paramount. In a cagedKashmir, the people are in aquest for freedom of speechand freedom after speech. Asa collective, Kashmiris feeldisrobed, dispossessed, dis-empowered. On its part, NewDelhi neither bothered to seekthe consent of the natives norof the Kashmiri leadership inand outside the electoral fold.Kashmiris feel they have beentaught what to do, not what toknow.

The first 100 days of theModi 2.0 governmenthave been marked by

lows and highs. Sadly, thelows are longer lasting, whilethe highs are transient, evenin the short term. The biggestlow was the Budget for FY2019-20 in July, which waspresented, in the absence ofthe late Arun Jaitley, with lessthan a firm political steer.

Unusually for a UnionBudget, it had glaring defi-ciencies which makes it im-perative that the governmentcreate a “shadow budget” tocontrol expenditure — the de-partment of expenditure ofmust have done so already —which is realistic, has lowerrevenues and increased ex-penditure than budgeted and ahigher fiscal deficit. The Non-Banking Financial Compa-nies (NBFC) crisis is still un-folding. It will continue tofurther negatively impact thebottomlines of banks andpublicly-owned financial andinsurance companies.

The downside of tablingthe emerging stress in Parlia-ment is limited. The truth isout already that India is slow-ing down along with the restof the world. The upside isthat expenditure can then bedirected to give the biggestbang for the buck. Also, thegovernment will be able toborrow more without havingto raid the treasuries of publicagencies and enterprises.

Data matters because it isa performance metric. The

data on the economy — fiveper cent growth last quarter— a stepped decrease fromeight per cent in the samequarter last year — with theexpectation of a further slidethis quarter or, at best, a slow,long trough through the restof the year, is not good news.But it is news already. It’sbest to recognise it, debate itand put in place a plan to re-verse it.

The high point during thepast 100 days was the integra-tion of Jammu and Kashmir,on the pattern that exists forall other states. This was a po-litical high, with potentiallygood social consequences forwomen, Scheduled Castesand the Shia Muslim andBuddhist citizens of Ladakh,who are now a distinct and

separate Union territory.The manner of the inte-

gration was unorthodox. Butthe political consensusaround this being the bestway forward exists — despitethe usual noise. The proposalwas approved by a two-thirdsmajority in both Houses ofParliament, even though theNational Democratic Alliancedoes not have the numbers inthe Rajya Sabha.

Whether the results arepositive or worsen the al-ready-inflamed sense ofalienation in the Valley willdepend crucially upon thedeepening of governance re-forms, down till the local gov-ernment level, to allow freshpolitical voices — much likeNarendra Modi himself — toemerge. The government out-

Sales of commercialvehicles were down 38.71 per

cent to 51,897 units in August,SIAM said. Vehicle salesacross categories registered adecline of 23.55 per cent to1,821,490 units from2,382,436 units in August2018, it added.

Medium and heavycommercial vehicles saleswere down 54.3 per cent at15,573 units year-on-yearwhile light commercialvehicles sales down 28.2 percent at 36,324 units in theyear-ago period. Afghanistan won the one-off Test againstBangladesh by 224 runs at Zaur AhmedChowdhury Stadium here on Monday.

Chasing a target of 398, Bangladesh werebundled out for 173 runs on the fifth day of thematch. On a rain-affected day, the first twosessions were called off and tea was taken ear-ly. Bangladesh resumed their innings from136/6.

Shakib Al Hasan and Soumya Sarkar builta brief knock of 18-runs for the seventh wick-et before the former was sent back to the pavil-ion by Zahir Khan. Shakib played a knock of44 runs, the highest for Bangladesh in the sec-ond innings.

Mehidy Hasan joined Sarkar in the middle

and the duo built a 23-run partnership but thatcould not last long as the former's wicket wastaken by captain Rashid Khan.

Rashid Khan struck again and found Tai-jul Islam, who had just come into bat, in frontof the wickets. Islam was dismissed for a duck.

Sarkar's effort to avoid a defeat went invain as he lost his wicket to Rashid Khan andthe team was bundled out for 173.

The Afghan captain played a key role inhis team's victory as he scalped six wickets inthe final innings and was awarded the playerof the match. He also became the youngestcaptain to win a Test match.

Afghanistan have registered their secondTest win in just their third Test match. Theyequalled the record of Australia, which picked up their second Test victory wayback in 1879.
